A Mixed-methods Approach To Examining The Memphis Crisis Intervention Team (cit) Model: An Exploratory Study Of Program Effectiveness And Institutionalization Processes

The present study utilized a mixed-methods strategy to examine the effectiveness, diffusion, and institutionalization of the Memphis Crisis Intervention Team (CIT) model. To evaluate the effectiveness of the training component of the CIT model, a panel research design was employed in which a sample of 179 law enforcement officers and 100 correctional officers in nine Florida counties were surveyed on the first day of training (pretest), the last day of training (posttest), and one month following their completion of CIT training (follow-up). These surveys measured the extent to which CIT training achieved several officer-level objectives, including increased knowledge of mental illness and the mental health referral process, improved self-efficacy when responding to mental health crises, and enhanced perceptions of verbal deescalation skills, mental health services in the community, and the mental health referral process. The results of these surveys revealed officers experienced a statistically significant increase on every measure of training effectiveness between the pretest and posttest data collection points. However, a significant decline was found among the 117 officers that responded to the follow-up survey on the measures associated with self-efficacy and perceptions of verbal de-escalation, which points to a measurable decay in the effectiveness of the training in the intermediate timeframe with regard to these two measures. To examine the extent to which the diffusion of the CIT model resembles a social movement in the field of criminal justice and to explore the impact of CIT institutionalization on the organizational structure of criminal justice agencies, an online survey was distributed to 33 representatives of law enforcement and correctional agencies known to participate in the CIT program in the nine Florida counties in which officers were surveyed. The results of this survey indicate interagency communication and external pressure i from mental health providers and advocates largely contribute to the decision of criminal justice agencies to adopt the CIT model. In addition, the findings of this survey suggest criminal justice agencies modify their organizational structure in a number of different ways to internalize and institutionalize the CIT model. By coupling a training program evaluation with an assessment of diffusion and institutionalization, this study makes a unique contribution to organizational and evidence-based literature.

O agente penitenciário aos olhos do judiciário paulista / The penitentiary correctional officers in the eyes of the judiciary of the state of São Paulo

O objetivo do presente trabalho consistiu na identificação de elementos valorativos e perceptivos que o Poder Judiciário tem em relação ao agente de segurança penitenciária (ASP), discriminando temas, ênfases e tendências. Para a sua consecução, foram realizadas oito entrevistas semidirigidas com juízes atuantes em Varas de Execução Criminal do Estado de São Paulo. A apresentação do estado da arte demonstrou a pluralidade de ângulos sob os quais a temática relativa aos agentes penitenciários vem sendo estudada. O levantamento bibliográfico revelou ser escassa a literatura sobre a percepção do Poder Judiciário acerca dos ASPs. Foram criadas, a partir das entrevistas realizadas, dez categorias de análise: preparo, papel e formas de atuação do ASP; relacionamento entre os ASPs e o Poder Judiciário; relacionamento entre ASP e preso; relacionamento entre ASP e a direção da unidade prisional em que trabalham; probidade dos ASPs; vulnerabilidade e segurança do ASP no exercício da sua profissão; valorização, por parte do Poder Judiciário, do depoimento do ASP; condições de trabalho do ASP; fatores emocionais relacionados ao trabalho do ASP; impacto do crime organizado na atuação do ASP. Da apresentação e análise dos dados resultaram 18 súmulas analítico-descritivas. No capítulo destinado às conclusões, foram apresentadas as principais contribuições desta pesquisa, as quais consistiram na identificação dos principais temas que premeiam a visão do Judiciário sobre os ASPs e dentro deles as tendências e as ênfases prevalecentes. Estes temas foram agrupados em cinco linhas perceptivas: função do ASP: ressocializadora vs. disciplinar ênfase sobre a valorização da ressocialização; poder do ASP tendência dos juízes em respaldar o ASP para aumentar seu poder e ênfase no rearranjo no equilíbrio de poder em face da atuação das facções criminosas; influência da facção criminosa no trabalho do ASP ênfase sobre o atentado à probidade do agente e ao aumento de vulnerabilidade dos ASPs; impactos psicossociais do trabalho do ASP ênfase no adoecimento decorrente da prática profissional e no processo de prisionalização; e contexto de atuação do ASP ênfase na insalubridade e nos aspectos relativos à carreira do ASP. A seguir, é apresentado um conjunto de reflexões críticas com base nos resultados da pesquisa, na análise da literatura estudada e em diálogo com as vivências profissionais da pesquisadora. Em seguida, foram sugeridos temas para novas pesquisas e, por fim, propostas de interação envolvendo os principais especialistas e atores no processo de execução penal. / The objective of this work is to identify the perceptions and value attributed to Penitentiary Correctional Officers (PCOs) by the Judiciary, pointing out themes, emphases, and trends. This work was accomplished through eight semi-directed interviews conducted with judges active in the Criminal Court on the Enforcement of Sentences of the State of Sao Paulo. The execution of this work has demonstrated the wide array of ways in which correctional officers are studied. The bibliographical search has revealed a scarcity of literature referring to the Judiciary\'s perception of the PCOs. Ten categories of analysis emerged from the interviews conducted: the preparation, role and work of the PCOs; the relationship between the PCOs and the Judiciary; the relationship between the PCO and the incarcerated; the relationship between the PCOs and the management of the prison unit in which they work; probity of the PCOs; vulnerability and security of the PCOs in the workplace; credit of the PCOs testament, as perceived by the Judiciary; work conditions of the PCOs; emotional factors related to the work of the PCOs; and the impact of organized crime in the work of the PCOs. The presentation and analysis of the data resulted in 18 descriptive-analytic summaries. The concluding chapter presents the main contributions of this research, consisting in the identification of the main themes that inform the vision of the Judiciary regarding PCOs and its prevailing emphases and trends. These themes were grouped into five lines of thought: the function of the PCO: resocializing vs. disciplinary - emphasis on the value of resocialization: the power of the PCO - the tendency of the judges in supporting PCOs to increase their power and the emphasis in the rearrangement of the balance of power vis-a-vis criminal factions; the influence of the criminal faction in the work of the PCO -- emphasis on the attempts to discredit PCOs and increasing vulnerability of the PCOs; psycho-social impact of the work of the PCO - emphasis on illness associated with the work and imprisonment; and context of the work of the PCO - emphasis on the unhealthfulness relative to the career of the PCO. Next follow critical reflections based on research results, the analysis of the literature review, and in dialogue with the professional experiences of the researcher. Following that is a presentation of themes for future research and, finally, a proposal for the evolving interaction of the primary specialists and actors in the process of penal execution.

