Governança da informação na perspectiva de valor, qualidade e compliance : estudo de casos múltiplos

O aumento nos investimentos e crescente avanço da tecnologia da informação (TI) permitiram às organizações armazenar e criar uma vasta quantidade de informações. Porém, essas informações não estão criando valor para as organizações e muitas vezes não têm a qualidade adequada, bem como não estão em conformidade com leis e regulamentações. O objetivo da pesquisa é analisar como as organizações definem o valor, a qualidade e o compliance da informação em seus ambientes informacionais, considerando que a governança da informação é definida como o conjunto de normas e controles de responsabilidade que visam ao valor, à qualidade e ao compliance no ambiente informacional de uma organização. Sendo assim, a governança da informação é um instrumento para reduzir problemas de assimetria da informação, baseando-se em teorias da economia da informação, aliando sua estrutura com a de governança de TI e a governança corporativa. Para atingir o objetivo foi utilizado o método de estudo de casos múltiplos em três organizações brasileiras: um hospital, uma indústria manufatureira e um banco. Esses segmentos econômicos foram escolhidos por realizarem diferentes níveis de investimento em TI e por terem diferentes necessidades de informação para a realização de suas atividades fins, analisando-se similaridades e diferenças na governança da informação dessas organizações. Como contribuições dessa pesquisa estão agregar conhecimento sobre a governança da informação no meio acadêmico, tema recente no Brasil e prover um framework de governança da informação para organizações interessadas. / Increased investments and advances in information technology (IT) have enabled organizations to create and store a vast amount of information. However, this information is not creating value for organizations and often does not have adequate quality as well is not in compliance with laws and regulations. Thus, the aim of this research is to analyze how organizations define value, quality and compliance information in their information environments, considering that information governance is defined as a set of rules and accountability controls that aim for value, quality and compliance in organization information environment. Consequently, information governance is a tool for reducing problems of information asymmetry, based on theories of information economics, along with IT governance and corporate governance. In order to achieve this goal, three cases of Brazilian organizations were used: a hospital, a manufacturing organization and a bank. These economic sectors were chosen because they have different levels of investment in IT and different needs of information, examining similarities and differences in their information governance. Contributions of this research are to add knowledge about information governance, a recent subject in Brazil, and to provide information governance framework for interested organizations.

Le droit de l'économie numérique en République Démocratique du Congo à la lumière des expériences européennes et Françaises / The law on digital economy in the Democratic Republic of Congo in the light of European and French experiences

L'expansion des télécoms et la numérisation sont à la base de la révolution numérique. Leurs aspects sociétaux constituent une véritable source matérielle du droit face au commerce en ligne et à l'économie informationnelle. Le premier axe d'analyse a construit le modèle d'encadrement juridique réalisé à travers le temps pour le commerce en ligne européen et français. La réglementation a suivi l'évolution des techniques de communication à distance : téléachat (1989), contrats à distance (1997), fourniture des services financiers à distance (2002). Mais, la voie électronique a révolutionné les services de la société de l'information, dont la directive 2000/31/CE réglemente les aspects dès 2000. (1) Le deuxième axe appréhende l'évolution des politiques législatives sur les télécoms et les communications électroniques en Europe et en France. Le droit international du commerce a transplanté en Afrique (RDC) les standards juridiques de l'Europe des télécoms, grâce à la mondialisation des marchés, à la diffusion technologique, à l'internationalisation des réseaux et à la multinationalisation. (II) Ainsi, l'ordre juridique congolais a suivi le modèle de dérégulation. L'ouverture des droits de l'accès aux télécoms, jadis monopolistiques, a engagé la transformation des services publics dans l'économie de marché. Partout, le droit de la régulation a suscité des défis nouveaux pour la séparation des fonctions de régulation, d'exploitation et de réglementation. Aussi, la concurrence soulève le défi de l'autorégulation du marché par les forces économiques. (III)Au fil des innovations, la législation telle que pensée au départ en RDC n'est pas en mesure de régir les contingences de la révolution numérique, notamment : les données personnelles et la cybercriminalité. Des travaux de lege ferenda sont en cours depuis avril 2017 au parlement congolais, précisant la prospective de refondation du droit de l'économie numérique en RDC au vu des expériences comparées. (IV). / The expansion of telecoms and digitalization has fuelled the digital revolution. Their societal aspects represent a tangible source for legal dealings within the e-commerce and the information economy. The first line of inquiry establishes a model for the legal framework created over time for the European and French e-commerce. It demonstrates that legal adjustments narrowly followed the evolution of telecommunications methods : teleshopping (1989), remote contracts (1997), supplies for remote financial services (2002). However, the rise of this "electronic gateway" revolutionized the services of the Information Society, regulated since 2000 by the directive 2000/31/CE. (I)The second line of inquiry analyses the evolution of legislative policies on telecoms and electronic communications in Europe and in France. Because of the globalization of trade, the expansion of technological communications, the internationalization of networks and the growth of multinational firms, the international trade law transferred European legal standards of telecoms in Africa (DRC). (II) Congolese legislation, for instance, has followed the European model of deregulation. By opening rights of access to the telecoms sector, which was previously monopolistic, the country is undergoing the transformation of public services into the market economy. Everywhere, the regulation right creates new challenges for the separation of regulation, operation and control services. In addition, competition raises a new challenge regarding the self-regulation of trade by economic powers. (III) As innovations continue, the initial law of telecoms in RDC is unable to regulate the contingencies of the digital revolution, in particular in the areas of personal data and cybercrime. Since April 2017, the Congolese parliament is working.

