União Eurasiana : o multimaterialismo na política externa da Federação Russa nos anos 2010

O século XXI iniciou para a Federação Russa marcado por sensíveis mudanças, tanto no âmbito doméstico como na política externa adotada pelo país, muitas delas implementadas com o intuito de reverter os efeitos perversos de escolhas feitas durante o Governo Yeltsin (1991-1999). No plano externo, o objetivo principal da Rússia passou a ser a retomada do posto de grande potência no sistema internacional. A fim de atingir tal meta, a política externa do primeiro Governo Putin (2000-2008) e do Governo Medvedev (2008-2012) foi pautada pelas seguintes características: defesa da multipolaridade, eurasianismo, pragmatismo, a utilização da geoeconomia na política externa e maior assertividade. Nos primeiros anos do século XXI, a multipolaridade defendida por Moscou vai se tornando realidade. Com vistas a ser um dos polos desta nova configuração sistêmica de poder, o segundo Governo Putin (2012-) investe no projeto da União Eurasiana, uma organização regional que abrigará preferencialmente países do espaço pós-soviético e tem como alicerce os avanços da União Aduaneira e do Espaço Econômico Comum, organizações formadas por Rússia, Cazaquistão e Bielorrússia. A criação da União Eurasiana indica a revalorização do multilateralismo, o que em alguma extensão modifica a política externa russa, pois a ela acresce uma nova característica. Diante de tal cenário, surge a dúvida: por que o segundo Governo Putin investe na União Eurasiana e no multilateralismo? A hipótese adotada é a de que a resposta ao questionamento proposto é encontrada na análise das conjunturas regional e sistêmica nas quais a Federação Russa está inserida no início dos anos 2010. / The 21st century brought significant changes to the Russian Federation, both in the domestic and the foreign policies of the country. Most of the policies were implemented with the goal of reversing the perverse effects of the policies implemented during the Yeltsin years (1991-1999). In relation to foreign affairs, the main goal of Russia was to regain the position of a great power in the international system. In this sense, the foreign policies of the first Putin mandate (2000-2008) and of the Medvedev government (2008-2012) were guided by advocating multipolarity, eurasianism, pragmatism, economization of the foreign policy and assertiveness. In the early 21st century, the multipolarity advocated by Moscow begins to take shape. With the goal of becoming one of the poles of the new systemic configuration of power, the second Putin government (2012-) investes in the Eurasian Union project. The goal is to establish a regional organization encompassing mainly the post-soviet space countries. The organization, in turn, is based on the advancements of the Customs Union and the Common Economic Space. These two organizations include the Russian Federation, Kazakhstan and Belarus. The creation of the Eurasian Union represents the rebirth of multilateralism, which, to some extent, changes Russia’s foreign policy by adding a new trait to it. Thus, the following question arises: why does the Putin government invest in the Eurasian Union and in multilateralism? The hypothesis of the present dissertation is that the answer may be in the evaluation of the regional and systemic situations in which the Russian Federation has been inserted in the early 2010s.

Eurazijos Sąjungos idėjos realizavimo problematika neoautoritarinėse valstybėse / The problems of Eurasian Union idea realization in neoauthoritarian states

Magistro darbo tikslas - išsiaiškinti Eurazijos sąjungos idėjos realizavimo galimybes; tyrimo objektas - Eurazijos sąjungos idėja ir jos realizavimo galimybės; tyrimo problema – Eurazijos sąjungos idėjos įgyvendinimo realumas ir tolimesnės regioninės integracijos perspektyvos. Tyrime naudojami aprašymo ir analizės metodai, padedantys atskleisti analizuojamo objekto charakteristikas, raidą ir apsvarstyti tolimesnes realizavimo galimybes; lyginamoji analizė padeda išskirti įvairių šaltinių skirtumus ir panašumus. Analizei naudojami pirminiai ir antriniai šaltiniai. Magistro darbo struktūra atitinka darbo uždavinius ir tyrimas pradedamas nuo Eurazijos sąjungos idėjos pristatymo (daugiausia pirminių šaltinių analizė). Pristačius ir išanalizavus tyrimo objektą (Eurazijos sąjungos idėją) ir tokios idėjos vertinimus mokslininkų ir regioninių valstybių politikų pasisakymuose, susikoncentruojama į regioninės integracijos analizę, išskiriant tarpvyriausybinių derybų ir liberalaus tarpvyriausybiškumo teorijas, kaip tinkamiausias Eurazijos sąjungos idėjos įgyvendinimo analizei. [toliau žr. visą tekstą] / The purpose of research – to find out the possibilities of Eurasian Union realization; the object of research – the idea of Eurasian Union and possibilities of its realization; the problem of research is the tangibility of Eurasian Union idea‘s realization and perspectives of further regional integration. The chosen analytical methods are descriptive research and analysis, which help to reveal characteristics and development of the research object and to consider possibilities of further realization; comparative analysis helps to distinguish differences and similarities of various sources. Primary and secondary sources are used in the analysis. Structure of this master thesis is based on the raised goals and research starts with presentation of the Eurasian Union idea (mostly the analysis of primary sources). After presenting the research object (Eurasian Union idea) and scholars and politicians opinions about the idea, research concentrates on the analysis of regional integration. Evropská sousedská politika po vilniuském summitu: případ jižního Kavkazu / Post-Vilnius European Neighborhood Policy: The Case of South Caucasus

