The Interactive Relationships among the State, Market and Civil society in Mainland China: An Analysis of the GFPU

This research constructs the theoretical framework through documentary analysis; it utilizes the approach of ¡§state and society relations¡¨ on the micro-level of the comparative politics, supplemented with the concept of ¡§corporatism¡¨. This research includes ¡§in-depth interview¡¨ and ¡§case study¡¨ to aim at examining two issues. While the Chinese government has been the central power, the enterprises are the key players in the businesses of modern China. When the private sector has prospered vigorously, the government faced increasing pressure from economic system reform. This indicates that the power of government will shift to the industry and trade association. This research finds that the trade association, deriving from ¡§top down¡¨ model, which can gain more self-Governance, is the successful case of transformation. Its character is that it neither seeks for power from the government during the transformation nor interest from the private sector, but, instead, serves for social welfare and receives more credibility from the public and better organizing autonomy. Since the south patrolling of Deng Xiaoping in 1992, the socialist market economy has been the goal China pursues. In 1998, the ninth session national representatives passed Decision of the structural reform of the State Council plan, and it pointed out ¡§establish a government administrative system with the Chinese characteristics and suitable to the socialist market economic system¡¨. In October 2003, the Third Plenary Session of the 16th Central Committee of the Communist Party of China passed Decision of the Central Committee of the Communist Party of China on Some Issues concerning the Improvement of the Socialist Market Economy . Obviously, in addition to the concept of open policy of the trade market, the policy on decentralization of governmental structural reform is in place. Those changes push the market mechanism to expand gradually, and accelerate the transformation of trade association. It makes the influence of trade association on industrial policy making grow. Particularly, Guangdong Province's economy opened early and also led the development of trade association. This research found that the system and development of trade association in Guangdong Province has exceeded that of the central government. ¡§Guangdong Food Profession Union¡¨ is one of the best examples. This research analyzes the development of food industry of both China and the Guangdong Province, in order to explain the relations among government, the business (market) and the society. Second, to analyze the development of trade association's of China and Guangdong Province to explain the formation of civil society. Third, using the case of ¡§Guangdong Food Profession Union¡¨ to study on its philosophy, institution and interest setting in order to map out the interaction among ¡§Guangdong Food Profession Union (GFPU)¡¨, government and business. Finally, it induces the relations among state, the market, the civil society. This research not only points out the similarities and differences between the study case and the general situation in China, but also classifies three kinds of trade association and within which the trade association of successful transformation might be called ¡§NGO with the Chinese characteristic¡¨. In brief, the social scope of trade association derived from ¡§top down¡¨ model, will de unavoidably deprived by the government. In the social scope formed by the trade association of successful transformation, the administrative authority is (Economic and Trade Commission) no longer in charge of them, but the ideology of Chinese Communist Party still exists. It was the ¡§civil society with the Chinese characteristic.¡¨

台灣畜產品導入生產履歷制度之研究—以豬隻生產為例 / The Research on Introduction of Agro-Biographical to Livestock Products in Taiwan - Take the Production of Pigs for Example

