Effectiveness of the Eastern Cape provincial department of local government and traditional affairs to monitor and evaluate the performance of municipalities: a case study of Cacadu District Municipality

Thesis submitted in fulfilment of the requirements for the degree Master of Technology in Public Management in the Faculty of business at the Cape Peninsula University of Technology, 2012 / South Africa has been experiencing poor service delivery protests. The Eastern Cape in particular, is characterised by rural areas owing to segregation that was created by the past apartheid government. Ineffective operations of municipalities are usually found to be the root cause of ineffective service delivery. However, the Republic of South Africa‟s Constitution,1996 and other forms of legislation provide for monitoring and support of municipalities by national and provincial government, although most monitoring and support responsibilities are borne with the provincial government. Provincial governments provide an oversight role towards municipalities and assist them when they cannot and do not fulfil their obligations. This study focuses on the Eastern Cape with the Cacadu District Municipality as the identified case-study. The district is one of the largest in the Eastern Cape and is marked by high levels of poverty and unemployment. The study investigates the effectiveness of the Eastern Cape Department of Local Government and Traditional Affairs (ECDLGTA) to monitor and evaluate municipalities, with reference to the Cacadu District Municipality. Monitoring and evaluation are effective tools, which are utilised by developed countries to achieve good governance and effective service delivery. South Africa has also followed a culture of M&E and established the Government Wide Monitoring and Evaluation System. It is important that monitoring and evaluation systems are effective. Because with effective systems, government can detect early warning signs of corruption or any other forms of ineffectiveness. The purpose of this research study is to explore current systems that the ECDLGTA has established to monitor municipalities and to assess whether those systems are effective or not. Furthermore, the research intends to explore the reasons for ineffectiveness, as well as the relationship between the municipalities and the provincial government. In order to reach conclusions to these questions, an empirical study was conducted by using qualitative research methodology. Interviews were conducted and are described in chapter five. Chapter Six and Seven present the results that were achieved from the interviews and analysis of those results, whilst Chapter eight presents concluding remarks and recommendations based on the findings.

The perceptions and experiences of students regarding weapons in schools in Umgungundlovu District, KwaZulu-Natal

Submitted in fulfilment of the requirements of the Degree of Master's in Public Management, Durban University of Technology, 2017. / The purpose of the study explores the perception and experiences of students regarding weapons in schools, in a bid to create a peaceful and conducive learning environment. This study concentrated on four high schools in Umgungundlovu District. Students, educators and principals were asked to participate in this study on a voluntary basis. The study recognises that existing data related to weapons in South African schools is largely anecdotal. The significance of the study is that it collected data related to the weapons in schools and used data to inform recommendations on ways in which we can make schools safer places to the young people and staff. This was a mixed methods survey; however, the bulk of the findings were drawn from the quantitative data, which was conducted through surveys. The qualitative data was collected in interviews and in focus group discussions. The data revealed that a high proportion of students have seen weapons in school, which might be an indication that weapons find easy access onto school premises. The results revealed the types of weapons brought to schools. Knives were the weapons most seen at school followed by guns, while some other weapons mentioned were pepper sprays, screwdrivers, pangas and bats The study showed that in other schools, drugs, alcohol, substance abuse were reported in the sample. Among the contributing factors raised by the respondents on the reasons for the presence of weapons onto schools were the issue of drugs, alcohol, bullying, fights among students, and being involved on gang activities. Some policy recommendations regarding school security measures were proposed on the basis of the findings which were drawn from this study. As part of the study, it is recommended that the Department of Education ensure that all South African schools implement well-documented discipline policies, a code of conduct and school rules for their school which must clearly indicate seriousness of carrying a weapon in school as well as the consequences of misbehaviour. The policy must have steps to be followed by the principals and or educators where there are elements of misconduct against the students and sanctions to be issued if the student is found guilty. Other recommendations were made in line with the findings based on the results. Limitations of the study were further pointed out. / M

The role of the Integrated Development Plan in community development: a case of Capricorn District Municipality, Limpopo Province

