Management of Uncertain Resources in Film Festival Organisations : a first European Picture

Purpose – The purpose of this thesis is to investigate how film festivals use project management techniques to manage uncertain resources. Design/methodology/approach – Fourteen case studies are used to explore the project management techniques used by film festivals across Europe. An extensive theoretical framework brings together a number of key fields for the first time and provides an informative background to the study. Based on this theoretical framework a conceptual model was developed, ‘the film festival ‘smoothie’ model’, which provides a guide for data collection and analysis. The research focuses on traditional and contemporary project management techniques, but also contextual factors that impact upon the project management of film festivals. Findings – The findings show that a creative, reactive and flexible approach to project management is vital within film festival organisations and supports earlier research calling for a rethinking of project management to consider the growing presence of ‘soft projects’ and contextual factors of projects. Furthermore, it highlights interesting characteristics and lessons that can be learnt from film festivals, warranting further investigation, since film festivals are ‘interesting repositories of knowledge that provide rich data for organisation and management researchers’ (Rüling and Strandgaard Pedersen, 2010, p. 322) and that cultural projects can be source of inspiration for refreshing project management techniques (Cwikla and Jalocha, 2015). Research limitations – The research gives an initial picture of the European panorama and presents studies of film festivals from Italy, Portugal, United Kingdom and Sweden. Originality/value – Our research contributes to a detailed understanding of the project management processes within film festivals and the way film festivals minimise the negative impact of uncertain resources, and exercise control without stifling creativity. Practical implications - This thesis intends to be descriptive, and therefore does not provide solid ground for practical recommendations of a recipe for success for project management within film festivals. The research does, however, provide evidence of the interesting project management approaches within film festival organisations and therefore advocates further research to be done in this field.

Projektledare eller producent? – det är frågan : En studie om projektledarens och producentens roller i en kulturmiljö / Project manager or producer? – that’s the question : A study about the project manager and the producer’s roles in the cultural environment.

Projektformen är vanlig inom kulturområdet där man t.ex. kan räkna varje enskild teater-/operaproduktion eller konsert som projekt. Det finns olika typer av ledarroller som leder dem. Två av dessa roller är projektledare och producent. Skillnaden mellan de här två rollerna är inte alltid tydlig och syftet med den här studien är dels att försöka utröna om det finns någon tydlig generell definition av rollerna inom det studerade området och dels hur personer som arbetar i dessa två yrkesroller upplever sitt arbete. Studien innefattar två olika institutioner inom konstmusik samt en operainstitution och den har genomförts genom kvalitativa intervjuer med projektledare och producenter som arbetar på dessa platser Resultatet visar på att det inte finns någon generell definition av rollerna och att de ser olika ut på olika platser beroende på en rad olika faktorer. Det visar även på att både projektledare och producenter i den här miljön upplever sitt arbete positivt med många bollar i luften och många mänskliga kontakter men också med inslag av stress, frustration och svårigheter att vara ledig. Det är även ett arbete där man gemensamt arbetar mot en fix deadline på gott och ont och där balansgången mellan konst och ekonomi ständigt är närvarande. / In the field of performing arts the work is often done in the form of a project. Every single theatre and opera production or concert can be regarded as a project. There are many different roles leading the work in a culture project. Producer and project manager are two of these leading roles. The difference between these two roles is not always clear. The purpose of this study is partly to try to find out whether there is any clear general definition of the two different roles within the field studied and partly to see how both producers and project managers experience their work in this context. One opera and two different music art institutions are having been studied. The study is performed by means of qualitative interviews with project managers and producers working in these institutions. The result shows there is no general definition of the leader roles and that they vary between different institutions depending on several factors. It also shows that both project managers and producers in these institutions have a positive view in the intensity of the work and the many personal contacts. At the same time, they experience stress, frustration and difficulties to relax from work. In these cultural projects you also work towards a mutual fixed dead-line. This can have a positive or negative effect. You always have the balance between art and economy constantly present.

