Στην εργασία αυτή προσεγγίζεται μια μέθοδος ιδιαίτερα γνωστή στον χρηματοπιστωτικό τομέα, με την οποία γίνεται αποτίμηση της αξίας σε κίνδυνο, Value at Risk, που είναι εκτεθειμένες μετοχές και χαρτοφυλάκιο, σύμφωνα με την συσχέτιση των αποδόσεων των περουσιακών τους στοιχείων, αλλά και το συστηματικό κίνδυνο αυτών σε σχέση με τις γενικές τάσεις της αγοράς. Χρησιμοποιώντας τις αποδόσεις 3 μετοχών, αλλά και ενός χαρτοφυλακίου μετοχών απο το Χρηματιστήριο Αξιών Αθηνών, ο βασικός στόχος της παρούσας διατριβής είναι να γίνει μια συγκρτική ανάλυση της αξίας σε κίνδυνο (VaR) για έναν επενδυτή με θέση αγοράς σε διάφορα επίπεδα εμπιστοσύνης και για δύο υποδείγματα δεσμευμένης ετεροσκεδαστικότητας (GARCH και E-GARCH). Για αυτή την συγκριτική ανάλυση, χρησιμοποιείται μια μεθοδολογία για τον έλεγχο των αποτελεσμάτων των παραπάνω υποδειγμάτων, γνωστή ως έλεγχος Kupiec. / In this Theses, we present an application well-known in the financial sector, Value at Risk, with which we measure the risk of stocks and portofolios. Using the returns of 3 stocks and a portofolio from the Greek Stock Exchange Market, the basic goal of the present theses is to make a comparative analysis of the value at risk for an investor with long rading position in various confidence levels and for two generalized autoregressive conditional heteroskedasticity models (GARCH and E-GARCH). For this comparative analysis, a methodology is used to backtest the results of the GARCH models, known as Kupiec Test.

A opção em focar o estudo sobre o funcionamento da Comissão Própria de Avaliação - CPA de uma Instituição de Ensino Superior - IES- tem como justificativa o fato de ser a comissão, dentro da estrutura organizativa, um espaço autônomo e democrático com a participação de representantes da comunidade acadêmica, privilegiado pelo acesso de informações sobre o cotidiano administrativo e pedagógico e com legitimidade para subsidiar as tomadas das decisões estratégicas da instituição. Em contrapartida, a maioria das CPAs funciona como apêndice burocrático na estrutura organizativa das instituições de ensino, limitando suas ações à prestação das informações solicitadas pelo INEP e na coordenação dos processos avaliativos. O objetivo central deste trabalho foi desenvolver uma análise sobre a Comissão Própria de Avaliação de uma Instituição Privada de Ensino Superior - IPES - para o compartilhamento da informação e do conhecimento e aproveitamento do diagnóstico para a melhoria da qualidade do ensino. Foi desenvolvida uma pesquisa de campo que resultou em um esboço de plano de ação, vislumbrando a possibilidade no sentido prático, de converter a CPA em uma unidade estratégica de informação e conhecimento. Como resultado deste estudo, esperamos contribuir com o conhecimento gerado para instituições que tenham como perspectiva a melhoria continua de seus processos de ensino , pesquisa e administrativos, de forma inovadora e criativa. The choice of focusing the study on the functions and behavior of one Higher Education Institution's Own Evaluation Committee is based on the fact that the Committee, situated inside the organization's structure, works as one autonomous and democratic place. It counts on the engagement of agents from the academic community, is privileged with the access to information about administrative and pedagogical routines and has the legitimacy to subsidize the making of strategic decisions by the institution. On the other hand, most of the OECs work as bureaucratic appendices on the organizational structure of the educational institutions, limiting its actions on the provision of the information requested by the INEP and on the coordination of evaluative processes. The main objective of this study is to draw an analysis of the Own Evaluation Committee existing in a Private Institution of Higher Education, share the information and knowledge and apply the diagnostic for the improvement of the education quality. One field survey was developed and resulted on a sketch to an action plan, visualizing the possibility, on the practical sense, of converting the OEC on a strategic unit of information and knowledge. As result of this study, we hope to contribute with the knowledge generated to institutions that have the perspective of continuous improvement on its educational, administrative and research processes with creativity and innovation. Science, Practice, and Policy: The Committee on Rare and Endangered Wildlife Species and the Development of U.S. Federal Endangered Species Policy, 1956-1973January 2011 (has links)
abstract: The Committee on Rare and Endangered Wildlife Species (CREWS) of the U.S. Fish and Wildlife Service (FWS) made important and lasting contributions to one of the most significant pieces of environmental legislation in U.S. history: the Endangered Species Act of 1973 (ESA). CREWS was a prominent science-advisory body within the U.S. Department of the Interior (DOI) in the 1960s and 1970s, responsible for advising on the development of federal endangered-wildlife policy. The Committee took full advantage of its scientific and political authority by identifying a particular object of conservation--used in the development of the first U.S. list of endangered species--and establishing captive breeding as a primary conservation practice, both of which were written into the ESA and are employed in endangered-species listing and recovery