This study focuses on Limpopo province, but for the purpose of this study the research was conducted in Capricorn district municipality which is comprised of the following five (5) local municipalities: Blouberg, Aganang, Molemole, Polokwane and Lepelle-Nkumpi. The District Municipality is expected by the government and communities to play an active role towards community development as a central feature on local government development. The district municipality must be involved in the development of its communities in partnership with local municipalities, communities and other structures which can play an active role in community development. The integrated development plan is a process through which a municipality can establish a developmental plan for the short, medium and long term. In terms of the Local Government Municipal Structures Act No 117 of 1998 all municipalities have a responsibility and accountability to develop their communities which will have an impact on the daily lives of South Africans. In view of this mandate, Capricorn District Municipality must develop its vision, mission and objectives to meet community needs and improve the quality of life of all people. Developmental local government is local government committed to work with citizens and groups within the community in order to find sustainable ways to meet people’s social, economic and material needs. South Africa and in particular Capricorn District Municipality has a back-log of services that have not been provided to the previously disadvantaged communities. The integrated development plan is intended to redress all the past economic imbalances. Municipalities must focus their efforts and resources on community development especially on communities and groups which have been previously marginalised or excluded from economic and community development, such as women, disabled people, and very poor people by the apartheid government. Challenges of the integrated development plan which are experienced by the community are poor service delivery, poor implementation of the integrated development plan, corruption in district municipal projects and poor financial management. ii The researcher intends to follow a mixed method approach in which both qualitative and to a lesser degree quantitative approaches will be used. The reason for using a mixed method is because the study can be integrated in such a way that qualitative and quantitative methods will retain their originality. In this study, a qualitative approach is applicable because it allows openness to ideas, opinions, feelings, experiences and perceptions which may be expressed by research participants to the researcher. The researcher will for the purpose of this study be more interested on the qualitative study as it will be able to give results from the respondents. The researcher will use a Likert scale questionnaire in order to source out information regarding the role of the integrated development plan in community development. The researcher will use non-probability sampling and its subtype purposive sampling method in order to obtain results from participants. Although there are different types of sampling, the researcher intends to use non probability sampling which is by and large more successful than quota sampling. The development of management skills of officials for the enhancement of effective service delivery in Limpopo Province: The case of Vhembe District Municipality

Quality service delivery can only be attained when there are properly trained and skilled officials. Officials who have relevant knowledge and skills on what they are employed to do, are treasurable assets to their employers. The South African public and Vhembe District Municipality`s residence in particular expect the delivery of services that are of acceptable standard. It is therefore, imperative to have properly trained workers at this sphere of government. The study therefore, investigates whether middle and senior level officials (managers) are properly skilled to be able to provide required services to communities. The study uses a mixed research method, i.e. both the qualitative and quantitative research methods. Senior level managers were taken through an interview process to try and gather data that will help to determine any challenge and even where the Municipality is managing well in providing services by virtue of it having qualified competent personnel. This process will help to identify gaps if any and thereafter suggest ways to close/overcome them. This will be done by asking these officials open-ended questions wherein they could give the researcher more information on the topic. Middle level managers were requested to complete a questionnaire with close-ended questions. This helps in bringing statistical data that focuses on relevant issues about the topic. The main findings of the study are therefore the following: ➢ Senior officials possess some skills, especially with regards to leadership although specific areas of functioning were not indicated. Besides this, a number of problem areas were highlighted ranging from planning; organising; v communication; interpersonal relations; financial management; strategic management; and labour relations. This could be instigated by the fact that available skills are misdirected through the misplacement of officials with regards to the actual skills they have and positions they are placed on. ➢ Although not everyone is the Municipality is consulted on an individual basis when the analysis of training needs is undertaken and when designing training programmes, a reasonable number of officials are however involved. In doing this, the Municipality partners with SALGA and the LGSETA. All officials are thereafter given an opportunity to attend trainings as per the identified skills gaps, however, a number of officials, especially elderly people are reluctant to attend such trainings because they know they are close to retirement and to them is like being punished as they won`t be using such skills for long. ➢ Poor skills impact negatively on the Municipality`s efforts to provide acceptable services as it hampers the delivery of quality goods and services. This is further exacerbated by the exodus of officials with scarce skills who are difficult to retain due to their demand by institutions. The deployment of cadres without the requisite skills for the jobs, costs the Municipality dearly as they fail to execute what they are employed for due to lack of knowledge. Furthermore, the approach of outsourcing the provision of goods and services does not always benefit the Municipality and communities as private companies try to minimise costs in order to attain profit and in that process, end up providing poor quality goods and services. ➢ Accountability is well maintained at the lower level positions in the Municipality as work is regularly monitored by supervisors, however, the challenge is with senior level officials who should account for the institution holistically. This is necessitated by the fact that senior level positions are mostly occupied by deployed cadres which makes it difficult to pin point accountability because such people turn to get directives from deployers and they also report to them, to the demise of the internal system. vi The following recommendations are therefore made based on the findings of the study: ➢ As the Municipality conducts a training needs analysis every-time before designing training programmes for officials, in ascertaining the real skills gaps, the Municipality should continue to conduct such skills audit exercises that will also lead to proper placement of officials in positions they qualify for and after determining genuine skills gaps institute relevant and effective intervention strategies and mechanisms that could help improve officials` knowledge and skills. ➢ Attending training by officials should be mandatory when a skills gap has been identified and in applying this, appointment letters and performance contract agreements for those already in the employment of the Municipality should have a clause about mandatory training, where and when deemed necessary. ➢ The Municipality should consider sending officials to reputable service providers on issues that are problematic to officials, for example, planning; communication; financial management; strategic management; and labour relations and this should be done twice a year. ➢ In line with the proposed skills training model on figure 2.4, the Municipality should expect trainees to be assessed after a training to determine their level of competence and good performance be rewarded. ➢ The merit principle be followed, in appointing and promoting employees even with deployed cadres, to avoid placing people on positions they do not qualify for. ➢ The EPWP that is run by the Municipality in partnership with the Department of Public Works be extended to train professionals and people who deserve be put on beneficial programmes that will give them skills that are required to develop the Municipality instead of confining them to the task of de-bushing grass and trees along roads. vii ➢ Managers continue to give their subordinates a chance to act on their behalf during their absence from work to help in equipping juniors to be ready for more challenging responsibilities in future. ➢ The Municipality should appoint credible service providers when outsourcing services. ➢ The Municipality should make sure that the procurement section functions properly. ➢ Retention of officials with scarce skills be a priority. ➢ The Municipality should always implement audit recommendations to improve its governance. ➢ The Municipality should warn officials, especially politicians (councilors), not to promise communities goods and services that might be difficult to honour and be realistic based on affordability. ➢ The Municipality should establish reliable control and monitoring measures and systems in place in order to enforce accountability. ➢ Officials to sign a code of conduct expecting them to be loyal to the Municipality and not to outside people. ➢ The Municipality should develop a proper performance management system with clear key performance areas to make officials committed to their work. ➢ / NRF

