Two Management Ideas for the Price of One : A Study About Hybrid Management Control Systems

The increased competition and volatile market today have led to the increased interest in agile management control systems. Previous studies have been made on the subject where researchers argue that there is a need for organizations to become agile. However, many practitioners seem hesitant to only implement agile approaches. This study explores how hybrid management control systems are developed and used over time in a large organization. This is a case study that uses semi-structured interviews to collect data. This study found that an agile management control system was not a one-size-fits-all solution. The reason for this is because organizational context and obstacles prevent the organization from fully committing to one management idea. This study concludes that organizations are hesitant to change long-time used practices. Also, managers and employees have different preferences where managers value traditional approaches more while employees prefer agile approaches. Therefore, organizations incorporate parts from various management systems that fit their organization and develop a hybrid management control system.

As organizações desenvolveram recentemente novas práticas de gerenciamento de projetos, ditas ágeis e que convivem com as práticas anteriores, ditas direcionadas ao plano (Plan-driven). Ao invés de optar entre uma ou outra, vem ganhando força a ideia de combiná-las. Entretanto, a singularidade dos projetos torna difícil identificar a combinação de práticas mais apropriadas a cada caso. A presente pesquisa propõe uma ferramenta de configuração que relaciona as características e contexto de um projeto com práticas gerenciais, fundamentada em uma matriz morfológica e cujo propósito é apoiar a escolha de práticas e configuração de um modelo de gestão específico para o projeto. O estudo restringiu-se ao planejamento e controle do escopo e tempo em gerenciamento de projetos. A pesquisa iniciou com uma revisão bibliográfica sistemática para identificar ferramentas similares e modelos híbridos disponíveis na área de gerenciamento de projetos. Em seguida, compreendeu uma fase de proposição teórica da ferramenta e seu teste por meio de um estudo de caso em uma empresa de desenvolvimento de softwares, envolvendo desenvolvedores e gestores de projetos com experiência em gerenciamento ágil. A aplicação da ferramenta resultou em propostas diferentes para situações de projetos distintas. Uma análise das justificativas dos profissionais para as suas escolhas, mostrou que as experiências dos profissionais da organização, bem como suas preferências pessoais, influenciam as escolhas e não apenas o contexto do projeto. Há, portanto, indícios de que é viável optar por uma personalização para cada projeto, mas é importante investigar a experiência prévia e preferências dos profissionais de forma a aprimorar a ferramenta. A ferramenta proposta pode servir como referência para as empresas que desejam adequar modelos de gestão para seus diferentes tipos de projetos, combinando as práticas das diferentes abordagens de gerenciamento. O estudo também agrega ao desenvolvimento do tema de gestão hibrida na área de gerenciamento de projetos, trazendo uma inovação em relação as propostas encontradas na literatura. / Organizations have recently developed new project management practices, called agile and coexisting with previous practices, called Plan-driven. Instead of choosing between one and the other, the idea of combining them is gaining strength. However, the uniqueness of the projects makes it difficult to identify the most appropriate combination of practices to each case. The present research proposes a configuration tool that relates the characteristics and context of a project with management practices, based on a morphological matrix, and whose purpose is to support the choice of practices and configuration of a specific management model for the project. The study was limited to the planning and control of the scope and time in project management. The research began with a systematic literature review to identify similar tools and hybrid models available in the project management area. Then, it comprised a theoretical proposition phase of the tool and its test through the case study method in a software development company, involving developers and project managers with experience in agile management. The application of the tool resulted in different proposals for different project situations. Os Centros Educacionais Unificados (CEUs) estão localizados em regiões carentes de infraestrutura e de serviços. Os CEUs, situados em diferentes pontos do município de São Paulo, foram implantados no ano de 2003 e estão comprometidos com a proposição e execução de políticas públicas destinadas a atender demandas educacionais, culturais e esportivas. O projeto do CEU prevê uma gestão compartilhada a ser realizada por diversas instâncias. A proposta de uma gestão conduzida a partir da interação entre distintas partes permite refletir sobre a possibilidade de hibridação entre órgãos públicos e sociedade civil. O CEU deveria ser reconhecido como espaço polifônico que privilegia a produção de conhecimento e o protagonismo dos indivíduos; nele os cidadãos devem agir coletivamente, desenhando uma gestão orientada por processos democráticos. Esta pesquisa destina-se a compreender a proposta de gestão dos CEUs e, especialmente, observá-la em terreno prático. Para compreender a complexidade dessa proposta, faz-se um investimento de estudos na gestão cultural do CEU. Esse estudo se direciona rumo a esta empreitada a partir de um mapa conceitual destinado a tratar de questões referentes ao escopo da cultura, somado à análise das diretrizes que orientam o projeto que deu origem ao CEU e à reflexão crítica associada às ideias do sociólogo francês Guy Debord sobre a experiência prática que pode ser acompanhada dentro do setor de cultura que compõe o dispositivo. The CEUs are located at different places in São Paulo. They were established in 2003 and they have been committed to the proposition and execution of public policies to attend educational, cultural and sporting demands. The design provides a shared manager to be held jointly by several instances managed. The proposed management conducted from the interaction betwee different parts may allows us to refer it as a possible possibility of hybridization between social spheres, public agencies and the society. The CEU should be recognized as a polyphonic space that emphasizes learning. There citizens should act collectively drawing a management guided by democratic processes. This research aims to understand the CEU\'s management that have been proposed looking at the practical views. To understand the complexity of this proposal we have to return our gaze to one of the instances that participate on it. That is, in trying to understand the management of the structure, we will invest our studies in cultural management of CEU. This study throws himself towards this endeavor from a conceptual map designed to address issues relating to the scope of culture, coupled with analysis of guidelines that guide the project that gave rise to the CEU, and critical reflection associated with the ideas of sociologist Guy Debord on the practical experience that could be followed within the culture that belongs to the device industry. We conclude that the management of CEU may be a first step to more complex ones that go beyond the limits of the structure and at the same time, we found a number of barriers that delay that possibility

