Estimation of technical, economic and allocative efficiencies in sugarcane production in South Africa : a case study of Mpumalanga growers

There have been a number of support initiatives rendered to the small-scale sugarcane farmers in Mpumalanga but the sugarcane production there has remained low. This raised some questions on the efficient use of available resources and the fruitfulness of the Producer Development Initiatives (PDIs). Justification for further assistance to the small-scale farmers requires empirical evidence of efficient resource use. This study employed the stochastic frontier production function to calculate the technical, allocative and cost efficiency. This study provides insight into three issues: the levels of technical, economic and allocative efficiencies of small-scale sugarcane farmers; the relationship between efficiency level and various farm/farmer specific factors; and implications of policy and strategies for improving small-scale sugarcane production. The technical, allocative and economic efficiencies of small-scale sugarcane farming were estimated in order to identify the potential increase in production without incurring additional costs. The study used data obtained from a field survey covering 231 small-scale sugarcane farmers in the Nkomazi region for the 2009/2010. sugarcane production season. According to the stochastic frontier production function using the Cobb-Douglas model, labour, herbicides and fertilizer showed significant positive effects on sugarcane production. The results also indicated that the small-scale sugarcane farmers suffer from considerable lack technical, allocative and cost efficiency. The mean technical, allocative and cost efficiency estimates are 68.5%, 61.5% and 41.8% respectively. A Tobit regression was used to analyse the impact of the farm/farmer characteristics on efficiency. The impact analysis revealed that age, level of education and gender are significant determinants of technical efficiency. On the other hand, level of education, off-farm income, land size and experience are significant determinants of allocative efficiency. In so far as cost efficiency is concerned, the significant determinants are level of education, land size and experience in sugarcane farming. The findings of the study justify the need for improved agricultural partnerships between the sugar mills and the sugarcane farmers. An example of such collaboration would be if millers were to not only give credit to the farmers, but also give technical guidance to small producers in return for the delivery of a specific quantity and quality of cane at a stipulated time. The collective efforts of these farmers and millers, once harmoniously co-ordinated, can enhance production efficiency and economic prosperity. Also, appropriate policy formulation and implementation is an effective instrument to improvement in farm efficiency and productivity which promotes overall growth of the economy. Factors influencing breastfeeding of infants of mothers who are living with HIV at Ehlanzeni District, Mpumalanga, South Africa

Master of Public Health - MPH / The World Health Organisation recommendations for breastfeeding in the general population, including mothers living with HIV, emphasise breastfeeding within one hour of birth, exclusive breastfeeding (EBF) during the first six months of life, and continued breastfeeding for up to two years or beyond. However, only 34.8% of infants worldwide are exclusively breastfed for the first six months of life, and as a result, about 1.4 million infants lose their lives due to undernutrition. In South Africa, only 31.6% of infants are exclusively breastfed for the first six months. Despite the benefits of exclusive breastfeeding, many mothers living with HIV do not initiate breastfeeding or discontinue breastfeeding prematurely. It is, therefore, crucial to determine the barriers inhibiting the uptake of EBF and factors promoting mothers living with HIV to adopt exclusive breastfeeding.

Preferential flow modelling in a vadose zone using macro 5.0 - Cape Flats porous sands and Mpumalanga highveld clays case studies

