Inovação social e tecnologia social : o caso da Cadeia Curta de agricultores familiares e a alimentação escolar em Porto Alegre/RS

No atual cenário mundial, problemas sociais e ambientais são desafios que mobilizam muitos na busca de alternativas inovadoras em relação ao paradigma vigente, como a inovação social e a tecnologia social. Em meio à transformação da dinâmica dos mercados agroalimentares, decorrente de mudanças no padrão de consumo alimentar, estão se destacando as cadeias agroalimentares curtas, que realizam uma aproximação entre produtores e consumidores. No contexto de Porto Alegre, foi criada uma cadeia agroalimentar curta, formada por sete cooperativas e associações de agricultores familiares, para atender a demanda criada pela Lei 11.947 de 2009, artigo 14, no âmbito do Programa Nacional de Alimentação Escolar, que rege que, do total dos recursos financeiros destinados à alimentação escolar de todos os municípios brasileiros, no mínimo 30% deverão ser utilizados na aquisição de alimentos da agricultura familiar. Desta forma, o objetivo deste estudo foi analisar a cadeia curta de agricultores familiares fornecedora da alimentação escolar da cidade de Porto Alegre sob as perspectivas da inovação social, tecnologia social e cadeias agroalimentares curtas. O referencial teórico versou sobre essas três perspectivas. Foi realizado um estudo de caso na cadeia curta de cooperativas e associações de agricultores familiares que fornecem à alimentação escolar de Porto Alegre. Os dados primários foram coletados por meio de entrevistas semiestruturadas e anotações de campo. Os dados secundários são oriundos de documentos, de artigos e de websites. A análise e interpretação dos dados foram realizadas de acordo com a literatura da presente pesquisa. Os resultados evidenciaram que todas as dimensões de inovação social estavam presentes na cadeia curta estudada, assim como parte dos seus elementos. Como uma inovação social, ela encontra-se no estágio de implementação e sustentação. Todos os aspectos de tecnologia social foram encontrados na cadeia curta de cooperativas e associações. Os aspectos de cadeias agroalimentares curtas presentes na cadeia curta estudada auxiliaram no processo de inovação social e tecnologia social, assim como trouxeram benefícios para os atores envolvidos. As políticas públicas, principalmente a resolução do PNAE que favorece a agricultura familiar, foram importantes nesses três processos: de inovação social, de tecnologia social e na constituição de uma cadeia agroalimentar curta. / In the global scenario, social and environmental problems are challenges that mobilize many in the search for innovative alternatives to the current paradigm, such as social innovation and social technology. Amid, the dynamic transformation of agrifood markets, caused by a pattern of changing in the movement of food consumption, were short food supply chains carry out a connection between producers and consumers. In Porto Alegre, a short food supply chain was created within seven cooperatives and farmers associations, to supply a demand created by Law 11.947 of 2009, Article 14, under the “National School Feeding Program” which states that the city government must use a percentage, (at least 30%), of the resources for school feeding to purchase food directly from family farmers. Thus, the aim of this study was to analyze the short chain farmer’s provider of school meals in Porto Alegre under the perspectives of social innovation, social technology and short agrifood chains. The theoretical framework expounded on these three perspectives. We perform a case study on the short chain of cooperatives and farmers associations, which provides school feeding in Porto Alegre. Primary data was collected through semi-structured interviews and field notes. Secondary data came from documents, articles and websites. The analysis and interpretation of the data were performed according to the literature of this research. The results showed that all dimensions of social innovation were present in the studied short chain, as well as many of its elements. As a social innovation, it is in the implementation and support stage. All aspects of social technology were found in the short chain of cooperatives and associations. Aspects of short food supply chains presented in this short chain helped in the process of social innovation and social technology, and brought benefits to its different actors. Public policies, especially the resolution of PNAE, which favors family farms, were important in these three processes: social innovation, social technology and the development of a short food supply chain.

