Rede de educação cidadã - RECID : correlações de forças entre a educação popular e a política pública

Do pressuposto de que a teoria e a prática não se separam, e inexistem uma sem a outra, nasce o desejo de compreender as relações que envolvem a Rede de Educação Cidadã - RECID, enquanto proposição para a construção de um Projeto Popular para o Brasil. Objetivando compreender as contradições existentes entre Estado e sociedade na implementação e desenvolvimento da Recid como uma Rede de articulação política e social e as formas encontradas para sua superação; e, especificamente, conhecer a proposta política da Rede de Educação Cidadã por meio da educação popular a partir das suas contradições, e, localizar e analisar os conceitos-chave da proposta de educação da Rede – Recid naqueles aspectos que garantem sua sustentabilidade, junto das entidades parceiras. A metodologia da triangulação, alicerçada no materialismo histórico dialético e em uma composição de diversas técnicas de coleta de dados, análise de documentos, das teorias e das entrevistas com 13 educadores e gestores da Rede, produz achados práxicos em três categorias: as dimensões pedagógica, organizativa e política. As contradições entre a pouca intencionalidade política de ações na relação base – educadores e educadoras; entre a horizontalidade e verticalidade organizativas; e, o financiamento e as políticas públicas. Os movimentos sociais populares constituem o ser social da Recid na contemporaneidade, numa correlação de forças hegemonizadas pelo Estado frente à cidadania. / The assumption that the theory and practice do not separate, and do not exist without the other, is born the desire to understand the relationships that involve the Network of Citizen Education - Recid while proposition for the construction of a Popular Project for Brazil. Aiming to understand the contradictions between state and society in the implementation and development of recid as a political organization and social network and ways found to overcome them; and specifically meet the proposed policy of the Citizen Education Network through popular education from its contradictions, and locate and analyze the key concepts of Network education proposal - recid those aspects that guarantee its sustainability, with the partner organizations. The methodology of triangulation, based on historical dialectic materialism and a composition of different data collection techniques, document analysis, theories and interviews with 13 educators and Network managers, produces práxicos findings into three categories: the pedagogical dimensions, organizational and policy. The contradictions between the little political intentionality of actions in the basic relationship - educators; between horizontality and verticality organizational; and, funding and public policy. The popular social movements constitute the social being of recid in contemporary times, a correlation hegemonizadas forces by the State and the citizens.

The influence of authenticity and transparency- How authenticity and transparency become integral values of newly established fashion companies business models.

Abstract Purpose: The purpose of this study is to investigate how the socio-cultural forces, authenticity and transparency, have become integral parts of newly established fashion companies’ business model in Sweden. Previous researches have focused on how to redesign conventional fashion companies´ business models. From an academic approach, the problem discussion emphasize on lacking research in how newly established fashion companies have made authenticity and transparency integral parts in their business model. The purpose has been answered by asking the following questions; How have authenticity and transparency influenced the innovators of newly established fashion companies in Sweden? Which parts of the business model have been altered in order to demonstrate the company´s authenticity and transparency? Method: This study is based on qualitative research method with an abductive approach. The empirical data collection has been performed through seven interviews, five emails and two face-to-face deep interviews. The theoretical framework and literature review have primary been based on previous researches in the research area. Conclusions: This study shows that newly established fashion companies in Sweden have made authenticity and transparency integral parts in their business model. This is strongly influenced by the companies’ founder, their characteristics and ability to understand and translate socio- cultural forces and integrate them into their business model. The design of the clothes and fabric selection, production techniques and supply chain, marketing strategies and communication tools in the business model have been altered in order to demonstrate the company´s authenticity and transparency. These changes have been implemented in order to meet consumers’ newfound desire for authenticity and transparency. Cues of craftsmanship, traceability in the production techniques and supply chain, creating storytelling in the marketing strategies have been added in order to enhance the consumers’ experience of the company´s authentic and transparent attributes / Program: Textilt management, fashion management

Etude de la dynamique de bulles formées en paroi par injection ou ébullition : effet de la gravité et des forces hydrodynamiques / Study of the dynamics of bubbles growing at a wall by injection or boiling : effect of gravity and hydrodynamic forces

