This scenery is marked by de regulation, and by the rankings in the higher education. This is a qualitative case study, without giving up the use of quantitative data. The adopted approach is supported in the Policy Cycle contexts (BOWE; BALL; GOLD, 1992) - context of influence, text production and practical context, and the context of practice is the focus of the research. Data was collected through semi-structured interviews with managers of the analyzed HEIs, and questionnaires were applied to their teachers and students. The policy cycle method was used to analyze the Sinaes as a regulatory policy, quality inducer in higher education. The cycle was chosen for allow the articulation of political processes at macro and micro levels. The policy analysis contexts are interconnected, out of time, not linear. The analysis of Sinaes was permeated with some methodological aspects by critical discourse analysis (CDA). In the research it was found that the Sinaes establishes quality criteria, and by the evaluative acts linked concepts to the HEIs. The results revealed the limited knowledge of the managers on the construction context of Sinaes policy. The lack of knowledge by the influence context don???t unfeasible the discussion by Sinaes policy. Teachers and students recognize the text of the policy, but they don???t validate like quality reflex. The managers need to share information and results of the evaluation process, even also they not countersign in its entirety. In practice, they have consciousness of the excessive importance given to the National Examination of Student???s Performance (Enade), although not suitable for measuring quality. However, the indicators are used as instrument to attract students and generate rankings. For managers, the Sinaes is guiding improvements, but requires reinforcing its articulator character, valuing the self-assessment and regional characteristics.

They prefer the courses of Law, Psychology, Social Service and Physical Education. But the greater quantity of the students with 60 years and above is in the Law School and they have not participated of the research, because they have not volunteered to answer the questionnaires. It was verified the ???Intrinsic Motivation to know (to learn)???, like the most important Motivation that move these masculine and feminine students to do a graduation course. Psychology and Social Service are the courses with the most students. These two courses have showed great Intrinsic Motivation. The Psychology course students have more Intrinsic Motivation to know and the ones of Social Service, Intrinsic Motivation to Achieve Things.

Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Sa?de, Sociedade e Ambiente, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2013. / ABSTRACT The aim of this study is to analyze the process of inclusion and/or exclusion of the black students in UFVJM, Campus Diamantina/ MG, the courses of health, according to the perspective of students themselves in study, by means of his concepts, experiences and social representations, with the aim to better understand this process. In view of the foregoing, the underlying problem that presents itself lacking in discussions, can be synthesized in the following issues: once that did not have a system of racial quotas - which occurs only in the year of 2013 - the UFVJM managed to ensure the inclusion of educational black descending and socially disadvantaged? Although: in cases of inclusion to this ethnic group, the institution proved to be concerned to pay attention to the permanence of the learners blacks students in courses, through opportunities and scholarships which are expressed in higher chances of inclusion? To answer these questions, it was necessary to analyze of the interviews directed at students who are studying the last two semesters of school courses health, aiming to cover a course academics in tracks to be realized. The specific objectives of this study are: to perform a theoretical about Brazilian slavery past and ideologies to point the roots of racial discrimination and prejudice, as well as point data and statistics relating to black in Brazil, confirming its status as a disadvantage compared other ethnic groups in the country; outline the profile of the institution under examination, under the aspect inclusive and present evidence showing the limitations, challenges and barriers they face to enter and remain in UFVJM. Methodologically, this descriptive and exploratory research, basic quantitative and qualitative, come two ways: first, a bibliographic survey on topics related to the black descending in Brazil, and subsequently, for the identification of obstacles and possibilities the inclusion and to the preparation and / or indication of suggestions that aim to optimize the process of inclusion of black descending, proved to be urgent listen to the trajectory of their own subjects who reached the higher education, and this will be a part of the qualitative research, with collection of data through interview and discussion of data collected second theorists who devote themselves to the theme and relate the topics prejudice, social determinants and health problems, orienting, the present study, as well as shall be considered the concepts of social representations, which will be permitted the analysis of interviews, identifying-if such representations in the testimonies of black students. The local data collected were crossed with national statistics, the IPEA and the IBGE. The hypothesis of this study is that, in the context in analysis, as also happens in large part of country, the black descending for historical reasons, economic, social and cultural, still remains excluded from existing opportunities. Justify the choice of this theme the need to have in education, door partial, however important, access to the inclusion and for the social participation of black social, cultural and historically segregated in the country, based on, among other arguments, that the exclusion situations are crucial to the health status of individuals. In order to satisfy an interdisciplinary perspective, this research assumes that the problem of the inclusion of black descending, by its complexity, requires a dialog or interface with education, health, history, legislation, public policies and other areas of knowledge, as well as involvement of different social subjects in the discussion and commitment of efforts by the implementation of inclusion. The obtained results indicate that the students of UFVJM consider the institution inclusive, although complying with a small number of students in their dependencies, which seems contradictory. This study also indicates that some students are contrary to the system of racial quotas, reproducing, sometimes the discourse of the elite,