In this context were important contemporary technical possibilities of the weapon production, commerce of weapons and last but not least also the attitude to the progressively developed group of weapons - firearms. Purpose of this thesis is comparison of aforementioned themes context between the middle Europe with the emphasis on Bohemian lands and francophone west Europe, presented by the kingdom of France both with the duchy of Burgundy. Final aim of this effort is searching of different specifics in the studied regions together with the detection of identical trends and influences. Cocriação de valor em cadeias curtas de abastecimento alimentar : estudos de caso no Rio Grande do Sul

As cadeias curtas de abastecimento alimentar tornaram-se formas alternativas de produção, comercialização e consumo de alimentos, redefiniram as relações e as interações com os espaços sociais e com o ambiente institucional, criando novas ligações entre os produtores e os consumidores. Também permitiram ao consumidor fazer novos juízos de valor com base no seu próprio conhecimento e experiência, fazendo com que, além das diferenças intrínsecas e funcionais do alimento, como sabor, nutrição e saúde, as características externas como a saúde pública, meio ambiente, ética e justiça social se tornassem critérios de avaliação, competição e características de qualidade. Em breve pesquisa bibliométrica, observou-se que os estudos sobre as cadeias curtas de abastecimento alimentar abrangeram uma variedade de temas, como por exemplo, desenvolvimento rural, geografia econômica, sustentabilidade e segurança alimentar, além de temas mais atuais, como agricultura urbana e comportamento do consumidor. Ou seja, observou-se uma mudança no foco analítico visto que os estudos passam a considerar as práticas de consumo alimentar como pontos centrais de análise. No entanto, considerando o aumento das preocupações com a natureza da colaboração e do conflito entre os atores envolvidos, esta tese buscou na abordagem da cocriação de valor uma forma de estudar e analisar essas relações nos três tipos de cadeias curtas de abastecimento alimentar. Abordando uma realidade na qual o consumidor deixou de ser um ator passivo e passou a ter papel de fundamental importância no mercado, a cocriação de valor tem ganhado um espaço cada vez maior na literatura empresarial, porém, como esta tese irá demonstrar, ainda não foi aplicada em cadeias curtas de abastecimento alimentar, revelando o caráter inédito deste estudo e uma oportunidade de pesquisa valiosa. Baseando-se nos estudos de Prahalad e Ramaswamy e Vargo e Lusch, assume-se que a cocriação de valor ocorre no mercado e no momento de uso de um produto ou serviço, pressupondo a existência de um novo contexto, no qual o valor está na experiência e não mais no produto em si, ou seja, ela ocorre quando o consumidor e a empresa estão intimamente envolvidos em, conjuntamente, criar o valor, que é único para o consumidor individual e para a sustentabilidade da empresa. Sendo assim, partindo dessas premissas e baseando-se nos elementos descritos pelos autores como fundamentais para se caracterizar uma relação cogeradora de valor − diálogo, acesso, risco e transparência (DART) − esta tese procura responder à seguinte pergunta de pesquisa: Existe cocriação de valor nos diferentes tipos de cadeias curtas de abastecimento alimentar? Para tanto, realizou-se 04 estudos de caso em diferentes regiões do estado do Rio Grande do Sul, abrangendo a tipificação de cadeias curtas de abastecimento alimentar descrita por Renting et al. (2003). Revisão integrativa de literatura, entrevistas on-line e pessoais, assim como observação direta foram as ferramentas escolhidas para o levantamento dos dados secundários. Os resultados revelaram que não há evidências de cocriação de valor em todas as cadeias curtas de abastecimento alimentar estudadas, ressaltando que as mesmas possuem especificidades importantes que precisam ser consideradas quando se analisam as relações entre os atores envolvidos. / Short food supply chains have become an alternative way of producing, selling, and consuming food, and redefined relations and interactions with social spaces and with the institutional environment, creating new connections between producers and consumers. They have also allowed the consumer to have new value judgements based on their own knowledge and experience, allowing, besides the intrinsic and functional differences of the food, such as flavor, nutrients and health, external characteristics, such as public health, environment, ethics, and social justice to become criteria for evaluation, competition and characteristics of quality. Through a brief bibliometric research, it was observed that studies about short food supply chains have covered a broad range of topics such as rural development, economic geography, sustainability, and food safety, and more current topics such as urban agriculture and consumer behavior. That is, there was a change in the analytical focus, and studies began considering food consumption practices as central points for analysis. However, considering the increase in the worries about the nature of the collaboration, and the conflict between the parts involved, this thesis tried, through the co-creation of value approach, a way to study and analyze these relations in the three kinds of short food supply chain. Approaching a reality in which the consumer went from a passive role to playing a fundamental part in the market, co-creation of value has been gaining more space in the business literature, but, as this thesis will show, still has not been applied to short food supply chains, then revealing the unprecedented character of this study, and a valuable research opportunity. Based on Prahalad and Ramaswamy and Vargo and Lusch, it is assumed that co-creation of value occurs in the market and in the moment the product or service is being used, presupposing the existence of a new context in which the value is in the experience, and not anymore in the product itself, which means it occurs when the consumer and the company are intimately involved in, together, creating a value that is unique for the individual consumer and for the sustainability of the company. So, starting from these premises and based on the elements described by the authors as fundamental to characterize a relation that co-generates value – the dialogue, access, risk and transparency (DART) – this thesis tries to answer the following research question: is there co-creation of value in the different kinds of short food supply chains? For that, four case studies were made in different regions of the Rio Grande do Sul state, covering the classification of short food supply chains described by Renting et al. (2003). Integrative review of the literature, online and personal interviews, as well as direct observation, were the tools chosen for secondary data collection. The results showed that there is no evidence of value creation in all the short supply chains studied, emphasizing that they have important specificities that should be considered when analyzing the relationships among the actors involved.

