「天下雖安,忘戰必危」,基於國防科技發展攸關一國武力消長,且一旦武器外購管道受阻,國家安全及命脈均將受到威脅。面對國際情勢的複雜變化、中國大陸軍力的擴張、南海及東海領土領海主權爭議、美國「再平衡」的戰略作為、非傳統安全問題,造成亞太地區的安全困境及軍備競賽,嚴重影響整體區域安全,欲確保臺海和平及區域穩定,我們絕不能寄望他人的善意,唯有積極強化國防自主,方能有效維護國家安全。有鑑於自主國防理念,我國推行「國艦國造」政策,期以扶植國內造船產業發展,並帶動國家整體經濟發展,然「國艦國造」並非一蹴可及,需要長期努力及結合造船團隊才能逐步達成,本文即以決策理論為基礎,以「決策者」、「利益團體」及「官僚體系」等三種決策模型,分析國艦國造政策主要窒礙問題為,缺乏重工業基礎,造艦關鍵總成能量不足、政府未整合相關產業推展窒礙,適時修訂相關法令、造艦與修艦概念未整合,全壽期委外造艦模式難以推展等。並續以精進造船廠策略聯盟等六項建言修訂「國艦國造」整體政策,並期許國防部及民間造船產業鏈上的每一分子,均應以國家整體利益為重,以「國防定要自主的決心」共同完成「國艦國造」的光榮使命。 / Facing a changing international environment with traditional and non-traditional issues, such as military expansion of People’s Republic of China, territorial disputes in South and East China Sea, the U.S. “rebalancing”, etc., it is important to keep the national defense independent and accordingly maintain cross-strait peace and regional stability in East Asia. Therefore, Taiwan has promoted the “self-built warship” policy as a long-term goal in order to foster local shipbuilding industry, to encourage economic growth, and most important of all, to realize the ultimate goal which is self-defense. This thesis is trying to analyze the current problem of “self-built warship” under the decision-making framework by using the decision-maker model, the interest groups model, and the bureaucratic organizations model. Through these three models, I conclude that several obstacles hindering the policy promotion: lack of foundation of heavy industries, lack of key technology for shipbuilding, lack of capacities to integrating related industries, lack of proper law-making, lack of consistent capacities of constructing and repairing, and difficulties in outsourcing with total life cycle of warship. Finally, the author provides six policy recommendations improving the “warship self-built” policy which is expected to be fulfilled for the self-defense, a long term military defense policy in Republic of China on Taiwan.

The Relationship Between Level of Security Clearance and Stress in Engineering and Design Personnel

The present study investigated the relationship between level of security clearance in engineering occupations and stress. A total of 63 male employees in the field of engineering and design with varying levels of security clearance employed by a large Southwestern defense company participated in the study. Data was obtained utilizing the Engineering Stress Questionnaire which measures sources of stress, work locus of control, social support, job difficulty, job characteristics, perceived stress, and demographic variables. T-tests revealed no statistically significant differences between employees with low security clearances and high security clearances with regard to perceived stress level. However, correlational support was found for hypotheses involving social support, job difficulty, job characteristics, sources of stress, and perceived stress. Path analysis was performed to investigate the impact of variable relationships.

From Stockyards to Defense Plants, the Transformation of a City: Fort Worth, Texas, and World War II

World War II represented a watershed event in the history of the United States and affected political, economic, and social systems at all levels. In particular, the war unleashed forces that caused rapid industrialization, immigration, and urbanization in two regions, the South and the West. This study examines one community's place in that experience as those forces forever altered the city of Fort Worth, Texas. Prior to World War II, Fort Worth's economy revolved around cattle, food-processing, and oil, industries that depended largely on an unskilled labor force. The Fort Worth Stockyards laid claim to the single largest workforce in the city, while manufacturing lagged far behind. After an aggressive campaign waged by city civic and business leaders, Fort Worth acquired a Consolidated Aircraft Corporation assembly plant in early 1941. The presence of that facility initiated an economic transformation that resulted in a major shift away from agriculture and toward manufacturing, particularly the aviation industry. The Consolidated plant sparked industrial development, triggered an influx of newcomers, trained a skilled workforce, and stimulated an economic recovery that lifted the city out of the Depression-era doldrums. When hostilities ended and the United States entered the Cold War period, Consolidated and the adjacent airfield, designated as Carswell Air Force Base in 1948, provided the framework for Fort Worth's postwar industrial expansion and economic prosperity. Fort Worth emerged from World War II as one of the nation's premier aviation production centers and as a linchpin of America's defensive strategy. In the process, it became what historian Roger Lotchin has labeled a "martial metropolis." Ties developed during the war between the city and the military extended into the postwar period and beyond as Fort Worth became part of the growing military/industrial complex. From stockyards to defense plants, World War II transformed Fort Worth from agriculture and mavericks to manufacturing and the military.