La croissance et le détachement des bulles formées sur une paroi par injection ou ébullition sont présents dans de nombreuses situationsindustrielles (les contacteurs gaz/liquide, les évaporateurs ou des dispositifs d’impression à jet d’encre). Dans la plupart des applications, les bulles grossissent dans un écoulement cisaillé ou au repos et la plupart des études visent à prévoir le rayon de détachement par une analyse de l’équilibre des forces. Ainsi, une bonne modélisation des forces capillaires et hydrodynamiques est nécessaire pour prédire correctement le rayonau détachement. Dans un premier temps, la croissance quasi-statique d’une bulle d’air formée sur la paroi d’une cuve et d’un canal rectangulaire est étudiée. Trois substrats différents sont utilisés pour observer l’influence des conditions de mouillage. La dynamique de la croissance de la bulle et le détachement sont alors enregistrés différentes configurations : canal horizontal, canal incliné, avec et sans écoulement liquide. Ensuite,le comportement des bulles de vapeurs en croissance sur une paroi en ébullition en vase et convective est étudié. Les expériences sonteffectuées en gravité terrestre et en microgravité dans un liquide sous-refroidi (HFE 7000) à basse pression (1-2bars). Des bulles de vapeurssont nuclées sur la paroi par l’intermédiaire d’un générateur de bulles. Ce dernier chauffe le liquide environnant au-dessus de sa température de saturation. Les bulles croient sur le site de nucléation dans un écoulement cisaillé et se détachent soit directement soit en glissant le long de la paroi. Une copie de la cellule d’essai appelée RUBI développée par l’ESA est implémentée dans le dispositif expérimental pour effectuer lespremières expériences en microgravité avant son lancement dans la station spatiale ISS. Toutes les acquisitions sont filmées à l’aide d’une caméra rapide et l’extraction du contour de la bulle est réalisée par traitement d’images. Différentes forces agissant sur une bulle sont calculées à partir des paramètres géométriques de la bulle. Un modèle prédictif de détachement de bulles est proposé. Enfin, un bilan thermique diphasique est effectué. / The growth and departure of bubbles nucleated on a wall are of particular interest in industrial situations such as gas/liquid contactors in chemicalprocessing, vapor nucleation in evaporators or inkjet printing devices. In most of these industrial applications, the bubbles grow in a shear flow and most studies aim topredict the radius at detachment by a force balance analysis. Thus a good modeling of both the hydrodynamic and capillary forces is needed to predict correctly this radius. First, the quasi-static growth of an air bubble nucleated on the wall of a tank and a rectangular channel is investigated. Three different substrates are used to observe the wettability effect. The dynamics of the bubble growth and detachment is then recorded for different configurations : horizontal channel, inclined channel, with and without a shear flow. Then, behavior of vapor bubbles growing at a wall in pool boiling and flow boiling is investigated. Experiments are performed in normal and microgravity environments with a subcooled test liquid HFE-7000 at low pressure (1-2 bars). Vapor bubbles are nucleated on the wall by a bubble generator that heats the liquid above its saturation temperature. This bubble generator was designed to provide nucleation on an isolated site. These bubbles grow on this nucleation site under an imposed shear flow and depart downstream either along the wall or perpendicularly. A copy of the test cell called RUBI developed by ESA is included in our experiment to perform the first experiments in microgravity before its launch to the ISS. Geometric and kinematic features of the air bubbles and vapor bubblesare measured by processing images obtained by high-speed video recordings. Different forces acting on the bubbles are calculated from these measurements, using a point force approach. The validity of this mechanistic approach to the bubble dynamics is discussed. At last, heat transfer balance is estimated on the bubble.

The Paradox of Antimilitarism: Civil-Military Relations in Post World War II Japan

The changing security environment in Asia has led to a renewed interest in the Japanese Self Defense Forces (SDF). However, the SDF itself remains a black box: assessed either in terms of its problematic legal standing or physical military capacity, but with limited understanding of the people within; who they are, what they do, and how they think. This dissertation opens up the black box and brings the SDF officers into the analysis of civil-military relations in post-war Japan. I present a theoretical framework inspired by principal-agent theory, in which I hypothesize that the type of control (ex-ante or ex-post) and preference divergence between the civilians and the military produces four different outcomes in civil-military relations: containment, auto pilot, conflictual, and cooperative (possibly excessive). I examine how civil-military relations in Japan evolved over time and across three realms of defense policy making, budget, personnel, and use of force; utilizing the findings from an opinion survey conducted among SDF officers and civilian elite addressing the "civil-military gap," oral history records of former SDF leaders and civilian defense officials, and interviews with active duty SDF officers and civilian officials. My research shows that civil-military relations in Japan was generally calm, not because the ex-ante constraints were strong and suppressed the opposing views of the SDF, but because the policy preferences of SDF officers and civilian bureaucracy converged in support of the alliance relationship with the United States. Such preference convergence made it possible for the politicians to continue "auto-pilot control" of the SDF, which was convenient for politicians who preferred to avoid dealing with military matters in face of the anti-militaristic public. However, this led to two paradoxical outcomes: (1) the SDF came to enjoy their relative autonomy within the ex-ante constraints, and (2) the ex-ante constraints turned out to be self-binding for politicians, possibly hampering their ability to control the SDF ex-post. Institutional changes through the electoral and administrative reforms in the 1990s along with the perceived changes in the security environment surrounding Japan enhanced both the incentive and capacity of politicians to release the ex-ante constraints and to control the SDF in their own hands. Re-interpretation of the constitution to allow for collective self defense is a step in the same direction. Looking towards the future, the shift from ex-ante to ex-post control may result in tension between the civilians and SDF officers, in cases where their preferences diverge.