Enoturismo, turismo enogastronômico e slow food : experiências na serra gaúcha – RS / Brasil

Analisar as dinâmicas que envolvem a combinação de atividades realizadas no contexto rural mostra-se uma tarefa pertinente para a temática do agronegócio. A crescente valorização das culturas e sistemas de produção locais, dos produtos agroalimentares, das paisagens e do meio ambiente, bem como as dinâmicas das relações sociais e econômicas, impulsionam o surgimento de novas oportunidades para geração desenvolvimento econômico e social no meio rural. Nesse sentido, o desenvolvimento da atividade turística no espaço rural, motivado pela diversificação e pela demanda das novas relações com esse ambiente, expõe as possibilidades de exploração de novas oportunidades de mercado. Percebe-se que a valorização do local estimula não apenas a economia rural, mas também a atividade turística e o desenvolvimento de pequenos empreendimentos de uma determinada região. No caso dessa pesquisa, tais fatores são explorados através da identificação e análise das iniciativas de enoturismo e turismo gastronômico na região Sul do Brasil. Buscando discutir esse contexto, realizou-se um levantamento da literatura acerca das abordagens que conduzem a construção analítica do trabalho, posteriormente desenvolveram-se dois estudos, que, para a estrutura teórica, relacionam como fio condutor a temática do turismo no espaço rural, com a abordagem de cadeias curtas. O levantamento realizado serviu para embasar a análise dos dados selecionados para compor o estudo acerca do enoturismo e das entrevistas com atores locais, no caso do estudo referente ao turismo gastronômico, que também contempla outros elementos, como Indicações Geográficas e o movimento Slow Food. Como resultados da análise, pode-se considerar que, ao promover os produtos locais, valorizar o tradicional e as estruturas sociais e econômicas de uma determinada região é possível atingir o desenvolvimento regional e agregar valor para os produtos, valorizar os produtores e aproximá-los do setor varejista e de serviços, e, consumidores finais. / To analyze the dynamics involving the combination of activities in the rural context appears as a relevant task for the subject of agribusiness. The growing appreciation of cultures and local production systems, agri-food products, the landscapes and the environment, as well as the dynamics of social and economic relations, drive the emergence of new opportunities for generating economic and social development in rural areas. In this sense, the development of tourism in rural areas, driven by diversification and demand of new relations with the environment, exposes the possibilities of exploiting new market opportunities. It is noticed that the appreciation of the Local encourages not only the rural economy, but also the tourist activity and the development of small enterprises in a given region. In the case of this research, these factors are explored through the identification and analysis of wine tourism and gastronomic tourism initiatives in southern Brazil. Attempting to discuss this context was held a survey of the literature on approaches that lead to analytical construction of the study, subsequently were developed two studies, which, for the theoretical framework, relate as a guide the theme of tourism in rural areas, with the approach of short chains. The survey served to support the analysis of the data selected to compose the study of the wine tourism and interviews with local actors, in the case of study related to gastronomic tourism, which also includes other elements such as geographical indications and the Slow Food movement. As a result of the analysis, it can be considered that by promoting local products, enhance the traditional social and economic structures of a given region can achieve regional development and add value to the products, value producers and bring them closer of the retail sector and services, and consumers.