to this day. Despite these important contributions to federal endangered-species practice and policy, CREWS has received little attention from historians of science or policy scholars. This dissertation is an empirical history of CREWS that draws on primary sources from the Smithsonian Institution (SI) Archives and a detailed analysis of the U.S. congressional record. The SI sources (including the records of the Bird and Mammal Laboratory, an FWS staffed research group stationed at the Smithsonian Institution) reveal the technical and political details of CREWS's advisory work. The congressional record provides evidence showing significant contributions of CREWS and its advisors and supervisors to the legislative process that resulted in the inclusion of key CREWS-inspired concepts and practices in the ESA. The foundational concepts and practices of the CREWS's research program drew from a number of areas currently of interest to several sub-disciplines that investigate the complex relationship between science and society. Among them are migratory bird conservation, systematics inspired by the Evolutionary Synthesis, species-focused ecology, captive breeding, reintroduction, and species transplantation. Il y a près de quatre décennies, Claude LEGAIT un Français de Vandoeuvre, à la suite d’un séjour à Poa en Haute-Volta, actuel Burkina-Faso, crée en 1978, avec quelques amis, dont Guy AUFRERE, le premier président Les Amis de Sabou, association loi 1901, destinée à venir en aide à ses amis voltaïques, lesquels manquaient de tout ou presque, notamment dans les secteurs de la santé et de l’éducation. La jeune association lance, sous la tutelle de la F.M.V.J., ses premiers chantiers envoie des médicaments et engage l’‘‘opération bulldozer’’ qui permet de faire connaitre l’association dans la Z.U.P. de Vandoeuvre et au-delà, et aussi le village de Poa, qui est à cette époque un canton de la sous-préfecture de Sabou. Hommes déterminés, Claude LEGAIT, Guy AUFRERE et son successeur Gérard VOREAUX et bien d’autres encore, hommes et femmes, entament alors les négociations avec les municipalités lorraines pour la mise en place d’un jumelage avec le canton de Poa. Au terme de multiples négociations, le jumelage est finalement conclu entre Vandoeuvre et la sous-préfecture de Sabou en décembre 1982, en présence de Francis CROMBEZ, représentant du maire de Vandoeuvre, Richard POUILLE. Président de 1981 à 2014, Gérard VOREAUX donne plus d’ampleur à l’action de l’association qui entraîne à partir de 1985 la ville allemande de Lemgo dans le jumelage. Dès cet instant, le paysage de Sabou et particulièrement de Poa, grâce au recentrage du jumelage en 1991, se transforme grâce par la présence de centaines de volontaires français venus de la Lorraine travaillant chaque été avec leurs Amis burkinabés, à la construction de dizaines de bâtiments destinés à l’éducation et à la santé prioritairement. En 1994 Les Amis de Sabou deviennent Les Amis de Poa. En 2009, le renouvellement du serment de jumelage entre les maires de Vandoeuvre, Stéphane HABLOT et de Poa, Jean ZONGO apparaît comme le signe de la confiance faite aux acteurs et de la qualité des échanges entre les deux communautés, qui éclaire d’un jour nouveau les relations franco-africaines. / Several decades ago, Claude LEGAIT, a Frenchman of Vandœuvre, create in 1978 with a few friends, one of whom is Guy AUFRERE, an association called Les Amis de Sabou (The Law of Associations, 1901) after one of his travels to Poa in the Republic of Upper Volta, now Burkina-Faso. The organisation was established to aid said friends in the region, who often faced precarious living standards in health and education. To change the situation, the association led by Claude LEGAIT and its president Guy AUFRERE, organised under FMVJ’s supervision the first projects involving the shipment of medication, and the start of Operation Bulldozer, which would make the association known both in the ZUP of Vandœuvre and beyond, but also in the village of Poa, which at that time was a canton of the sub prefecture of Sabou.Claude LEGAIT and Guy AUFRERE were determined. The successor of AUFRERE, Gerard VOREAUX, and several others, started to negotiate with municipalities of the Lorraine region so to institute a town twinning initiative with the canton of Poa. After various negations, the town twinning project was finally established between Vandœuvre and the sub prefecture of Sabou in december 1982, in presence of Francis CROMBEZ, the representative of the mayor of Vandœuvre, Richard POUILLE. President from 1981 to 2014, Gerard VOREAUX gives more scope to the action of the association which trains from 1985 the German city of Lemgo in the twinning.From that moment on, Sabou’s, and more particularly Poa’s landscape was going to transform, thanks to a reformation of the town twinning agreement in 1991. Equally, thousands of French volunteers coming from Lorraine worked with their Burkinabe peers to edify infrastructure for education and health purposes. In 1994, Les Amis de Sabou was renamed Les Amis de Poa.In 2009, the renewing of the town twinning agreement between the mayor of Vandœuvre, Stéphane HALBOT and the mayor of Poa, Jean ZONGO were thought as a token of faith in all the actors involved, while the quality of exchanges between the town twins reflected the positive prospect of a convincing Franco-African alliance.

