Advancing Traffic Safety : An evaluation of speed limits, vehicle-bicycle interactions, and I2V systems

Since the introduction of motor vehicles, the number of fatalities and accidents has been a concern for society.The number of fatalities on roads is amongst the most common causes of mortality worldwide (WHO, 2015).Even in industrialized countries the number of fatalities remains unacceptable. Therefore, in the last decades, anumber of approaches have emerged to support and boost traffic safety towards a system free from fatalities andserious impairment outcomes. ‘Sustainable Safety’ and ‘Vision Zero’ are well-known examples aiming to avoidfatalities within the traffic system and reduce injury severity when a traffic accident is inevitable. However, thenumber of fatalities and seriously injured accidents are still relatively high. More specifically, vulnerable roadusers remain involved in fatal and serious accidents even in industrialized countries. Therefore, further advancesin traffic safety studies are needed. This thesis aims at evaluating the impact of road characteristics, traffic rulesand information provision towards a safer traffic system. En el área de la ingeniería del tráfico vehicular, referente a la planificación, diseño, y operación de la infraestructura vial de transporte, la mayoría de los países tienen como principal referencia la norma International Highway Capacity Manual-HCM dentro de sus políticas de operación de proyectos de transporte. Sin embargo, este manual refleja las características de tráfico estadounidense. Debido a esto, no es directamente aplicable para las distintas realidades de tráfico de los países. Por lo que, su aplicación debe estar respaldado por estudios de las condiciones locales y calibraciones de los modelos que se ajusten a cada región. Al identificar esta brecha de conocimiento, se realizó un estudio de operación de la autopista Panamericana Sur en la región de Lima-Perú. A partir de los datos de campo, se desarrollaron curvas de ajuste para calibrar los modelos de capacidad del HCM a las condiciones locales de tráfico limeñas. Como resultado de la investigación el modelo de capacidad calibrado HCM 2016, es el que mejor representa el comportamiento local de los segmentos básicos en función de la velocidad y la intensidad, con una confiabilidad del 97,41%. Finalmente, al aplicar el modelo calibrado en un tramo básico de la autopista panamericana sur concesionado por Rutas de Lima SAC, se vio reflejado que el uso del HCM 2000, empleado por esta empresa, muestran intensidades dentro de un nivel de servicio D, mientras que, el HCM 2016 calibrado nos indica que esos valores se encontrarían, en realidad, dentro de un nivel de servicio E. / In the traffic engineering, relating to the planning, design, and operation of transport infrastructure, the majority of countries have as main reference the International Standard Highway Capacity Manual-HCM within their policies of operation of transport projects. However, this manual reflects United States traffic characteristics. Because of this, it is not directly applicable for the different traffic realities of the countries. So, your application must be supported by studies of local conditions and of calibrations of the proposed models of traffic, in such a way that fits each región. Due to this knowledge gap, was made a study of the operation of the Panamericana Sur freeway located in Lima City. From this study, made it possible to develop adjustment curves to obtain capacity models calibrated to the analysis of limeñas freeway operation. The results of the research, indicates that the model calibrated HCM2016, is the best that represents the local behavior of the basic segments freeway as a function of speed and intensity, with a reliability of 97.41%. In applying the model calibrated on basic freeway segments of the Panamericana Sur concessioned by Rutas de Lima SAC, reflected that the use of the HCM2000, employed by this company, show intensities within a service level D, while, the calibrated HCM2016 indicates that these values ​​would be actually within a service level E. / Tesis

L’avènement mondial du principe de la libre circulation des données personnelles et ses dérives : de la nécessité de repenser la protection des données personnelles comme une fin en soi