Throughout history, the food sector has been accountable for several crises, and as the market gets more global it is difficult to keep control of and trust the information. As a consequence to the food scandals, due to the information asymmetry, the customer awareness is increasing as well as initiatives such as certificates to address the problems. To be able to increase the transparency, the information infrastructure is constantly developing and most recently the technology of blockchain has gathered a lot of attention as a possible solution to the problems. A blockchain is an open, distributed and decentralized verification system for digital transactions where data about the transaction is stored safely in so called blocks which forms a chain in a network. In order to obtain food safety, it is necessary to have traceability systems that records and can provide product specific information. This study investigates the challenges and possibilities of a possible implementation of a traceability system supported by blockchain technology. This research is made by a case study, looking into a food supply chain for a package of milk, starting at the dairy manufacturer and ending at the retailer. By doing interviews and observations, a mapping of the case specific supply chain was made and a blockchain technology supported framework for traceability was suggested. From analyzing theoretical data and empirical findings the possibilities and challenges of a blockchain supported framework for traceability was discussed. The conclusion of the study is that the blockchain technology still is immature in the context of food supply chains and some of the biggest challenges are to develop a culture that promotes collaborations, information sharing and standardizations which are easy to adopt. However, blockchain technology has the possibility to offer secure and transparent traceability characteristics to a traceability system and a framework can lead to both cost and environmental savings in case of a product recall. Furthermore, to be willing to collaborate and to put time and effort into new implementations it is important to find the actual value of implementation for all stakeholders. / Livsmedelssektorn står ansvariga för flertalet skandaler, med en allt mer globaliserad marknad blir det än mer svårt att behålla kontrollen över information och lita på den. Som en konsekvens av skandalerna, till följd av informations-asymmetrin, har konsumenternas medvetenhet ökat såväl som initiativ så som certifieringar för att bemöta problemen. Informationsinfrastrukturer utvecklas ständigt för att kunna öka transparensen och blockkedjetekniken har den senaste tiden fått mycket uppmärksamhet för att kunna vara en möjlig lösning till problemen. En blockkedja är ett öppet, distribuerat och decentraliserat verifikationssystem för digitala transaktioner där data om transaktionen är säkert sparad i så kallade block som tillsammans bildar en kedja i ett nätverk. För att uppehålla livsmedelssäkerhet är det nödvändigt med spårbarhetssystem som registrerar och kan tillhandahålla produktspecifik information. Studien undersöker utmaningar och möjligheter för en möjlig implementering av ett blockkedjetekniksbaserat ramverk för spårbarhet. Studien är genomförd som en fallstudie genom att undersöka en livsmedelskedja för ett paket mjölk som avgränsats till att börja vid mejeriet och sluta i matbutiken. Genom att göra intervjuer och observationer gjordes en kartläggning av livsmedelskedjan och ett förslag på ett ramverk för spårbarhet supportat av blockkedjeteknik togs fram. Från analys av teoretiska data och empiriska upptäckter diskuterades möjligheterna och utmaningarna med ett blockkedjetekniksbaserat ramverk för spårbarhet. Slutsatsen av studien är att blockkedjetekniken fortfarande är en omogen teknik i kontexten av en livsmedelskedja och att några av de största utmaningarna ligger i att utveckla en kultur som uppmanar till samarbete, informationsdelning och standardiseringar som är enkla att implementera. Tekniken erbjuder däremot säkerhets- och transperensegenskaper till ett spårbarhetssystem och ett ramverk kan medföra både kostnads- och miljöbesparingar vid en produktåterkallelse. För att samarbeta och investera i tid och pengar för en implementation är det dessutom viktigt att hitta de faktiska värdena i implementeringen för alla intressenter.