An investigation into the south african correctional officers’ lived experiences of their work and the employee assistance programme and meaning thereof

Correctional officers work in a coercive environment and as such they are confronted with various challenges on a daily basis. Research found that the unique stressors that correctional officers experience result in stress which can negatively impact their physical and psychological health as well as their family life. However, limited research has been conducted to identify the stressors that are relevant to the South African correctional officer. Therefore, the aim of this study was to investigate South African correctional officers’ lived experiences of their work and work environment and the Employee Assistance Programme and the meaning they attached to them. Purposive and snowball sampling techniques were utilised to select the 20 participants from the two correctional centres of the Department of Correctional Services in Worcester, Western Cape. The sample consisted of 11 male and 9 female correctional officers between the ages of 26 and 56 years with a mean age of 43.4. A qualitative approach was utilised to obtain in-depth insights into the lived experiences and attributed meanings of participants. Individual interviews were conducted with the participants by utilising a semi-structured interview guide. A demographic questionnaire was completed by each participant after the interview. The interviews were audio-recorded with the written permission of each participant and transcribed for analysis. Through the use of Interpretive Phenomenological Analysis (IPA) 7 themes were identified namely: (a) confronting various challenges on a daily basis (b) various dimensions of correctional officers life affected (c) neglect of correctional officers’ well-being (d) coping mechanisms (e) barriers preventing corrections officers from utilising the EAP (f) a recognition of the positive value of the EAP (g) personal meaning derived from work. In addition, the themes consist of various subthemes. The findings of the study suggest that correctional officers are confronted with various challenges on a daily basis, which include lack of input into decision making, lack of support from management, lack of trust in management, pressure caused by staff shortages, lack of resources, inadequate training opportunities and a lack of promotion system. Furthermore, participants revealed that their work and work environment had a negative impact on their physical and psychological health as well as their family life. In addition, participants reported that aspects of their well-being are neglected which include a lack of interest from management in their problems, a lack of recognition and motivation from management as well as a lack of team-building opportunities. Various coping mechanisms were utilised by the participants which seems to act as a buffer against the negative effects of their stressful work and work environment. These coping mechanisms include conflict resolution and communication skills, religion, sport, positive thinking, resilience as well as family and co-worker support. A variety of barriers that prevent participants from using the EAP service that are offered at work were identified. These barriers indicated by the participants included a lack of trust in the EAP, the stigma attached to using the EAP, difficulty relating with the EAP practitioner, a negative perception of the EAP, and insufficient marketing of the EAP. Despite the barriers, participants recognised the overall positive value of the EAP service in the Department of Correctional Service. Participants appear to find meaning in their work. Some participants expressed the satisfaction that they experienced from their job while others expressed the sense of reward that they experience from their job. Recommendations for further research include the evaluation of the EAP programme to determine its effectiveness on a national level, more involvement from management in ground floor correctional officers, providing additional teambuilding oppertunities and reintroducing Wellness Days. A limitation of the study is that only a small sample of correctional officers limited to two correctional facilities in Worcester, Western Cape, was used. Therefore, the findings of the study could not be generalised to the whole population of South African correctional officers. / Psychology