Fighting friends: Institutional cooperation and military effectiveness in multinational war

For much of history, multinational wars have been the norm rather than the exception. Yet the study of these wars has been largely ignored. Existing scholarship on wartime alliances focuses almost exclusively on the causes of alignment or the onset of conflict ignoring the conduct and consequences of these arrangements. Wartime partnerships exhibit enormous variation in their structure, however. What accounts for the varied multinational security arrangements states adopt in wartime? I argue that the choices states make in constructing these wartime partnerships have important consequences for both the conduct and outcome of conflicts. Following the institutional design literature, I argue that these differences are purposeful and originate from the rational calculations and strategic interactions among the actors creating them. I focus on one design feature of multinational military structures in particular, that of command and control (C2). The enormous variation visible in multinational command and control structures in wartime begs two questions: First, why do states adopt different command and control structures? Second, what drives actors to abandon one structure in favor of another? To answer these questions, I develop a theory of failure-driven change. Because conventional wisdom suggests that greater cooperation is beneficial, yielding gains for all, the puzzle naturally arises as to why all wartime partnerships don’t start out in the tightest configuration possible, that of unified command. After all, the benefits of greater wartime integration are seemingly vast; from the reduction of uncertainty and transaction costs to the conferral of legitimacy, tightly integrated arrangements confer distinct advantages. Despite the many benefits wartime integration confers, however, I argue states are reluctant to adopt unified command for fear of having to surrender operational control over their military forces. Yet even a cursory examination of wartime multinational partnerships reveals that states do sometimes enter into more integrated command relationships, leading to the (second) question of what motivates them to do so. Here, I argue that one factor in particular, that of battlefield performance, leads states to abandon their intrinsic reluctance toward unity of command. Specifically, I argue that when faced with military defeat on the battlefield, states often respond by experimenting with new command and control arrangements. The learning process is often tentative and slow yet over time leads to greater integration. Additionally, I argue that greater integration in multinational command and control structures is correlated with improved military performance. In short, failure leads to adaptation which then leads to success. To test my theory of institutional learning, I employ comparative historical analysis, specifically process tracing and the congruence method. The universe of cases consisted of all multinational wars since 1816, some 38 conflicts. However, because a number of these cases featured multinational parties on both sides, this yielded a total of 43 cases. Three cases were chosen on the basis of representativeness and variation on the dimensions of theoretical interest. The cases examined were the Entente and Central Powers in World War I and the UN coalition in the Korean War. Overall, the cases provide strong support for my theory of wartime learning. The findings suggest that failure is a key determinant of wartime integration.

No cálculo das perdas progressivas de protensão, decorrentes da retração e da fluência do concreto e da relaxação do aço de protensão, a norma NBR 6118 prescreve dois procedimentos simplificados, indicados para fase única de operação, ou seja, quando se consideram fases únicas de concretagem, de carregamento permanente e de protensão; e o método geral de cálculo, que permite considerar ações permanentes aplicadas em idades diferentes, e tratar a seção transversal constituída de diversas camadas discretas. Neste trabalho será desenvolvido o método dos prismas equivalentes, baseado no conceito das fibras conjugadas, e com a proposta de Trost-Bazant para consideração de fluência e retração dos materiais. Possibilita-se, assim, o cálculo da redistribuição de tensões em qualquer seção, como também da redistribuição de esforços em estruturas hiperestáticas devido a deformações diferidas. Será feita a sistematização do cálculo para o caso usual da seção resultante de laje concretada sobre viga pré-moldada protendida, permitindo considerar as idades diversas de concreto como também as várias camadas de cabos de protensão, e de armaduras passivas. A análise de redistribuição de esforços em estruturas hiperestáticas será baseada nas mudanças de curvatura das seções provocadas pelos efeitos progressivos. Será feita uma aplicação a uma ponte em viga protendida contínua de seção caixão, construída pela anexação de cinco vãos sucessivos. / When calculating prestress time-dependent losses, resulting from concrete shrinkage and creep, as well as from the relaxation of prestress steel, the standard NBR 6118 establishes two simple procedures. They are prescribed when operating in single phase, i.e., when considering single steps for concrete pouring, permanent load and prestress. The general method used in calculations allows that permanent actions be applied to different ages, and that the cross-section constituted by several discrete layers be handled. This work will develop the method of equivalent prisms, based on the concept of creep fibers, using the Trost-Bazant proposal when considering material creep and shrinkage. This method allows calculating the redistribution of tensions in any section, as well as the redistribution of straining in statically indeterminate structures, due to time-dependent deformations. The systematic calculation will be developed for a normal case of the resulting section in cast-inplace slab over precast girder. This allows considering the different ages of the concrete, as well as the multiple layers of cables, and non-prestressed reinforcement. An analysis of the strain redistribution in statically indeterminate structures will be based on the curvature changes in sections, which are provoked by time-dependent effects. An application will be made to a bridge of prestressed continuous box girder, formed by the attachment of five successive spans.

