International trade and labour markets

Die vorliegende Dissertation besteht aus vier Aufsätzen, die sich mit Fragen des Außenhandels und der Arbeitsmarktökonomie auseinandersetzen. Der erste Aufsatz untersucht in einem internationalen Oligopol die Interaktion zwischen Handelsliberalisierung, Produkt- und Prozessinnovationen und der relativen Nachfrage nach niedrig qualifizierten Arbeitnehmern. Der Abbau von Handelsschranken führt zu einer Verschärfung des Wettbewerbs, auf die die konkurrierenden Firmen reagieren, indem sie ihre Investitionen in Produkt- und Prozessinnovationen ausweiten. Infolgedessen sinkt die Nachfrage nach niedrig qualifizierten Arbeitnehmern. Der zweite Aufsatz analysiert die Wirkung eines einseitigen Mindestlohnes in einem Zwei-Länder-Modell, in dem Firmen den ausländischen Markt entweder durch Exporte oder durch lokale Tochterfirmen bedienen. Eine Liberalisierung des Handels erhöht die negativen Beschäftigungseffekte von Mindestlöhnen. Dagegen begrenzt die Existenz von multinationalen Unternehmen den durch Mindestlöhne verursachten Arbeitsplatzabbau. Der dritte Aufsatz untersucht, wie sich kollektive Tarifverhandlungen bei freiem Marktzutritt auf die Produktivität und den wirtschaftlichen Erfolg von heterogenen Firmen auswirken. Zentrale Lohnverhandlungen verschärfen den Auswahlprozess und erhöhen die durchschnittliche Produktivität und den Gewinn überlebender Firmen. Stattdessen begünstigen dezentrale Tarifverhandlungen weniger produktive Firmen. Sind die Firmen internationalem Wettbewerb ausgesetzt, so können auch zentrale Tarifverhandlungen die Produktivität reduzieren. Der vierte Beitrag untersucht empirisch die Auswirkungen von Offshoring auf Arbeiterflüsse in Deutschland. Während Offshoring die Stabilität von Beschäftigungsverhältnissen in der verarbeitenden Industrie nicht beeinflusst, geht es einher mit einer Zunahme der Beschäftigungsstabilität im Dienstleistungssektor. Die Effekte von Offshoring hängen ferner stark vom Alter und der Bildung des einzelnen Arbeitnehmers ab. / This dissertation consists of four essays that contribute to the literature on international trade and labour markets. The first essay studies the interaction between economic integration, product and process innovation, and relative skill demand in a model of international oligopoly. As trade barriers are dismantled foreign competition intensifies. Competing enterprises respond by investing more aggressively in both product and process innovation. The relative demand for unskilled workers decreases as a result. The second essay studies labour market outcomes in a model of intra-industry trade between a rigid-wage Europe and a flexible-wage America. Firms can choose to serve the foreign market either through exports or through local subsidiaries. The essay demonstrates that the adverse employment effects of a unilateral wage floor increase significantly when trade barriers are removed. Multinational firms mitigate the adverse employment effects of one-sided wage rigidity. The third essay analyses how different unionisation structures affect firm productivity and firm performance in a monopolistic competition model with heterogeneous firms and free entry. While centralised bargaining induces tougher selection among heterogeneous producers and increases average productivity and profit levels, firm-level bargaining allows less productive entrants to remain in the market. The positive effect of centralised bargaining on average productivity can, however, be overturned when firms face international low-wage competition. Finally, the fourth chapter analyses empirically the effect of offshoring on workers'' labour market transitions in Germany. The results suggest that the effects of offshoring are strongly age- and skill-specific and also vary between sectors. While offshoring does not affect overall job stability in the manufacturing sector, it is associated with an increase in overall job stability in the service sector.

Investment Subsidies and Regional Welfare: A Dynamic Framework

Subsidising investment in lagging regions is an important regional policy instrument in many countries. Some argue that this instrument is not specific enough to concentrate the aid towards the regions that are lagging behind most, because investment subsidies benefit capital owners who might reside elsewhere, possibly in very rich places. Checking under which conditions this is true is thus highly policy relevant. The present paper studies regional investment subsidies in a multiregional neoclassical dynamic framework. We set up a model with trade in heterogeneous goods, with a perfectly integrated financial capital market and sluggish adjustment of regional capital stocks. Consumers and investors act under perfect foresight. We derive the equilibrium system, show how to solve it, and simulate actual European regional subsidies in computational applications. We find that the size of the welfare gains depends on the portfolio distribution held by the households. If households own diversified asset portfolios, we find that the supported regions gain roughly the amounts that are allocated to them in the form of investment subsidies. If they only own local capital stocks, a part of the money is lost through the drop in share prices. From the point of view of total welfare, the subsidy is not efficient. It can lead to a welfare loss for the EU as a whole and definitely leads to welfare losses in the rest of the world, from where investment ows to the supported EU regions.

Die Datenerhebung verfolgte das Ziel, Informationen über den Einkauf von EDV-Produkten bei kleinen und mittleren Unternehmen zu gewinnen. Schwerpunktmäßig interessierte uns, wie Unternehmen dem Risiko opportunistischen Verhaltens von Lieferanten in einem so dynamischen Marktbereich wie den EDV-Markt begegnen. Dementsprechend nehmen Fragen über das Management des EDV-Einkaufs, z.B. zur Auswahl von Produkt und Lieferant und der vertraglichen Absicherung der Transaktionen einen wesentlichen Teil des Fragebogens ein. Neben formellen Mechanismen der Absicherung wird jedoch auch die Bedeutung der \"sozialen Einbettung\" von Unternehmen untersucht. Es wurden darum Daten sowohl über die Entwicklung der spezifische Beziehung zwischen beiden Transaktionspartnern als auch deren Beziehungen zu Dritten erhoben. Schließlich beinhaltet der Fragebogen auch eine Reihe von Standardfragen zu den Unternehmen und den befragten Referenzpersonen. Eine Besonderheit dieses Projekts besteht darin, dass wesentliche Teile des Designs der empirischen Studie und insbesondere der verwendete Fragebogen mit einer in den Niederlanden im Jahre 1995 erfolgreich durchgeführten Erhebung weitgehend identisch sind. In der Befragung \"The External Management of Automation 1995” wurden ca. 1000 Interviews mit etwa 800 Firmen über den Einkauf von EDV-Produkten geführt (vgl. Batenburg 1995).

The Exporter Wage Premium When Firms and Workers are Heterogeneous

We set up a trade model with heterogeneous firms and a worker population that is heterogeneous in two dimensions: workers are either skilled or unskilled, and within each skill category there is a continuum of abilities. Workers with high abilities, both skilled and unskilled, are matched to firms with high productivities, and this leads to wage differentials within each skill category across firms. Self-selection of the most productive firms into exporting generates an exporter wage premium, and our framework with skilled and unskilled workers allows us to decompose this premium into its skill-specific components. We employ linked employer-employee data from Germany to structurally estimate the parameters of the model. Using these parameter estimates, we compute an average exporter wage premium of 5 percent. The decomposition by skill turns out to be quantitatively highly relevant, with exporting firms paying no wage premium at all to their unskilled workers, while the premium for skilled workers is 12 percent.
