Passa pelos esfor?os de organiza??o, manuten??o e produ??o de informa??es que, ao mesmo tempo em que atendem a norma legal, transformam-se em valiosa ferramenta para a tomada de decis?es, quando sensibilizada a c?pula hier?rquica de uma institui??o sobre a import?ncia do processo de autoavalia??o institucional. O Sistema Nacional de Avalia??o da Educa??o Superior (SINAES), em vigor desde 2004, examina as institui??es de ensino superior (IES), os cursos de gradua??o e o desempenho dos estudantes. O presente trabalho teve por objetivo a elabora??o do manual de processo de autoavalia??o institucional com vistas a apoiar os trabalhos conduzidos pela Comiss?o Pr?pria de Avalia??o (CPA) das IES. It is born of the natural yearning of an organization to know itself and the legal requirements and evaluation regulations that currently exist for all levels of education, from basic to higher education. It goes through the efforts of organization, maintenance and production of information that, while complying with the legal norm, become a valuable tool for decision making, when sensitized the hierarchical leadership of an institution on the importance of the process of self-evaluation institution. The National System for the Evaluation of Higher Education (SINAES), in force since 2004, examines higher education institutions (HEIs), undergraduate courses and student performance. The objective of the present work was to elaborate a process manual of the institutional self-evaluation to support the work carried out by the Self-Evaluation Committee (CPA) of HEI. The use of manuals in corporate environments contributes to the understanding and consolidation of knowledge inherent in the professional's area of activity and to the orientation of work group actions oriented toward the same objective. The methodology used involved bibliographical and documentary research, in view of the exploratory study of a qualitative approach.

Tomamos o seu Relat?rio Final como principal fonte de pesquisa, o documento que cont?m mais de 4 mil p?ginas, dividido em tr?s volumes. O primeiro traz um panorama da repress?o, apresentando o modus operandi da ditadura, os agentes respons?veis por viola??es como tortura, estupro, execu??es e oculta??o de cad?ver e recomenda??es que congregam medidas para o avan?o na pol?tica de efetiva??o dos direitos humanos e da democracia no Brasil. O segundo volume traz textos tem?ticos e aborda quest?es como a repress?o contra ind?genas, comunidades campesinas, militares, igrejas crist?s, dentre outras. O terceiro volume ? exclusivamente dedicado ?s v?timas da ditadura, elucidando as circunst?ncias da morte e desaparecimento de 434 casos. Analisamos a comiss?o e seu relat?rio, tendo como principal instrumental te?rico o materialismo hist?rico. Partindo do objetivo geral do trabalho, que foi o de identificar se a Comiss?o cumpriu suas metas definas em Lei, as principais constata??es estabelecidas foram que a comiss?o logrou ?xito na sua miss?o institucional, revelando o atraso do Brasil em mat?ria de direitos humanos, analisamos ainda que o processo de transi??o democr?tica e a governabilidade de coaliz?o no Brasil, em especial suas caracter?sticas, implicaram por formar as limita??es da pr?pria Comiss?o Nacional da Verdade e do desenvolvimento da democracia brasileira. / The purpose of this paper is to analyze the role of the National Truth Commission (CNV), established through Law no. 12,528 of November 18, 2011, by President Dilma Rousseff, in order to investigate serious violations of human rights, in order to realize the right to memory and historical truth. We take your Final Report as the main source of research, the document containing more than 4000 pages, divided into three volumes. The first presents a panorama of repression, presenting the modus operandi of the dictatorship, the agents responsible for violations such as torture, rape, executions and concealment of corpses, and recommendations that bring together measures for the advancement of the policy of human rights and democracy in Brazil . The second volume brings thematic texts and addresses issues such as repression against indigenous peoples, peasant communities, military, Christian churches, among others. The third volume is exclusively devoted to the victims of the dictatorship, elucidating the circumstances of death and disappearance of 434 cases. We analyze the commission and its report, having as main theoretical instrument historical materialism. In this sense, the following authors were fundamental: Marx (1996, 2009) Walter Benjamin (1987), Henri Lefebvre (2013), Ellen Wood (2011), Noam Chomsky (2003), Mike Davis , Osvaldo Coggiola (2016), Celso Furtado (1973), Florestan (2015), Weffort (1989), Milton Pinheiro (2014) and Spinelli (2014). The Commission, which has been working for two years and seven months, has shown a continuity of serious human rights violations, such as widespread and continuing torture and extrajudicial execution, carried out by agents of State security agencies. Based on the overall objective of the work, which was to identify whether the Commission met its legal goals, the main findings were that the commission succeeded in its institutional mission, revealing Brazil's human rights backlog, That the democratic transition process and the governability of coalition in Brazil, especially its characteristics, imply for forming the limitations of the National Commission of Truth itself and the development of Brazilian democracy.

