The causes of wars debate in Africa, and its implications for African military expenditures.

The dissertation reviewed "the causes of war debate in Africa, and its implications for African military expenditures" by levelling the argument of greed hypothesis as inconsistent with the pragmatic ground situation in Africa that can properly inform optimal decision-making. The arguments raised support the debunking of greed claim that opportunity to pillage state resources, supersedes issues of grievance as cause of civil war. This work discussed the major civil wars in Sub-Saharan Africa since 1990, the study raised concerns that, by taking stance with greed has the tendency to make traditional state security the utmost policy concern. That also provides cost benefit excuse for state actors to give milex priority over other social sectors in budget prioritizing. It is argued that greed does not offer the platform for durable peace pursuit. The dissertation then showed that grievance is consistent with causes of civil war in Africa due to its multifarious outlook of conflicts. Grievance hypothesis, is supported because it offers practically approach to pursue endurable conflict, and problem solving approach to conflict analysis in Africa. Grievance encourages a policy of milex reduction and encourages peacebuilding effort. The study concluded by saying that none of the debate grievance and that of greed's validity justify the heinous carnage and destruction involved in African civil wars. Therefore what compels leaders to find solution with violence as a result of opportunity not based on resource per se, but it also involves misplaced priority to find lasting solution to grievance issues. It also involves the opportunity to heroism based on distorted perception of power and lack of social education on appropriate means to conflict resolution, and lack of appropriate early warning mechanism and trivialization of conflict warnings as happened in ECOWAS, East-Central Africa. Nine recommendations suggested in the dissertation centres on the causes of new civil wars debates and policy; the study of cases of new civil wars in SSA; and on the influence of new civil wars debate on milex. / Thesis (M.Com.)-University of KwaZulu-Natal, Durban, 2007.

D.Litt. et Phil. / If the hypothesis is correct, there will be a reciprocal effect between the military budget and the Gross Domestic Product. The higher the technological level of arms and arms production, the more this reciprocal effect will be interwoven with the process of economic growth. It is measured by input-output figures and the applicable industrial multiplier, calculated from them. Production of high technology arms stimulates growth, the higher the technology, the larger the miltary contribution to the GDP and to economic growth. From the resultant increase in in the GDP, the income of the State by way of taxes will also grow, subject tro a time lag. The increase in State revenue will return to the Treasury part of the State's original expenditure on defence. My study indicates that the applicable multiplier for defence spending is 3.70 and that the multiplier for arms production is above 4. The part of military expenditure returned to the State will therefore be sizable. Military expenditure is often viewed as competing with socially desirable civil expenditure, as a case of opportunity cost. I argue that oppotunity costs do not apply and that the stimulus economy derived from military expenditure via the multiplier, helps funding social projects along with other civil expenditure. The reasoning in this study can be extended to the funds invested in increasing the capital and technology intensity of the defence force, a modern trend which can be economically justified by the part of the investment that will be returned via the GDP. The way to escape the limitations imposed on defence strength by the availabiluity of manpower is exactly this modernisation of its technology. In this way a medium power can increase its relative strength to the leyel of the "strength threshold" at which an independent deterrent can be credibly presented. In these terms a critical value can be defined, expressed as a pecentage of GDP budgeted for defence, above which a country could be considered militarily safe.

The formation of SANDF : integration experiences of former Transkei, Bophuthatswana, Venda and Ciskei defence force members

Before entering into a democratic dispensation, South African military and defence systems were constituted by seven disparate armed forces. The transformation of South Africa from a separatist state introduced renewed efforts and challenges to integrate what was once a divided military corps and society. In 1994, the formation of the South African National Defence Force (SANDF) was born out of the effort to integrate various statutory and non-statutory armed forces in South Africa, including forces from former TBVC states. Through a phenomenological inquiry, integration experiences of former TBVC Armed Force members into the new SANDF structure are investigated. The study aimed to find out from the former TBVC force members how they were affected by the integration process and what their perception with regards to the effectiveness of the integration process on enhancing representation on all rank levels in the new SANDF was. The findings from in-depth semi-structured interviews with 16 such members indicate that transformation of South Africa’s military outfit into an integrated system is not exactly an epitome of a new and different yet cohesive and unified structure. The notion of ‘integration’ is as such cast as essentially a problematic one where inequalities still reflect in how former statutory and non-statutory force members are treated particularly with regards to promotion opportunities. In addition, there are perceived lingering vestiges of a previous separatist system such as the use of Afrikaans language as a medium of instruction and communication, previous SADF policies which helps produce the idea of integration as more a process of absorption instead. Despite this problematisation of integration processes in shaping how the new SANDF outfit is currently experienced by members, there are perceived benefits from the change brought about by ‘integration’ of forces. Some benefits are as tangible as individual career advancement, while others tend to reflect impacts at systemic level of family where members indirectly profit from the reorganisation and call for adjustment to new settings and structures that followed integration / Research / M.A. (Research Consultation)

Administration of armies has been sadly neglected in historical studies but the ability of the AIF to develop an efficient system of administration and to fit into the equally efficient British system, had much to do with the success of the AIF, especially late in the war. The various Empire governments had made some preparations for an alliance system of fighting in the event of a major war, but in practice these needed a great deal of adjustment. This thesis examines the manner in which the dominions and Britain planned for a possible war and the way in which changes had to be made in practice. It examines the manner in which the AIF developed a system and the many facets of this system, which had developed a remarkable degree of efficiency by the end of the war. Because the AIF and CEF were so alike in size, composition and in the problem they faced, a recurring theme of the thesis is a comparison between the two. It embraces the following: a. Prewar preparation for a combined empire army. b. The organisation of the administrative system of the AIF and the manner this improved through the war. c. The organisation and problems of the CEF administrative system d. The development of a system of capitation to pay for the services supplied to the AIF and CEF. e. Supply of equipment. f. Les intendants militaires constituent une catégorie particulière d’officiers qui s’occupent des besoins de la vie courante du soldat. Ils sont crées en 1815 et remplacent les commissaires des guerres et les inspecteurs aux revues. Leur étude comprend deux parties. La première est destinée à présenter leurs caractéristiques sociales et militaires générales et leur place dans les débats sur l’administration militaire et la communauté militaire.