The effectiveness of biosphere reserve as a tool for sustainable natural resource management in Vhembe District Municipality, Limpopo Province, South Africa

MENVSC / Department of Geography and Geo-Information Sciences / The purpose of this study was to contribute towards a better understanding of the effectiveness of Biosphere Reserve as a tool in managing natural resources in the Vhembe District Municipality (VDM), Limpopo Province of South Africa. There are limited documented materials for a better understanding of the effectiveness of Biosphere Reserve (BR) as a tool in managing natural resources in the Vhembe District Municipality (VDM). As a result, this study was undertaken to bridge this gap and to discover new insights to assist in understanding the effectiveness of BR as a tool in managing natural resources. This study adopted a pragmatic research approach, which is a mixture of the qualitative and quantitative research approaches, wherein data were collected using primary and secondary sources. Both primary and secondary data were used, in order to obtain information concerning the effectiveness of biosphere reserve in the study area. Primary data were obtained using a combination of methods, including participatory rural appraisal (PRA) tools and techniques, and informal and formal surveys. The secondary data was collected from desk-based examination of relevant documentation relating to conservation of the Biosphere Reserves areas. The documents included previous reports from Greenest Municipality Competition (GMC) results for all local municipalities from 2012 to 2017, Management Effective Tracking Tool (METT-SA) from 2016 to 2018, and previous research data on conservation. The results obtained revealed that Biosphere Reserve (BR) is an effective tool for the conservation of natural resources within Vhembe District, South Africa. This is because natural resources are taken into consideration when there are developments and projects being undertaken. Furthermore, the communities in Vhembe District Municipality benefit from the programmes and projects aimed at conserving natural resources within the VBR. The study also revealed that there are environmental challenges within the Vhembe Biosphere Reserve due to mining activities, climate change, developments in natural resources and deforestation, which require the enforcement of by-laws and programmes and projects aimed at conserving natural resources. / NRF

The effectiveness of a skills development programme in the improvement of service delivery within a district municipality in South Africa

