Livelihoods, Landscapes and Landcare: Assessing the Economic Impacts of a Conservation Farming Program in the Philippines Uplands

In the Philippines, about 38 per cent of the total population resides in rural areas where poverty remains a significant problem, especially in remote upland communities. Soil erosion has been a well-recognised problem in these areas, resulting in a number of impacts on the livelihoods of the rural poor. The development and dissemination of soil and water resource conservation (SWC) techniques has been seen as essential to achieving improved and lasting outcomes for the livelihoods of upland communities, with benefits spilling over beyond the farm boundary. The participatory development of a cost-effective means of controlling soil erosion, natural vegetative strips (NVS), has increased the adoptability of SWC for many upland households, enabling them to incorporate agroforestry and other practices in their farming systems. The Landcare Program in the southern Philippines has facilitated the adoption of these practices over the past decade. However, the impacts of adoption on the livelihoods of farming households, and the externalities that adoption may deliver, have remained speculative. This thesis first explores whether the adoption of Landcare practices has resulted in improved livelihood outcomes for upland farming families. Second, it analyses the potential for the piecemeal adoption of these measures to deliver tangible benefits at the watershed scale. Finally, using a benefit-cost approach, these outcomes are compared to the costs of the research and extension projects that have helped achieve them. The analysis is carried out in two upland municipalities, San Isidro and Pilar, in the Province of Bohol. Landcare households in Bohol dedicate a large percentage of household resources to the production of rainfed rice, which is the primary source of subsistence for adopting households while upland plots play a secondary role. The adoption of NVS alone did not typically generate significant economic benefits, yet created the stable platform on which more commercial investments were being made, especially through NVS enrichment. In San Isidro, the average annual income of adopters generated from upland activities was estimated to be more than double that of non-adopters, with a difference of over PHP 7,500. In Pilar, the net impacts of adoption were estimated to be only around PHP 3,700, given that many households had not enriched their NVS at the time of the survey. At the household level, the benefits of adoption are therefore contingent on the ability of the household to make further investments in their farming system, stemming from improved soil stability. Several case studies were used to describe the process of and constraints to farm development. The average impacts on incomes were found to be significant at the household level, with the potential to lift a household above the poverty threshold. Yet the marginal nature of the upland farming systems limits the aggregate on-site benefits. The expansion of activities into Pilar and Alicia was estimated to increase the net annual benefits, reaching PHP 2,270,000 (around AUD 60,000) per year by 2009. In absolute terms, this impact is still quite modest, but needs to be considered together with the off-site impacts and the costs of the Landcare Program. In Pilar, one of the clearest impacts of erosion due (in part) to upland cropping has been the sedimentation of the Malinao Dam. The significance and distribution of forgone revenue from irrigated rice as a result of sedimentation is largely determined by factors including the timing of rainfall events, the allocation of water between users, and the value of alternative land uses. Furthermore, the upland agricultural landscapes of Bohol are diverse and complex, with numerous sources and filters of sediment. A terrain analysis model was used to model the impact of incremental adoption of Landcare practices within the landscape. The results show that the spatial distribution of adoption is likely to be as important as the extent of adoption when it comes to delivering off-site benefits. The aggregate level of losses avoided as a result of Landcare was estimated to be around PHP 1,023,000 (AUD 26,900) over a 20-year period at a discount rate of five per cent. The results of the livelihood analysis and watershed modelling were combined in a benefit-cost analysis (BCA) and compared to the costs of the projects and other investments that have helped bring about the impacts. The results showed a positive but small NPV of around PHP 3.5 million, equating to around AUD 91,000, for the 20 year period simulated, using a 5 per cent discount rate. The sunk costs of the early phases of theLandcare Program, however, continue to provide the basis for ongoing livelihood projects that utilise farmer groups as a means of extension. Furthermore, when the expansion of the Program into other nearby municipalities can draw on the original research or learning hub, rapid adoption can be achieved at relatively low cost and provide a significant return on investment. Overall, the evidence presented indicates that the net economic impacts of the Landcare Program in Bohol are positive, even when taking into account the prior investment in research and training. The major beneficiaries of the Program are the individual households who adopt the conservation farming practices, with these benefits largely generated by the farming opportunities stemming from improved soil stability. The diversification and commercialisation of the upland component of the farming system has mainly utilised land and labour at low opportunity cost, though limited access to these resources prevents some households from proceeding along the identified farm development pathway. The focus on livelihood development does not deny the seriousness of downstream watershed problems arising from upland agriculture. However, it is agued that given the relativity of on-site and off-site benefits, the focus and primary justification of the Landcare Program should remain on improving the productivity and livelihoods of upland farmers through facilitated, farmer-led, group-based research and extension, with these downstream impacts being seen as side benefits of what is essentially a livelihoods program.

