Rural development and community participation in LesothoMonaheng, Tsitso 11 1900 (has links)
Rural development efforts in Third World countries often fail to meet the needs of
the most disadvantaged members of society. The priviledged continue to get a
disproportionate share of the fruits of development. This is so in spite of the fact
that development thinking has changed from the days when the poor were
expected to benefit from development through the "trickle down" effect. It is now
widely recognised that development should be focused on people in their local
communities (human development) and not on the economy per se.
To achieve this type of development requires an appropriate strategy of
development, and people's/community participation is such a strategy. People's
participation in development takes place through community based organisations.
The organisations faciiitate the development of the human potential of members.
This study investigates the conditions under which rural community participation
takes place in lesotho. The Thabana-Morena Integrated Rural Development Project
is used as a case study.
The first objective is to determine the appropriateness of the organisations through
which community participation was promoted in the project.
The second objective is to isolate the political and administrative factors which
affected participation in the project.
Thirdly, the study tries to identify factors at the village level which influenced
participation in the project.
Fourthly, the study evaluates the effectiveness of the project in experimenting with
participatory approaches, given that development projects are basically
mechanisms for testing the appropriateness of national policies before applying
them on a wide scale.
Finally, a set of principles is developed on the basis of which participatory
development can be facilitated. / Development Studies / D. Litt. et Phil. (Development Administration)

Směrnice o odpovědnosti za životní prostředí v souvislosti s prevencí a nápravou škod na životním prostředí a její provedení v právním řádu České republiky / Directive on environmental liability with regard to the prevention and remedying of environmental damage and transposition in the Czech legal systemJelínková, Petra January 2010 (has links)
The subject of my master thesis is the EU directive 2004/35 on environmental responsibility, prevention and damage redress, its implementation into the legal order of the Czech Republic and the potential impact of undue transposition of the directive. The first part of my thesis deals with the harmonization need in this area and with the directive itself. Following a brief introduction of the directive, I'm presenting an overview of its basic institutes and their legal form. I'm also making an effort at identifying possible shortcomings of the directive. The basic institutes of the directive include: key principles, the environmental damage itself, operational activity, responsibility mechanisms, financial safeguards and the administrative procedure to impose a preventive or a remedial provisions. The second part of my thesis deals with the theoretical aspects of appropriate implementation, such as the interpretation of the directive, a timely adoption of the transposition provisions, proper projection of the content of the directive, due form of the transposition provisions, the application of EU norms, the equivalence and effectiveness imperative and the internal Czech rules for the implementation of EU norms that have been laid down by the governmental provision Nr. 1304 (methodological directions). Úloha a možnosti nestátních neziskových organizací při řešení krizových situací a systém spolupráce mezi nimi a orgány krizového řízení / The role and options of nongovernmental nonprofit organizations in dealing with crisis situations and a system of cooperation between these organizations and emergency management.NĚMEC, Petr January 2012 (has links)
I chose the topic of my diploma thesis ?Role and Compass and Potential of Non-government Non-profit Organisations when Solving Crisis Situations and System of Co-operation between them and Bodies of Crisis Management? because I believe that non-profit organisations play a key role at providing help to people in distress. I pay high attention to the non-profit organisations which, within their compass, try to help people in distress. They attempt to mitigate the consequences of emergencies or crisis situations, which can affect any human being at any time. It was only when I started studying at the University of South Bohemia and when working for the police that I found out that the non-profit organisations which operate in the Czech Republic depend mainly on the grant policy, sponsorship and human approach of the people who are employed in these organisations or support them in whatever way. Having chosen the topic of my diploma thesis, I have tried to summarize and submit as much information for the readers of this paper to absorb as many data as possible on the non-profit organisations which work within the South-Bohemian region and are available when preparing and solving emergencies and crisis situations. I have made an attempt to describe their role, compass and employment at emergencies. The other objective of my thesis is to describe their communication within the Emergency Services and with the bodies of Crisis Management. The objective of my diploma thesis is to analyse the activities of non-government non-profit organisations when dealing with crisis situations and emergencies. Based on qualitative research, this goal was met. Nowadays, in the time of economic crises both in the Czech Republic and in the world, I must state that to secure funding, material and human resources, which would enable their workers to perform the activities given by their mission, represents for the non-profit organisations a superhuman task. The hypothesis that the system of co-operation of the bodies of Crisis Management and non-profit organisations is sufficient has been confirmed. The hypothesis that the activities of non-profit organisations when dealing with crisis situations and emergencies represent an important factor has been confirmed as well.

Multilateral agreements on the environment are generally characterized by their normative authority diminished because of the difficulties for states to ensure their effective implementation and efficiency. The non-compliance procedure, for the first time experienced by the Montreal Protocol on Substances that Deplete the Ozone Layer and extended since then, attempts to provide appropriate solutions to the peculiarities of this branch of public international law.The study of its development, its evolution and sophistication through its nature, its place and function and to determine whether this technique helps to strengthen executive authority of multilateral environmental agreements.