隨全球經濟發展、環保意識抬頭,以及食品安全衛生議題的日益重視,運用資訊科技維護人們食的安全已是一股不可擋的趨勢。本論文以資訊科技導入農產品生產控管以及維護生產品質、建立所謂農產履歷為研究目的;並以豬隻生產為例,深入探討在豬隻的生產過程中如何導入這新的科技技術,以及所搭配的生產履歷資訊平台。 文中首先針對所謂「農產履歷」作一詳細介紹,其中包括農產履歷的來由、推動農產履歷原因,以及目前各國所推展的農產履歷的現況如何。另外,在導入農產履歷之前也必須先了解所謂的「追溯系統」,在農產品整個生產過程中有哪些東西或流程是必須追蹤記錄。 本研究案在眾多的農產品中選擇以豬隻的生產過程作為導入「農產履歷」的研究標的其原因是因為: 1、 豬隻為我國農產品中產值最高。 2、 豬隻的生產過程短,從出生到送入屠宰僅六個半月。 3、 豬隻的生產過程中所需控管的項目較多,例如:飼料、添加劑、藥品、種源等。 本研究選擇以RFID作為農產履歷的記錄介質,在豬隻的身上打上所謂的RFID晶片,借以控管並記錄豬隻的生產過程,然,RFID晶片的外在形式有兩種,一種是外在耳掛式的晶片,稱之為「RFID耳標」,另ㄧ種是皮下植入式的,我們稱之為「植入式晶片」,本研究亦會針對這兩種不同的晶片同時導入加以評估,選擇一個最適合於豬隻生產所應搭配的形式。 除此之外,搭配RFID晶片所需的生產資訊系統,意即「畜牧場管理系統」也是不可或缺的,本研究案同時也針對了該管理系統有一深入的研究並提出該系統的設計理念,以及相關的系統設計方式,以期在本研究結束後能夠提出一套完整的豬隻生產過程的「農產履歷系統」。 / As the global economic development, environmental awareness and the attention to food safety, applying technology to safeguard people's food security is an irreversible trend. The purposes of this paper are to addresses the methods of introducing technology into agricultural production and control, and the maintenance of production quality. Take the production of pigs for example to investigate the introduction of technology to agricultural production as well as the operation and usage of information platform. The thesis is aimed at so-called “agro-biographical”, containing the origins, the motivations and the current status of introduction of agro-biographical all around the world. On the other hand, the so-called "tracing system" is acknowledged before the introduction of agro-biography, which indicates what and how the detailed data should be included or recorded. The case studies were selected in many agricultural production processes as a force to pigs "agro-biographical" because of the research subjects: 1. Pigs generate the highest value among Taiwan’s agricultural products and they are the necessity. 2. The production process of pigs is short, only six and a half months from birth to slaughter. 3. The more attentions are required to pigs production process and control, such as feed, additives, drugs, plant sources. The study selected RFID as agro-biographical recording media, which control and record pig production process. These RFID chips are in two forms, one is the external ear TAGs, the so called “RFID ear TAG”, and the other is in subcutaneous implantation style in the heads, known as “Subcutaneous Implantation TAG”. The study made comparison between these two kinds of RFIDs and the evaluated them to choose the better one. In addition, the mix of RFID chips for the production of information systems, namely, “The livestock management system” is also indispensable. The research also investigated in the management system , concepts of design, and related systems topics. Finally, the results are hoped to make contribution to the introduction of technology to agro-biography.

Human Resource Management in Project-Based Organisations : Challenges, Changes, and Capabilities / Human resource management i projektbaserade organisationer : utmaningar, förändringar och förmågor

This doctoral thesis addresses human resource management in project-based organisations. The aim is to explore the challenges for HRM in project-based organisations and the changes in people management systems to meet these challenges. The thesis consists of a compilation of six papers and an extended summary. The research reported in the thesis is based on a combination of multiple, comparative, and single case studies of project-based organisations. The core case studies have been conducted at Saab Aerosystems, AstraZeneca, Volvo Car Corporation, and Tetra Pak. The results indicate central challenges regarding competence development and career structures, performance review processes and reputation of project workers, and the increased responsibility and pressured work environment for project workers. They further indicate that many of these challenges are handled through a more HR-oriented line manager role, while HR departments are downsized and centralised. The thesis hence emphasises the need to understand HRM as a dimension of management in which various players share the responsibility for its design and performance. To conclude, the thesis applies a capabilities perspective on project-based organisations and develops a conceptual framework that embraces people capability: the organisational capability to manage the relation between people and their organisational context. In this framework, people management systems improve people capability when they integrate it with strategic, functional, and project capabilities. It is suggested that the people capability framework provides new possibilities to analyse HRM in project-based organisations and to explain the changes in people management systems that are needed to align them to the project-based context. / I avhandlingen studeras human resource management (HRM) i projektbaserade organisationer. Syftet är att utforska de utmaningar som HRM i projektbaserade organisationer möter på grund av de speciella karaktärsdrag som denna organisationsform har, samt hur personalarbetet i denna typ av organisationer förändras för att anpassas till ett projektbaserat arbetssätt. Avhandlingen är en sammanläggningsavhandling bestående av sex artiklar och kappa, författade på engelska. Artiklarna bygger på fallstudier av projektintensiva och kunskapsintensiva organisationer. De centrala fallstudierna har genomförts på Saab Aerosystems, AstraZeneca, Volvo Car Corporation och Tetra Pak. Avhandlingen visar på utmaningar gällande kompetensutveckling och karriärvägar, utvärderingsprocesser och rykte för projektmedarbetare, samt individens ökade ansvar och tidspressade arbetssituation. De visar vidare på att många av dessa utmaningar framför allt hanteras genom en mer HR-orienterad roll för första linjens chefer medan personalavdelningar minskas och centraliseras. I avhandlingen tydliggörs därför vikten av att förstå HRM som en dimension av management där flera aktörer tillsammans bidrar till dess utförande och uppbyggnad. Avslutningsvis används ett perspektiv som fokuserar organisatoriska förmågor i projektbaserade företag för att utveckla en konceptuell modell för people capability: den organisatoriska förmågan att hantera relationen mellan individer och deras organisatoriska kontext. Modellens utgångspunkt är att personalarbetet i projektbaserade organisationer kan bidra till en förbättrad people capability om det integrerar denna förmåga med strategiska, funktionella och projektförmågor. I avhandlingen föreslås att people capability modellen ger nya möjligheter att analysera HRM i projektbaserade organisationer och att förklara de förändringar personalarbetet som krävs för att anpassa det till det projektbaserade arbetssättet.