Addressing childhood obesity in ethnic minority populations

Childhood obesity in the UK is a serious public health concern. In some ethnic minority groups obesity prevalence is significantly higher than the national average (The NHS Information Centre, 2010). Therefore, it is recommended that interventions to manage childhood obesity are tailored to the needs of ethnic minority groups (NICE, 2006). GOALS (Getting Our Active Lifestyles Started!) is a community based, childhood obesity management programme that focuses upon physical activity, nutrition and behaviour change in families (Watson et aI., 2011). However, monitoring data has suggested an unrepresentatively low proportion of ethnic minority families who are referred to GOALS choose to access the service. Therefore the aim of this research was to improve the cultural relevance of the GOALS programme, whilst also contributing to the evidence-base for local and national strategic planning surrounding obesity and ethnicity. Studies set out to explore perceptions surrounding childhood weight, diet and physical activity in different ethnic groups; identify cultural preferences, and barriers to participation in healthy lifestyle interventions; to implement and pilot a culturally accessible intervention, using the GOALS framework for development; and to assess the acceptability and effectiveness of the pilot intervention. A multi-method, pluralistic, research design was employed that recognised the complexity of the research aims. In total three empirical studies were conducted, and parents (of children aged 4 to 16 years) and school-aged children participated. A combination of process and outcome data was obtained. Quantitative methods were used for descriptive and explanatory purposes and included questionnaire (Study 1,2 and 3b) and BMI measures (Study 3b). Qualitative methods included focus groups (Study 2 and 3a), face-to-face interviews (Study 3b) and the write-and draw-technique (Study 3b). Exploratory data gave context and depth to the research. In Study 1, parents (n=808) identified their ethnic background as Asian British, Black African, Black Somali, Chinese, South Asian, White British and Yemeni. Ethnic background was significantly associated to parental perceptions of weight in childhood. Results showed Black Somali parents exhibited the lowest level of concern for overweight in childhood in comparison to other ethnic groups. In Study 2, parents (n=36) and children (n=31) from six ethnic groups (Asian Bangladeshi, Black African, Black Somali, Chinese, White British and Yemeni) identified intrapersonal, interpersonal and environmental barriers to healthy weight. Findings demonstrated that influences to health behaviours were sometimes specific to particular ethnic groups. For example, dominant cultural norms valuing overweight in childhood were apparent among Yemeni, Black African, Black Somali and Asian Bangladeshi parents and Asian Bangladeshi children. Results from Study 3a with parents (n=33) from ethnically diverse backgrounds, identified barriers and preferences to attending an intervention were often related to cultural and religious values of ethnic groups. Parents considered the ethnic composition of the group important, and suggested an intervention should be relevant to the ethnic background of all families attending. Based on these findings, 'surface' and 'deep' (Reniscow et al., 1999) structural modifications were made to the GOALS programme. Nine families from Asian British, Asian Bangladeshi, Yemeni and Black Somali backgrounds attended the pilot intervention to examine its appropriateness. Process and outcome data from Study 3b illustrated families benefited from a healthy lifestyles intervention that was designed to be culturally acceptable to multiple ethnic groups. This thesis has added to the limited evidence base surrounding the cultural relevance of family-based childhood obesity management programmes for ethnic minority groups. Differences in cultural norms between ethnic populations, and variations in assimilation to Western norms and acculturation within groups, highlight the complex task in addressing childhood obesity in multiple ethnic groups. Knowledge gained from the successful engagement of ethnic minority families in a culturally sensitive healthy lifestyle intervention, has lead to the development of key recommendations for policy and practice that extend beyond childhood obesity management to health promotion more widely.

