O presente artigo tem como objeto o Conselho de Desenvolvimento Econômico e Social do Rio Grande do Sul – CDES RS – e a representação da sociedade civil na sua composição, particularmente, o processo de escolha dos conselheiros. O estudo analisa as condições políticas, sociais e históricas para formação do Conselho de Desenvolvimento e as possibilidades dessa nova experiência de diálogo e concertação social através de um espaço público institucional. Estabelece ainda uma análise do processo de escolha dos conselheiros para formação do CDES RS em relação ao debate sobre a institucionalização da sociedade civil em processos de democratização, controle social e transparência da gestão pública. Entre os aspectos trabalhados destacam-se os esforços de concertação político-social que foram realizados por parte da sociedade gaúcha e de diferentes governos estaduais ao longo do tempo, especialmente, a partir da segunda metade do século XX; os processos de organização institucional de espaços públicos e de integração entre Estado e sociedade civil. / This article has as its object the Council of Economic and Social Development in Rio Grande do Sul - RS CDES - and the representation of civil society in its composition, particularly the process of choosing advisors. The study analyzes the political, social and historical formation of the Council for Development and the possibilities of this new experience of social dialogue and consensus through a public institution. It also establishes a process analysis of choice of advisors for the formation of RS CDES regarding the debate on the institutionalization of civil society in democratization processes, social control and transparency in public management. Among the issues worked out the efforts of political and social agreement has been made by the gaucho society and different state governments over time, especially from the second half of the twentieth century, the processes of institutional spaces public and integration between state and civil society.

Em meio às manifestações sociais crescentes, as insuficiências das democracias representativas em recepcionar e fluir as expectativas sociais, e estados nacionais fracos e subordinados aos mercados financeiros globais, novas institucionalidades democráticas interrogam as democracias existentes. Coerente com estas questões, a tese desenvolvida neste estudo propõe que o tamanho do desafio exige mais democracia, não menos. A ampliação dos modelos de democracia participativa, combinados em um sistema que integre participação cidadã, democratização da gestão e interação em redes, alargam o modelo representativo e garantem novos canais de comunicação entre sociedade e Estado. São alternativas disponíveis às democracias. Dentre elas, interessa verificar as condições para a validade de processos de concertação social em arranjos de ampla representação societal. O modelo referenciado na teoria habermasiana transporta a esfera pública e a estrutura comunicacional original adequando-as conceitualmente ao espaço público institucional e à concertação social, respectivamente. Durante os quatro anos de existência do Conselho de Desenvolvimento Econômico e Social do Rio Grande do Sul (CDES RS) quase duzentas propostas elaboradas por noventa conselheiros e conselheiras da sociedade civil e dez do governo, a partir de um processo dialógico e colaborativo, foram tratadas e encaminhadas pelo executivo estadual. O resultado foi possível, conforme o estudo, por uma série não exaustiva de condicionantes para a validade da concertação social, um conjunto reconhecível e executável de políticas e práticas democráticas. Todavia, defende, ainda, a diversificação dos arranjos institucionais participativos como formas complementares de democracia, multifacetada e transversalizada, para sociedades complexas fruto das novas formas de acumulação capitalista e da transformação dos sujeitos no mundo do trabalho. / In the midst of growing social manifestations, the inadequacies of representative democracies in welcoming and flowing social expectations, and weak national states subordinated to global financial markets, new democratic institutions question the existing democracies. Coherent with these questions, the thesis developed in this study proposes that the size of the challenge requires more democracy, not less. The expansion of participative democracy models, combined in a system that integrates citizen participation, democratization of management and interaction in networks, broadens the representative model and guarantees new channels of communication between society and State. They are alternatives available to democracies. Among them, it is important to verify the conditions for validity of social concertation processes in arrangements of broad societal representation. The model referenced in the Habermasian theory transports the public sphere and the original communicational structure, adapting them conceptually to the public institutional space and the social conciliation, respectively. During the four years of existence of the Social and Economic Development Council of Rio Grande do Sul (CDES RS), almost two hundred proposals prepared by ninety councilors and councilors of civil society and ten of the government, from a dialogical and collaborative process, were treated And forwarded by the state executive. The result was, according to the study, a nonexhaustive set of constraints to the validity of social concertation, a recognizable and enforceable set of democratic policies and practices. However, it also defends the diversification of participatory institutional arrangements as complementary forms of democracy, multifaceted and cross-cutting, for complex societies resulting from new forms of capitalist accumulation and the transformation of subjects into the world of work.