Estudo teórico-experimental do efeito da flexão da ferramenta no processo de microfresamento / Theorical and experimental study on tool deflection effect in micromilling process

A flexão da ferramenta, em operações de fresamento de topo, é responsável por interferir negativamente na qualidade superficial da peça a ser usinada e, muitas vezes, pela quebra prematura da mesma. O presente trabalho tem como objetivo estudar experimentalmente os efeitos da flexão de fresas de topo com 0,8 mm de diâmetro no processo de microfresamento. Os ensaios experimentais foram realizados com o intuito de identificar quais parâmetros de corte apresentam maior influência na flexão da ferramenta. Os parâmetros de corte escolhidos para estudo foram: velocidade de corte, velocidade de avanço, profundidade de usinagem e penetração de trabalho. Os ensaios investigam, além das faixas de parâmetros recomendados pelo fabricante da ferramenta, uma condição 25% acima e outra 25% abaixo para todos os parâmetros estudados. O monitoramento de forças de corte foi realizado em todos os ensaios. As forças obtidas se mostraram diretamente relacionadas com a área de secção de corte, conforme teoria básica. Para fins comparativos, a força máxima obtida experimentalmente foi aplicada na simulação com elementos finitos (FEM - Finite Element Method) da ferramenta e indicou um comportamento similar ao de uma viga engastada. A análise microscópica do aspecto superficial da usinagem mostrou que menores avanços por dente resultam em um melhor acabamento confirmando resultados do processo convencional. O conhecimento do efeito dos parâmetros de corte no processo de microfresamento tem o intuito de oferecer informações às empresas do setor no sentido de melhorar o planejamento e processo de fabricação. / The tool deflection, in end milling operations, is responsible to intervene negatively on the workpiece surface quality and can also cause a premature tool failure (breakage).The present work aims at studying experimentally the effects of tool deflection when end milling with 0,8 mm diameter in microoperations. The experimental tests had intended to identify which parameters of milling show more influence in tool deflection. The chosen milling parameters for the study were: cutting speed, feed rate, depth of cut and step over. The tests aim to investigate, beside the recommended parameters from tool manufacturer, a 25% higher and 25% lower conditions. The force acquisition was made in all tests. The measured forces shown that they are directly related to the uncut chip cross section, in accordance with theory. For comparative purpose, the maximum experimental force value was applied in the finite elements method (FEM) simulation of the tool and indicates a similar behavior of an encastré beam. The microscopic analysis of the superficial aspect of the milling showed that smaller feed per tooth results in better finishing, as observed in the conventional process. The knowledge of the effect of the cutting parameters in the micromilling process has the intention of offering information for industries to improve the planning and process of manufacturing.

Understanding Military Doctrinal Change During Peacetime

This study examines processes of military doctrinal change during periods of peace. Given the conventional wisdom of hidebound bureaucratic military organizations, why do these organizations innovate doctrinally? Rather than conduct competitive hypothesis testing between two or more theories of military innovation or pursue a heretofore undiscovered monocausal theory, I develop and test a theoretical framework that synthesizes more than one approach to military doctrinal innovation. I use this framework to conduct a structured, focused, case-study comparison of two military organizations - the U.S. Army and the U.S. Marine Corps - from the post-World War II period until 2001. The study yields seven findings. First, the systemic causes of military doctrinal innovation are best described by balance of threat theory. Second, contrary to the existing literature, civilian intervention is not a necessary or sufficient cause of doctrinal innovation. Third, militaries consistently strive to establish a monopoly over warfare in a particular jurisdictional domain. Fourth, the frequency of military doctrinal change is a function of the complexity of the strategic problem that doctrine is designed to solve. Fifth, the complexity of the cases studied supports the argument that monocausal explanations fail to account for the interaction of multiple variables that affect doctrinal innovation. Sixth, military doctrinal innovation during peacetime is not anomalous because military organizations constantly revise their theories of victory as threats change in the external environment. Finally, the existence of doctrinal institutions creates a norm for a reliance on military doctrine.