Understanding consumer preferences for logistics services within online retailing of fresh products : A research conducted on Swedish consumers

Background  In the context of booming e-commerce, logistics service is an opportunity as well as a challenge for fresh products e-retailers and their logistics service providers (LSPs). In fact, they offered various fancy logistics services, like evening home delivery, same-day delivery and recyclable packaging. However, it will lead to a high cost. So, it is necessary for them to understand consumer preferences for logistics services to obtain their satisfaction and loyalty as well as to decrease the logistics costs.  Purpose  The purpose of this study is to investigate consumer preferences for logistics services within online retailing of fresh products in Sweden.  Method  To fulfill the research purpose, a quantitative research is conducted by employing the full-profile conjoint analysis. The quantitative data in a raw form were collected from the questionnaire, which has investigated 161 respondents in Sweden for rating nine logistics service profiles. To reduce the respondents’ evaluation task, the profiles are generated by orthogonal design in SPSS 24.0. The data analysis is conducted by conjoint analysis module in the software.  Conclusion  The results show that free home delivery is the preferred choice and green packaging material is much more attractive than ordinary one. Delivery speed does not appear to be so important comparing with the other attributes, which means the respondents could accept the delivery within one week. To extent, the respondents are very cost conscious, but they are still willing to make trade off for the premium logistics services. For example, they could accept 1-50 kronor delivery fee when they select home delivery with green package marticals. Therefore, e-retailers and their LSPs can focus on how to balance free shipping and certain delivery costs in different contexts.

Baseando-se nos estudos de Prahalad e Ramaswamy e Vargo e Lusch, assume-se que a cocriação de valor ocorre no mercado e no momento de uso de um produto ou serviço, pressupondo a existência de um novo contexto, no qual o valor está na experiência e não mais no produto em si, ou seja, ela ocorre quando o consumidor e a empresa estão intimamente envolvidos em, conjuntamente, criar o valor, que é único para o consumidor individual e para a sustentabilidade da empresa. Sendo assim, partindo dessas premissas e baseando-se nos elementos descritos pelos autores como fundamentais para se caracterizar uma relação cogeradora de valor − diálogo, acesso, risco e transparência (DART) − esta tese procura responder à seguinte pergunta de pesquisa: Existe cocriação de valor nos diferentes tipos de cadeias curtas de abastecimento alimentar? Para tanto, realizou-se 04 estudos de caso em diferentes regiões do estado do Rio Grande do Sul, abrangendo a tipificação de cadeias curtas de abastecimento alimentar descrita por Renting et al. (2003). Revisão integrativa de literatura, entrevistas on-line e pessoais, assim como observação direta foram as ferramentas escolhidas para o levantamento dos dados secundários. Os resultados revelaram que não há evidências de cocriação de valor em todas as cadeias curtas de abastecimento alimentar estudadas, ressaltando que as mesmas possuem especificidades importantes que precisam ser consideradas quando se analisam as relações entre os atores envolvidos. / Short food supply chains have become an alternative way of producing, selling, and consuming food, and redefined relations and interactions with social spaces and with the institutional environment, creating new connections between producers and consumers. They have also allowed the consumer to have new value judgements based on their own knowledge and experience, allowing, besides the intrinsic and functional differences of the food, such as flavor, nutrients and health, external characteristics, such as public health, environment, ethics, and social justice to become criteria for evaluation, competition and characteristics of quality. Through a brief bibliometric research, it was observed that studies about short food supply chains have covered a broad range of topics such as rural development, economic geography, sustainability, and food safety, and more current topics such as urban agriculture and consumer behavior. That is, there was a change in the analytical focus, and studies began considering food consumption practices as central points for analysis. However, considering the increase in the worries about the nature of the collaboration, and the conflict between the parts involved, this thesis tried, through the co-creation of value approach, a way to study and analyze these relations in the three kinds of short food supply chain. Approaching a reality in which the consumer went from a passive role to playing a fundamental part in the market, co-creation of value has been gaining more space in the business literature, but, as this thesis will show, still has not been applied to short food supply chains, then revealing the unprecedented character of this study, and a valuable research opportunity. Based on Prahalad and Ramaswamy and Vargo and Lusch, it is assumed that co-creation of value occurs in the market and in the moment the product or service is being used, presupposing the existence of a new context in which the value is in the experience, and not anymore in the product itself, which means it occurs when the consumer and the company are intimately involved in, together, creating a value that is unique for the individual consumer and for the sustainability of the company. So, starting from these premises and based on the elements described by the authors as fundamental to characterize a relation that co-generates value – the dialogue, access, risk and transparency (DART) – this thesis tries to answer the following research question: is there co-creation of value in the different kinds of short food supply chains? For that, four case studies were made in different regions of the Rio Grande do Sul state, covering the classification of short food supply chains described by Renting et al. (2003). Integrative review of the literature, online and personal interviews, as well as direct observation, were the tools chosen for secondary data collection. The results showed that there is no evidence of value creation in all the short supply chains studied, emphasizing that they have important specificities that should be considered when analyzing the relationships among the actors involved.