The current work describes, within the context of that time, the most relevant features of the compendium Trigonometria Plana e Esferica com o Canon Trigonometrico, Linear e Logarithmico, published in 1737. Its author is the Jesuit priest Manoel de Campos, who was one of the teachers of that class. This study reveals interesting approaches made by him, which led to important results, like the correction of the Canon Trigonometrico, and the generation of the logarithmic curve. It was verified that the trigonometry presented by Campos had as its first objective the application to the Nautical Science and Astronomy. However, the author did not present these applications in his book, but promised to show them in another publication, which existence we did not find register of. Because of that, some examples of those applications, included in Arte de Navegar of Manoel Pimentel, were selected and presented in this work / Esta pesquisa investiga quais eram os conteúdos de matemática ensinados, sua ordem seqüencial e a forma de exposição, na aula da esfera do Colégio de Santo Antão-O-Velho da cidade de Lisboa, na primeira metade do século XVIII. O presente trabalho descreve, dentro do contexto científico daquela época, os aspectos mais relevantes do compêndio Trigonometria Plana e Esferica com o Canon Trigonometrico, Linear e Logarithmico, publicado em 1737, cujo autor é o padre jesuíta Manoel de Campos, que foi um dos professores daquela aula. Este estudo revela abordagens interessantes por ele efetuadas, que conduziram a resultados importantes, como a correção do Canon Trigonometrico e a geração da linha logarítmica. Ficou constatado que a trigonometria apresentada por Campos tinha como primeiro objetivo a sua aplicação à náutica e à astronomia. Contudo, o autor não apresentou tais aplicações no seu compêndio, prometendo mostrá-las oportunamente em outra publicação, de cuja existência não encontramos registro. Na primeira delas estudaremos pontos crÃticos do funcional curvatura escalar total restrito ao espaÃo das mÃtricas de curvatura escalar constante e volume unitÃrio. Provaremos que sob certas condiÃÃes integrais convenientes os pontos crÃticos de tal funcional sÃo variedades de Einstein provando assim a conjectura dos pontos crÃticos neste caso. Na segunda parte, veremos duas estimativas para o primeiro autovalor do Laplaciano de uma variedade compacta com curvatura de Ricci limitada por baixo por uma constante. As estimativas que obtemos melhoram a estimativa correspondente provada por Li e Yau (1980). Na terceira parte, estamos interessados em estimar o diÃmetro de hipersuperfÃcies mÃnimas da esfera. A estimativa que encontramos depende apenas do primeiro autovalor do Laplaciano da hipersuperfÃcie considerada. Para superfÃcies imersas na esfera de dimensÃo trÃs, obtemos uma estimativa ligeiramente melhor do que a obtida no caso de dimensÃo alta. Na Ãltima parte, introduzimos o conceito de variedade de energia constante e provamos que a esfera e o toro sÃo as Ãnicas superfÃcies que tÃm energia constante. Em dimensÃo mais alta a situaÃÃo à bem diferente uma vez que o produto de uma esfera por qualquer variedade compacta tem energia constante. Entretanto, se impusermos uma condiÃÃo sobre a curvatura de Ricci, à possÃvel caracterizar a esfera tambÃm neste caso. Em seguida, aplicamos as informa-ÃÃes obtidas ao estudo de hipersuperfÃcies da esfera provando alguns resultados de rigidez desde que a hipersuperfÃcie tenha energia constante. / This thesis is divided into four parts. In the first one we study the critical points of the total scalar curvature functional restricted to the space of metrics with constant scalar curvature and volume one. We shall prove that under certain suitable integral conditions the critical points of such functional are Einstein manifolds proving this way the critical point equation conjecture in this case. In the second part, we will provide an estimate for the first eigenvalue of the Laplacian of a compact manifolds with Ricci curvature bounded from below by a constant. The estimate we obtain improves the corresponding estimate proved by Li and Yau (1980). In the third part, we are interested in to estimate the diameter of minimal hypersurfaces of the sphere. The estimate we get depends only on the first eigenvalue of the Laplacian of the considered