Preferential flow paths in the vadose zone pose a significant problem because they are potential avenues for rapid transport of chemicals from contamination sources to the water table. The objectives of this study were: i) To review and understand flow and transport processes in unsaturated zones. In this study, particular emphasis is placed on understanding mechanisms that cause non-uniform (preferential) flow for two case studies, namely the Cape Flats sandy environment and the Mpumalanga Highveld fractured rock environment. ii) To evaluate the adequacy of models, in particular MACRO 5.0, in simulating flow and transport in the vadose zone, by making use of two case study sites (Cape Flats and Mpumalanga Highveld). Of particular importance is the evaluation of transfer coefficients to represent fluid and solute exchange between macropores and matrix. iii) To run a sensitivity analysis with MACRO 5.0 in order determine which input model parameters are the most relevant in describing the effects of preferential flow in water and solute transport. Two case studies were investigated, the first at a landfill site overlying sandy unconfined aquifer (Coastal Park, Cape Town), and the second at an industrial site overlying cracking clayey soil and fractured rocks (Mpumalanga Highveld - Secunda, Mpumalanga Province). For the Coastal Park site, simulations of soil water content and leaching of a generic mobile contaminant were compared to monitored soil water contents and chloride concentrations in groundwater. For the Mpumalanga Highveld site, simulations of soil water content and concentrations of boron and fluoride originating from effluent irrigation were compared to soil profile measurements. In both cases, the MACRO 5.0 model predictions agreed with measurements well, provided appropriate input calibration data were used. The sensitivity analysis indicated that soil water properties related to preferential flow (hydraulic conductivity at the boundary between macropores and matrix, soil water content and tension, and diffusion) have influence on simulation results. Similarly, the solute balance is mostly influenced by degradation rate coefficients (both in solid and liquid phases), sorption distribution coefficients and solute concentrations.

Total quality management : a strategy for school development

In order to realize this aim, sixty-four respondents from eight schools, were given questionnaires as the data collection techniques. To ensure validity of the questionnaires, a pilot study was conducted in one of the primary schools. Findings of the study were used to make recommendations to principals, educators and parents who are members of school governing bodies. The researcher identified insufficient time as a limitation of the study because the researcher is a part time student.

The main objectives of this study were to determine * whether the working environment in provincial hospitals is supportive of patient centered care * what factors could hinder the provision of patient centered care * the extent to which patient centered care is provided to patients in provincial hospitals * professional nurses' perception of their role in patient-centered care The researcher used the descriptive exploratory method. A questionnaire with closed and open-ended questions was used to collect data from professional nurses in the three hospitals. Seventy- two (72) respondents returned the completed questionnaires. The findings indicated that the professional nurses perceived patients' and nurses' lack of knowledge as the biggest hindrance to patient centered care. Support strategies by principals to enhance job satisfaction amongst male teachers in the Ehlanzeni School District, Mpumalanga

The researcher became interested in the topic regarding job satisfaction amongst male teachers when he attended his university reunion, more than 40% of the male teachers who graduated with a degree in education left the education system within 5 years. After making contact with some of the graduates, the researcher found that all of them left the education system because they were not satisfied within their work environment; hence, the researcher became interested in the topic. The most rewarding aspect of being a teacher is the joy of being in the classroom with learners and seeing them progress. However, what if there is no progression, but only statistics indicating failure to educate learners, an education system in crisis and educators without proper qualifications? A shortage of teachers, increasing learner enrolment and work overload are enough to create a highly stressful profession. The learning environment of a school depends on teachers, because they are in the frontline and directly involved with the transfer of knowledge. Teachers have a direct impact on a school’s success. Therefore, it is important that principals identify ways to support their staff in order to promote job satisfaction and motivation. The aim of this study is to investigate, from an educational management perspective, the factors that influence job satisfaction amongst male teachers in schools in the Ehlanzeni school district, Mpumalanga. The sequential explanatory mixed-method approach is used during this study; the quantitative phase investigated factors affecting job satisfaction amongst male teachers by means of distributing 200 Likert-scale questionnaires amongst male teachers in the Ehlanzeni school district. Structured interviews is being scheduled with twelve school principals (three rural primary school principals, three former Model-C primary school principals, three rural secondary school principals and three former Model-c secondary school principals) in the Ehlanzeni school district in order to determine the cause and effect of factors affecting the job satisfaction amongst male teachers. / Educational Leadership and Management / M. Investigating mentoring as a form of social learning for school principals