Η χρήση των Πληροφοριακών Συστημάτων συνεχώς αυξάνεται. Πλέον οι περισσότεροι οργανισμοί βασίζονται στην λειτουργία τους. Αχίλλειος πτέρνα αυτών είναι η ασφάλεια τους. Στη παρούσα μελέτη παρουσιάζονται τα βασικά θέματα που αφορούν την διαχείριση προσωπικών δεδομένων αναλύοντας την πολιτική ασφαλείας μιας εταιρείας του ελληνικού τραπεζικού τομέα . Αρχικά εντάσσεται η έννοια των Πληροφοριακών Συστημάτων. Ακολουθεί η έννοια της Πολιτικής Ασφάλειας στον ευρύτερο τομέα της Διαχείρισης της Ασφάλειας των Πληροφοριακών Συστημάτων καθώς και οι κατηγοριοποιήσεις των κινδύνων και των ζημιογόνων γεγονότων. Έπειτα προσδιορίζονται οι βασικές αρχές για την ανάπτυξη Πολιτικών Ασφάλειας των Πληροφοριακών Συστημάτων, διευκρινίζοντας το νομικό πλαίσιο προστασίας τραπεζικών δεδομένων και το απόρρητο τους. Η επόμενη ενότητα αφορά την εφαρμογή των Πολιτικών Ασφάλειας στο πλαίσιο της εταιρείας και καταγράφει τα απαραίτητα μέτρα για την επιτυχή και αποτελεσματική εφαρμογή τους. Ακολουθούν τα αποτελέσματα της μελέτης και οι προτάσεις για την βελτιστοποίηση της παρούσας κατάστασης και την αποφυγή μελλοντικών κινδύνων. / The use of Information Systems is constantly increasing. Now most of the organizations rely on them for their operation. Their vulnerable spot is their security. This study presents the main issues related to the management of personal data by analyzing the security policy of a company of Greek banking sector. Firstly, the concept of Information Systems is presented.Then a part of the concept of security policy in the broader field of Safety Management Information Systems and classifications of risks and loss events is presented. Afterwards identifying the key principles for the development of Rules of Security of Information Systems, specifying the legal framework for the protection of bank data and their privacy. The next section involves the implementation of security policies within the company and record the necessary steps for the successful and effective implementation. Then are the results of the study presented and recommendations for optimization of this situation and avoiding future risks.

Safety Management Systems (SMS) for aircraft manufacturers and maintainers?

