An investigation into the port of Durban water quality management.

The Port of Durban is a resource utilised by a wide range of stakeholders. The water quality of this resource is a prerequisite for sustaining the preferred uses of the bay for future generations. Given the extent of development in the port the abundance of fauna and flora is remarkable. Based on the current literature available the management of the port uses a combination of international and local standards to manage the water resource. An associated problem however is that the local legislation does not address the heart of the pollution problem - the polluter. This is highlighted in all chapters of this thesis, as the South African water quality guidelines are not legally enforceable, and do not take into account the combined use of resources. The uncontrolled nutrient loads and pollution present in the port system could ultimately affect the ecosystem health. This is amplified by apparent inability of officials to protect the receiving environment of the Port of Durban. The subsequent condition of water quality in the port compared with the Department of Water Affairs guidelines indicates that there is less than 5% compliance with the target water quality variables. in comparing the same water quality to international water quality Legislation the compliance percentage increased marginally, however the bacterial contamination and nutrient contamination of the resource is apparent even with more relaxed international comparisons. The noticeable cause was clearly evident when comparing results, indicating extensive unacceptable bacterial and nutrient contamination emanating from stormwater systems from the city of Durban, and highly urbanised river catchments. Based on the water quality results it is highly recommended that sustainable environmental management practices be implemented to protect and address the water resource. The metropolitan authorities need to investigate the origins of the stormwater pollution and dialogue must ensue between Portnet and the City to reach consensus on receiving water quality objectives with the aim of compiling a water management policy. / Thesis (M.A.)-University of Natal, Durban, 2001.

Tax administrations worldwide provide taxpayers with favour and offer them the opportunity to set up transfer pricing system according to pre-agreed criteria. When taxpayer´s system complies with, a tax administrator does not dispute the transaction. Any predefined arrangement leading to the recognition of transfer pricing system by the tax administrator can be defined as a safe harbour. It was found out during the review process of current sources, that there is no relevant research available focused on assessing the appropriateness of introducing safe harbour system for both businesses and government. At the same time, even the OECD does not work with data that would conclusively prove the impact of transfer pricing regulation on companies´ behaviour. For this reason, a research was conducted in this area with focus on the potential of safe harbour to affect tax contributions of enterprises. Financial data were rendered from Amadeus database. The impact of safe harbour system was observed on the time series development of taxation of particular cluster. Cluster analysis was selected as the most suitable method for grouping companies.

This thesis explores the relationship between state and civil-society in Lebanon. Earlier research show that there has been a presence of capable local NGOs in Lebanon for many years and that this has shaped the society. There is a gap in the research on the role of local NGOs after the Beirut harbour explosion on the 4th of August 2020. The aim of this research is to shed light on the contribution of local NGOs in Lebanon by exploring the contribution of local NGO Offre Joie and what difficulties they found when taking on some of the emergency response and rebuilding work after the explosion at Beirut Harbour. My theoretical approach states that a state owes a duty to care and protect its citizen and that in this case some of this responsibility was absent and instead taken on by the civil society and NGOs. Qualitative case study on Offre Joie, methods for collecting data include a semi-structured, in-depth interview with one Offre Joie board member, content analysis on a panel discussion that Offre Joies president was a part of and an impact report realised by Offre Joie. I found that they did encounter challenges but that these were not major enough to stop them in their efforts to rebuild and assist the community. They contributed by rebuilding the most affected areas and by utilising volunteers they brought a human side to the crisis. This human relationship and the solidarity between the people affected and the volunteers has been one of the biggest contributions. The role that Offre Joie took on after the explosion points to the reality of mismanaged governmental institutions, and that the role of local NGOs is extremely important at this current time to protect and safeguard the people within Lebanon’s civil society.

The city of Stockholm has set the goal to build 140 000 new residential units by 2030 to meet the demand of a growing urban population. Simultaneously we are seeing a decline in biodiversity in and surrounding the city. Some of the main factors are climate change, pollution, overexploitation and habitat destruction. As cities grow, they have the potential to aid or accelerate these problems, depending on how this urban growth is approached.In current urban development projects in Stockholm, we increasingly see large scale, high exploitation projects that view efficiency and profitability as their main goal. Biodiversity is largely considered an afterthought. We are chipping away at natural habitats and infrastructure, which has dramatic consequences for other species and ultimately ourselves.This thesis is a study on the city’s impact on biodiversity, and how new developments in Stockholm relate to our surrounding ecosystems. It is an investigation of how we, as urban dwellers, can live with nature. It is also an exploration of how we, as architects and urban planners, can shape cities for urban mutualism.

