Réduction du ruissellement par l’augmentation de surfaces perméables : évaluation de 2 scénarios d’aménagement d’un ensemble résidentiel à Laval

L’implantation répandue de nouveaux quartiers résidentiels sur le territoire de la périphérie urbaine est en partie responsable de la baisse du couvert végétal et de l’augmentation des surfaces imperméables à grande échelle. Les villes sont maintenant aux prises avec une augmentation constante de la production de ruissellement qu'elles doivent gérer au moyen d’un vaste réseau d’égouts et de canalisations. Des données sur les impacts de ces modèles de quartier résidentiel nous révèlent que cette forme d’habitat provoque la dégradation des milieux naturels et aquatiques. La présente étude vise à mettre à l’épreuve la stratégie d’aménagement de l’Open space design en comparant l’effet de trois situations d’aménagement d’ensembles résidentiels sur le coefficient de ruissellement pondéré (Cp). Les trois situations étudiées sont 1 : le développement actuel tel que conçu par le promoteur, 2 : un scénario de quartier visant la préservation des cours d’eau existants ainsi qu’une réduction des lots et des surfaces imperméables et 3 : un quartier avec des types d’habitation plus denses. Les coefficients pondérés obtenus sont respectivement de 0,50 pour le quartier actuel, de 0,40 pour le scénario 1 et de 0,34 pour le scénario 2. Au terme de cet exercice, il apparaît, d’une part, que la densification du bâti, la nature des surfaces et l’organisation spatiale peuvent concourir à diminuer la production de ruissellement d’un quartier. Cette étude permet de situer l’importance de la gestion du ruissellement dans la planification et l’aménagement du territoire. / The widespread introduction of new residential developments in the urban periphery is partly responsible for declining vegetation cover and a large scale increase in impervious surfaces. Cities are now grappling with a constant increase in runoff, which they have to manage through a vast network of sewers and drains. Data on the impacts of current residential models reveal that this form of development causes the degradation of natural and aquatic environments. The present study aims to test Open space design strategy by comparing the effect of three development situations on the weighted runoff coefficient (Cw). The three situations are 1: the actual development as conceived by the project’s promoter; 2: development aimed at preserving existing streams, reducing lot sizes and impervious surfaces; and 3: a higher-density cluster development plan. The weighted coefficients obtained are 0.50 for scenario 1, 0.40 for scenario 2 and 0.34 for scenario 3. As a result, it appears that the density of the structures, the nature of the surfaces and the spatial organization can all contribute to reducing the runoff in a given area. This study underlines the importance of runoff management in planning and land use.

Foreign policy of the European Union towards the South Caucasus in 1992-2014

This assessment of European Union foreign policy towards the South Caucasus shows that while the EU has developed a coherent transport policy since 1992, paradoxically, it has had no corresponding coherent conflict resolution policy for this region. The fact that the EU deepened transport cooperation without a mediation policy in an area with a multiplicity of protracted conflicts is a puzzle. Although the EU eventually added mediation to its policy during the Russia-Georgia armed conflict in 2008, it was unable to facilitate a political solution. The research examines what has been the nature of EU foreign policy towards the South Caucasus. The dissertation argues that incoherence in conflict resolution policy has been consequent upon two causal factors: (i) preferences of the EU member states conditioned by their historical experience with Russia, and (ii) institutional framework of the Common Foreign and Security Policy (CFSP). By contrast, with functional approach, the three dominant factors that have enabled coherence in transport cooperation are (i) legislative alignment, (ii) common transport area, including technical assistance for transit development, and (iii) restrictive measures. Examination of these two areas of EU foreign policy, shows a discrepancy, demonstrating its inconsistent nature. The theoretical framework of realism and liberal intergovernmentalism, is applied to empirically grounded EU foreign policy analysis. Adopting a case study methodology, this work examines the EU's policy towards Armenia and Azerbaijan, with special focus on Georgia between 1992 and 2014. The research combines social science methods of literature review, document analysis and expert interviews.

From a point of view of contemporary society which requires healthy lifestyle and healthy environment, especially in big cities there is a need for development of recreation and public green areas. First, i tis a form of preparation in planning, i.e. it is important to elaborate objectives for their subsequent promotion and enforcement and afterwards it is necessary to provide funds for their implementation. This doctoral thesis analyzes the role of everyday recreation as a part of our lives and recreation as a necessary component of our healthy lifestyle. Green areas represent the most suitable environment for this type of recreation. This thesis describes the status, importance and types of recreation and green areas in cities in the Czech Republic. It also analyzes the relationship between recreation and urban green areas in terms of uses of urban green space for daily recreation. Specifically, the work focused on conceptual and compositional principles arrangement of urban green areas. Those represent the most suitable and important potential resources for development of vegetation and everyday recreation for all people living in our cities. The intention of this thesis is to analyze the current status of recreational function of public green areas in urban developments and especially in neighbourhoods. Following that to suggest solutions for improvement and implementation of green areas as measures for design solutions within the framework of land-use planning. This thesis is supposed to act as compendium to spread knowledge about possible options how to create green areas with recreational and housing function and thus acquire complex build-up area.