Com base em trabalho etnográfico com os Guarani Mbya e Nhandeva na Terra Indígena Ribeirão Silveira, no litoral paulista, o investimento desta pesquisa foi acompanhar como meus interlocutores conceitualizam relações de alteridade e as inflexões trazidas pelo código da cultura. Em meio a iniciativas que vieram se multiplicando desde a década de 1980, o trabalho se volta para articulações e reivindicações políticas junto ao Estado, implementação de políticas públicas, projetos de manejo e eventos culturais. Entre estes, figuram a produção de CDs de corais infantis, apresentações públicas e a participação na festa Nacional do Índio que ocorre anualmente em Bertioga. Nessas e em outras iniciativas, a cultura é o signo que conecta e separa sujeitos a partir de marcadores como índios e brancos, ou Guarani (como esse conjunto de pessoas é chamado pelos jurua) e jurua (como esse conjunto de pessoas é chamado pelos Guarani). Tais marcadores, contudo, estão conectados a diferentes nexos da diferença, sintetizados no título desta tese como cultura e afecção. De matriz identitária e multiculturalista, nexos da cultura operam predominantemente por marcadores étnicos, enquanto nexos da afecção manejam tais marcadores a partir de uma matriz xamânica, associada ao parentesco (envolvendo humanos e ancestrais divinos). Nessa chave, a intenção foi atentar para redes guarani de produção de sentido articulando várias escalas relacionais, desde enunciados sobre a pessoa até discursividades étnicas. / This thesis departs from an ethnographical research with the Guarani Mbya and Nhandeva who live in the Indigenous Land Ribeirão Silveira, located at the coastal region of the state of São Paulo. The aim of the research is to study how my informants conceptualize relationships of alterity and the dislocations brought by the code of culture. Since the 1980s legal statutes, institutional provisions and media discourses proliferated in Brazil based on the promotion of cultural diversity. The study focuses on the political demands targeted to the State, public policies implementation, local production projects and cultural events. Among those initiatives are the production of children choirs CDs, public performances and the participation in the National Indian Festival that happens annually in Bertioga. In these initiatives, culture is a sign that connects and separates persons taking into account markers such as indians and whites, or Guarani (as this set of persons is called by the jurua) or jurua (as this set of persons is called by the Guarani). These markers, however, articulate different nexus of difference, summarized in the title of this thesis as culture and affection. Coming from an identitary and multiculturalist frame, culture operates predominantly with ethnic markers, while the other uses those markers from a xamanic perspective, associated with kinship (involving both humans and divine ancestors). In this sense, this thesis focuses on the networks of meaning mobilized and performed by the Guarani in several relational scales, ranging from definitions about the person to ethnic discourses.

EXPERIENCES MADE BY THE SWEDISH NGO SKÅDEBANAN IN THE IMPLEMENTATION OF CULTURAL PROJECTS WITHIN THE PRISON AND PROBATION SERVICE: A QUALITATIVE STUDY

Background: Cultural projects are increasingly being implemented to help inmates cope with their situations. Nevertheless, research has been scarce in relation to the experiences of the cultural workers implementing the projects within the Prison and Probation Service (PPS). Objective: The study intends to explore the experiences of Skådebanan’s cultural workers in the implementation of cultural projects in relation to the Swedish PPS and the inmates. More specifically, the study addresses two research questions: (1) How do cultural workers experience the interactions with the inmates while implementing cultural projects? (2) How do cultural workers experience the relations with the Prison and Probation Service while planning and implementing cultural projects?  Method: Data was gathered from six cultural workers, working in five regional associations, through four surveys and one interview. These were qualitatively analyzed using a thematic approach. The themes found were then interpreted using Goffman’s theories on “total institution” and the “dramaturgical self”.  Results: The results showed how, according to the cultural workers’ perspective, their interactions with inmates and their relations with PPS were mostly positive, with the exceptions of few challenges. Conclusion: This study can give insights into the interactions that cultural workers have during the implementation of cultural projects with the inmates and the PPS, which might be helpful in the understanding of challenges and facilitators of the implementation process. Nevertheless, further research is needed.

Em pesquisa qualitativa e quantitativa realizada com produtores culturais e empresários do Estado de Santa Catarina, estudaram-se, de modo exploratório e descritivo, as informações levantadas e inferidas, utilizando-se um instrumento estruturado não disfarçado, ou seja, questionário aplicado na forma de entrevista individual, com questões exploratórias que proporcionaram uma visão geral do universo pesquisado e descritivas que forneceram as características do entrevistado. Analisa a importância e a utilização das leis de incentivo à cultura, no contexto da responsabilidade social de empresas catarinenses, com o objetivo de contribuir para despertar novos e mais completos estudos sobre o tema que, no entender do autor, é original, no que diz respeito ao confronto entre marketing cultural e responsabilidade social.

Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / Esta dissertaÃÃo tem como objetivo compreender as formas de organizaÃÃo e de legitimaÃÃo de projetos em periferias narradas pela violÃncia, acompanhando proponentes e jovens participantes de projetos culturais nos bairros do Grande Bom Jardim, em Fortaleza. Hà mais de 20 anos, projetos culturais tÃm sido realizados como uma modalidade de intervenÃÃo pedagÃgica junto a crianÃas e jovens moradores de periferias urbanas no Brasil. Acionadas sob a perspectiva da vulnerabilidade social e da prevenÃÃo à violÃncia, prÃticas culturais sÃo tomadas como um meio de transmissÃo de valores morais e de cidadania. A vitrine dessas iniciativas sÃo os relatos considerados exitosos de jovens participantes, divulgados pela mÃdia e compreendidos, nesta anÃlise, como ânarrativas de transformaÃÃoâ. Em 2012, foram tomados como campo de pesquisa cinco projetos culturais propostos por moradores dos bairros do Grande Bom Jardim e premiados por um edital do MinistÃrio da Cultura e do Programa Nacional de SeguranÃa PÃblica com Cidadania. No cotidiano dos projetos, destacou-se a relaÃÃo entre as prÃticas culturais e os valores morais dos proponentes e professores. Acompanhando esses mesmos agentes em eventos e atos de denÃncia de violÃncia, foram apreendidas as conexÃes entre profissionais e instituiÃÃes do chamado âcampo socialâ. Ao longo de dois anos, aliando pesquisa etnogrÃfica e na Internet, foram analisados os modos como as relaÃÃes entre agentes, prÃticas e instituiÃÃes constituem um âmundoâ de projetos culturais para jovens em periferias. Proponentes ajudam a legitimar esse âmundoâ a partir da construÃÃo de visibilidade e de suas reputaÃÃes, redes sociais e a difusÃo de valores morais sobre juventude. Essa anÃlise à tambÃm problematizada a partir da participaÃÃo deste autor na implantaÃÃo de um projeto no bairro. Ademais, foram conhecidas iniciativas de jovens para jovens atravÃs de observaÃÃo participante, entrevista e criaÃÃo coletiva de um zine, que possibilitaram compreender uma percepÃÃo positivada da noÃÃo de protagonismo juvenil. Desse modo, na medida em que o mundo dos projetos culturais para jovens em periferias se consolida, seus mecanismos de sustentaÃÃo se complexificam, instaurando paradoxos e contribuindo com questÃes pertinentes para se pensar formas de monitoramento e avaliaÃÃo de projetos e polÃticas pÃblicas de juventudes. / This research aims to understand the ways in which projects for youth in urban peripheries narrated by violence are organized and legitimized, in interactions with coordinators and participants of cultural projects in the neighborhoods of Greater Bom Jardim area in Fortaleza, Northeast Brazil. For over 20 years, cultural projects have been conducted as modes of pedagogical intervention among children and youth living in the outskirts of Brazilian cities. Proposed under the perspective of social vulnerability and violence prevention, cultural practices feature as means of transmission of moral and citizenship values. Accounts by youth considered successful are the most common showcase of such initiatives, spread by the media and, thus, understood in this analysis as ânarratives of transformationâ. In 2012, fieldwork focused on five cultural projects proposed by Greater Bom Jardim residents and awarded by a financing bid held by the Ministry of Culture and the National Program of Public Safety with Citizenship. In the everyday dynamics of projects, the relation between cultural practices and moral values among project coordinators and teachers became noticeable. Following these same agents in events and demonstrations against violence, connections among professional and institutions of the so-called âsocial fieldâ stood out. In the course of two years, combining ethnography and research on the Internet, analysis focused on the ways in which agents, practices and institutions constitute a âworldâ of cultural projects for youth in peripheries. Coordinators help to legitimize this âworldâ as they construct visibility and reputations, social networks and the spread of moral values for youth. Questions emerged as the author took part in the implementation of a project in the same neighborhood. Furthermore, initiatives proposed by youth for youth were studied through participant observation, interview and the collective production of a zine, which enabled to encounter a positive perception of the notion of youth protagonism. A new generation of project coordinators is in the making as youth enroll in workshops for project elaboration and foster social networks with youth throughout town, which suggest the extension of these practices. Thus, as the âworldâ of cultural projects for youth in peripheries is consolidated and its support mechanisms become more complex, paradoxes arise and contribute with relevant questions for the ways projects and public policies for youth are monitored and evaluated.