L’intérêt public imprime aux ports une organisation juridique et institutionnelle spéciale. Les installations portuaires doivent fonctionner sans désemparer et aucun usager ne doit en être privé au-delà des restrictions nécessaires à la satisfaction de tous. À ce titre, elles sont traditionnellement soumises au régime de la domanialité publique et les activités qui s’y déroulent à celui du service public. Les deux régimes étant, par leur essence même, exorbitants, leur application simultanée génère une surprotection préjudiciable à la compétitivité des ports.L’objet de cette étude est de démontrer l’inadaptation de la domanialité publique portuaire, tant du point de vue de sa cohérence générale, que de du point de vue de son impact sur le développement des sites portuaires. L’adoption du CGPPP et les réformes postérieures n’ont pas permis de résoudre le problème de l’hypertrophie du domaine public portuaire, pas plus qu’elles n’ont consacré un régime domanial véritablement adapté.L’émergence du régime des conventions de terminal constitue une évolution majeure, mais insuffisante. S’il favorise un certain partage des risques entre autorités portuaires et opérateurs privés, il n’a, malheureusement, pas résolu le problème de la précarité des occupations domaniales. L’insécurité juridique demeure ; ce qui n’encourage pas l’investissement privé.Face aux contraintes du droit de la concurrence et à la généralisation de la libre circulation des biens et des personnes au sein de l’UE, les modalités de gestion des installations portuaires doivent s’adapter aux enjeux modernes de l’économie de marché. / Public interest gives harbours a specific legal and institutional framework. Harbour facilities must work continuously and stay available to every user, according to the limitations required to satisfy everybody. As such, they are traditionally subject to the state ownership system and their related activities are subject to the public service one. Both systems are exorbitant by nature. Applying them simultaneously triggers off an overprotection detrimental to harbours competitivity.This study aims at showing the harbour state ownership system is unsuitable, both in terms of overall consistency and its impact on the harbour site growth. Adoption of the general code ruling the public ownership and posterior reforms did not allow to resolve the harbour state ownership hypertrophy issue, nor did they establish an ownership system truly appropriate.Appearing harbour terminals contracts constitute a major but still insufficient evolution. If they do allow to share risks between harbour authorities and private operators to some extent, unfortunately they did not resolve the ownership activities precarity issue. Legal insecurity remains, which does not stimulate private investment.Against competition law obligations and the free movement of goods and people spreading within the EU, harbour facilities management terms need to adapt to today’s market economy challenges.

Development of an active SONAR platform for AUV applications in a closed environment

Thesis (MScEng)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: In recent years Autonomous Underwater Vehicles (AUVs) have become interesting for harbor mapping and protection. AUVs require a SONAR sensor for observing their surroundings, thus enabling them to perform collision avoidance manoeuvres and scanning their operating environment for intruders or foreign objects, e.g. mines. To perform such actions the SONAR sensor is required to supply very fine range resolution for target imaging, as well as providing information about possible target velocity. Basic SONAR theory is discussed, as well as different approaches to signal design and processing techniques, for achieving the required resolution in range and target velocity. Two of the discussed approaches are selected for processing range and target velocity, respectively. Both approaches are simulated for their validity before being tested by using a custom-built platform. The platform is highly configurable and designed for capacity of testing a variety of SONAR signals and set ups. Furthermore, the platform is built by using off-the-shelf components to minimize development costs. The results of simulations and practical tests are presented. A high correlation between theory and practice is achieved. The knowledge and the platform presented form the stepping stone for further SONAR sensor developments. / AFRIKAANSE OPSOMMING: In die laaste jare het outonome onderwater voertuie (OOV) toenemend belangrik geword vir die kartografie en beskerming van hawens. OOV’s vereis SONAR sensore wat hulle in staat stel, om hulle omgewing waar te neem en sodoende botsing vermydings take te verrig en ook om hul werksomgewing noukeurig te skandeer om indringers of vreemde voorwerpe, bv. myne, op te spoor. Om sulke werk te verrig, word van die SONAR sensor vereis, om baie fyn afstand oplossings vir teiken te verskaf, insluitend die moontlike snelheid van die teiken. Basiese SONAR teorie word bespreek, en dan verskeie benaderings van sein ontwerp en verwerkings tegnieke. Twee van die bespreekte benaderings word gekies om afstand en teiken snelheid onderskeidelik te verwerk. Altwee benaderings word gesimuleer om hul geldigheid vas te stel, voor dat hulle getoets word op ’n pasmaat vervaardigde platform. Die platform is hoogs aanpasbaar en is ontwerp vir sy vermoë om ’n verskeidenheid SONAR seine en verwerkings te hanteer. Verder is die platform vervaardig met standard rakonderdele om ontwikkelingskoste so laag as moontlik te hou. Die uitslae van die simulerings en praktiese toetse word voorgestel. ’n Hoë mate aan korrelasie is bereik tussen teorie en praktyk. Die kennis en die platvorm, wat hier voorgestel word, vorm die eerste trappie vir toekomstige SONAR sensor ontwikkeling.

Estimating the impact of bycatch and calculating bycatch limits to achieve conservation objectives as applied to harbour porpoise in the North Sea

Incidental catch, or bycatch, of harbour porpoise (Phocoena phocoena) in fishing operations is an international conservation issue. The main objective of this thesis was to develop methods for determining the impact of bycatch on the state and dynamics of porpoise populations and for calculating bycatch limits that will achieve conservation objectives in the future. I applied these methods to the North Sea as a case study. First, I analysed sighting rates of harbour porpoise on seabird surveys in the North Sea during 1980-2003 to determine whether these data could provide informative time-series of relative abundance. Some general patterns and trends in sighting rates were consistent with previous studies. However, the standardised indices of abundance were relatively imprecise and thus have limited value for a monitoring framework that relies on statistical detection of trends. Second, I used a population model to integrate available data on harbour porpoise in the North Sea and to assess the dynamics of the population during 1987-2005. There was a high probability that bycatch resulted in a decrease in abundance. The estimated life history parameters suggested a limited scope for population growth even in the absence of bycatch. The model and data were not informative about maximum population growth rate or carrying capacity. The model suggested that dispersal was the most plausible explanation for observed changes in distribution within the North Sea. Third, I considered management procedures for calculating bycatch limits. I performed simulations to compare the behaviour of the procedures, to tune the procedures to specific conservation objectives and to test the robustness of the procedures to a range of uncertainties regarding population dynamics and structure, the environment, observation and implementation. Preliminary annual bycatch limits for harbour porpoise in the North Sea ranged from 187-1685 depending on the procedure, tuning and management areas used.