The object of this study is to examine the relationships between the use of management control system (MCS) and organization capability in different contingency. This study will adopt the management characteristic of three management control tools which were budget control, project management, and performance management to classify the use of management control system of bank. More specifically, the study is to know whether the diagnostic and interactive use of management control system cause the effect on market orientation, innovativeness, and organization learning and then leading to strategic choice. The research findings are (1) The interactive use of management control system of bank has significant better organization capability and performance. (2) The diagnostic use of management control system of bank has bad organization capability and performance. (3) The structure oriented hybrid use of management control system has lower organization capability and performance than the interactive use. (4) The more fit between contingency factors and management control system, the better organization capability and performance.

Hensikt: Hensiktenmed studien var å undersøke forutsetningene for å være faglig leder for anestesisykepleiere i dagens norske helseforetak. Metode: Studien ble gjennomført med en kombinert metodikk: 1) Spørreundersøkelse med et skjema som forfatteren selv utviklet til alle førstelinjeledere for anestesisykepleiere i norske helseforetak,totalt77, med 80,5 % svarfrekvens. Datable analysert med kvantitative metoder.2) Halvstrukturerte individuelle intervju med syv ledere, strategisk utvalgt, både kvinner og menn, i alle landets fire regionale helseforetak, som det ble gjort en kvalitativ innholdsanalyse av. Resultat: I denne studien fant man at mange andre presserende oppgaver for lederne gjør at faglig ledelse ofte blir nedprioritertog delegert til andre, som fagutviklingssykepleierne. Lederne har et betydelig fokus på helsefremmende ledelse. Lederrollen er belastende, til tider slik at helsen påvirkes. Det er liten interesse for og nærmest ingen konkurranse om lederjobben. Av lederne er forholdsvis mange menn. Konklusjon: På grunn av de endrede rammebetingelsene,som følge av blant annet enhetlig ledelse og helseforetak,har lederrollen endret seg. Den har gått fra å stort sett være faglig leder til stadig mer personalledelse og administrative oppgaver. Lederne har i høy grad tilpasset seg de nye kravene, ogfungerer på mange måter som hybridlederemedettydelig fokus på helsefremmende ledelse.Anestesisykepleiefaget ivaretas gjerne av fagutviklingssykepleierne. Lederjobben oppleves som belastende og ikke særlig attraktiv for anestesisykepleiere / Aim: This study aimed to investigate the conditions being a professional leader of nurse anesthetists in Norwegian public hospitals today. Method: Thestudy used a combination of quantitative and qualitative methods, including a survey questionnaire constructed by the author and distributed to all first-line managers of nurse anesthetists in 77 Norwegian public hospitals, with a response rate of 80.5 %. The questionnaires were analyzed by quantitative methods. The author also conducted semi-structured individual interviews with seven strategically chosen leaders, both women and men, at hospitals in Norway’s four health regions. The interviews were analyzed using qualitative content analysis. Result: The results showed that leaders give less priority to professional leadership, largely due to many other urgent tasks, and frequently delegate this part of their leadership role to others (e.g., nurse anesthetists working with professional development). In leadership roles, nurse anesthetists focus on health promotion. They describe their managerial role as burdensome, at times even affecting their health. There is not much interest in and hardly any competition for managemen tpositions. Among the leaders, there is a relative dominance of men. Conclusion: Due to altered framework conditions, such as unitary management and health enterprises, the managerial role has changed, moving in responsibility from something more like a traditional foreman to becoming a first-line manager, who increasingly deals with personnel management and administration. Towards sustainable urban transportation : Test, demonstration and development of fuel cell and hybrid-electric buses