Enoturismo, turismo enogastronômico e slow food : experiências na serra gaúcha – RS / Brasil

Analisar as dinâmicas que envolvem a combinação de atividades realizadas no contexto rural mostra-se uma tarefa pertinente para a temática do agronegócio. A crescente valorização das culturas e sistemas de produção locais, dos produtos agroalimentares, das paisagens e do meio ambiente, bem como as dinâmicas das relações sociais e econômicas, impulsionam o surgimento de novas oportunidades para geração desenvolvimento econômico e social no meio rural. Nesse sentido, o desenvolvimento da atividade turística no espaço rural, motivado pela diversificação e pela demanda das novas relações com esse ambiente, expõe as possibilidades de exploração de novas oportunidades de mercado. Percebe-se que a valorização do local estimula não apenas a economia rural, mas também a atividade turística e o desenvolvimento de pequenos empreendimentos de uma determinada região. No caso dessa pesquisa, tais fatores são explorados através da identificação e análise das iniciativas de enoturismo e turismo gastronômico na região Sul do Brasil. Buscando discutir esse contexto, realizou-se um levantamento da literatura acerca das abordagens que conduzem a construção analítica do trabalho, posteriormente desenvolveram-se dois estudos, que, para a estrutura teórica, relacionam como fio condutor a temática do turismo no espaço rural, com a abordagem de cadeias curtas. O levantamento realizado serviu para embasar a análise dos dados selecionados para compor o estudo acerca do enoturismo e das entrevistas com atores locais, no caso do estudo referente ao turismo gastronômico, que também contempla outros elementos, como Indicações Geográficas e o movimento Slow Food. Como resultados da análise, pode-se considerar que, ao promover os produtos locais, valorizar o tradicional e as estruturas sociais e econômicas de uma determinada região é possível atingir o desenvolvimento regional e agregar valor para os produtos, valorizar os produtores e aproximá-los do setor varejista e de serviços, e, consumidores finais. / To analyze the dynamics involving the combination of activities in the rural context appears as a relevant task for the subject of agribusiness. The growing appreciation of cultures and local production systems, agri-food products, the landscapes and the environment, as well as the dynamics of social and economic relations, drive the emergence of new opportunities for generating economic and social development in rural areas. In this sense, the development of tourism in rural areas, driven by diversification and demand of new relations with the environment, exposes the possibilities of exploiting new market opportunities. It is noticed that the appreciation of the Local encourages not only the rural economy, but also the tourist activity and the development of small enterprises in a given region. In the case of this research, these factors are explored through the identification and analysis of wine tourism and gastronomic tourism initiatives in southern Brazil. Attempting to discuss this context was held a survey of the literature on approaches that lead to analytical construction of the study, subsequently were developed two studies, which, for the theoretical framework, relate as a guide the theme of tourism in rural areas, with the approach of short chains. The survey served to support the analysis of the data selected to compose the study of the wine tourism and interviews with local actors, in the case of study related to gastronomic tourism, which also includes other elements such as geographical indications and the Slow Food movement. As a result of the analysis, it can be considered that by promoting local products, enhance the traditional social and economic structures of a given region can achieve regional development and add value to the products, value producers and bring them closer of the retail sector and services, and consumers.