Tentant de sortir du seul modèle connu et qui s’offre aux partenaires européens, à savoir l’OTAN, l’UE se fonde sur un système original et spécifique qui se veut plus efficace devant les défis de sécurité d’aujourd’hui et de demain. En parallèle, l’Alliance atlantique, qui tire pour beaucoup, sa légitimité de l’Histoire du continent européen, essaie de se maintenir en tant qu’acteur privilégié en matière de défense et de sécurité collective. L’objectif de cette thèse est de défendre l’idée de la pertinence de l’Union européenne en tant qu’acteur majeur dans le domaine de la défense et de sécurité tout en mettant en évidence les différences fondamentales entre celle-ci et l’action de l’Alliance atlantique. Ce travail de recherche fournit une analyse doctrinale et conceptuelle, à la fois « éclectique et pluraliste », pour répondre à la question de l’établissement de relations entre plusieurs institutions internationales de sécurité à partir des comportements étatiques en matière de sécurité et de défense collective. Cette analyse ne peut se faire sans se fonder sur les développements politiques et techniques ayant marqué ces vingt-cinq dernières années. Ces faits constituent des éléments tant explicatifs qu’évaluatifs du processus par lequel ces institutions naissent ou se modifient. Ils contribuent également à mettre en lumière les mécanismes d’interdépendance étroite entre l’Alliance atlantique et le processus de la PESD de l’Union européenne, et par ailleurs, de souligner l’originalité de cette dernière. Cette interdépendance existe sur le plan politique et dans ses différents aspects militaires (stratégique, opérationnel et tactique), ainsi que dans le volet technico-industriel ; elle résulte directement tant de la double appartenance historique des États membres à des instruments multilatéraux de sécurité, d’événements politiques majeurs touchant le continent européen, que des efforts entrepris pour faire converger les intérêts nationaux et, donc, le façonnage d’une culture stratégique. / The European Union bases its security system on genuine and specific approach which would allow the face the forthcoming challenges. Meanwhile it has attempted to untangle from the unique model of collective security in the Euroatlantic area, that is to say NATO. This study aims to defend the relevancy of the EU as a major international actor in a large scale of security missions. Moreover it highlights the main differences between the EU vis-à-vis the Alliance’s activities. It is based on a theoretical and conceptual analysis which uses both an eclectic and pluralist approach in order to provide answers on how States’ behavior in defense and collective security matters influences the setting up of relations between several international security institutions. This analysis derives from the political and technical developments that influenced the security landscape the last twenty-five years. These facts help to explain and to evaluate the process by which such institutions arise and develop. They finally contribute to highlight the tight and original interdependency of the between the Atlantic Alliance and the European Security and Defense Policy of the European Union. This interdependency is real from political, military (strategic, operational and tactical) and technical-industrial perspectives ; it directly originates from the historical dual belonging to the multinational security frameworks, from major political events on the European continent, as much as a joint effort to focus on common interests and the shaping of a strategic culture.

The SADF was there to serve the government of the day. Since then, the South African National Defence Force (SANDF) has been established to fulfil the same as the SADF, but is much more credible and representative. Thus there has been both continuity and renewal. The idea of public policy presupposes that there is a sphere that is not private or purely individual, but is held in common. The public comprises that dimension of human activity that is regarded as requiring government or social regulation or intervention or at least common action. This related to the defence-related industries too, which require government intervention in ensuring that small and medium enterprises (SMEs) get involved in the defence industry in general. Public policy is really about defining what counts as public,who provides, who pays, and whom to pay. The modem meaning of 'policy' is that of a course of action or plan, a set of political purposes - as opposed to 'administration'. Policy is seen as rational, a manifestation of considered judgement. A policy is an attempt to define and structure a rational basis for action or inaction. Policy involves deliberate behaviour to pursue certain objectives. The distinction between action and inaction properly emphasises that policies can initiate change or resist change. Policy is intended to affect all or selected points of the external and internal environment of the political system. Policy consists of a series of actions and decisions. The policy needed by the defence-related industry in one that will allow the inflow of entrepreneurs with education to help them learn from the experienced engineers within the industry. The individual drive and interest will be the driving force for success as defined and understood by the free market economy without unnecessary government interference. The development of SMEs in the defence-related industry is part of the renewal of the defence industry. Identifying Dimensions For The International Positioning Process : Study Of Defence Systems