This study attempts to analyze the evolution of the ENP in Southern Caucasus during post- Vilnius era. With contributions of the recent history, it aims to find out how these evolving policies affected the region from the competing theories perspective. It's seeking an answer to whether or not "initially neoliberal" strategy of ENP is designed to transform the region into a space with stability. While doing this, effectiveness of the ENP and multidirectional contributions it brought to the region is discussed. Neorealist and neoliberalist assumptions made for assessing the ENP's practices in the region. The thesis is methodologically supported with Congruence Analysis, which qualitatively enables us to observe theoretical developments based on multiple cases. Drawing on the main challenges to ENP's initial strategy, main hypotesis argue that neorealist assumptions are prevailing over neoliberalist assumptions, which can be shown as an outcome of the ENP's evolving policies in post- Vilnius era.

Collapse of Soviet Union caused a snap in relations between ex-soviet states, but simultaneously started the new wave of integration collaboration. This wave brings us such integrations as CIS, EurAsEC, Customs Union, Common Economic Space. Eurasian union, which is planning to become fully functional in 2015, becomes the most real of what happened in this field before. Main goal of diploma thesis is to find out, how could Eurasian union work in connection with organization moments of other deep integrations. Can Eurasian union become a deep integration? Other goal is to find out economic possibilities of integration development due to results of research, and suggest improvements of present situation. Last goal is to discover the way of developing of external trade policy and to determine the role of Eurasian union in the world.

Tous les etats issus du démembrement de l'urss ont dû résoudre, depuis 15 ans, une question fondamentale : celle de la définition et de l'affirmation de leur identité. ayant tous la même aspiration à la liberté, à l'autonomie productive, à l'ouverture au monde, ces pays ont commencé à réformer leurs systèmes juridiques, politiques et économiques. toutefois le droit international soviétique, spécifique, fermé dans son propre système et lié fortement à la politique extérieure de l'urss, continue à persister dans les etats post-soviétiques, malgré leur aspiration aux règles des sociétés occidentales juste après l'indépendance. ainsi, le renouvellement de la doctrine et de la pratique internationale des etats post-soviétiques se passe d'abord dans des conditions de permanence de la conception soviétique du droit international d'un côté et du désir de trouver sa place dans la communauté internationale de l'autre. cette rénovation ayant ses particularités dans chaque etat ex-soviétique, a affecté non seulement la formation de la pensée juridique et la pratique diplomatique de ces etats, mais aussi les rapports entre les droits internes et le droit international. c'est à l'époque de la fin de l'antagonisme des blocs qu'on observe l'intégration des etats issus de l'urss dans le monde de la nouvelle répartition des forces /... / International law is a « common language » but the vision of international law is far from being universal. It is a « multiplicity of particular national, regional, individual, institutional visions of international law. One can speak of the existence of regional American, Latin American, European, Asian, African approaches of law, but what about the geographical region of the former Union of Soviet Socialist Republics? In the XXth century one spoke about the Soviet conception of international law, which was a complex phenomenon, having its roots in the Russian legal school, combining the multiculturalism of the Russian Empire and the Soviet state and causing the division of the world into two blocks : Western and Soviet. For over twenty years that the Soviet Union no longer exists and the former Soviet states became independent and sovereign actors in the international arena. Can we therefore speak today about the existence of national approaches to international law of each state of the former USSR ? The objective of this thesis is to present the current state of doctrine and practice of the post-Soviet international law, considering the renewal of approaches of foreign policies of the post-Soviet states, and doctrinal concepts of international legal scholars. Does the post-Soviet doctrine of international law exist ? The contemporary international law is faced with challenges such as regionalization, globalization and the establishment of the rule of law in international law. Faced with these challenges, the doctrine and practice post-Soviet international law have been renewed. What approaches the post-Soviet states adopt in response to the contemporary challenges of regionalization, globalization and the establishment of the rule of law in international law?