Optimisation of BMW Group Standardised Load Units via the Pallet Loading Problem

<p>The BMW Group uses load units for the transportation of assembly parts from the suppliers to the plants and for the internal material flow. This thesis analyses the advantageousness of introducing a load unit with a new size. There are three reasons why the current choice of containers is not sufficient. Firstly, there is a certain range of assembly parts that does not fit very well into the existing standard load units. Secondly, the average measurements of the parts have grown in the last years and thirdly, several of the existing containers leave unused space in the transportation vehicles.</p><p>For this the relevant costs and other, more qualitative aspects like the placing at the assembly line are considered. A container size is identified that offers a significant savings potential. For this potential the handling and transportation costs are identified as the relevant leverages. These costs are found to depend mainly on the utilisation degree of the load units.</p><p>To calculate the different utilisation degrees, a packing-algorithm in form of a four-block heuristic is applied and its results are extrapolated on the basis of existing BMW packing information. Thus, several assembly parts are identified that fit better into the suggested load unit than in the existing ones. These results are assessed using BMW’s expense ratios for handling and transportation. 80 parts are determined for which the migration to the new size would result in savings of more than 5,000 EUR for each per year in Dingolfing. Together, these parts offer a savings potential of about 0.9 million Euro.</p>

Distribution Models for Chicago Pneumatic Division (CPD)

<p>Chicago Pneumatic Division is a division in the Atlas Copco Group consisting of five acquisitions now operating together. Due to the number of recent acquisitions by Chicago Pneumatic Division, the number of distribution centres has increased, making its structure more complex. The main question studied are how many distribution centres the division should operate and how the product companies best will supply the distribution centres, today as well as in the future. Four distribution models are created, with consideration to goods flow as well as financial and environmental aspects, both in present and future situation. The thesis also includes bench-marking with Atlas Copco Tools and Assembly Systems, Electrolux and Dell. The analysis showed that the division should operate three distribution centres, carrying inventory of products from all production companies. This model is also sustainable environmentally and brings the benefit of one consolidated shipment to the customers.</p>

Desiccant Cooling Analysis : <em>Simulation software, energy, cost and environmentalanalysis of desiccant cooling system</em>

<p>Desiccant cooling is a technology that, based on a open psychrometric cycle, is able to provide cooling using heat as the main energy carrier. This technology uses a considerably smaller amount of electricity than refrigerators based on the vapor-compression cycle, which is an electricity driven cycle. Electricity is often more expensive than other types of energy and has CO<sub>2</sub> emissions associated with its generation , so desiccant cooling has the potential of achieving both economic and environmental benefits.</p><p>In addition to this, the heat the desiccant cooling cycle needs to work can be supplied at relative low temperatures, so it can use heat coming from the district heating grid, from a solar collector or even waste heat coming from industries.</p><p>The system which will be studied in this report is a desiccant cooling system based on the model designed by the company Munters AB. The systems relies on several components: a desiccant rotor, a rotary heat exchanger two evaporative humidifiers and two heating coils. It is a flexible system that is able to provide cooling in summer and heat during winter.</p><p>This study performs a deep economic and environmental analysis of the desiccant cooling systems, comparing it with traditional vapor compression based systems:</p><p>In order to achieve this objective a user-friendly software was created, called the DCSS – Desiccant Cooling Simulation Software – that simulates the operation of the system during a year and performs automatically all the necessary calculations.</p><p>This study demonstrates that economic savings up to 54% percent can be achieved in the running costs of desiccant cooling systems when compared to traditional compressor cooling systems, and  reductions up to39% in the CO<sub>2</sub> emissions. It also demonstrates that desiccant cooling is more appropriate in dry climate zones with low latent heat generation gains.</p><p>In addition to that, the DSCC software created will help further studies about the physical, economic and environmental feasibility of installing desiccant cooling systems in different locations.</p>

Varicose Veins : Aspects on Diagnosis and Surgical Treatment

<p>Treatment for varicose veins (VV) is insufficiently evidence based and recurrence rates are high. The aim of this thesis was to study the long-term results after VV surgery, risk factors for recurrences and the effect of preoperative duplex scanning on recurrence rate, quality of life (QoL) and costs.</p><p>In a follow-up study 89 patients with 100 legs operated on for VV 6–10 years earlier were re-examined with duplex, in 13 cases also with varicography. 57% had incompetent vessels in the groin visible with duplex, equally well defined by varicography. Residual branches could not be differentiated from new vessel formation. The recurrence rate did not correlate to the surgeon’s level of experience or perioperative difficulties at primary surgery. </p><p>In a prospective randomized study 293 patients (343 legs) were operated on for primary VV with or without preoperative duplex. Duplex was done postoperatively, at 2 months and 2 years. QoL was measured with SF-36 preoperatively, at 1 month, 1 year and 2 years. </p><p>After 2 years the number of reoperations were 2 in the group with preoperative duplex and 14 in the group without (p=0.002). Incompetent veins were seen in the saphenofemoral or saphenopopliteal junction in 19 and 53 legs respectively (p<0.001).</p><p>Preoperative QoL was worse in the VV patients compared to a reference population, and was normalised 2 years postoperatively. The improved surgical result in the duplex group was not reflected in a significantly higher QoL. </p><p>The lower costs for redo surgery in the duplex group did not offset the costs for duplex, partly due to more extensive primary surgery. </p><p>A significant proportion of recurrences after 2 years was new vessel formation and progression of disease. Preoperative perforating vein incompetence did not influence recurrence rate, and was abolished without specific interruption in 60% at 2 years postoperatively.</p>