There is much dialogue in the global aviation industry about Safety Management Systems (SMS) and how it should be integrated across all domains of the industry including aircraft design, production, flight operations, overhaul and maintenance, suppliers, service providers, airports, and so forth (Johnson, 2012). Regulators have made significant progress in recent years to implement ICAO’s SMS into airlines, albeit as a required or recommended practice. More recently the regulators are seeking to implement SMS into the aircraft manufacturing and aircraft maintenance domains. This research reviewed regulatory publications from multiple countries to assess the technical makeup of SMS, and understand what regulators are requiring, or recommending, and when. It was found that global regulators accept the ICAO published definition of SMS, but different regulators have varying approaches regarding implementation. However, they are consistent in initially targeting airlines for SMS implementation. SMS comments range from “The best thing since sliced bread” to “Worst thing since the creation of the FAA; I don’t need anyone telling me what’s safe when I already know it; waste of time and money”. This investigation experimented with field tests to connect the engineering, production and airline domains into one ICAO SMS model. Results indicate that because the different domains are risk-specific, the application of one safety risk management model to all domains is not viable. The SMS model applies to airlines because airlines’ primary risk is about operational safety. Aircraft production and maintenance is about production risk – therefore the risk model must be centric to process risk. Field test 3 tailored the ICAO SMS risk architecture to assess and mitigate process risk as applicable to the aircraft manufacturing and maintenance. Although the SMS architecture was usable, the content and focus was significantly adjusted to be production process-risk centric, to the point where the term “SMS’ was deemed out of place. The resulting model was therefore named Production Risk Management System (PRMS). Following the emergence of PRMS from field tests, this investigation reviewed industry, research and regulatory arguments for and against SMS in the airline industry, and correlated those arguments with the benefits and non-benefits of PRMS for the manufacturing and aircraft maintenance domains. The researcher advocates PRMS as a viable model that meets ICAO SMS-like architecture for aircraft production and maintenance. Methods were identified for developing and implementing PRMS, and for evaluating its ROI. If and when “SMS” is truly mandated in these domains, the researcher proposes PRMS as a viable model that should be considered. Furthermore, the researcher proposes that PRMS can be an effective production risk management system that can enhance the organization’s existing QMS, regardless of “SMS” regulations.

Quality in education is presently put more firmly on the agenda not withstanding the fact that a vast range of literature is available to support the process of improving the quality in education. The department of education has made many attempts to introduce an effective appraisal system in support of quality education only to find that the previous appraisal systems were rejected by the educator force for the mere fact that it was perceived as a form of inspection and supervision rather than for development purposes. This study also focuses on a review of the integrated quality management system (IQMS), of its purpose, guidelines and its subsequent implementation in FET colleges in South Africa in 2004. The primary focus of the discussion is on the processes, the methods, the guiding principles and the pitfalls of the implementation of quality management systems in educational organizations To guide this discussion literature reviews on quality, quality education, quality management and quality management systems were undertaken. The empirical study entailed gleaning information from a structured questionnaire which was distributed to a sample group of lecturers at Sedibeng College for FET in the Gauteng Province. The questions were structured in a manner to gain information about the understanding of the operational principles of quality management, the aims and guiding principles of IQMS, the importance of quality control and the external relationships of the college. The major finding emanating from this study was that there was a need for intensive training in IQMS, thus a management's strategy for ensuring that IQMS is effectively implemented was proposed. The overall recommendation arising from this study includes ensuring that management designs a quality manual to guide the process of quality assurance. / Thesis (M.Ed. Knowledge management systems success: a social capital perspective

Information technology (IT) has been widely used in organizational knowledge management initiatives, and organizations continue to invest in IT expecting that its use will improve knowledge workers' productivity and organizational performance. -- Knowledge management systems (KMS) are information technology applications designed for knowledge management. The pervasive use of KMS in organizations has raised crucial concerns about the use and value of KMS, which can be expressed as two key questions: - What are the key determinants to the users' acceptance and use of KMS in their daily work? - What is the actual role of KMS in the support of knowledge management? -- For this thesis, empirical research was conducted on KMS success in organizations from a social capital perspective, aiming to tackle these critical questions. Based on a review of existing studies on knowledge management and information systems success, two KMS research models are developed, namely a Socio-Technical System Framework of KMS and an Adaptive Structuration Theory (AST)-based KMS Success Model. The socio-technical framework model of KMS sets out the main KMS components and the interrelationships between these components, presenting a systematic view of KMS in organizations. The AST-based KMS success model represents dynamic and evolutionary KMS in organizations, proposing a system-to-value chain of KMS success linking KMS use to social capital, and to intellectual capital. In the research, the two models have been operationalized; consequently, a set of theoretical hypotheses has been derived. -- A set of survey instruments has been developed or adapted for the study. A preliminary study is used to test, adapt, and modify the new instruments. A web-based cross-sectional survey is conducted, and a sample of 362 knowledge workers from a variety of organizations enables the researcher to further validate the new instruments, assess the research models, and test the hypothesized relationships through structural equation modeling techniques (PLS and LISREL). The results provide clear evidence of the newly developed instruments' reliability, validity, and general applicability, and demonstrate that the research models have good explanatory power for the variances in the KMS use and social capital constructs. Significantly, the study has confirmed that KMS does have the expected significant positive effects on individual social capital development, a critical social infrastructure for knowledge management. The significant positive impacts of KMS use on three dimensions of social capital-structural, relational, and cognitive dimension-have been assessed, and significant findings have been achieved. Moreover, a set of potential critical determinants to users' acceptance and use of KMS has also been assessed in the study. Evaluation of Transwerk Risk Management Information System

