Através da análise proposta pretendemos testar duas hipóteses gerais, quais sejam: a) a dinâmica política da reforma do Estado no Brasil é diferente segundo a forma de inserção dos setores afetados na estrutura estatal, assim como sua articulaçãocom o mercado e a sociedade civil e b) a dinâmica setorial da reforma do Estado mostra que nem o paradigma marxista que subordina o Estado à configuração dos interesses econômicos capitalistas, nem as abordagens institucionalistas, que focam apenas as condições institucionais e organizacionais que garantem a autonomia política do Estado, permitem compreender o processo de transformação do Estado brasileiro / Abstract: The present research concentrates its analysis effort in the reform of the infrastructure sectors in Brazil, especially, the one of telecommunications, electric and petroleum, that is, in the development of a compared perspective of those sectors, in way to allow the deepening of the analysís of the polítical dynamícs of the reform of the State in the country. Through the proposed analysis we intended to test two general hypotheses, which are: a) the polítical dynamics of the reform of the State in Brazil is different according to the form of insertion of the affected sectors in the state structure, as well as its articulation with the market and the civil society and b) the sector dynamics of the reform of the State shows that nor the Marxist paradigm that subordinates the State to the configuration of the capitalist economical interests, nor the institutionalist approaches, that just focus the institutional and organizational conditions that guarantee the political autonomy of the State, allow to understand the process of transformation of the Brazilian State / Doutorado / Ciencias Sociais / Doutor em Ciências Sociais

[pt] Apesar de sua complexa e mais custosa estrutura, a iniciativa privada tem recorrido cada vez mais ao modelo de Project Finance como alternativa para obtenção de financiamentos para grandes projetos, especialmente em infraestrutura, onde os projetos possuem prazos mais longos de execução e requerem grandes somas de capital. No Brasil, isso não tem sido diferente. Desde o final de década de noventa, quando tiveram início as reformas institucionais nas áreas de telecomunicações e energia, a demanda de recursos para investimentos em infraestrutura aumentou significativamente. Em dez anos, o volume de investimentos mais que dobrou, ultrapassando R$ 120 bilhões no ano de 2009. Para os próximos anos, os números são ainda maiores. Com a realização da Copa do Mundo no país em 2014, das Olimpíadas na Cidade do Rio de Janeiro em 2016, o avanço da exploração de petróleo na camada do pré-sal pela Petrobrás e a continuação dos Programas do Governo para aceleração do crescimento (PAC), estima-se a necessidade de pelo menos R$ 160 bilhões anuais para atender a demanda que será criada. O Governo, porém, maior provedor atual de recursos por meio do BNDES, dificilmente terá fôlego suficiente para atender toda a demanda de recursos. Assim, o presente estudo busca analisar a experiência brasileira na utilização deste modelo de financiamento no período de 1999 a 2009, apresentando as características mais comuns, bem como as limitações que o modelo encontra para desenvolvimento no Brasil. Foram descritos os dez maiores Project Finance do país, extraídos de uma base de 206 projetos registrados/fechados ao longo deste período. Como forma de ilustrar o avanço no uso da técnica no Brasil, será analisado em maior grau de detalhamento, o caso da Concessionária Rota das Bandeiras, primeiro Project Bond emitido por uma concessionária de rodovias no Brasil, que demonstra a crescente senioridade das novas estruturações. / [en] Despite of the complex and thus more costly structure, the private sector has resorted increasingly to a Project Finance model as finance alternative for large projects, especially for infrastructure projects that have longer periods of execution and require larger amounts of capital. In Brazil, this has been no different. Since the late nineties, when institutional reforms in the telecommunications and energy were launched, the demand for investment resources in infrastructure has increased significantly. In ten year period from 1999 to 2009, the volume of investments more than doubled, surpassing R$ 120 billion in 2009. For the next several years, these numbers will be even greater. With the completion of the Football World Cup in 2014, the Olympic Games in Rio de Janeiro in 2016, the pre-salt layer oil exploration by Petrobrás, and the continuation of the government s programs for accelerating growth (PAC), approximately R$ 160 billion will be required annually to meet these demands. The government, however, as the largest provider of current funds from BNDES, will struggle to meet this demand. This study analyzes the Brazilian experience in using this Project Finance funding model during the period of 1999 to 2009, presenting the most common features, as well as the limitations that the model is confronted with in Brazil. It also describes the ten largest Project Finance projects in Brazil extracted from a database of 206 projects registered and closed during this same period. To illustrate the progress in the use of the Project Finance funding model in Brazil, the case of the Rota das Bandeiras Concession, the first Project Bond issued by a highway concession in Brazil, is discussed in detail.