This thesis aims to analyze how the performance of the coalitions affected the formulation process of the Programa Universidade para Todos ? Prouni. This is a program in which students from public high school, or who have been integral stock in private colleges and universities receive scholarships in private institutions, which receive tax incentives in federal taxes. As analytical framework, was used the advocacy coalition framework (ACF) framework developed by Sabatier and Jenkins-Smith (1993) that conceives the process of formulation of policies as a result of competition between groups of actors called coalitions, which are involved or interested in an issue of public policy. The actors coalesce into coalitions from beliefs, values, technical postures and positions on operational matters of public policy and act coordinately to defend their interests, interfering in the formulation of policies. With regard to methodological aspects, it is a qualitative study that used a narrative structure to present the development of Brazilian higher education and Prouni, analyzing official documents, shorthand notes of public congressional hearings and interviews with servers who worked in Ministry of Education (Brazil) time of program formulation, legislative counsel of the brazilian congress, plus the former deputy rapporteur of the Bill 3.582 / 2004, which led to Prouni. Two coalitions were identified: statist, which stood contrary to the program, and privatized, which defended its formulation. The clashes, which occurred mainly in Congress, highlight the strategies to operationalize beliefs. The two coalitions heavily used technical information and mobilization, through militancy (mobilizate troops). However, privatizing coalition acted more strongly in this case and was able to turn their beliefs into more effective action strategies. The final configuration of the Prouni was beneficial for private institutions, and showed a change in public policies related to higher education, since government support through tax breaks, before granted only to non-profit IES, became extensive also the IES with lucrative purpose.

This paper aims to investigate the role of higher education in Brazilian economic development, as well as its effects on the reduction of income inequality and poverty in the long term. In addition to a bibliographic review, I use secondary data by the National Institute of Educational Studies and Research An?sio Teixeira (INEP) ? Which I used to show the evolution of the main indicators related to higher education in Brazil over the last few years ?, and National Research for Sample of Domiciles (PNAD) of the Brazilian Institute of Geography and Statistics (IBGE) ? in order to check the degree of income inequality, as well as other indicators related to income and level of education of the Economically Active Population (PEA) and of the Population Occupied (POC) for the years 2004 and 2014. However, people with higher education are among those who receive higher yields, which ends up contributing to increasing inequalities. Nevertheless, the average years of study of the PEA has increased and consequently the average income as well. In addition, wage differentials by years of study decrease from 2004 to 2014, which may be related to an increase in the supply of more qualified labor, which increases the number of workers interested in occupying a job vacancy and pressures wages down.