Due to frequent changes in computer programs and developments in the computing field, users have often been adversely affected. Users experience problems with computer programs that are not user friendly. Usability is about satisfying the user needs by allowing the user to accomplish their goals quickly, efficiently and easily. Thus it is crucial that industries invest in computer programs that offer optimum usability. In this research an attempt is made to provide a framework for methodology that can be used to test and evaluate usability in the Transwerk Risk Management Information System, that is Computer Assisted Risk Management Systems (CARMS). I first consider the difference between unusable and usable programs. Usability properties are then identified including properties enhancing effectiveness, efficiency, flexibility, laemability and attitude of the computer program. The CARMS components or modules and users were identified. Usability problems were identified that cause the users to be selective and discouraged to use other components of CARMS. To further verified and address the usability problems identified, the whole program needs to be tested and evaluated. The methodology was laid for how to do usability testing and evaluation in computer program that are currently in use like CARMS. Benefits and limitations of testing and evaluating usability were detailed in this research. It is recommended that, testing and evaluating usability should be done to prevent errors, dissatisfaction and to improve usability of the CARMS program. / AFRIKAANSE OPSOMMING: In die laaste dekade het die gebruik van rekenaars uitgebrei in die industriele arena in Suid-Afrika. Weens gereelde veranderings in rekenaar programme en ontwikkellings in die informatika veld is gebruikers gereeld nadelig geraak. Gebruikers ervaar probleme met rekenaar programme wat nie gebruikersvriendelik is nie. Bruikbaarheid het te make met bevrediging van gebruikersbehoeftes deur hulle in staat te stel om hulle doelwitte vinnig, doelmatig en maklik te bereik. Dit is dus van kritiese belang dat industriee investeer in rekenaar programme wat optimale bruikbaarheid bied. In hierdie navorsing word gepoog om 'n raamwerk vir metodologie wat gebruik kan word om die bruikbaarheid van die "Transwerk Risk Management Information System" (dit is "Computer Assisted Risk Management Systems" of CARMS) te toets en te evalueer. Ek bespreek eerstens die verskil tussen onbruikbare en bruikbare programme. Bruikbaarheidseienskappe word dan geidentifiseer, insluitend eienskappe wat doeltreffendheid, doelmatigheid, buigsaamheid, aanleerbaarheid en houding van die rekenaar program verbeter. Die CARMS komponente of modules en gebruikers is geidentifiseer. Bruikbaarheidsprobleme is geidentifiseer wat veroorsaak dat gebruikers selektief raak en ontmoedig raak om ander komponente van CARMS te gebruik. Om verder die geidentifiseerde bruikbaarheidsprobleme te verifieer en adreseer moet die hele program getoets en evalueer word. Die metodologie is vasgele waarvolgens bruikbaarheidstoetsing en evaluasie van rekenaar programme wat tans in gebruik is (soos CARMS) gedoen kan word. Voordele en beperkings van bruikbaarheidstoetsing en -evaluasie is in hierdie navorsing vervat. Dit word aanbeveel dat bruikbaarheidstoetsing en -evaluasie gedoen moet word om foute en ontevredenheid te voorkom en om die bruikbaarheid van die CARMS program te verbeter.

With Spectre and Meltdown out in the public, a rushed effort was made to patch these vulnerabilities by operating system vendors. However, with the mitigations against said vulnerabilities there will be some form of performance impact. This study aims to find out how much of an impact the software mitigations against Spectre and Meltdown have on database management systems during an online transaction processing workload. An experiment was carried out to evaluate two popular open-source database management systems and see how they were affected before and after the software mitigations against Spectre and Meltdown was applied. The study found that there is an average of 4-5% impact on the performance when the software mitigations is applied. The study also compared the two database management systems with each other and found that PostgreSQL can have a reduced performance of about 27% when both a hypervisor and the operating system is patched against Spectre and Meltdown. / När Spectre och Meltdown tillkännagavs gjordes en snabb insats för att korrigera dessa sårbarheter av operativsystemleverantörer.