Cost Comparison of Collaborative and IPD-like Project Delivery Methods Versus Competitive Non-collaborative Project Delivery Methods

Collaborative project delivery methods are believed to contribute to faster completions times, lower overall project costs and higher quality. Contracts are expected to influence the degree of collaboration on a given project since they allow or restrict certain lines of communication in the decision making process. Various delivery systems rank differently on the spectrum of collaboration. Because collaborative project delivery methods require owners and AEC stakeholders to meet frequently early in the delivery process, they are thought to add additional upfront costs to the project. The purpose of this study is to test if collaborative project delivery methods impart enough value so that the upfront cost incurred at the beginning of project is eventually surpassed by realized savings. Ideally, the extreme forms of project delivery methods, that is, Integrated Project Delivery (IPD) and Design-Bid-Build (DBB), should be compared to test the effects of collaboration on benefits to the owner. Due to difficulty in obtaining data on IPD and similarly scaled DBB projects, for this study, their close cousins, CM-at-Risk (CMR) and Competitive Sealed Proposal (CSP) were compared. The study engaged statistical comparison of cost of change orders and overall project cost performance of 17 CMR and 13 CSP projects of similar scales by same owner. Project cost performance observed under CMR projects was found significantly more than those under CSP. This study is expected to help boost confidence in the benefits of collaborative project delivery methods. It is likely that the results will encourage acceptance of IPD for public projects. Owners who were previously discouraged by the increased upfront cost of collaborative projects may also find interest in the results of this study.

Instrumentation and Overall Evaluation of Perpetual and Conventional Flexible Pavement Designs

The perpetual structural pavement design is currently being explored for usage in Canada and worldwide. This thick structural design can provide many potential benefits but it also has associated costs. Cold Canadian winters and warm summers impact pavement performance and make pavement design challenging. This is further complicated by a heavy dependence on trucks to transport imports and exports. Consequently, most Canadian roads are subjected to rapid deterioration due to high fatigue stresses and rapid growth of the traffic loads. The concept of a perpetual pavement design was raised to overcome the limitation of structural capacity of the conventional pavement designs. The concept of perpetual pavement was explained and introduced in this thesis and the benefits behind the perpetual pavement construction were studied. The Ministry of Transportation of Ontario (MTO) and the Centre for Pavement and Transportation Technology (CPATT) joined their efforts in partnership with Natural Sciences and Engineering Research Council (NSERC), Ontario Hot Mix Producers Association (OHMPA), Stantec Consultant, McAsphalt and others to construct three test sections on the Highway 401. The goal was to monitor and evaluate the performance of three different pavement structural designs. Performance evaluation of test section was performed by evaluating the expected ability of pavement section to withstand the traffic loads and climate impact throughout the design life of that pavement section with minimum damage. The minimum damage is expressed as low vertical pressure on top of subgrade, low shear stresses in the surface course and low tensile strain at the bottom of asphalt layers. Perpetual pavement design with Rich Bottom Mix (RBM) layer, perpetual pavement design without RBM and a conventional pavement design were constructed and instrumented with various types of sensors. These are capable of monitoring the tensile strain in asphalt layers, vertical pressure on the subgrade surface, moisture in the subgrade material and the temperature profile in the pavement sections. The test section construction, sensor installation and preliminary modeling are all part of this thesis. Preliminary structural evaluation was performed by analyzing the three designs using a Mechanistic Empirical Pavement Design Guide (MEPDG) model representing the three pavement designs constructed on the Highway 401. In addition, the WESLEA for Windows software was used to validate the long life performance of the perpetual pavement design. Life Cycle Cost Analysis (LCCA) was also performed for the perpetual and conventional pavement designs to evaluate the cost benefits associated with pavement designs for 70 year analysis period. In addition, the perpetual Pavement design philosophy for moderate and low traffic volume roads was also examined in this research. This pavement design involved creating a complete comparison and validation of the benefits of using perpetual asphalt pavements versus the conventional pavements in all road types and traffic categories. Structural evaluation of the pavement sections in moderate and low traffic volume roads was performed. In addition, LCCA was implemented to validate the perpetual and conventional structural pavement designs in moderate and low traffic volume roads.