Ap?s esta etapa, realizou-se entrevista com servidores da Coordenadoria de Concursos da UFRN, com o objetivo de compreender a din?mica atual e quais os mecanismos empregados pelo setor para orientar os servidores envolvidos na organiza??o dos certames, estabelecendo uma refer?ncia de dispositivos administrativos atualmente empregados para regrar as etapas dos concursos e assegurar sua transpar?ncia. Por fim, este trabalho contribui para o planejamento de a??es cujo impacto ao serem adotadas reflita-se diretamente na constru??o de um ambiente mais ?tico na UFRN. / This work has the goal of proposing mechanisms to be adopted by the Ethics Commission at the Universidade Federal do Rio Grande do Norte aiming at minimizing unethical behaviors from committees evaluating candidates for filling professor positions since the elaboration of exams until the end of the evaluation process. Such mechanisms must establish a pragmatic understanding about the role of this commission as guardian and promoter of this university reputation as an ethical institution. The focus on the civil service exams is derived from the fact that they revealed high susceptibility to ethical deviation and that they are under direct interference of moral aspects of each of the committee members. This study is grounded on the current laws and regulations into effect as well as on the records of ethical infractions registered and kept by the university Ethics Commission from its beginning in 2008 until the end of the year 2014 as tools for checking which actions the Ethics Commission could employ in order to enhance the management over the impact of moral and ethical judgments along with their importance in granting the image as an ethical institution before the society. After this stage, we interviewed employees from the section responsible for coordinating the mentioned exams with the objective of understanding the current process and the guidelines given to all the committee members, what allowed us to establish a reference of which administrative apparatus have been employed currently in order to rule the all stages of the exam process as long as assure its transparency. Finally, this work contributes to plan actions which are expected to build up an academic environment where the ethics is widely pervasive as they take effect.

Partindo do princ?pio de que a consci?ncia ?tica ? aprendida pelo ser humano, a ?tica na administra??o p?blica deve ser desenvolvida junto aos agentes p?blicos, de forma que possam conhecer e compreender o regramento ?tico pr?prio, educando-se para a pr?tica dos valores nele contidos. Diante disso, entende-se que a Comiss?o de ?tica deve executar suas fun??es para a observ?ncia do C?digo de ?tica, com a finalidade primeira de educar os agentes p?blicos, favorecendo a promo??o da ?tica. Entretanto, questiona-se se a Comiss?o de ?tica (CE) da Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM) exerce sua fun??o educativa institu?da. Nesse sentido, o problema se desdobra nas seguintes perguntas norteadoras: Existe um plano de trabalho da CE? Quais s?o as atividades descritas nesse plano, que contemplam a fun??o educativa da comiss?o? Quais as principais atividades desenvolvidas concretamente pela CE, para efetivar sua fun??o educativa? Existem produ??es da CE para desenvolver sua fun??o educativa? A CE busca realizar parcerias com setores internos? Desse modo, o presente trabalho analisou a atua??o da CE no contexto da UFVJM, na perspectiva educativa, pautada nas normativas e nos Decretos que orientam sua constitui??o e funcionamento. Trata-se de uma pesquisa de abordagem qualitativa, com objetivo explorat?rio, valendo-se de pesquisas bibliogr?fica, documental e de campo. Analisaram-se as atividades desenvolvidas pela CE, no per?odo de 2008 a 2014, sob a perspectiva de suas a??es educativas, bem como, identificar quais s?o as principais dificuldades enfrentadas pela CE, para exercer suas fun??es. Tamb?m foram analisados os documentos n?o sigilosos e feitas entrevistas semiestruturadas com servidores, membros que atuam ou atuaram na CE. Mediante os resultados obtidos, foi poss?vel concluir que sobressaem as a??es de natureza investigativa, uma vez que, em sua maioria, pautou-se na apura??o de desvios ?ticos. Constatou-se que parte da comiss?o n?o