Several aspects make today’s transport system non-sustainable: • Production, transport and combustion of fossil fuels lead to global and local environmental problems. • Oil dependency in the transport sector may lead to economical and political instability. • Air pollution, noise, congestion and land-use may jeopardise public health and quality of life, especially in urban areas. In a sustainable urban transport system most trips are made with public transport because high convenience and comfort makes travelling with public transport attractive. In terms of emissions, including noise, the vehicles are environmentally sustainable, locally as well as globally. Vehicles are energy-efficient and the primary energy stems from renewable sources. Costs are reasonable for all involved, from passengers, bus operators and transport authorities to vehicle manufacturers. The system is thus commercially viable on its own merits. This thesis presents the results from three projects involving different concept buses, all with different powertrains. The first two projects included technical evaluations, including tests, of two different fuel cell buses. The third project focussed on development of a series hybrid-bus with internal combustion engine intended for production around 2010. The research on the fuel cell buses included evaluations of the energy efficiency improvement potential using energy mapping and vehicle simulations. Attitudes to hydrogen fuel cell buses among passengers, bus drivers and bus operators were investigated. Safety aspects of hydrogen as a vehicle fuel were analysed and the use of hydrogen compared to electrical energy storage were also investigated. One main conclusion is that a city bus should be considered as one energy system, because auxiliaries contribute largely to the energy use. Focussing only on the powertrain is not sufficient. The importance of mitigating losses far down an energy conversion chain is emphasised. The Scania hybrid fuel cell bus showed the long-term potential of fuel cells, advanced auxiliaries and hybrid-electric powertrains, but technologies applied in that bus are not yet viable in terms of cost or robustness over the service life of a bus. Results from the EU-project CUTE show that hydrogen fuelled fuel cell buses are viable for real-life operation. Successful operation and public acceptance show that focus on robustness and cost in vehicle design were key success factors, despite the resulting poor fuel economy. Hybrid-electric powertrains are feasible in stop-and-go city operation. Fuel consumption can be reduced, comfort improved, noise lowered and the main power source downsized and operated less dynamically. The potential for design improvements due to flexible component packaging is implemented in the Scania hybrid concept bus. This bus and the framework for its hybrid management system are discussed in this thesis. The development of buses for a more sustainable urban transport should be made in small steps to secure technical and economical realism, which both are needed to guarantee commercialisation and volume of production. This is needed for alternative products to have a significant influence. Hybrid buses with internal combustion engines running on renewable fuel is tomorrow’s technology, which paves the way for plug-in hybrid, battery electric and fuel cell hybrid vehicles the day after tomorrow. / QC 20100722