hypersurface. For immersed surfaces on the three dimensional sphere, we obtain an estimate slightly better than the one obtained in the case of higher dimension. In the last part, we introduce the concept of manifolds with constant energy and prove that the sphere and the torus are the only compact surfaces that have constant energy. For higher dimension, the situation is very different sine the product of the sphere with any compact manifold has constant energy. Nevertheless, if we impose a condition over the Ricci curvature it is possible to characterize the sphere also in this case. After that, we apply the informations obtained to the study of hypersurfaces of the sphere proving some rigidity results provided that the hypersurfaces has constant energy.

Paulo (OESP), Folha de S. Paulo (FSP) e O Globo (OG). The identification and comprehension of such neoliberal values on the journalistic texts and on the newspaper advertisements contribute to the understanding of the relation between the aforementioned newspapers and the neoliberal discourse regarding the need for a new Brazilian State Pension reform that would involve, in general terms and under a market logic, a reduction of the benefits offered by the State Pension and, thus, opening space for the development of several kinds of private pensions. This is a key understanding for comprehending the market interests in the appropriation of more financial resources, which are going to be directed to the ambit of the financial globalization and of the implications of such process for the working class that daily lives the dismantling of the State Pension in Brazil and worldwide by the conservative remodeling proposed by the neoliberals. In order to achieve the objective of this research, which is to identify, analyze and interpret the values from the neoliberal discourse regarding the Brazilian pensions that are on the newspapers: OESP, FSP and OG, this thesis relies on the Bakhtin circle s philosophy of language and on the Dialogic Discourse Analysis (DDA) formulated from a Bakhtinian standpoint. The theoretical and methodological framework grounded on such perspective demands the analysis of both the journalistic texts that constitute the corpus of this research and the texts that are not necessarily on those newspapers pages, but which dialogues with them by addressing the neoliberalism and its relation with the social security, the Brazilian pensions and the news organizations approached by this thesis. The corpus of this research is composed by journalistic texts (news, press notes, opinion articles, editorials and interviews) and newspaper advertisements regarding the Brazilian pensions, which were published from 1st Oct. of 2010 to 31st March of 2011, i.e. in a period that comprehends the run-up to the elections and the beginning of Roussef s presidential term, by the newspapers: OESP, FSP and OG. The dialogic discourse analysis conducted here enabled the identification and comprehension of three traditional values from the neoliberalism in relation to the Brazilian pensions, which are: the need for a tightening of the fiscal stance in order to balance the budget of the Brazilian state pension; the meritocracy related to the private pension; and, the State s inefficiency in dealing with the pension system / Esta pesquisa defende a tese de que valores do discurso neoliberal sobre a previdência brasileira se materializam nas páginas dos jornais O Estado de S. Paulo (OESP), Folha de S. Paulo (FSP) e O Globo (OG). A identificação e compreensão desses valores neoliberais em matérias jornalísticas e anúncios publicitários contribui para o entendimento da relação entre os jornais acima citados e o discurso neoliberal no debate sobre a necessidade de uma nova reforma da Previdência Social brasileira, que, em termos gerais, sob a lógica do mercado, envolveria a redução da proteção do sistema previdenciário público, abrindo espaço para o desenvolvimento de diversas formas de previdência privada. Esse entendimento é fundamental para a compreensão dos interesses de mercado na apropriação de mais recursos a serem lançados no circuito da mundialização financeira e das consequências desse processo para a classe trabalhadora, que, a cada dia, presencia o desmonte dos sistemas de proteção social no Brasil e no Mundo mediante a