Vliv spalování paliva CNG na produkci výfukových emisí motoru osobního automobilu

The diploma thesis focuses on the influence of combustion of CNG fuel and the production of exhaust emissions at a passenger car engine. At the beginning of the thesis are presented the possibilities of using fuel in vehicles. Then there will be described the CNG fuel itself, its advantages and disadvantages and there will be comparison with petroleum-based fuels. Next will be described necessary modifications of the engines and modifications of the related systems to make combusting of CNG possible, also summarize the theoretical knowledge of the possible effects on the output ecological parameters of the engines. These theoretical knowledges were verified by measuring the actual emission parameters of the engine of a real vehicles Skoda Octavia III Diesel and G-TEC. At the end of this thesis are measured values evaluated. Evaluation confirmed, that vehicles, which uses as fuel CNG, reaches lower emission than vehicles that are using convention oil-based fuels.

Selective electro-magnetic absorbers based on metal-dielectric-metal thin-film cavities

Efficient absorption of light is required for a large number of applications such as thermo-photovoltaics,thermal imaging, bio-sensing, thermal emitters, astronomy, and stealth technology. Strong light absorbers found in nature with high intrinsic losses such as carbon black, metal-black, and carbon nano-tubes etc. are bulky, not design-tunable and are hard to pattern for micro- and nano- devices. We developed thin-film, high performance absorbers in the visible, near-, mid-, long-wave - and far-IR region based on a 3 layer metal-dielectric-metal (MDM) structure. We fabricated a 3-layerMDMabsorber with large band-widths in the visible and near IR spectral range without any lithographic patterning. This was the first demonstration in the optical range of the Salisbury Screen, which was originally invented for radar absorption. A Fabry-Perot cavity model depending on the thickness of the dielectric, but also the effective permittivity of the semi-transparent top metal gives calculated spectra that agree well with experiment. Secondly, we fabricated long-wave IR and far-IR MDM absorbers comprising surface patterns of periodic metal squares on the dielectric layer. Strong absorption in multiple bands were obtained, and these depended weakly on polarization and angle of incidence. Though such absorbers had been extensively studied by electrodynamic simulations and experiment in the visible to far- R regions, there existed no analytic model that could accurately predict the wavelengths of the multiple resonances. We developed a theoretical model for these absorbers based on standingwave resonances, which accurately predicts resonance wavelengths for experiment and simulation for the first time. Unlike metamaterial theories our model does not depend on the periodicity of the squares but only on their lateral dimension and the thickness of the dielectric. This feature is confirmed by synchrotron-based IR spectral imaging microscopy of single isolated squares.

Como irão viver os mais de um bilhão de residentes urbanos estimados para os próximos 15 anos? É a crença deste trabalho que as infra-estruturas urbanas têm papel fundamental na regulação e no desenho do território, já que criam novas oportunidades de desenvolvimento urbano e interferem diretamente no ambiente construído e natural. / Cities have outgrown the coutryside. This could be celebrated, since cities were and still are mankinds richest expression. Never finished, never definitive, cities present history and culture in their most physical aspects, true centers of economic growth, innovation and talent. Sadly, what we see in our cities is an uncontrolled growth of precarious settlements and the increase of urban poverty. How will an estimated urban population of over a billion people live in the next 15 years? This dissertation believes that urban infrastructures have a pivotal role in regulating and designing territory, for they create new opportunities of urban development and they can interfere both on constructed and natural environments.
