Este trabajo de investigación estudia la cobertura política en la prensa popular, enfocándose en los diarios El Trome y El Popular. Por un lado, tendrá un carácter explicativo, porque estudiará las principales prioridades que tienen estos diarios de corte popular en la elección de temas en coberturas de relevancia como los son las elecciones presidenciales. Asimismo, se hará un breve análisis sobre el concepto de lo popular, para conocer cómo ha ido evolucionando a lo largo de los años. Por otro lado, se analizará las portadas de los diarios El Trome y El Popular para conocer las características de los titulares y las fotos periodísticas en época de elecciones. Esta investigación se llevará a cabo mediante el análisis de libros, tesis, fuentes personales especializadas, artículos de investigación sobre temas relaciones a la cobertura política en la prensa popular. Además, este trabajo es viable porque existe información sobre el tema, distintas fuentes documentales han sido escritas a lo largo de los años sobre este tema importante en la prensa popular peruana. Asimismo, la información será conseguida en internet, librerías, bibliotecas y en los principales buscadores académicos. / This research study studies political coverage in the popular press, focusing on the newspapers El Trome and El Popular. On the one hand, it will have an explanatory nature, because it will study the main priorities of these popular newspapers in the choice of topics in relevant coverage such as the presidential elections. Also, a brief analysis will be made on the concept of the popular, to know how it has evolved over the years. On the other hand, the covers of the newspapers El Trome and El Popular will be analyzed to know the characteristics of the newspaper headlines and photos at election time. This research will be carried out through the analysis of books, theses, specialized personal sources, research articles on topics related to political coverage in the popular press. In addition, this work is viable because there is information on the subject, different documentary sources have been written over the years on this important issue in the Peruvian popular press. Crime Scene Investigation is without a doubt one of the most important step in criminal proceeding, which allows us to gain a complete picture over events, that really happened. To helps us attain this knowledge, there are certain reflections of perpetrators actions in form of physical evidence, that needs to be found and professionally secured. The task of crime scene investigation team of the relevant department of the Police of the Czech Republic, which intervenes on the scene, is to examine the scene and to provide all the evidence that could help clarify the case. Procedure on the crime scene requires a perfect organization by the head of the crime scene investigation team, which puts high demands on expertise and practical experience of the lead investigator. This procedure is one of the most difficult in the entire criminal proceedings, because even small neglect od duties can have a fatal consequence. This thesis compiles a specific legal texts, that are designated to the students of the law faculties, and for the students of the Police academy of Czech republic, and also knowledge attain from practical guides and guidelines directly for the police officers in Czech republic and tries to create a set of law sources, that will not only compare them, but it will also include authors opinions....

From the crime scene to the autopsy table: comparing the different steps involved between the United States of America and Belgium

In Belgium, approximately 75 homicides a year go unnoticed. In addition it is estimated that 5 - 10% of the so-called natural deaths are not natural at all. This amounts to 5,000 – 10,000 deaths a year with an incorrect cause of death. Both Belgium – composed of three regions, three communities, and ten provinces – and the United States of America – divided into 50 states – are overseen by a Federal Government, and their police system consist of multiple law enforcement agencies. When looking from a distance, more similarities than differences are seen for the organization of law enforcement agencies. However, differences become apparent when analyzing the responsibilities of the different agencies during crime scene processing and evidence collection. Seen the scope of the forensic science program, the focus will more specifically be on the process, procedures, and actors involved. The goal of this thesis is to (a) analyze the Belgian and U.S. crime scene investigation system, (b) compare the two systems to one another, (c) discuss the weaknesses and strengths behind each system, and finally (d) come up with recommendations. Existing issues will also be evaluated and their impact will be discussed. To achieve the above mentioned goals, information was obtained through literature review and interviews with experts. During the interviews information (e.g. books), not available to the general public, was obtained. Crime scene investigation, for both the U.S. and Belgian system, can be divided into 5 different steps: the initial notification, the first response team, the investigation of the crime scene (documenting, collecting, and processing evidence), the analysis of collected evidence, and the autopsy. In both systems, first responders and emergency medical services will be the first actors present at the scene. Although most procedures and actors involved in the investigation of a crime scene are similar between the United States of America and Belgium, some differences cannot be overlooked. These differences are: the person in charge of completing the death certificate, determining whether or not jurisdiction is accepted, the educational background and composition of the crime scene team, the investigation of the deceased, the requirements needed to become a forensic pathologist, and the cases in which an autopsy is systematically performed. Comparing both crime scene investigation systems showed that each system has its own strengths, weaknesses, and issues. The comparison also showed that both systems can learn from one another, since the combination of already existing processes and procedures, from both crime scene investigation systems, was used to create an “ideal” crime scene investigation system.