Thesis (MEd)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: Mentoring as a professional development strategy forms an integral part of the Advanced Certificate: School leadership that was introduced in 2007 by the National Education department as an entry qualification in the school principalship. The Advanced Certificate in Education: School Leadership is aimed at capacitating school leaders to address the challenges experienced by school principals. The primary objective of this study was to investigate whether the mentorship component of the course is experienced as a form of social learning by the candidates. To achieve this goal, open-ended questions were prepared and administered during semi-structured interviews with the school principals who have been mentored within the ACE programme. The interviews were conducted to ten (10) participants including principals, deputy principals and heads of departments (school level) within the Gert Sibande District (Mpumalanga Province). The investigation highlighted that principals do indeed experience mentoring as a form of social learning. This was confirmed by the statements given by the interviewed principals that their learning was based on learning from each other through observation and engagement as well as through their mentors. This learning is confirmed by Bandura’s Social Learning Theory (1977) which suggests that learning takes place through observation and positive behaviour of the mentor. Based on the findings, the main recommendations were that mentorship, as social learning, should be extended to all school leaders and ultimately to school educators, that a mentoring unit should be based at each district office, that the selection of mentors should be carried out carefully so that protégés could benefit maximally and that the period of mentoring should go beyond merely being a component of an academic course. / AFRIKAANSE OPSOMMING: Mentorskap as ‘n professionele ontwikkelingstrategie vorm ‘n integrale deel van die Gevorderde Onderwyssertifikaat: Skoolleierskap wat in 2007 deur die Nasionale Onderwysdepartement as ‘n toetree-kwalifikasie vir skoolhoofde ingestel is. Die Gevorderde Onderwyssertifikaat: Skooleierskap is gerig op die kapasitering van skoolleiers om die uitdagings wat die posisie van Skoolhoof meebring aan te spreek. Die primêre doelwit van die studie was om vas te stel of die mentorskapkomponent van die kursus deur kandidate as ‘n vorm van sosiale leer ervaar word. Review of the environmental authorization followed during the construction of Eskom's Kusile and Medupi power stations, South Africa

Environmental impact assessment follow-up has been widely addressed by various researchers. However, there is still a gap in the actual implementation of this process. This study addresses this gap by evaluating the effectiveness of implementing the environmental authorizations of Eskom’s Kusile and Medupi Power Stations during the construction phase. The main aim of the study is to determine whether the environmental authorization conditions were effectively implemented by project developers and whether full compliance which could lead towards sustainable development was at the forefront of Kusile and Medupi developments. The survey method was used whereby questionnaires were formulated and completed by fifty (50) participants involved in the implementation of both power stations’ environmental authorizations. The results showed that the importance of protecting the environment and overall compliance with the projects’ environmental authorization conditions are well understood and implemented. However, some of the responses indicated the difficulty in implementing certain environmental authorization conditions such as retaining existing vegetation cover. About Nineteen (19) external audit reports (of which nine were for Kusile and ten for Medupi) between the periods of 2008 to 2014 were reviewed and the audit results shown good percentage of over 90% compliance with the environmental authorization at both power stations. In conclusion, the environmental authorizations were well implemented by both Kusile and Medupi Power Stations. The environmental management through compliance with the environmental authorization is at the forefront of the Eskom’s developments and thus promotes sustainable development. Factors influencing the choice of agriculture as a study discipline by undergraduates: a case study of a distance university's agriculture department

Enrolments in agriculture programmes at universities in South Africa are low when compared to the other programmes. The purpose of this study was therefore to identify factors influencing the choice of agriculture as a study discipline by undergraduates in agriculture, in an open distance education university in South Africa. The study also investigated the impact of the three agriculture curricula taught at school level, as well as how well it prepares students for tertiary education. Both qualitative and quantitative research methods were used. Open distance-learning agriculture students and agriculture educators participated in the survey. A structured online questionnaire and an open-ended questionnaire were employed. The study revealed that two major composite variables, namely family and friends, as well as job considerations, were highly significant in the students’ choice of agriculture at tertiary level. The impact of the agriculture curricula taught in the schools in preparation for tertiary education gave learners basic terminology and concepts involved in agriculture. The study also revealed challenges faced by agricultural science educators amongst which were the revealed challenges faced by agricultural science educators amongst which were the learners’ negative attitude towards the subject, inadequate or lack of infrastructure, and lack of proper guidance and counselling regarding choosing of subjects as factors that could hinder effective teaching and learning of agriculture in South Africa schools. Students studying through open distance learning indicated convenience, flexibility of studying at own pace, and ample time to spend with family and work, as factors that influenced their choice of studying through open distance learning.