Inovação social e tecnologia social : o caso da Cadeia Curta de agricultores familiares e a alimentação escolar em Porto Alegre/RS

No atual cenário mundial, problemas sociais e ambientais são desafios que mobilizam muitos na busca de alternativas inovadoras em relação ao paradigma vigente, como a inovação social e a tecnologia social. Em meio à transformação da dinâmica dos mercados agroalimentares, decorrente de mudanças no padrão de consumo alimentar, estão se destacando as cadeias agroalimentares curtas, que realizam uma aproximação entre produtores e consumidores. No contexto de Porto Alegre, foi criada uma cadeia agroalimentar curta, formada por sete cooperativas e associações de agricultores familiares, para atender a demanda criada pela Lei 11.947 de 2009, artigo 14, no âmbito do Programa Nacional de Alimentação Escolar, que rege que, do total dos recursos financeiros destinados à alimentação escolar de todos os municípios brasileiros, no mínimo 30% deverão ser utilizados na aquisição de alimentos da agricultura familiar. Desta forma, o objetivo deste estudo foi analisar a cadeia curta de agricultores familiares fornecedora da alimentação escolar da cidade de Porto Alegre sob as perspectivas da inovação social, tecnologia social e cadeias agroalimentares curtas. O referencial teórico versou sobre essas três perspectivas. Foi realizado um estudo de caso na cadeia curta de cooperativas e associações de agricultores familiares que fornecem à alimentação escolar de Porto Alegre. Os dados primários foram coletados por meio de entrevistas semiestruturadas e anotações de campo. Os dados secundários são oriundos de documentos, de artigos e de websites. A análise e interpretação dos dados foram realizadas de acordo com a literatura da presente pesquisa. Os resultados evidenciaram que todas as dimensões de inovação social estavam presentes na cadeia curta estudada, assim como parte dos seus elementos. Como uma inovação social, ela encontra-se no estágio de implementação e sustentação. Todos os aspectos de tecnologia social foram encontrados na cadeia curta de cooperativas e associações. Os aspectos de cadeias agroalimentares curtas presentes na cadeia curta estudada auxiliaram no processo de inovação social e tecnologia social, assim como trouxeram benefícios para os atores envolvidos. As políticas públicas, principalmente a resolução do PNAE que favorece a agricultura familiar, foram importantes nesses três processos: de inovação social, de tecnologia social e na constituição de uma cadeia agroalimentar curta. / In the global scenario, social and environmental problems are challenges that mobilize many in the search for innovative alternatives to the current paradigm, such as social innovation and social technology. Amid, the dynamic transformation of agrifood markets, caused by a pattern of changing in the movement of food consumption, were short food supply chains carry out a connection between producers and consumers. In Porto Alegre, a short food supply chain was created within seven cooperatives and farmers associations, to supply a demand created by Law 11.947 of 2009, Article 14, under the “National School Feeding Program” which states that the city government must use a percentage, (at least 30%), of the resources for school feeding to purchase food directly from family farmers. Thus, the aim of this study was to analyze the short chain farmer’s provider of school meals in Porto Alegre under the perspectives of social innovation, social technology and short agrifood chains. The theoretical framework expounded on these three perspectives. We perform a case study on the short chain of cooperatives and farmers associations, which provides school feeding in Porto Alegre. Primary data was collected through semi-structured interviews and field notes. Secondary data came from documents, articles and websites. The analysis and interpretation of the data were performed according to the literature of this research. The results showed that all dimensions of social innovation were present in the studied short chain, as well as many of its elements. As a social innovation, it is in the implementation and support stage. All aspects of social technology were found in the short chain of cooperatives and associations. Aspects of short food supply chains presented in this short chain helped in the process of social innovation and social technology, and brought benefits to its different actors. Public policies, especially the resolution of PNAE, which favors family farms, were important in these three processes: social innovation, social technology and the development of a short food supply chain.