recebeu capacita??o para exercer suas fun??es, sendo a falta de recurso da institui??o a justificativa para tal. Outro fator importante diz respeito ? forma??o dos integrantes da CE, pois, os entrevistados apontam como grande dificuldade, n?o ter uma forma??o que favore?a o desenvolvimento das atividades. Faz-se necess?rio apontar que para a composi??o da CE, seus membros julgam essencial a participa??o dos mesmos na indica??o dos pr?ximos indiv?duos a ocuparem as fun??es; haja vista que, no ?mbito da UFVJM, foi poss?vel identificar que, diversas vezes, essa decis?o n?o coube tamb?m ? CE, visto que as portarias de designa??o foram expedidas sem consulta pr?via ao CE ou ao novo integrante. Diante dos resultados obtidos, entende-se que existe necessidade de implanta??o de a??es educativas para a comunidade acad?mica e maior capacita??o dos membros da CE, a fim de que sejam fomentadas tanto a ?tica p?blica, como a ?tica profissional no ?mbito da UFVJM. / Programa de P?s-Gradua??o em Gest?o de Institui??es Educacionais, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2015. / One of the arguments for ethics promotion in organizations is the need to restrain and avoid practices of appellant ethical deviations in public agencies. For this, the Federal Government has determined the constitution of Ethics Commissions, in its organizations and institutions, to cooperate with the full validity of the Laborer Ethics Code. Considering that ethic conscience is learned by the humans, ethics in public administration must be developed with the public agents, so that they may know and understand the self-ethical ruling, educating them to practice values within it. Considering that, we understand that the Ethics Commission (EC) must execute its functions to the Ethics Code observance, with the primordial purpose in educate the public agents favoring the ethic promotion. However, we ask if the Ethics Commission of the Vales do Jequitinhonha e Mucuri Federal University (UFVJM) wield its instituted educative function. In this way, the problem unfolds in the following guiding questions: Is there a work plan from the Ethics Commission? What are the activities described in this plan that include the educative function of the Commission? What are the main productions developed by the EC to wield its educative function? Are there CE?s productions to develop this educative function? Does the EC try to accomplish partnerships with other instances? Thus, this study analyzed the EC actions, in UFVJM context, regarding the educative perspective, set in Normative and Enactments that guide its constitution and operation. This research refers to a qualitative approach, with exploratory aim, making use of bibliographical, documental and field searches. The activities developed by the EC were analyzed in the period of 2008 to 2014, under the perspective of their educative actions, as well as we looked for to identify what are the main difficulties faced by the EC to perform their functions. We also analyzed the non-confidential documents and interviewed the laborers through a non-structured interview, persons who compound and compounded the EC. The results permitted to conclude that the actions of investigative nature stand, since, mostly, it was based on the investigation of ethical misconduct. It was found that the committee did not receive training to perform their functions, and the lack of the institution's resources was the justification for it. Another important factor to be discussed concerns to the training of the EC members, the interviewed ones pointed out as a big difficulty not to have an education that favors the development of activities. It is necessary to point that for the EC composition, its members deem essential their participation in indicating the next individuals to occupy the functions; given that, under the UFVJM, we observed that, several times, that decision did not have the EC participation, since the ordinances designation were issued without prior consultation to the EC or to the new member. Given the results, We understand that there is the necessity of implementing educational activities for the academic community and increased training of EC members in order to be promoted both public ethics and the professional ethics within the UFVJM.

