Institutional Counter-surveillance using a Critical Disability Studies LensSvyantek, Martina V. 27 May 2021 (has links)
This study examines policy and procedure documents related to Disability at 3 U.S. institutions of higher education over a 25-year time frame. Policy and procedure documents are the foundation that govern how institutions "handle" Disability, outlining expectations and guidelines for providing services and establishing bureaucratic channels used to determine who has access to those services. This research employs a comparative case study mixed methods approach. The found documents and their online contexts are analyzed according to four qualities: findability, cohesion, consistency, and transparency. A document's findability refers to the ability of a user to locate the original document, and a document's cohesion, consistency, and transparency, refer to respectively where, what, and how these documents persist from their original creation date. As I collected these documents, I constructed comparative matrices to track these qualities within and across three different universities.
The initial findability of documents demonstrates two key results: 1) during the overall 1990– 2015 time frame, there was a marked change in the availability of materials in a digital format, and 2) the emergence of a way to describe documents via the phrase "Does Not Exist." These materials definitively did not exist prior to a given time frame, but later versions of such documents included an earlier start date. Cohesion results indicate that the documents most likely to be presented in a single source were broadly usable to a large portion of the university population: the general student body. Consistency results address a major issue with the document search: while these materials were likely to exist, at each of these institutions and time frames (barring the DNE documents), they are very difficult to track down. Transparency across found, single-source documents was ubiquitous; if it could be found, it had searchable text.
Beyond the findings of my document collection, I created two major products as a result of this dissertation work: key recommendations for different stakeholder groups and a curated exhibit of VT-specific materials collected for this study. / Doctor of Philosophy / This study examines policy and procedure documents related to Disability at 3 U.S. institutions of higher education over a 25-year time frame. Second, the work undertaken to create a repository using materials from my document collection, utilizing the Qualitative Data Repository (based in Syracuse University) as the host for a curated exhibit of VT-specific materials, is described.

Previous issue date: 2016-03-22 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / To preserve documents is an action already known and that interest to professionals that deal with the organization, processing and dissemination of information in the context of Information Units (Archives, Libraries, Documentation Centres and Museums). In this sense, the present study aims to clarify what constitutes to preserve documents from the thematic analysis of documentary preservation by the Archivist perspective. The research, from the point of view of the objectives, is characterized as being a Descriptive type. The research techniques used were the Bibliographical and Documental. As sources of information were adopted the CAPES databases, SciELO, also books, papers, magazines, laws, resolutions, national and international standards. The study has a qualitative approach and, by the data processing, the Content Analysis technique is used. As results are presented dialogues related to the idea of documentary preservation systematically understood as an area of knowledge that has the potential for scientific and epistemological growth. Based on Archivist it follows that the documentary preservation understood as a policy is an indispensable instrument for the maintenance of institutional collections and information sources present in the Information Units. Finally, it contextualizes that, from the perspective of Information Science, documentary preservation acts as a major factor preponderant to social memory maintenance and finds in Information Science scientific support for its development. / Preservar documentos é uma ação já conhecida e de interesse dos profissionais que lidam com a organização, tratamento e disseminação da informação no contexto das Unidades de Informação (Arquivos, Bibliotecas, Centros de Documentação e Museus). Neste sentido o presente estudo visa elucidar em que consiste preservar documentos a partir da análise temática da preservação documental mediante a perspectiva Arquivística. A pesquisa caracteriza-se do ponto de vista dos objetivos como sendo do tipo Descritiva. As técnicas de investigação utilizadas foram a Bibliográfica e Documental. Como fontes de informação foram adotadas as bases de dados da CAPES, SciELO, também livros, artigos científicos, revistas, leis, resoluções, normas nacionais e internacionais. O estudo possui abordagem qualitativa e mediante o tratamento dos dados é utilizada a técnica de Análise de Conteúdo. Como resultados são apresentados diálogos que apontam para a ideia de preservação documental entendida sistematicamente enquanto área do conhecimento que possui potencial para crescimento científico e epistemológico. Com base na Arquivística se conclui que a preservação documental entendida enquanto política é um instrumento imprescindível à manutenção dos acervos institucionais e fontes de informação presentes nas Unidades de Informação. Por fim, contextualiza-se que a partir da perspectiva da Ciência da Informação a preservação documental atua como fator preponderante a manutenção da memória social e encontra nela respaldo científico para seu desenvolvimento.