Com esta tese, procurou-se estabelecer um diálogo com estes trabalhos, por meio da sistematização dos mundos (cf. Boltanski e Thévenot, 1991) observados em duas unidades do Departamento Geral de Ações Socioeducativas (Degase) responsáveis pela aplicação das medidas de internação e semiliberdade às meninas acusadas de infringirem leis: o Centro de Recursos Integrados de Atendimento ao Adolescente (CRIAAD) de Ricardo de Albuquerque e o Educandário Santos Dumont, ambos na cidade do Rio de Janeiro. Intentou-se conhecer como agentes, técnicos e adolescentes organizam e justificam suas experiências, como hierarquizam as coisas e as pessoas e como qualificam os seres humanos e não humanos. A pesquisa empírica realizada para esta tese nos leva a perceber que há uma pluralidade de situações, de formas de ajustamento e investimento pelas quais passam as adolescentes, constatando que algumas delas são contraditórias e questionam constantemente as personalidades, potencialidades e tendências a elas atribuídas. Verifica-se que as adolescentes estão sob contínua provação atendendo aos mais diversos critérios de legitimidade, mantidos seja pelos técnicos seja pelos agentes seja pelas próprias adolescentes durante o tempo que duram suas medidas socioeducativas. / The universe that surrounds the teenagers who breaks the law in Brazil has been extensively explored by several studies of the humanities: there are many authors seeking to discover the causes of the imprisonment or of the transgressions, the criminalization or the profile of the population that temporarily inhabits the juvenile detention. Trying to keep a dialogue with these works, this thesis examines the worlds (cf. the formulation of Luc Boltanski and Laurent Thévenot) perceived in two institutions responsible for the execution of sentences for young girls: CRIAAD de Ricardo de Albuquerque and Educandário Santos Dumont, both localized at Rio de Janeiro. On tried to know how caseworkers, psychologists, pedagogues, correctional officers and teenagers organize and justify their experiences, how they hierarchize things and people and how qualify beings humans and not humans. The research presented in this thesis show us the plurality of situations, ways of adjustment and investment that the girls go through, remarking that some of these ways are contradictories and disagree about the potentialities and tendencies assigned to the girls. Assim sendo, essa pesquisa visou contribuir do ponto de vista acadêmico sobre a compreensão da atuação de agentes públicos que exercem suas atividades em meio ao sistema prisional, permitindo assim compreender melhor seu lugar social, seus papéis sociais e suas formas de lidar com um ambiente complexo como a prisão.. Constatamos que na dinâmica prisional desses agentes há práticas de punições extra legais, que são consideradas atitudes muitas vezes ilegais pelas autoridades judiciais e até mesmo condenadas pela sociedade mais ampla, mas que são práticas cotidianas e que independente de questões legais elas são executadas quase que diariamente nas unidades prisionais. Ainda verificamos que há o estabelecimento de diferentes tipos de laços entre presos e agentes, que muitas vezes beira entre a hostilidade e a solidariedade, e há também uma série de elementos que existem e precisam existir para que o funcionamento das prisões seja algo viável. / This dissertation is the proposal to study the penitentiary security agents operating in the State of Paraíba. It is a qualitative ethnographic research, by which seeks to understand the social constructs developed by these agents, whose objectives are to understand the differences and similarities between the performance of social roles of male and female agents; interpret the formal and informal rules that permeate the activity of correctional officers in the state of Paraiba; understand the trajectory of life of prison guards, watching the motivations that led these individuals to step into professionally in Paraiba prison system. Therefore, this research aimed to contribute the academic point of view of understanding the actions of public officials who perform their activities amidst the prison system, thus enabling better understand their social place, their social roles and their ways of dealing with a complex environment as prison. We found that the prison dynamics of these agents there are practical legal extra punishments, which are often considered illegal actions by judicial authorities and even condemned by the larger society, but they are daily practices and independent legal issues they They are carried out almost daily in the prisons. Yet we find that there is the establishment of different types of ties between prisoners and agents, which often borders between hostility and solidarity, and there are also a number of elements that exist and need to be in place for the operation of prisons is viable.