Norm implementation in the enlarged European neighbourhood : justice and home affairs in Moldova and Ukraine

L’Union européenne (UE) se sert principalement d’outils normatifs pour exercer du pouvoir sur la scène internationale, notamment par la promotion de ses propres lois et standards. Le meilleur exemple est l’élargissement de l’UE, processus ayant contribué à stabiliser l'Europe et à transformer les candidats en des démocraties de marché, notamment en promouvant un rapprochement avec les normes européennes en échange d’une perspective d’adhésion à l’UE. La Politique européenne de Voisinage (PEV) utilise les mêmes mécanismes développés lors des élargissements, notamment la promotion de réformes en échange d’incitatifs financiers. Par contre, la PEV n’offre aucune perspective d’adhésion à l’UE aux États qui y participent. Ainsi, plusieurs études ont conclu que cette politique ne pourrait engendrer les réformes escomptées. Bien que la coopération au sein de la PEV ne soit pas aussi fructueuse que lors des élargissements, on remarque que certains pays plus que d’autres ont, malgré l’absence de perspective d’adhésion, fait des changements à leur législation en conformité avec les normes européennes. En comparant la coopération dans le secteur de la Justice et des affaires intérieures en Moldavie et en Ukraine, nous montrons que la différence s’explique par l’importance des facteurs internes des pays concernés, notamment l’existence d’identités nationales contestées et les batailles politiques intérieures portant sur la politique étrangère. / The European Union (EU) relies heavily on normative tools to exert power in world politics, such as the promotion of its own laws and standards. The most successful case is the EU enlargement process, which has contributed to stabilize the vicinity and transform candidates into market-based democracies by promoting alignment with European legislation and offering the prospect of EU accession. The European Neighbourhood Policy (ENP) uses the same mechanisms that have made enlargement a successful policy, notably incentives-fueled reform. It does not however offer participating states a membership perspective and therefore most scholarly studies have drawn bleak prospects on its ability to promote reform. While cooperation in the ENP framework is not as intense as during the enlargement rounds, we find that some countries have indeed been making changes to their legislation and aligning themselves with the acquis communautaire, while other countries have not been so successful. By comparing norm implementation in the field of Justice and Home Affairs in the cases of Moldova and Ukraine, we show that differences are explained by the significant impact of domestic factors, such as contested state identities and domestic political battles over foreign policy.

On Weak Limits and Unimodular Measures

In this thesis, the main objects of study are probability measures on the isomorphism classes of countable, connected rooted graphs. An important class of such measures is formed by unimodular measures, which satisfy a certain equation, sometimes referred to as the intrinsic mass transport principle. The so-called law of a finite graph is an example of a unimodular measure. We say that a measure is sustained by a countable graph if the set of rooted connected components of the graph has full measure. We demonstrate several new results involving sustained unimodular measures, and provide thorough arguments for known ones. In particular, we give a criterion for unimodularity on connected graphs, deduce that connected graphs sustain at most one unimodular measure, and prove that unimodular measures sustained by disconnected graphs are convex combinations. Furthermore, we discuss weak limits of laws of finite graphs, and construct counterexamples to seemingly reasonable conjectures.

Informal social security : a legal analysis

With the dawn of democracy, the South African social security system was in dire need of change. The right of access to social security was for the first time entrenched as a fundamental right in the 1995 Constitution. Since then, many changes have been effected to the present formal social security system, but these were mostly ad hoc and lacked a comprehensive approach. The past history of the country led to the exclusion of the majority of the population from formal social security protection. The excluded and marginalised had to rely on informal social security measures to provide social protection. This resulted in a system of co-existence between formal and informal social security. Although informal social security is increasingly recognised as part of the social security landscape, the role and importance of informal social security have largely been ignored in all reforms to improve the protective scope of the present social security system. The thesis aims to change this. Informal social security has been denied a rightful place in the South African social security landscape. The thesis recommends a model as to how the divide between formal and informal social security can be bridged. This model will, it is hoped, serve as a baseline for stimulating debate and generating new innovative ideas as to how to improve the present social security system in South Africa. / Jurisprudence / LLD

Childhood pedestrian mortality in Johannesburg, South Africa : magnitude, determinants and neighbourhood characteristics

Child pedestrian injury and mortality is an issue of significant public health concern in the city of Johannesburg, Gauteng, in South Africa. Since there is a paucity of studies in the last decade or more on fatal childhood traffic and non-traffic injuries in Johannesburg, this study aspires to address the disproportion in this domain of research, and provide more recent, and comprehensive empirical evidence over a ten-year period. The overarching aim of this study was to describe and examine the magnitude, circumstances, and neighbourhood characteristics of fatal pedestrian injuries among children (0-14 years) in Johannesburg for the period from 2001 to 2010. More specifically, the objectives of the study were: firstly, to provide a comprehensive epidemiological description of the magnitude, trends and occurrence of pedestrian mortality among children; secondly, to describe and examine the epidemiology of child pedestrian mortality in relation to children as motor vehicle passengers; thirdly, to describe and examine child pedestrian mortality in relation to non-traffic injuries, in particular, burns and drowning; and fourthly, to assess the influence of neighbourhood characteristics on child pedestrian mortality. The study conceptualised pedestrian road safety within an ecological systems framework. The study used quantitative descriptive, and multivariate logistic regression methods of analysis to examine child pedestrian mortality data. The study drew on data from the National Injury Mortality Surveillance System (NIMSS) and the Census 2001. The main findings indicated that black, male children aged 5 to 9 years (11.02/100 000) are the most vulnerable, and that mortality occurred predominantly during the afternoons and early evenings (12h00-16h00 and 16h00-21h00), over weekends, during school holidays, and to a lesser extent, during non-holiday months. In addition, neighbourhood characteristics that reflected concentrations of disadvantage, single female-headed households and residentially stable areas were associated with child pedestrian mortality. The study findings highlight the need for critical action in terms of investment in child pedestrian safety research, and appropriate prevention initiatives guided by stringent evidenced-based studies, and the design of safe pedestrian, vehicular and urban environments. / Psychology / D.Phil.
