I Europa satsas årligen hundratals miljoner Euro och miljarder kronor i Sverige på olika program med tillhörande projekt. Dessa projekt och program är verktyg för att skapa hållbarhet i utvecklingsarbete genom att lämna spår, lärande, i verksamheter genom förbättrade strukturer och processer. För att skapa denna systematiska åter-koppling som lärandet i ett projekt är starkt beroende av så är följeforskning ett red-skap. Syftet med detta examensarbete är att analysera följeforskningen i projektet Grön BoStad Stockholm vad avser Tillväxtverkets riktlinjer om följeforskning. Vidare har studien som syfte att synliggöra de förutsättningar för lärande som skapas med hjälp av följeforskning, utifrån valda lärandeteorier. För att undersöka det valda området har deltagare i projektet Grön Bostad intervjuats och relevanta dokument insamlats. Vidare har även två utomstående personer till projektet intervjuats, med avsikt att skapa en bredare bild av vad andra utanför projektet anser om följe-forskningen och bistå studien med en utomstående analys. Resultatet visar att de flesta av Tillväxtverkets riktlinjer går att identifiera i det arbete följeforskningen bedriver i projektet Grön BoStad Stockholm. Däremot uppfylls inte ett av de huvudsakliga ändamålen med följeforskning när projektets resultat inte följs upp. Vidare visar resultaten att följeforskningen i projektet följer den utvecklings-stödjande utvärderingsansatsen samt att den främsta förutsättningen för lärande bygger på den sakkunskap och reflektion som följeforskningen bidrar med till projektledningen. Majoriteten av projektdeltagarna anser inte att följeforskningen bidragit med några förutsättningar för lärande, vilket kan bero att på att de ligger dolda för de flesta deltagare. Av dessa orsaker bör därför ett större fokus riktas på de övriga målgrupperna: delprojektledarna och styrgruppen. / In Europe, hundreds of millions of Euro´s and billions of SEK are spent annually in Sweden on various programs and related projects. These projects and programs are tools for creating sustainability in development work by leaving a trace, knowledge, on activities through improved structures and processes. In order to create this systematic feedback, learning in a project is highly dependent on a tool. This tool is on- going evaluation. The purpose of this thesis is to analyse the on - going evaluation of the project Grön BoStad Stockholm, regarding the guidelines presented by the Swedish Agency for Economic and Regional Growth (Tillväxtverket). Furthermore, the study aims to emphasise the requirements for learning created through on - going evaluation, with the help of selected theories. To investigate the chosen area, participants in the project Grön BoStad Stockholm have been interviewed and relevant documents have been gathered. In addition, two external persons have been interviewed for the project, with the intention of creating a broader picture of how others outside the project perceive on-going evaluation and to provide the study with an external view. The result shows that most of the guidelines presented by the Swedish Agency for Economic and Regional Growth (Tillväxtverket) can be identified in the on-going evaluation carried out in the project. However, one of the main purposes of on-going evaluation is neglected when the results of the project are not followed up by the evaluation. Furthermore, the results show that the on - going evaluation of the project is carried out with a certain development - supportive approach, where the main prerequisite for learning is based on the expertise and reflection that the on-going evaluation contributes to the project management. The study showed that the majority of the project participants do not consider that the on - going evaluation has contributed to any learning prerequisite, which may be due to the fact that these conditions are hidden from most participants. Therefore, a greater focus should be on the other target groups: subprojects and steering group.

Att implementera med hjälp av samverkan : En studie av implementering av ett stödboende med samverkan som metod

In this licentiate thesis studies how a systematic work of implementing a supported housing develops from idea to practice with the purpose to analyze collaboration and its impact on the development of the implementation. The study followed how the four organizations created a collaboration to implement a supported housing.; the social services in Kalmar municipality, the Swedish Prison and Probation Service in the form of the local probation service in Kalmar, the association KRIS (Kriminellas Revansch I Samhället, [Criminals' Revenge In Society]) in Kalmar and Kalmarhem AB a housing company,  The starting point for the study consists of a process evaluation of an implementation process, how collaboration established between the organizations, how collaboration as a way of working affects the process and finally the split-up of the project. The study conducted in two parts: partly during the years 2006-2008 when implementation studied, partly during the years 2014-2015 when the split-up of the project studied. The methods used was interviews, participatory observations and document studies. The empirical evidence collected during the two periods forms the basis for the analysis. The results indicate that collaboration created between the actors of the implementation is of crucial importance. That is, how the actors confronted and solved the problems that arose during the implementation and that both time and various forms of resources are required to create a comprehensive collaboration.  The concluding part of the study describes how a split-up of collaboration takes place. The change can attributed to a new arrangement with clear operational management in accordance with the impact of New Public Management [NPM]. A consequence for the supported housing, in line with this logic, was a separation and division of clients and contractors and division between businesses in accordance with a competitive mindset. At the time of writing, the supported housing remains, albeit in a different form. One explanation is that during the implementation, a close and sustainable collaboration was developed that could withstand some of the threats created through changed forms of governance. This indicates that the collaboration that developed between the four organizations can still provide some space if it is able to find forms that can fit into new control logics.