A investiga??o de mortes infantis ? considerada uma importante estrat?gia para a redu??o desse fen?meno, tendo em vista o fato de propiciar mais visibilidade ? real situa??o dos munic?pios e possibilitar a implanta??o de medidas de preven??o e controle. O presente estudo foi desenvolvido no per?odo de 2013 a 2016, com o objetivo de analisar a atua??o dos Comit?s de Preven??o ao ?bito Infantil e Fetal na Regi?o de Sa?de de Ara?ua?, Minas Gerais. Trata-se de um estudo descritivo, realizado em 06 comit?s/equipes de investiga??o municipais que comp?em a regi?o, pertencente ? mesorregi?o do Jequitinhonha, Minas Gerais. A informa??o foi obtida a partir da utiliza??o de fontes secund?rias em base de dados nacionais, como o SIM e o Painel de Monitoramento da Mortalidade Infantil e Fetal. Os dados obtidos foram tabulados no Excel, pacote Officce (Microsoft?), e receberam tratamento para estat?stica descritiva. Como resultados observou-se a redu??o da mortalidade em crian?as menores de um ano na regi?o, com frequ?ncia de 15 casos em 2013 e 10 casos em 2016; e a eleva??o do n?mero de mortes fetais, com 14 ?bitos em 2013 e 16 ?bitos em 2016. Houve aumento de 57,2% nos ?bitos infantis evit?veis na regi?o, no per?odo analisado. De todos os seis munic?pios estudados, apenas um apresentou investiga??o de 100% dos ?bitos infantis e fetais em tempo oportuno. A organiza??o do sistema/servi?o de sa?de da regi?o foi respons?vel pela maioria dos problemas identificados ap?s a investiga??o dos ?bitos (34,8%), sendo a cobertura da aten??o prim?ria o principal problema relacionado ? organiza??o desses servi?os. As mortes por causas evit?veis destacaram-se por serem as mais comuns, de acordo com a classifica??o de evitabilidade, realizada pelos ?rg?os investigativos, citada 47 vezes durante os quatro anos. Programa de P?s-Gradua??o em Sa?de, Sociedade e Ambiente, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The Child Mortality Rate (CMR) is considered to be one of the most sensitive health indicators used by Public Health services to assess the life conditions of the population in general, and is mainly determined by the socio-economic conditions of a region. The investigation of children death is regarded as an important strategy to reduce this phenomenon once it provides greater visibility to the cities real situation and enables the implementation of prevention and control measures. The current study was developed between 2013 and 2016, aiming to analyse the actions of the Children and Fetal Death Prevention Committees in Ara?ua?/MG health care territory. That is a descriptive study whose sample was composed for 06 municipal committees that comprehend Ara?ua? health care territory, belonging to the mesoregion of Jequitinhonha/ MG. The information was derived from secondary sources in national data bases such as the Mortality Information System (SIM) and the Children and Fetal Death Monitoring Panel. The survey data were organized on Microsoft Office Excel and were processed for descriptive statistics. The results observed were: The reduction of mortality among children under 1 year old in the region, being 15 cases in 2013 and 10 in 2016; and the increase of Fetal death rate, being 14 deaths in 2013 and 16 in 2016. There was an increase of 57,2% in preventable children death in the region in the period under review. Only one city out of the six studied presented in time a 100% investigation of children and fetal death. The health system organization of the region accounted for the majority of the problems identified after the death investigation ( 34,8%), being the primary - care coverage the main problem related to the organization of these services. The deaths for preventable causes excelled for being the most common, according to the avoidability rating carried out by investigative authorities, and they were mentioned 47 times during the 4-year period. Among these causes, it was not registered any death reducible for immunoprevention actions. As a cause of fetal and perinatal deaths prevailed prematurity, in Ara?ua? health care territory, Minas Gerais. The conclusion is that, the absence of committees in most studied cities brings several deficiencies in the process of monitoring child and fetal death in the region. Although there are professionals who perform the investigation of the cases in each locality, the lack of a capable multiprofessional team obstructs the analysis, discussion of cases and execution of effective measures to reduce new events. It has been identified care failures regarding prenatal and childbirth and a high percentage of death avoidability. The implementation of the Child and Fetal Death Prevention Committee in the whole Ara?ua? health care territory , the strengthening of those that already exist in conjunction with the permanent support from municipal, state managers and society to these bodies, are relevant factors to enhance the care provided to pregnant women and children in the studied area. / La Tasa de Mortalidad Infantil (TMI) es considerada uno de los m?s sensibles indicadores de salud utilizados por la salud p?blica para evaluar las condiciones de vida de una poblaci?n en general, siendo