Previous issue date: 2006 / Resumo: Este trabalho tem como foco principal a preservação de documentos digitais no âmbito das mídias de CD-ROM e CD-R. Inicialmente, consiste na revisão da literatura de pesquisas e projetos desenvolvidos na área, na análise das mídias de CD-ROM e CD-R em relação a sua estrutura física e lógica, no estudo das variáveis que causam sua degradação, determinando uma relação causa versus efeito e no desenvolvimento de um software de verificação da confiabilidade das mídias, que conta com um modelo de confiabilidade desenvolvido com base na teoria da confiabilidade de sistemas e nos estudos existentes na área. Este software tem funcionalidades de identificação, armazenamento dos dados de mídia e módulos de análise de confiabilidade. Também é abordado neste trabalho uma análise experimental , a qual conta com metodologias de observação visual, observação por microscópio óptico e aplicação do software de verificação da confiabilidade, esta análise serve de base para a compreensão das variáveis relacionadas a confiabilidade e durabilidade das mídias, assim como, na fundamentação de propostas de preservação de documentos digitais No final do projeto é possível mostrar resultados e discuti-los, propor políticas para a preservação de documentos digitais em mídias de CD-ROM e CD-R e demonstrar conclusões e sugestões para próximos trabalhos / Abstract: The main object of this project is the digital documents preservation in the medias of COROM and CD-R. Initially, this project shows literature review of the studies and projects developed in this area, analyzing the medias of CO-ROM and CO-R in relation of physical and logic structure, showing the studies of the variables who degraded these medias. These studies are the bases of cause versus effect and the parameters to development of a software that can determinate a reliability of medias, that has reliability model developed based in system reliability theory and on the studies in this area. This software has functions of identify medias, data storage and module of reliability analysis. Besides, it does also object of this project an experimental analyses, which counts with visual observation methodology, optical observation and application of the software. This analysis is the base to understand the variables related to the reliability and durability of the medias, as well as, the fundament to propose digital documents preservation. Desarrollo de una metodología para el diagnóstico del estado de conservación y priorización de las intervenciones de restauración basada en el método del proceso analítico jerárquico (Analytic Hierarchy Process, AHP). [ES] El Archivo Nacional de Chile tiene la obligación legal de reunir, organizar y preservar el patrimonio documental público de Chile, que incluye aquellos documentos producidos en territorio chileno desde la época colonial hasta nuestros días, con el fin de dar acceso y facilitar a la ciudadanía la información administrativa, jurídica e histórica que contienen. Es entonces cuando la garantía del derecho al acceso de la información pública y el financiamiento de esta necesidad, se enfrentan. Idealmente, se podría esperar que la documentación resguardada se encontrara en acceso a través de reproducciones digitales, sin embargo, esto requiere un alto costo de inversión que es inabordable para un organismo público. Por lo tanto, la entrega de acceso físico sigue siendo la principal oferta desde la institución hacia la ciudadanía. De este modo, la necesidad de conocer al detalle el estado de conservación en el cual se encuentran los documentos, permitiría proyectar la factibilidad de digitalización, como también la necesidad de estabilización física que requieran previo a esto o como fin en sí mismo. La estabilización física se resuelve por medio de un conjunto de tratamientos de restauración, esto entrega certezas de pervivencia de los documentos al prolongar su vida útil.
Esta tesis usó como caso de estudio el fondo documental de la Real Audiencia del Archivo Nacional de Chile y sus 3.272 unidades documentales, siendo parte de los fondos documentales más antiguos que se resguardan. Se centró en encontrar una solución metodológica que integrara un diagnóstico del estado de conservación, para construir una base de datos eficiente que contemplaba toda la información y características físicas de cada unidad documental, junto a la aplicación de un proceso innovador como el Analytic Hierarchy Process (AHP) como estrategia de priorización de los tratamientos de restauración. Dada la versatilidad del método AHP se pudo aplicar en distintos escenarios y mostró resultados que podrían facilitar el trabajo de planificación de la tareas de intervención técnica, transformándose en un aporte concreto para la preservación de los documentos y la posibilidad de mantenerlos accesibles en el futuro. / [CAT] L'Arxiu Nacional de Xile té l'obligació legal de reunir, organitzar i preservar el patrimoni documental públic de Xile, que inclou aquells documents produïts en territori xilé des de l'època colonial fins als nostres dies, amb la finalitat de donar accés i facilitar a la ciutadania la informació administrativa, jurídica i històrica que contenen. In order to give access to the administrative, legal and historical information they contain. It is then when the guarantee of the right to access to public information and the financing of this need come up against each other.
It could be expected that the documentation would be accessible through digital reproductions, however, this requires a high investment cost that is impossible for a public organism. Therefore, providing access to original documents continues to be the main offer from the institution to citizens. In this way, knowing the conservation status of the documents would help to project the feasibility of digitization, as well as the treatment before digitization or the treatment as an end in itself.
The restoration treatments provide some certainties in order to prolong the useful life of the documents. This investigation has studied the documentary collection of the Royal Audience of the National Archive of Chile and its 3,272 documentary units, part of the oldest documentary collections that are safeguarded. It focused on finding a methodological solution that would integrate a diagnosis of the state of conservation to build an efficient database that included all the information and physical characteristics of each documentary unit and the application of an innovative process such as the Analytic Hierarchy Process (AHP) as a strategy for prioritizing restoration treatments.
Thanks to the versatility of the AHP method, it could be applied in many different ways and showed results that could facilitate the planning of interventions.