The university, as an organization which is part of this context, is confronted with the need to adjust to today?s requirements, and the students are also affected and interested in forming a future favorable to them in resources, so they can be ready for a labour market that has become volatile. The possibility of creating a promissing professional future isconsidered from the knowledge they acquired in college, their academic trajetory and other resources that might have contributed to their improvement as candidates to the market. An environment that nourishes these conditions, with teachers who are stimulated in their creativity and innovation, wishing to contribute in a innovative, dynamic way, in the preparation of these youngsterswho get to university with so many expectations, is the idea that this research tried to verify while investigating the relation between the organizational enviroment in which the professors take part and the academic life of college students, wishing to explore these two basis and contribute to an empirical work in the scientific world. The educational unit, InstitutoTr?sRios da UniversidadeFederal Rural do Rio de Janeiro, constitutes the field for this exploratory investigation, the biblographic review approached the literature about scales of academic evaluation, defining the instrument to be used in the knowledge of students? reality, as the literatura of organizational climate, prioritizing the studies on climate favourable to creativity and innovation, following to the studies of climate scales of support to creativity and innovation. For this purpose, it was used Vendramini?s scale ? scale on evaluation of academic life (SEAL) et al. (2004) and Siegel and Kaemmerer?s (1978) SSSI (siegel scale of support for innovation). Students were determined with an enrollment from the 5th period, considered experienced in order to assess the course. The sample was for convenience. There was a relationship between these constructs, contributing this research with empirical data on the subject. No. of bitstreams: 1 Ivana Guimaraes Lodi.pdf: 1121239 bytes, checksum: cc21031c56978b5aab75c8d0e57e657c (MD5) Previous issue date: 2005-11-18 / This work is linked to research line: University, staff and professors qualification. It looks into the paths taken and the practices carried out by ten educators from the Superior Institute- Uniarax? - Centro Universit?rio do Planalto de Arax? (MG), restoring the different ways and the significance of self-construction and pedagogic practices in the qualification of future educators. The choice was for the qualitative research and for the methodology of oral History of life, a challenge for the historians who decide to use it. We highlighted the social-economic constitution of the subjects as an essential aspect in the search for the understanding of human subjectivity. More important than the interview technique was the search for the sensibility to comprehend the interviewees feelings and their importance in the process of self-construction as well as their educational actions. The paths taken, the ways and the meaning of the researched subjects revealed that people are not born teachers, but become teachers through several facts, life experiences, and sharing of experiences that constitute and institute them. People are teachers/professors and even in doubts, facing difficulties and re-arranging paths, education is seen as a means of change and one of the mediations for social transformation.

However these studies are rare in Brazil. The current research had the purpose to set out the way knowledge changes and therefore the teaching-learning, can be reflecting on the pedagogic-didactic experience of the Veterinary Parasitology teaching in the Universidade Federal Rural do Rio de Janeiro (UFRRJ) Veterinary Medicine Graduation Course. The descriptive study was the methodology used. The research was developed with the Animal Parasitology Department Teachers and the Veterinary Medicine Students, from October 2000 to December 2000. The data was obtained by applying student questionnaires, teachers interviews and theoretical and practical classes survey. It was divided into three articulated chapters. First we look for the relation between the university knowledge and the society, the University history, the today University crisis and its renewal proposals. Second we tried to understand the teaching-learning process in the University. In the third chapter we linked the themes from the first and second to the questionnaires results. They reveal teachers and students points of view as well as the way practical and theoretical classes can dialogue with the teacher-student-knowledge in the UFRRJ Veterinary Parasitology teaching context. The results analysis indicate the teachers are considered competent at their functions. A better theoretical and practical classes time management is required in some cases. The practical classes became the most democratic forum for the pedagogical doing and a more progressive educational action. The results also indicate a study organization difficulty among the students, nevertheless they are aware of the parasitology knowledge importance for their professional lives. Testing was considered the best evaluation method. Practical evaluation with free consultation, CD ROM and specific revision aid utilization were initiatives praised by the students. The university teacher attributions go beyond the simply teaching by teachers points of view. They are all involved with research and, although they don?t have a pedagogic specific education, they consider themselves as full educators. Teaching changes, due to the new social realities, are also mentioned as an important necessity. A conjugation of conservative and emancipative pedagogic conceptions exists and the transforming of the teaching into a research field would be a direction to renew and amplify the Parasitology in UFRRJ.