The traditional communication vehicles bare today a scenario of uncertainty towards the future. The changes caused by the new media create many possibilities, which can be both threats or new opportunities, that require some reactions from the players in this market. The goal of this study is to identify how the Brazilian daily newspapers are working with the online medium in reaction to these changes. The process to achieve this goal was executed as follows. First, characteristics were identified upon which the main Brazilian print and online newspapers were subsequently classified. Then, a further understanding of the issues was accomplished by interviewing professionals from this market. Finally, based on theoretical concepts from the information economy, a taxonomic structure was built in order to allow a more objective analysis of the newspapers under study. The evaluation of the collected data supported by the information gathered in the interviews resulted in a rich analysis, from which some important conclusions were extracted. For example, a possible relation between the adaption level of the newspaper to the online medium and the category of its content. Another finding is the great importance that the print medium still has in terms of financial outcome for the newspapers. The expectations for the future of the news market are vast, but full of uncertainties. Despite that, one thing seems to be clear: it is important to start building a strong brand based on credibility. In the future, regardless of which business models shall prevail, this will be an important differentiation for the survival of newspapers. / A internet é considerada a mais completa manifestação da nova mídia e tem causado um impacto relevante no campo da comunicação. Os veículos de comunicação tradicionais enfrentam hoje um cenário de incerteza em relação ao futuro. As mudanças provocadas pela nova mídia criam inúmeras possibilidades, que podem ser ameaças ou novas oportunidades, mas que, em ambos os casos, exigem reações dos participantes deste mercado. Este estudo tem por objetivo identificar como os jornais diários brasileiros estão atuando no meio online em reação a estas mudanças. O processo para se atingir este objetivo ocorreu, primeiramente por meio da identificação das características e da classificação dos principais jornais brasileiros nos meios impresso e online. Em seguida, houve um aprofundamento desta pesquisa em entrevistas com profissionais deste mercado. Com base nos conceitos teóricos da economia da informação, foi construída a estrutura de uma taxonomia que permitisse uma análise mais objetiva dos veículos estudados. A avaliação dos dados coletados, tendo o apoio das informações capturadas nas entrevistas, resultou em uma análise bastante rica, da qual algumas conclusões importantes foram extraídas. Identificou-se, por exemplo, uma possível relação entre o nível de adaptação do jornal ao meio online a categoria de seu conteúdo. Outra constatação é a grande importância que o meio impresso ainda tem em termos de resultados financeiros dos jornais. Em relação ao futuro, existem muitas expectativas para o mercado de notícias, mas seu rumo ainda é muito incerto. Apesar disso, uma coisa parece clara: é importante a construção de uma marca forte baseada em credibilidade. No futuro, independentemente dos modelos de negócios que vigorarem, este será um diferencial importante para a sobrevivência dos jornais.