reestruturação conservadora neoliberal. Para cumprir o objetivo a que se propõe identificar, analisar e interpretar os valores do discurso neoliberal sobre a previdência brasileira nos jornais OESP, FSP e OG esta tese se apoia na filosofia da linguagem do Círculo de Bakhtin e na Análise Dialógica do Discurso (ADD) advinda dessa filosofia. A teoria-metodologia daí decorrente exige tanto a análise dos materiais dos jornais que compõe o corpus de pesquisa, quanto daquilo que não está necessariamente nesse material, mas que com ele dialoga, sendo que, no caso desta pesquisa, isso envolve o neoliberalismo e a sua relação com a seguridade social, a previdência brasileira e as empresas jornalísticas em questão. O corpus de análise desta pesquisa é composto por matérias jornalísticas (notícias, notas, reportagens, artigos, editoriais e entrevistas) e anúncios publicitários sobre a previdência no Brasil publicados nos jornais impressos OESP, FSP e OG entre 1º de outubro de 2010 e 31 de março de 2011, período compreendido entre as vésperas do 1º turno das eleições presidenciais e o início do primeiro mandato da presidenta Dilma Rousseff. In particular, it has intended to discuss the organization of interactive arrangements and relations of belonging, presence and empowerment. Another goal in the research was to understand the interactive experience of women in social networks and their implications in contemporary youth cultural practices exercised periphery of the city, which serves as reference in the struggle against gender inequalities and racism. Finally, it has been investigated the connections between social interactions, culture and political action in the public sphere. The experience of identity, gender and participation in the online universe was constructed from readings on identity politics, feminist theory, and the social interactions afforded by ICTs. It was made contacts with different types of women through interviews, questionnaires, participation in events, visits to sites, and participation in the online social network. Among the results of the research can be highlighted the strengthening of actions and icons in the dissemination of hip-hop culture and the proposition about the political and social activism. / Estudo sobre as experiências vividas por mulheres negras que participam do movimento cultural hip-hop. Em particular, buscou-se discutir sobre a organização dos arranjos interativos e as relações de pertencimento, presença e empoderamento, tendo como elo a produção musical e as Tecnologias da Informação e Comunicação (TICs).Desvendar as implicações que as TICs têm com as práticas culturais juvenis contemporâneas de periferia, que funcionam como referência no combate às desigualdades de gênero e do racismo. Investigar as conexões entre as interações sociais, a cultura e ação política na esfera pública. A experiência de identidade, gênero e participação no universo on-line foi construída a partir de leituras sobre as políticas identitárias, teorias feministas e das interações sociais proporcionadas pelas TICs. Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro / O objetivo desta tese é o desenvolvimento de algoritmos para determinar as soluções, e para determinação de fontes, das equações de Poisson e da condução de calor definidas em uma esfera. Determinamos as formas das equações de Poisson e de calor sobre a esfera, e desenvolvemos métodos iterativos, baseados em uma malha icosaedral e sua respectiva malha dual, para obter as soluções das mesmas. Mostramos que os métodos iterativos convergem para as soluções das equações discretizadas. Empregamos o método de regularização iterada de Alifanov para resolver o problema inverso, de determinação de fonte, definido na esfera. / The objective of this thesis is the development of algorithms to determine the solutions, and for determination of sources of, the equations of Poisson and heat conduction for a sphere. We establish the form of equations of Poisson and heat on the sphere, and developed iterative methods, based on a icosaedral mesh and its dual mesh, to obtain the solutions for them. It is shown that the iterative methods converge to the solutions of the equations discretizadas. It employed the method of settlement of Alifanov iterated to solve the inverse problem, determination of source, set in the sphere.