Since the 1970s and the first data protection laws, the flow of personal data across borders has always been a crucial issue. In this thesis, we study how we have moved from regulations advocating the protection of personal data outside borders to regulations establishing a principle of free data circulation on a global scale. This study is based firstly on a retrospective of personal data law with regard to transborder data flows, and secondly on the fact that these legal questions are now merged with issues of international trade law. Finally, we consider the drifts of such a free flow of data at the global level, and we reflect on certain avenues of reflection in order to place data protection as an end in itself, at the center of the issues. / Depuis les années 1970 et les premières législations relatives à la protection des données personnelles, la circulation des données personnelles hors des frontières a toujours été un enjeu crucial. Dans ce mémoire nous étudions comment l’on est passé de réglementations prônant la protection des données personnelles hors des frontières à des réglementations instaurant un principe de libre circulation des données à l’échelle mondiale. Cette étude se fonde dans un premier temps sur une rétrospective du droit des données personnelles en ce qui concerne les flux transfrontières de données avant de constater dans un second temps que ces questions de droit sont désormais fondues dans des enjeux de droit du commerce international. Posant enfin les dérives d’une telle libre circulation des données au niveau mondial, nous réfléchissons à certaines pistes de réflexion afin de replacer la protection des données comme une fin en soi, au centre des enjeux.

L'objectif de cette thèse est de fournir des modèles et des outils de simulation pour décrire les échanges de masse entre les circuits de ventilation (galeries) et les milieux poreux des ouvrages souterrains d'enfouissement des déchets nucléaires. La modélisation prend en compte le couplage à l'interface poreux-galerie entre les écoulements liquide gaz compositionnels dans le milieu poreux constituant le stockage et les écoulements gazeux compositionnels dans le milieu galerie libre. / The objective of this thesis is to develop models and algorithms to simulate efficiently the mass exchanges occurring at the interface between the nuclear waste deep geological repositories and the ventilation excavated galleries. To model such physical processes, one needs to account in the porous medium for the flow of the liquid and gas phases including the vaporization of the water component in the gas phase and the dissolution of the gaseous components in the liquid phase. In the free flow region, a single phase gas free flow is considered assuming that the liquid phase is instantaneously vaporized at the interface. This gas free flow has to be compositional to account for the change of the relative humidity in the free flow region which has a strong feedback on the liquid flow rate at the interface.

Analysing integrated communication applied in the University of KwaZulu-Natal AIDS Programme Westville Campus