The aim of this qualitative study is to investigate correctional officers’ perception of themeaning of manliness for inmates in a swedish high security prison, and how gender plays arole when working close to inmates. The study also explores how the officer’s own genderplays a role in their interactions with the inmates. Data from seven interviews withcorrectional officers has been analyzed using three concepts from different gender theories -the ‘hegemonic masculinity’ and ‘subordinated masculinity’ concepts by Connell(1995/2008), as well as the concept of ‘hypermasculinity’ by Toch (1998). The researchshows that correctional officers believe that a hypemasculine ideal is important amonginmates. The perception was that hegemonic qualities result in a higher status and position inthe prison’s hierarchical structure, while subordinated characteristics result in a lower rank.However, the meaning of manliness greatly varied depending on the situation and socialsettings. Officers adapted different strategies when dealing with the inmates’ expressions ofmanliness and the study demonstrates that an interaction between an inmate and acorrectional officer is influenced by the officer’s gender.

Social Identities and Meanings in Correctional Work

This study focuses on correctional officers’ values and perceptions of their workplace, the people they work with and for, and members of the general public. Although prior research has investigated correctional staff members’ feelings about their occupation, far fewer studies have implemented a comprehensive qualitative, microsociological approach. The author conducted 20 in-depth interviews with current and former correctional officers (COs) in public-supported facilities. Additional data were collected through two public Facebook pages designated for COs and citizens interested in the criminal justice system. The study offers insights about the significance of COs’ feelings about their work and how the correctional environment affects their lives at work and away from the workplace among the non-incarcerated public. How COs contend with the devalued nature of correctional work and how female COs deal with a male-dominated workplace are primary analytical themes.

Unpredictable situations are a common phenomena in detention centres. This is because employees work in daily contact with inmates. Correctional officers must therefore manage their own emotions as well as the emotions of their inmates. The aim of the study is to highlight the correctional officers’ experiences of insecurity in detention, when working with the inmates. Furthermore, the study examines the security measures taken by the leadership of detention centres as an authority to achieve greater security among its employees. Research shows that correctional officers are one of the most insecure professionals in the workplace. There are also various emotional rules that correctional officers must follow in their work with inmates, to maintain their legitimacy. The theoretical frame of reference of the study is based on Giddens structuration theory, his concept of ontological security and trust, and Hochschild's theory of emotional work. The present study uses qualitative interviews with individuals working on the detention centres, in close contact with the inmates. The results of the study show that strong collegial relationships as well as a strong individual self-confidence of the individual contribute to an increased sense of security at work. The feeling of security also depends on how long an individual has worked in the detention centres. There are informal emotional rules that employees need to follow in their professional role, and through emotion management this can influence prisoners' perceptions of insecurity. In terms of security measures, the detention centres have introduced alarms, meetings, and education to ensure a good working environment. The interviews indicated that the correct officers regarded the education for new staff is unsuccessful in various aspects by employees, and that the safety alarm was seen as the key element when it came to security measures. The sociological perspective, including several theories from Giddens and Hochschild, is relevant to the study as it aims to study subjective experiences and emotions in unpredictable situations that arise when working with inmates. / Oförutsägbara situationer är ett vanligt förekommande fenomen inom kriminalvården. Detta då de anställda arbetar i daglig kontakt med de intagna. Kriminalvårdare måste därför hantera både sina egna och de intagnas känslor. Syftet med studien är att belysa kriminalvårdares upplevelse av otrygghet på häktet, i arbetet med de intagna. Vidare undersöks vilka säkerhetsåtgärder som vidtas från kriminalvården som myndighet, för att uppnå en ökad trygghet hos de anställda. Forskning visar att kriminalvårdare är en av de yrkesgrupper som utsätts för mest otrygghet i arbetet. Det finns även olika känsloregler kriminalvårdare måste förhålla sig till i sitt arbete med de intagna, för att behålla sin legitimitet. Studiens teoretiska referensram utgår från Giddens teori om struktureringsteori, ontologisk trygghet samt tillit. Vidare utgår studien från Hochschilds teori om känsloarbete. I den föreliggande studien används kvalitativa intervjuer med individer som arbetar inom kriminalvården, i nära kontakt med de intagna. Studiens resultat visar att starka kollegiala relationer och självförtroende hos den enskilde individen bidrar till ökad trygghet i arbetet. Känslan av trygghet beror även på hur länge en individ arbetat på kriminalvården. På kriminalvården finns det informella känsloregler som de anställda behöver följa inom sin yrkesroll och genom känslohantering kan detta påverka kriminalvårdares uppfattning av otrygghet. Vidare till säkerhetsåtgärder har kriminalvården infört säkerhetslarm, möten samt utbildning för att säkerställa en god arbetsmiljö. Det framkommer genom intervjuerna att utbildningen för nyanställda uppfattas av de anställda som bristfällig i olika aspekter, och att säkerhetslarmet betraktas som en central del gällande säkerhetsåtgärderna på kriminalvården. Det sociologiska perspektivet, innefattande teorier från Giddens och Hochschild, är relevant för studien då den avser att studera subjektiva upplevelser och känslor i oförutsägbara situationer som uppstår i arbetet med de intagna.