determinada, principalmente, por las condiciones socioecon?micas de una regi?n. La investigaci?n de muertes infantiles es considerada una importante estrategia para la reducci?n de ese fen?meno, teniendo en vista el hecho de propiciar m?s visibilidad a la real situaci?n de los municipios y posibilitar la implantaci?n de medidas de prevenci?n y control. El presente estudio fue desarrollado en el per?odo de 2013 a 2016, con el objetivo de analizar la actuaci?n de los Comit?s de Prevenci?n al ?bito Infantil y Fetal en la Regi?n de Salud de Ara?ua?, Minas Gerais. Se trata de un estudio descriptivo realizado en 06 comit?s / equipos de investigaci?n municipales que componen la regi?n, perteneciente a la mesorregi?n del Jequitinhonha, Minas Gerais. La informaci?n fue obtenida a partir de la utilizaci?n de fuentes secundarias en base de datos nacionales, como el Sistema de Informaci?n sobre Mortalidad (SIM) y el Panel de Monitoreo de la Mortalidad Infantil y Fetal. Los datos obtenidos fueron tabulados en Excel, paquete Officce (Microsoft?), y recibieron tratamiento para estad?stica descriptiva. Se identificaron fallas asistenciales en los cuidados con el prenatal y parto y un alto porcentaje de evitabilidad de las muertes. A maioria das abordagens teóricas sobre as emancipações municipais realizadas no período, ressaltam a relação executivo-legislativo estadual como explicação, sem levarem em conta a importância das lideranças políticas locais. Com o intuito de destacar o papel desses atores no processo emancipatório, realizamos um estudo de caso no município de Westfália, criado em 1996, que fica localizado no norte do estado do Rio Grande do Sul, região que se destacou na proliferação municipal. Nosso trabalho, centrado nos integrantes da Comissão Emancipacionista do município, tem três objetivos: 1) ressaltar a importância das lideranças políticas locais no processo emancipatório; 2) verificar a relação entre inserção social e inserção política desses atores na Comissão Emancipacionista e na administração municipal de Westfália; 3) entender o que levou essas lideranças políticas a participarem do processo emancipatório e que tipo de retribuições obtiveram com o engajamento nesse movimento. No caso de Westfália, a atuação das lideranças políticas locais foi determinante para o sucesso da emancipação, visto que o processo sofreu diversos entraves que só puderam ser superados pelo empenho e a união dos emancipacionistas. Constatamos que o capital escolar e as relações familiares contribuíram para a entrada na Comissão Emancipacionista e para ocupação de cargos na prefeitura municipal depois da instalação do município. Analisamos as motivações das lideranças para se envolverem no movimento emancipatório - geralmente ligadas ao objetivo oficial da ação coletiva - e avaliamos as retribuições que cada integrante recebeu devido ao seu engajamento no movimento. Além dos benefícios que toda a população obteve com a instalação do município, alguns integrantes da Comissão conquistaram "retribuições extras", como poder de decisão na administração municipal, empregos na prefeitura e valorização de suas terras. / One thousand and three hundred and eighty five cities were created in Brazil since the Constitution proclamation in 1988 , among these 253 in the state of Rio Grande do Sul. Most of theoretical approaches about city emancipation produced during this period highlighted state executive-legislative relationship as an explanation, therefore not considering the importance of local political leadership. In order to highlight the role of these political actors in the emancipatory process we developed a case study about the city of Westfália, created in 1996, situated on the north region of Rio Grande do Sul, where a large proliferation of cities is observed. Considering the members of the Emancipatory Committee of this city, this work has three goals: 1) to highlight the relevance of local political leadership to the emancipatory process; 2) to verify the relation between social and political insertion of these actors in the Emancipatory Committee and in the Westfália city administration; and 3) to understand what impelled political leaderships to take part in the emancipation process and what do they get in return by working on the movement. In the case of Westfália the operations of local political leaderships determined the emancipation success, given that the process went through various obstacles on which emancipationists engagement and boundness to the cause was crucial. We also verified how academic capital and family relations supported the entrance in the Emancipatory Committee and the fulfilling of jobs in the city public administration after the city foundation. We analyzed the explanations that leaders gave for getting involved in the emancipatory movement - reasons generally tied to the oficial goal of the collective action - and evaluated the rewards that each member got for their engangement in the movement. Beyond the population benefits related to the foundation of the city, some of the Committee members got "extra rewards" like the power of decision in city administration, public jobs and overvaluation of their lands.