The main research of the study was: How is integrated communication applied in the UKZN AIDS Programme at Westville Campus? The following six subsidiary research questions were formulated to address this topic:  How is communication aligned with the strategic focus in the UKZN AIDS Programme?  How consistent are messages and media used in and outside the UKZN AIDS Programme?  What is the status of infrastructure for integration within the UKZN AIDS Programme?  What is the status of internal stakeholder orientation and differentiation in the UKZN AIDS Programme?  What are the mechanisms put in place to coordinate communication efforts and action within the UKZN AIDS Programme?  What is the status of free flow of information within the UKZN AIDS Programme? A qualitative research design was conducted using field and survey research. These two research methods may be used for descriptive, exploratory, and explanatory research (Mouton 1996:232). Descriptive and exploratory field and survey research were used to ascertain the integrated communication applied in the UKZN AIDS Programme. Data was collected from sixteen UKZN AIDS Programme employees and eight students using semi-structured focus group and in-depth interviews respectively. Data collected was analysed using thematic analysis a technique that involves identifying, analysing and reporting in detail patterns or themes within data.The study found that the UKZN AIDS Programme focuses mostly on the University as its main stakeholder. Therefore, there is little emphasis on employees and students. Besides, the study revealed that there is poor alignment of the programme’s communication strategy with the programme’s strategy. To achieve the UKZN AIDS Programmes’ strategic objectives and mission, there is need to reassess the efforts of the programme and re-strategise. Findings on the consistency of messages and media in the UKZN AIDS Programme reveal that all communications are managed by senior employees and consistent in terms of programme identity by using the university identity, and website messages. The status of the consistency of messages and media in the programme can be improved if a comprehensive approach can be used in communicating internal messages. Findings on the consistency of messages and media in external communication show that the programme tries to communicate different prevention messages using channels favoured by students. However, channels such as drama and peer educators have weaknesses that need to be addressed in addition to employing diverse communication channels. Findings show that some of the messages communicated are relevant in the sense that they address students’ sexual risk behaviour while others are not as they are off tangent such that they address issues students are not concerned about. In addition, findings show that peer educators were not exemplary in their work while drama programmes did not allow students to actively participate in the prevention activities. On infrastructure for integration, the study found that there is infrastructure and several prospects for information sharing in the programme created by information technology though not fully explored. With regards the free flow and sharing of information, the study established that the required systems for communication exist but not adequately utilised. Findings on the co-ordination of communication efforts and actions to promote integrated communication show flaws. Departments in the programme function in silos due to lack of cross-functional planning. The integrated communication conceptual framework used in the study was useful in making the study successfully ascertain integrated communication applied by the UKZN AIDS Programme. Die vorliegende Dissertationsschrift widmet sich der Beschreibung des Geschwindigkeits-verhaltens von Kraftfahrern auf innerörtlichen Straßen sowie dessen Auswirkungen auf die Verkehrssicherheit. Grundlage bilden manuelle und automatische Querschnittsmessungen von Einzelgeschwindigkeiten in Hauptverkehrs- und Erschließungs¬straßen mit zulässigen Höchstgeschwindigkeiten von 50 bzw. 30 km/h. Die Beschreibung von Wunschgeschwindigkeiten über unterschiedliche Abgrenzungen freifahrender Fahrzeuge, deren Geschwindigkeiten die Grundlage für die folgenden Modelle bilden, sowie die Überprüfung der Übertragbarkeit von Querschnittsmessungen auf die Strecke und die Analyse von Geschwindigkeitsganglinien dienen der Einordnung der in dieser Untersuchung vorgelegten Ergebnisse. Ziel des ersten Teils der Arbeit ist die Beschreibung möglicher Einflussfaktoren aus der Gestaltung, dem Betrieb sowie der Lage im Netz und dem Umfeld einer Straße auf die Wahl der Geschwindigkeit von Pkw-Fahrern. Erste Ansätze werden aus dem Vergleich von fahrtrichtungsbezogenen Geschwindigkeiten an einem Querschnitt mit asymmetrischer Gestaltung abgeleitet. Auf Basis querschnittsbezogener mittlerer und v85-Geschwindigkeiten werden verschiedene multiple Regressionsmodelle aufgestellt und miteinander verglichen. Die Modelle basieren auf Messungen im Straßennetz Dresdens und werden anhand von Messungen aus anderen deutschen Städten validiert. Signifikante Einflussgrößen ergeben sich aus den Bereichen Verkehrsbedeutung, Querschnittsgestaltung, Umfeldnutzung und Fahrbahnoberfläche eines Straßenquerschnitts. Die Einflussgrößen sowie deren Abhängigkeiten untereinander werden diskutiert und Potenziale für Maßnahmen zur Geschwindigkeitsreduzierung aufgezeigt. Im zweiten Teil der Arbeit werden für Tempo-50-Straßen verallgemeinerte lineare Modelle zur Beschreibung des Einflusses der Geschwindigkeit auf die Verkehrssicherheit abgeleitet. Für unterschiedliche Unfallkollektive bezüglich räumlicher Abgrenzung, Unfallschwere und Verkehrsbeteiligung wird der Geschwindigkeitseinfluss auf die Unfallzahl anhand einer Potenzfunktion (Power-Modell) unter Kontrolle der Randbedingungen Verkehrsaufkommen des motorisierten Individual-verkehrs und Umfeldnutzung beschrieben. Die Zahl der Unfälle mit Personenschaden steigt progressiv mit der mittleren Geschwindigkeit und degressiv mit dem DTV an. / Driving speeds of personal vehicles on urban roads are analyzed and their influence on traffic safety is modeled. The speed data is measured at cross sections on major and minor roads with speed limits of 50 and 30 km/h. Different kinds of classification of free-flow-vehicles were analyzed for the description of the desired speed of a driver. Also local speeds along road sections as well as time variation curves of driving speeds are documented in order to interpret and classify the provided findings. The first part of this work deals with the prediction of local driving speeds based on parameters of the roadway environment determining road design as well as the land-use next to the road. One first simple approach is to compare both driving directions at non-symmetric cross sections. Then several multiple regression models for mean speeds and 85-percentiles of the speed distribution are estimated and compared with each other. The models are based on the road network of the city of Dresden and are validated with speed measurements in other German cities. Road classification, cross section characteristics, land-use and the road surface condition are found to be significant parameters that correlate with driving speed. The possible influences on the choice of speed and their interdependencies as well as their practical relevance are discussed. In the second part of this work the influence of speeds on the occurrence of traffic accidents is estimated using Generalized Linear Models. This is done for different accident groups under consideration of the annual daily traffic and a parameter that describes the length and type of land-use of the adjacent buildings next to the road section. The relationship between speed and accident counts can be described using a power function. Accident numbers rise progressively with increasing speeds and rise in a declining manner with increasing amount of traffic.