Issues related to research methodology increasingly occupy a central role in the field of International Positioning Process. It is becoming clear that greater attention to methodological issues is essential for the development of this field into a management discipline. Many efforts have been made to distinguish the disciplines/practices in international business. However, the field is still criticized for lack of theories and absence of paradigm. A recent survey of literature noted that the field has made more progress in finding research questions than in answering them, one of them being Identifying Dimensions for the International Positioning Process (IPP) for defence goods. This is largely because of lack of a theoretical foundation continued to plague international business research. Research in International Business is at critical crossroad today, with increased emphasis on developing theoretical concepts and testing empirical relationships rooted in such concepts. Such a transformation critically depends on conceptualizing and operationalizing the derivative constructs in an international business environment. This is motivated by management’s desire to gain profits and competitive advantage through appropriate market selection, right market entry mode decision and competitive positioning techniques. The combination of these three aspects of international business, leads to the development of the concept, called International positioning process (IPP). While researchers have made significant efforts on new techniques and approaches of international positioning processes, certain important issues remain largely unexplored. First, it is not challenging to find methodologies and approaches for market selection, entry mode choice and global competitive advantage, but in understanding how to blend them together for tailoring IPP. There is a need for developing holistic model for customized IPP that aims on translating positioning process into global competitive advantage. Another observable omission in the past literature is the missing link among three components of positioning process: market selection, entry mode choice and competitive positioning. To address this neglect, the present study attempts to develop a model for global positioning process. Development of a significant bond among three components of global positioning process, not only creates harmony among them, but aims to make IPP more effective. The study aims to develop set of dimensions for the construct, international positioning process (IPP). Specifically the objectives of this study are as under, • To conceptualize a multi- variable construct IPP. • To develop information framework for IPP. • To evaluate/analyze the dimensions developed for IPP, such that they satisfactorily fulfill reliability properties. • To differentiate IPP across industries and develop generic and industry- specific model. • To operationalise the model for defence industry. • To evolve comprehensive set of conclusions for IPP. In an attempt to achieve these objectives, this study attempts to integrate three aspects of international business: market selection, entry mode decision and competitive positioning of goods/services, and evolved the concept of International Positioning Process. The study identifies 91 variables for IPP through exhaustive literature review and develops an information framework that comprises four cardinal dimensions, twelve adjuvant dimensions and 35 decision variables. The information mentioned in the framework, is evaluated using statistical tool package – R, and refined using factor analysis. The primary data was collected using structured questionnaire by eliciting response from 329 International Business Companies (IBCs) which are involved in international business. The data of 329 IBCs explored that all the four cardinal dimensions, mentioned in the framework, are the reliable steps for IPP. The outcome of analysis develops the generic model for IPP that comprises 19 highly influencing decision variables in contrast to 91 variables available in the literature, which are finally summarized into 4 statistically significant steps for effective IPP. To tailor the customised and industry specific model for IPP, it was imperative to study how IPP differs across the industries. The difference in international positioning paradigm across the industries, analysed with multivariate discriminant analysis, one way ANOVA and factor analysis, indicates defence industry as most sensitive for making international business decisions. It evolves that defence industry seeks more safe, focused and efficient international positioning strategy for the international positioning of its products. This study attempts to customize the IPP model for defence goods which has not been addressed in the literature yet. The study explores set of highly influencing decision variables for international positioning of defence products, which are finally summarized into 4 statistically significant steps. The model is operationalised for Defence Research and Development Organization (DRDO) of India. It assesses international marketing capability of DRDO, identifies suitable markets, and makes decision for appropriate market entry modes and competitive positioning of selected defence goods. The study evolved five most suitable international markets for selected DRDO systems. Risk analysis is performed for all the identified markets to evaluate suitability of the market and to decide entry modes. The IPP model for defence industry is successfully implemented in one of the identified markets i.e. Malaysia, for the target DRDO systems. The study evolves that defence organizations attain more effectiveness in international positioning process through holistic mode as compared to extended & traditional modes. However, like any other study this does provide scope for further research and IPP can be a candidate for further extensions and refinements.