The main focus of this work is to investigate how the assessment process is coordinated. Additionally, it is also investigated who are the coordinators, how the institutional assessment process was conceived and what are their expectations. A literature review was also performed in order to get basic theoretical concepts about Institutional Assessment thematic, enhancing the author s knowledge and updating the information about SINAES. A semi structured interview methodology was used for data collection, aiming to identify the relevant points and topics to be considered in this study. It is intended that the data and information collected in this study collaborate with the improvement of the current institutional assessment process. / Esta disserta??o est? inserida na linha de pesquisa: Estudos em Avalia??o e tem como objetivo estudar o trabalho das Comiss?es Pr?prias de Avalia??o das Institui??es de Ensino Superior de Campinas, que integram o Sistema Nacional de Avalia??o da Educa??o Superior (SINAES), a partir da vis?o de um ator fundamental nesse processo - o coordenador -, que em conjunto com os demais membros da comiss?o coordenaram o processo de auto-avalia??o institucional. When World War II finished, a period in which marked the end of about 30 years of crises and international conflicts, for the first time in history, the latin-american contries had na actual oportunity to put and end to a current model of International Labour Division. With this him, the UNO General Assembly approved the creation of the Economical Commission for Latin-America (ECLA) in 1948. In spite of the initial scepticism, the ECLA became the most important center of the estudies, analyses and diagnostic of the latin-american contries economical situations. So, it started to support different kinds of government of the region, implementine economical policies that cold guarantee its development, based on industrialization. With favorable international situation, even facine structural problems, the majority of the latin-american contries started to show a relative improvement relating to their economical development levels, due to the incredsing exportations.However, the 70 s was marked by lots of crises in many different fields, like politics, social, economical and military. These problematic areds reached the developed contries so much that they opened possibilities for the victory of the named Conservative Forces . It allowed a very important change in the target of the economical policies so far. Then, the well-known developmentism model fell down, in which the State owned a very relevant role therefore, it was adopted the neoliberalism , that in general lines released the markes of the state tutorship. The neoliberalism model started to be spread as a possible alternative to the other contries of the woeld as na encouraning way to its economical develoment. In this context, in 1989, a convetion took place in Washington D.C., the United States of America capital, and it was know as The Washington Consensus . In this agreement participated the north american congress and executive, lot of experts in latin-american issues, besides members of multilateral organism for credit and financing whicas lie in that renowned city, aiming for the discussion relating to a series of masures with political and economical purposes with a very clear neliberal point of view that could be adopted by the latin-american contries as a way of speedine very bad results motivated principally by na excessive interference of the state straight to the economy. By means of a brief biography survey, I m seeking in this text characterize historical, institutional, political and economical bases which since the 50 s try to contribute wich a solutionto the problem of the latin-america economical development. I m seeking to analyse and understand the models of the economical development proposed by the ECLA and the so called Washington Consensus to the region, wich by their own genesis constitute into two antagonic projects, since the former considers the State participation as an essential condition and the latter on the contrary intends a kind of economical development which is led by market, without the state interference. We come to a conclusion that both models demostred themselues ineffective in face of a great diversity of political, economical and cultural characteristics of the region. / A disserta??o busca analisar os modelos de integra??o regional que foram adotados nos pa?ses do continente americano sob duas perspectivas, a desenvolvimentista e a neoliberal. No que se refere ao modelo de integra??o desenvolvimentista, este tem como marco a aprova??o pela Assembl?ia Geral das Na??es Unidas, em 1948, da cria??o da Comiss?o econ?mica para a Am?rica Latina (CEPAL).Em rela??o ao modelo de integra??o regional sob a perspectiva neoliberal, este teve como marco a confer?ncia realizada em 1989, em Washington, capital dos Estados Unidos da Am?rica, que ficou conhecida como Consenso de Washington . Por meio de um levantamento bibliogr?fico, a presente disserta??o caracterizar as bases hist?ricas, institucionais, pol?ticas e econ?micas que desde a d?cada de 50 procuram contribuir com a solu??o do problema do desenvolvimento econ?mico da Am?rica Latina. Assim, a disserta??o se prop?e a analisar e compreender os modelos de desenvolvimento econ?mico proposto pela CEPAL e pelo chamado Consenso de Washington para a regi?o, que por sua pr?pria g?nese constituem em dois projetos antag?nicos, uma vez que o primeiro considera a participa??o do Estado como condi??o indispens?vel e o segundo ao contr?rio, pretende um modelo de desenvolvimento econ?mico capitaneado pelo mercado, sem a interfer?ncia estatal. Para atender este objetivo, s?o feitos estudos de caso sobre os modelos de integra??o regional adotados ou em processo de negocia??o nas Am?ricas, sob a perspectiva desenvolvimentista, a Associa??o Latino-Americana de Livre Com?rcio (ALALC), o Mercado Comum Centro-Americano e o Grupo Andino e no caso da perspectiva neoliberal, o Mercado Comum do Sul (Mercosul), o North American Free Trade Agreement (NAFTA) e o projeto de cria??o da ?rea de Livre Com?rcio para as Am?ricas (ALCA). A conclus?o da disserta??o ? de que ambos os modelos se mostraram ineficazes diante da diversidade de caracter?sticas pol?ticas, econ?micas e culturais da regi?o.