An evaluation of organisational communication and its integration within the Msunduzi local authority

The study was an evaluation of organisational communication and its integration within the Msunduzi Local Authority. The purpose was firstly to explore and describe the state of communication in the organisation, and secondly to measure the level of communication integration within the organisation. The qualitative content analysis and individual semi-structured interviews were the suitable data collection techniques for the study. The data was analysed through a thematic analysis, a technique that involves identifying, analysing and reporting in detail patterns or themes within data. The study found that organisational communication at Msunduzi Local Authority was one sided and top down; which indicated that there was little emphasis on feedback from employees. The study revealed that there were more external communication messages than internal, to an extent that the internal stakeholders depended on external media to learn about their organisation. Findings on the consistency of messages revealed that all communications are managed by senior employees within their respective departments and sections; the status of the consistency of messages can be improved if a comprehensive approach can be adopted in communicating internal messages in addition to employing diverse communication channels. On infrastructure for integration, the study found that there is infrastructure and several prospects for information sharing in the organisation created by information communication and technology though not fully explored. With regards to the free flow and sharing of information, the study established that the required systems for communication exist but not adequately utilised. Findings on the co-ordination of communication efforts and actions to promote integrated communication showed flaws. La protection des données à caractère personnel (DCP) constitue un droit fondamental autonome au sein de l’Union européenne (article 8 de la Charte des droits fondamentaux de l’Union européenne). En outre, la libre circulation de ces données et des services de la société de l’information, notamment des plateformes en ligne, est primordiale pour le développement de l’économie numérique dans le cadre du marché unique numérique européen. C’est dans ce contexte qu’un point d’équilibre entre la libre circulation et la protection des DCP fait l’objet du cadre juridique européen et français en matière de protection des DCP. Ainsi, dans cette étude, nous nous sommes intéressés en particulier aux enjeux liés à la mise en balance de ces deux intérêts. Ces enjeux suscitent une attention particulière notamment à l’ère des plateformes en ligne, du Big Data et de l’exploitation en masse des données à travers des algorithmes sophistiqués dotés de plus en plus d’autonomie et d’intelligence / Free flow of data and personal data protection on the Internet Protection of personal data is an autonomous fundamental right within the European Union (Article 8 of the Charter of Fundamental Rights of European Union). Moreover, free flow of personal data and free movement of information society services in particular online platforms is essential for the development of digital single market in European Union. The balance between free movement of data and personal data protection is subject of the European legal framework. However, the main challenge still remains to strike the right balance between effective personal data protection and free flow of this data and information society services. This balance is not an easy task especially in the age of online platforms, Big Data and processing algorithms like Machine Learning and Deep Learning.

Weirs belong to the basic water structures mainly creating vertical contraction of stream against the flumes, which creating mainly horizontal contraction of stream. In the case of the flow over weir usually occurs change from subcritical flow over critical with critical depth to supercritical flow, therefore overflow. Weirs with rectangular control section are described rectangular longitudinal and transverse profile and horizontal crest. Can be distinguish three basic inflow directions to weir. The first is frontal inflow, which is the most frequent in practice. The second is lateral inflow used in distribution and consumption objects. The third is lower inflow used as laboratory weirs, weirs with deeply submerged wall, etc. In terms of knowledge of influence listed directions of inflows, currently are not sufficiently researched the cases of frontal inflow with side contraction and lower inflow on all types of weirs. Due to extent of the issue, labour is focused only on frontal inflow over broad-crested weir with side contraction and lower inflow over broad-crested weir without side contraction. The goal of the labour was to summarize the current knowledge of the flow over broad-crested weir with side contraction and lower inflow over broad-crested weir without side contraction, describe the character of the flow at the overflow and on the basis of it determine recommendations for measurement and calculation of discharge. Further to define unexplored area, specify methods of solution and verify own measurements. The research dealt with application and optimal numerical model setting for to solve the problem.