The effect of strain (stress) on the below threshold output of InGaAsP diode lasers has been investigated theoretically and experimentally. The degree of polarization (DOP) and the polarization- resolved spectral output (PRSO) were obtained as a function of the external stress applied to the device. A correlation between the DOP and the peak of the PRSO as a function of the stress was found. This correlation suggests that below threshold, DOP can be used to measure the strain in the active region of lasers. A model based on a strain modified Shockley matrix for the band calculation and a strain modified dipole moment for the optical emission has been constructed to bridge the correlation between the DOP and PRSO. / Thesis / Master of Engineering (ME)

Utilisation of the financial intelligence centre as a crime intelligence source

The research was conducted as a result of the researcher‟s concern that the possibility exists that members of the different law enforcement agencies in South Africa might have a misconception about the mandate and functions of the Financial Intelligence Centre. If such a misconception in fact exists, it poses a huge challenge towards fruitful co-operation among the Centre and the different law enforcement agencies. The researcher identified certain practical problems, namely, that investigators are not aware of the types of intelligence that the Centre could provide them with, and that investigators might not be informed about the specific procedures to follow when they need to request intelligence from the Centre. The research has shown that, in the past, the Centre has been a useful source of crime intelligence concerning a range of predicate offences including narcotics, fraud and tax related crimes. The research has further found that, although the majority of participants gained a lot of experience in law enforcement and investigations, they had limited awareness about the Financial Intelligence Centre and its functions. Exploring the value of computer forensics in the investigation of procurement fraud

The research problem for this study was that forensic investigators in the Forensic Services (FS) of the City of Tshwane (CoT) are unable to successfully deal with procurement fraud as a result of the lack of knowledge, skills and resources required to conduct computer forensics during the investigation of procurement fraud. This research was conducted to ascertain the value of computer forensics in the investigation of procurement fraud. Further, the study sought to determine how to improve the CoT forensic investigators’ knowledge and competence regarding the application of computer forensics in the investigation of procurement fraud. The purpose of this study was to explore the procedures that should be followed by CoT forensic investigators when conducting computer forensics during the investigation of procurement fraud. The research also aimed to discover new information, not previously known to the researcher, related to computer forensics during the investigation of procurement fraud by exploring national and international literature. In addition, the study explored existing practices so as to use this information to improve the current CoT procedure, within the confines of the legislative requirements. The overall purpose of this study is to provide practical recommendations for best practices, based on the results of the data analysis, which address the problem and enhance the investigative skills of CoT forensic investigators. The study established that it is imperative and compulsory to apply computer forensics in any procurement fraud investigation in order to efficiently track down cyber criminals and solve complicated and complex computer crimes. It was also established that forensic investigators within the FS in the CoT lack the necessary computer skills to optimally investigate procurement fraud. It is therefore recommended that CoT forensic investigators acquire the necessary skills and essential training in computer forensics in order to improve their knowledge and competence regarding the application and understanding of the value of computer forensics in the investigation of procurement fraud. / School of Criminal Justice / M.Tech.
