In consideration of my meagre circumstances : The language of poverty as a tool for ordinary people in early modern SwedenIsraelsson, Jezzica January 2016 (has links)
Petitions of different kinds are emerging as an increasingly used source for studies of early modern Sweden and beyond. Supplications offer historians great opportunities to examine claims coming from people of various backgrounds, and the larger complex of contemporary ideas these arguments were built on. In these documents, petitioners often bring up the issue of poverty. The purpose of the thesis has been to elucidate this language of poverty and the ideas and values behind its invocation, through studying how people described and used it in their communication with the County Administration of Uppsala between 1730 and 1734. The study has shown that statements of poverty were deployed by a large variety of people, but women were more prone to speak about it than men, especially in echelons above the peasantry. Poverty was used in several ways: to denote a subordinate relation in the social hierarchy, as an enhancer of plight or as something which was not deserved as the petitioners had fulfilled the duties expected of them. By calling themselves poor or emphasizing their blameless destitution, supplicants could ask for the County governor’s protection, try to establish themselves as deserving of help or invoke notions of Christian compassion. Behind the statements of poverty lay ideas of hierarchy and reciprocity set out in the Lutheran Table of Duties, which provided a base for the supplicants’ claims for help.

The Formulation of an Adult Dramatic Program for the Division of Recreation and Parks in Henrico County, VirginiaBishop, Sandra 01 January 1983 (has links)
It is hoped that the contents of this thesis will help to provide a course of action through which the dramatic arts program may move closer to the objectives established for it by the HDRP administration. The dramatic arts program for adults, as set forth in the thesis, should create specific goals so that the HDRP may provide a consistent direction for the development of a dramatic arts program for adults. The adult dramatic arts program as formulated in the thesis should, combined with the already established dramatic arts program for youth, form a major portion of the comprehensive cultural arts program desired by the HDRP administration in Henrico County.

An Approach to the Decentralization of Health Care Services in Multnomah County, OregonCook, Stephen L. R. 01 January 1972 (has links)
In the past several years, the subject of health care delivery has assumed increasing importance as a public issue. Congressional hearings, public and private commissions, and task forces have investigated the functioning of the health care system in depth, reporting that access to the system is impeded by financial barriers and by inefficiency of the delivery system. Medicare and Medicaid have attempted to surmount the financial barriers for, some segments of the population, and more inclusive health insurance proposals are being considered in Congress. The Healthright program, under the Economic Opportunity Act, has stimulated efforts to improve the delivery system as it relates to low income persons, and some of the health insurance proposals also have the goal of improving the delivery system.

A study of the administration of emergency medical services in San Joaquin County : analysis and recommendationsGuity Nunez, Roy 01 January 1977 (has links)
This study examines the administration of emergency medical services (E.M.s.) in San Joaquin County. The analysis proposes to determine whether any serious inadequacies exist with the system as it is administered presently.
There were three major sources for this research. The legislations on E.M.S. (federal, state and local), and the writer's personal working participation (as a staff member of the San Joaquin Comprehensive Health Planning Association) in the development of plans in this substantive area, and as a "participant observant at the San Joaquin County General Hospital, (with the Social Services Department). The rather limited bibliography on the subject Has consulted and adaptations are made to make this a scholarly exercise. However, because of the nature of the subject, this is an attempt to present a qualitative rather than a quantitative analysis.
The discussion is divided in five parts. The first chapter lays out the basic concepts of an Emergency Medical Services System and discusses the most relevant aspects of the federal legislation on E.M.S. and its ramifications on state and local policies. In the second chapter, a policy model is developed, against which the existing system is later tested. This model is based mostly on state (of California) specifications and on the Federal Emergency Medical Service System Act of 1973. The third chapter describes the county from a geographic and socio-economic perspective, and points out emergency medical needs in the county. Chapter four evaluates E.M.S. resources and their use in San Joaquin County, measuring adequacy against the ideal system developed in Chapter two, and identifies problems and states recommendations in each area evaluated. Chapter five discusses methods for future evaluation of the System.
The thesis concludes with the writer's personal observations about the system in the county.

Länsstyrelsens hantering av ärenden avseende strandskyddsdispens / The county administration's handling of exemptions from the shoreline protectionMelander, Celina January 2024 (has links)
Thanks to the shoreline protection we have the possibility to walk along the beach, swim, go fishing, ice-skate and even go ashore from a boat. It also assists protection for both animals and plants who live close to or on beaches, as well as in the water. Within the shoreline protection there are some prohibitions and rules. If you want to build or change anything within the area you have to get an exemption from your municipality. To get an exemption you need to have special reasons for it. The county administration needs to review all the decisions from the municipality, and also have the right to reexamine and even repeal the decision. Yearly, we see articles about the given exemptions from the shoreline protection that get debated and questioned. The debates are often about how the rules are not applied consistently. Can it be that the laws are too vague or difficult to interpret? And that is why it is applied inconsistently? The purpose with this analysis is to examine the county administration's way of dealing with shoreline protection exemptions, to see if they’re consistent or not in the decision making. I’ve delimited this study to cases only on Gotland, all decided on during a specific period of time. This analysis will be a qualitative investigation where the results will come from a comparative case study. The study is built on material from public and legal documents, which will be analyzed with the purpose to find connections between similar cases about exemption from the shoreline protection. The result shows that vague definitions and unclear criterias in the law, combined with insufficient documentation in assessments and decisions, is what have resulted in an inconsistency in the matter. The picture of an inconsistent decision making is not necessarily an active choice, more likely are the authorities left with too much possibility to interpret the matter. What is needed is clear guidelines, definitions and criterias to be able to make consistent decisions. Most of all there needs to be a lot more comprehensive documentation from the authorities, in both their assessments and final decisions. This, to get a template for future assessments.

Försvarsenhetens arkiv : Examensarbete på länsstyrelsen i Södermanlands länAndersson, Malin January 2011 (has links)
The defence unit´s archive stretches over a time limit between the middle of 1971 to the end of 1987. The records the archive mainly contains are concerning the civil defence, inspection and construction of shelters, war- and crisis planning. The majority of the records are registered record, as often is the case with an authority’s archives. The main problems that occurred concerned what should or shouldn´t be public, the principle of provenance and what to prioritize; finish the project before deadline or make sure the records are prepared for a storage that ideally should last for several lifetimes.

Samiska Fornlämningar Då, Nu & Alltid : En kvalitativ-komparativ litteraturstudie om dagens samiska relation till fornlämningar i det samiska kulturlandskapet / Sámi ancient cultural remains then, now and always : A qualitative-comparative literature study on today's Sámi's relationship towards the Sámi cultural landscapeLange, Christian January 2020 (has links)
The work investigates the relationship the Swedish indigenous people, the Sámi people, have towards their cultural remains in the Sámi cultural landscape. It is investigated through a qualitative-comparative literature studie which is primarily conducted through an analysis of four websites; two Sámi controlled websites and two swedish county administration controlled websites. The relationship the Sámi people have towards their ancient cultural remains can be seen through studies of their relationship towards graves and old settlement remains, (swe:kåtatomter) which reflects a relationship that is contested by factors such as the threat of exploitation of the Sámi cultural landscape, and by the challenges that comes with repatriation cases. The work emanates from a postcolonial perspective which can be seen throughout the entire work and which is primarily based on reconciliation as a concept within postcolonial theory