The aim of this mixed-methods research study is to investigate the effectiveness of a Municipal Skills Development Programme (MSDP) in the improvement of service delivery in a District Municipality (DM) in South Africa. A concurrent embedded mixed-methods strategy was used, as it uses one data collection phase during which both qualitative and quantitative data are simultaneously collected and treats both qualitative and quantitative research data gathered on an equal basis. Collected data were not integrated or triangulated but resided side-by-side as two different pictures of the effectiveness of the MSDP. From a total population of 80 managers in the DM and its five Local Municipalities (LMs) who had attended the MSDP, qualitative data was gathered by conducting individual interviews with a convenient sample of 10 managers (Sample 1). Quantitative data was gathered by means of a self-designed questionnaire from a convenient sample of 50 managers (Sample 2). The audio-recorded and transcribed qualitative data obtained from the 10 semi structured interviews were analysed by means of content analysis, while the scores obtained from the 50 survey questionnaires were used to calculate the frequency of responses and then represented by figures and tables. Qualitative findings indicated that the majority of participants (90% of 10 managers interviewed) are of the opinion that the implementation of the MSDP within the DM was successful and has led to improved service delivery. Quantitative results indicated that the total sample of 50 managers rated the MSDP as having improved service delivery in the DM. The overall mixed-methods assessment indicated that the MSDP is a successful way of improving the service delivery in a DM in South Africa and that the attendance of the MSDP by all managers is essential for improving the service delivery of local governments in South Africa. A limitation of the study was that the study was conducted in only one DM and may not represent the views of all local government employees in South Africa. Recommendations were that the relationship between the MSDP and other organisational variables such as productivity, efficiency and effectiveness should be studied, while all managers of the DM who have not yet attended the MSDP should be encouraged to do so. / Industrial and Organisational Psychology / M. Abstracts in English, Sotho and Afrikaans / The purpose of this study was to explore the classroom practices of Senior Phase Natural Sciences teachers in some of the schools of the Vhembe District. Qualitative case study approach was employed and three teachers participated. The following research questions were explored: What is the level of the teacher’s subject-matter knowledge in the teaching of Natural Sciences (NS)? What is the nature of the teacher’s instructional strategies in the teaching of NS? How does the teacher’s subject-matter knowledge and instructional strategies shape the teachers’ classroom interaction and discourse in the teaching of NS? Interviews, observations and a questionnaire have been used for data collection. Teachers used their teaching experiences to teach NS. Results indicated lack of teachers, facilities and resources. The role of English academic vocabulary on reading comprehension of grade 11 English First Additional Language learners

Abstract in English, Sepedi and Sesotho / In this thesis, the researcher used an explanatory sequential mixed methods research design to investigate the role of English academic vocabulary on reading comprehension of grade 11 English First Additional Language (EFAL) learners in the Free State province, Fezile Dabi district in South Africa. The current study is an attempt to determine whether the breadth and depth of vocabulary knowledge have a bearing on grade 11 EFAL learners' reading comprehension, and to examine which one of these variables, that is, breadth or depth of vocabulary knowledge, makes a more important contribution to reading comprehension. It also attempts to investigate the Vocabulary Learning Strategies (VLS) used by grade 11 EFAL learners. For the non-experimental quantitative study, the participants of the study were thirty EFAL learners who were chosen based on available sampling. To collect the relevant data, two tests measuring breadth and depth of vocabulary knowledge (Section A and Section B) and a reading comprehension were administered to all participants. To achieve its aim 1, two independent variables namely, the Vocabulary Levels Test (VLT) which measures vocabulary breadth and Word Associate Test (WAT) which measures vocabulary depth were used. Then, the dependent variable was the reading comprehension test in which the participants were asked to read the passages and answer some multiple choice questions. Pearson product-moment correlations and multiple regression were chosen as the dominant techniques for the statistical analyses. The results obtained from the analysis of the data indicated that while both depth and breadth of vocabulary knowledge play an important role in EFAL learners' reading comprehension performance, depth of vocabulary knowledge makes a more important contribution. The results further revealed that depth and breadth of vocabulary knowledge are positively correlated, that is, those learners who had large vocabulary size had a deeper knowledge of the words, too. Then, the findings from the qualitative study based on the data collected through eight focus group discussion participants about the VLS used by grade 11 EFAL learners, highlight that it is important to explore and broaden learners’ vocabulary learning strategic knowledge. The evaluation of the entrepreneurial seed fund programme : the case of the Cape Winelands District Municipality

The study aims to evaluate the Entrepreneurial Seed Fund Programme (ESFP) of the Cape Winelands District Municipality (CWDM). This Programme aims to provide seed funding to emerging and established businesses in order to start and/or grow their businesses. The Programme provides funding through a grant-in-kind by procuring the goods and equipment that the business needs. The businesses qualifying for the funding are not solely focusing on profit-making; they are addressing social issues through business activities in their communities. The population of the study includes five successful and unsuccessful beneficiaries and a questionnaire was designed in order to determine the contributing factors to the success or failure of the business and if the objectives of the Programme was realised. In conclusion, the ESFP can be regarded as a sustainable programme which contributed to job creation and social upliftment. The role of co-oporate government and intergovernmental relations in promoting effective service delivery, a case of the Amathole District Municipality

The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.