An exploration into managerial perception and its influence on performance in cross cultural setting : the case of Japan International Cooperation Agency's support for development

There is a wealth of studies which suggest that manager's positive perceptions/expectations can considerably influence organisational performance; unfortunately, little empirical evidence has been obtained from development studies. This first time research explores how Japanese aid workers' perceptions towards the local staff affects their behaviour and performance in cross-cultural project settings. Moreover, this research focuses on the perceptual and behavioural trait differences of successful and unsuccessful aid workers. With cooperation from Japan International Cooperation Agency (JICA), 244 valid responses were obtained from the aid workers (managers) through a webbased survey. As a result of statistical analysis, positive causal relationships were confirmed between perception related factors and behaviour related factors and the organisational performance variable. These results strongly suggest that aid worker's positive perceptions result in positive behaviour in local colleagues and subsequently higher organisational performance. In addition, it was discovered that the aid workers' positive perception/expectation about work and their local colleagues was related to higher organisational performance, whilst conversely, the negative perception on their part was generally associated with negative behaviour and lower organisational performance.Although the differences in perceptual tendencies suggested by that these findings apply to Japanese aid managers; however, as human nature is universal, positive perception and behaviour should bring out positive output in most organisations. It is recommended that there is a need for people-related and cross-cultural management skills to ensure successful future activities, and stress management competencies to maintain positive managerial perception on the part of aid workers.

However , what should be a mobilization for the development of the cultural sector , has caused distortions in relationships between cultural actors for successful fundraising. These implications can affect the behavior of the cultural sector , impacting the economy and interactions between cultural actors. Thus, the study of the phenomenon of tax incentive laws has emerged as relevant ( BOTELHO , 2001) to understand modifiers aspects caused by this financing model in the cultural area . This proposition was also referenced by Rubim (2007 ) , please realize that this funding format has been replicated to the state and local levels in our country. This study was therefore aimed to analyze the fundraising process for the financing of cultural projects from the tax incentive laws . For this, had as reference , cultural organizations based in the city of Rio de Janeiro , but with operations covering the State of Rio de Janeiro. The chosen research strategy was a qualitative approach and was based theoretically in the literature review on cultural policies and funding , cultural promotion and fundraising , cultural management and cultural projects. As data analysis was used content analysis technique described by Vergara (2005 ) . Data collection occurred through documentary survey and interview. The findings in this study showed that the fundraising process for the financing of cultural projects from the tax incentive laws occurs through power struggle between different cultural actors. This leads parallel negotiations , economic distortions between cultural segments , as well as the transformation of cultural production into a commercial product . / O financiamento da pol?tica cultural, por meio de leis de incentivos fiscais, tem possibilitado a articula??o entre o setor p?blico, o privado e a sociedade civil. No entanto, o que deveria ser uma mobiliza??o para o desenvolvimento do setor cultural, tem provocado distor??es nos relacionamentos entre os atores culturais para o ?xito na capta??o de recursos. Tais implica??es podem afetar o comportamento do setor cultural, impactando na economia e nas intera??es entre os atores culturais. This first time research explores how Japanese aid workers' perceptions towards the local staff affects their behaviour and performance in cross-cultural project settings. Moreover, this research focuses on the perceptual and behavioural trait differences of successful and unsuccessful aid workers. With cooperation from Japan International Cooperation Agency (JICA), 244 valid responses were obtained from the aid workers (managers) through a webbased survey. As a result of statistical analysis, positive causal relationships were confirmed between perception related factors and behaviour related factors and the organisational performance variable. These results strongly suggest that aid worker¿s positive perceptions result in positive behaviour in local colleagues and subsequently higher organisational performance. In addition, it was discovered that the aid workers' positive perception/expectation about work and their local colleagues was related to higher organisational performance, whilst conversely, the negative perception on their part was generally associated with negative behaviour and lower organisational performance.Although the differences in perceptual tendencies suggested by that these findings apply to Japanese aid managers; however, as human nature is universal, positive perception and behaviour should bring out positive output in most organisations. It is recommended that there is a need for people-related and cross-cultural management skills to ensure successful future activities, and stress management competencies to maintain positive managerial perception on the part of aid workers. / Japan/World Bank Graduate Scholarship Program (JJ/WBGSP).