Tais fenômenos, como efeitos de rede, custos de mudança, aprisionamento e similares eram incomuns na economia industrial, de acordo com Varian (2003) e são a norma na economia da informação. A estratégia de pesquisa adotada foi o estudo de caso único, com investigação qualitativa, que teve como técnicas de coleta de dados uma série de entrevistas em profundidade aplicado a gestores da empresa com roteiro semiestruturado e análise documental. A empresa estudada possui atuação representativa na indústria nacional de software e presença em outros países da América Latina, com foco de atuação voltado ao fornecimento de sistemas de gestão empresarial para o segmento varejista. Ao final do estudo foi verificado que a criação e captura de valor no setor de software precisa considerar a rápida evolução tecnológica que permeia o setor, não podendo-se esquecer do que defendem Shapiro e Varian (1998a) de que apesar da economia ter mudado e hoje ser pautada na informação, as leis de mercado continuam as mesmas. Os resultados indicaram que tanto as estratégias de desenvolvimento de produtos e de go to Market quanto a dinâmica competitiva dos mercados em que a empresa atua afetam a capacidade de criar e apropriar valor. Alguns efeitos econômicos, como efeito de rede e aprisionamento ajudam a empresa a manter boas margens, especialmente quando sua participação de mercado é alta. Em alguns casos, observou-se que o efeito de rede e de sistema podem ser mais decisivos para a migração de um fornecedor para outro do que o efeito aprisionamento, considerando o custo de mudança. Em geral, esses fenômenos variam de intensidade de modo a beneficiar ou prejudicar a empresa de acordo com as estratégias adotadas para o posicionamento dos produtos. / This dissertation aims to provide a better understanding of the dynamics of value creation and appropriation, by testing the applicability of the model derived from the notion of economic value (BRANDENBURGER; STUART, 1996) in the software market, taking into account the economic phenomena that are particular to this industry. Those phenomena, such as the network effects, switching costs, lock-in and similars were uncommon in the industrial economy, according to Varian (2003) and are the norm in the information economy. The research strategy adopted was the single case study with qualitative research, which had as data collection techniques a series of in-depth interviews applied to managers of the company with a semi-structured script and documentary analysis. The company studied has a representative role in the national software industry and presence in other Latin American countries, with a focus on providing business management systems for the retail segment. At the end of the study, it was verified that the creation and capture of value in the software sector needs to consider the rapid technological evolution that permeates the sector, not forgetting what Shapiro and Varian (1998a) argue that despite the fact that the economy has changed and is now ruled in information, how market laws continue as their own. The results indicated that both the product development and go to market strategies and the competitive dynamics of the markets in which the company operates affect its ability to create value and to appropriate value. Some economic effects such as the network effect and lock-in contribute for the company to maintain good margins, especially when its market share is high. In some cases, it has been observed that the network and system effects may be more decisive for the migration from one supplier to another than the lockin effect, considering the switching costs. In general, these phenomena vary in intensity in order to benefit or harm the company according to the strategies adopted for the positioning of the products.

The Future of Print Subscribers : A Stable Resource or just Wishful Thinking?

The same digital forces that are changing the Communications, Information, Media and Entertainment industries in general are radically changing newspaper companies in particular by changing their value chain. Newspapers are seeing their dominance erode when Internet and digitization are fundamentally changing and disrupting their traditional business models.  There is a clear collectively decline in news consumption, and with that the news organizations’ roles in society are changing. Moreover, the reduced consumption of news puts pressure on the newspaper’s economy with shrinking revenues and increasing costs. The transformation of the newspaper into a purely digital business has been in progress under the past decade and it is rapidly accelerating.   The subscribers of the printed morning newspaper have historically been characterized by a high degree of loyalty and engagement as well as a low price sensitivity. They constitute an attractive group for the newspaper to keep as digital subscribers in a possible future situation where the printed newspaper no longer can be provided.  Thus, the purpose of this study is to find out to what extent the studied newspaper company can rely on the existing print subscribers to stay as digital subscribers and count them as a stable resource, that is as a part of the future digital subscription revenues.

The theme of the work is to analyze the current state of employment in information sector in the Czech Republic, its developmental changes with regard to the development of national and world economy. The beginning of work shows changing human society in the information society and economic change in the information economy. In the following chapters is devoted to a summary of the most famous studies that define these changes in terms of occupation, employment and the impact on national economies. There is also described position of information occupations in the current major classifications of occupations. The second part is formed by the survey of employment in the information sector in the Czech Republic. Emphasis is placed on analysis of trends in employment in these sectors. The last chapter compares the employment between the Czech Republic and Finland.

Data protection and transborder data flows : implications for Nigeria's integration into the global network economy

One of the realities that developing countries like Nigeria have to face today is that national and international markets have become more and more interconnected through the global platform of telecommunications and the Internet. This global networked economy is creating a paradigm shift in the focus of development goals and strategies particularly for developing countries. Globalisation is driving the nations of the world more into political and economic integration. These integrations are enhanced by a globally interconnected network of economic and communication systems at the apex of which is the Internet. This network of networks thrives on and encourages the expansion of cross-border flows of ideas and information, goods and services, technology and capital. Being an active member of the global network economy is essential to Nigeria’s economic development. It must plug into the network or risk being shut out. The global market network operates by means of rules and standards that are largely set by the dominant players in the network. Data protection is a critical component of the regime of rules and standards that govern the global network economy; it is evolving into an international legal order that transcends geographical boundaries. The EU Directive on data protection is the de facto global standard for data protection; it threatens to exclude non-EU countries without an adequate level of privacy protection from the EU market. More than 50 countries have enacted data protection laws modelled on the EU standard. Access to the huge EU market is a major motivation for the current trend in global harmonisation of domestic data protection laws. This trend provides a compelling reason for examining the issues relating to data protection and trans-border data flows and their implications for Nigeria’s desire to integrate into the global network economy. There are two primary motivations for legislating restrictions on the flow of data across national boundaries. The first is the concern for the privacy of the citizens, and second, securing the economic well-being of a nation.
