Jacob Rheingantz e a Colônia de São Lourenço: da desconstrução de um mito à reconstrução de uma história

Esta premissa opõe-se ao posicionamento laudatório e pouco crítico da história oficial de São Lourenço do Sul sobre a colonização na região, especialmente no que tange à representação sobre Jacob Rheingantz. Através da recuperação de memórias não-oficiais e de documentos esquecidos, a dissertação traz à tona fatos que foram apagados da história, para que um herói fosse criado. A importância do homem, respaldado por escritores e pelo poder estabelecido local, através de diversas homenagens, transformaram Rheingantz em um modelo formador de condutas. Percebe-se no esquecimento proposital e no enaltecimento incondicional, uma intenção de manipulação do presente e de manutenção do status quo. A população, bombardeada por uma série de informações que atestam a grandiosidade do mito - seja nas escolas, nos livros ou nas / The German colonization in the Mountain Chain of Tapes, which began in 1858, from the society between Jacob Rheingantz and José Antônio de Oliveira Guimarães, did not occur in a pacific, patriarchal and ideal way. This premise goes against the little critic report of the official History of São Lourenço do Sul on the colonization of the region, especially regarding the representation about Jacob Rheingantz. Through the recovery of non-official memories as well as documents that have been forgotten, this dissertation brings to light facts erased from History, in order for a hero to be created. The importance of the citizen, supported by writers and the established local power through a lot of homage have made Rheingantz into a behavior-maker model. It is possible to observe, both through the on purpose forgetfulness and unconditional honoring, an intention of manipulation of the present and maintenance of the status quo. From this issue, seeks to highlight possible links between the mathematical modeling in practice and official curriculum documents, favorable to working with this methodology, providing theoretical support for teachers who have adopted, or plan to adopt, the mathematical modeling in their teaching practices, and are among some of the obstacles to this, the need to break the traditional way of how the curriculum is worked and, often, the non-acceptance of this methodology by the school community who does not realize immediately the potential of Mathematical Modeling. For the lifting of these joints the present work brings a discussion of the Mathematical Modeling in Mathematics Education, a brief description of the National Curriculum Parameters (PCN) and the draft of the Curriculum Common National Base (BNCC) of focused way to Mathematics discipline in final years of elementary school. Two practices with mathematical modeling, performed by the author, are also described, and finally, the joints identified between the mathematical modeling and the official curriculum documents, PCN and BNCC are listed from the three pillars that support the research: the theoretical framework on Mathematical Modeling; the official curriculum documents that were selected for this study, PCN and BNCC; and the two experiments with mathematical modeling reported. As a result of the interpretations of this research, it is clear that multiple joints can be listed among the Mathematical Modeling in practice and two official curriculum documents, PCN and BNCC, which are favorable to working with the methodology in question, and that the adoption of Mathematical Modeling for basic education teachers can enable an improvement in the teaching and learning of mathematics today, as legitimately proposals found in the NCP and BNCC. / Nesta dissertação é apresentada uma pesquisa norteada pela questão: Na prática, a Modelagem Matemática contempla pontos apresentados em propostas curriculares oficiais? A partir dessa questão, procura-se evidenciar possíveis articulações entre a Modelagem Matemática na prática e documentos curriculares oficiais, favoráveis ao trabalho com essa metodologia, oferecendo respaldo teórico para professores que adotam, ou pretendem adotar, a Modelagem Matemática em suas práticas docentes, e encontram, entre alguns dos obstáculos para isso, a necessidade de quebrar a forma tradicional de como o currículo é trabalhado e, muitas vezes, a não aceitação dessa metodologia por parte da comunidade escolar que não percebe de imediato as potencialidades da Modelagem Matemática. Para o levantamento destas articulações o presente trabalho traz uma abordagem sobre a Modelagem Matemática na Educação Matemática, uma breve descrição dos Parâmetros Curriculares Nacionais (PCN) e da versão preliminar da Base Nacional Comum Curricular (BNCC), de forma voltada à disciplina de Matemática nos anos finais do ensino fundamental. Duas práticas com a Modelagem Matemática, realizadas por este autor, também são descritas, e por fim, as articulações identificadas entre a Modelagem Matemática e os documentos curriculares oficiais, PCN e BNCC, são elencadas a partir dos três pilares que fundamentam a pesquisa: o referencial teórico sobre a Modelagem Matemática; os documentos curriculares oficiais que foram selecionados para este estudo, PCN e BNCC; e as duas experiências com a Modelagem Matemática relatadas. Como resultados das interpretações desta pesquisa, ficam evidentes que várias articulações podem ser elencadas entre a Modelagem Matemática na prática e os dois documentos curriculares oficiais, PCN e BNCC, sendo estas favoráveis ao trabalho com a metodologia em questão, e que a adoção da Modelagem Matemática, por professores da educação básica, pode possibilitar uma melhora no processo de ensino e de aprendizagem da Matemática na atualidade, correspondendo assim às propostas encontradas nos PCN e BNCC.

The role of the pilgrimages in Juazeiro do Norte stands out in this context, one of the indicators that converges towards a probable official canonization. This research is based on biographical and documentary sources in archives of the Center for Psychology of Religion in Juazeiro do Norte, and also in several duly cited authors. This work is composed of the identification and history of Padre Cícero Romão Batista, including the main characters without whom his story would not be the same. It then demonstrates the reasons both for the rupture of the Church, through its local representative in the past, and for reconciliation, a current cause made effective in 2015, and the possible canonization in the future. It is understood that reconciliation is the first step towards the canonization, since this is the opportunity to open the process for this purpose, following all the steps required and duly proven to be countersigned and come to fruition. / Nesta dissertação discorre-se sobre Cícero Romão Batista: da canonização popular à canonização oficial, e tem como objetivo principal analisar os conflitos internos e externos ao Catolicismo que contextualizaram tanto a ruptura da Igreja Católica com o Sacerdote à recente reconciliação (2015) para com ele, vislumbrando uma possível canonização. Destaca-se, nesse contexto, o papel das romarias em Juazeiro do Norte, o quanto dos indicadores que convergem para uma provável canonização oficial. Esta pesquisa tem embasamento em fontes biográficas e documentais, em arquivos do Centro de Psicologia da Religião de Juazeiro do Norte, e, também, em diversos autores devidamente citados. Este trabalho é composto pela identificação e histórico do Padre Cícero Romão Batista, incluindo os principais personagens, sem os quais sua história não seria a mesma. Em seguida, demonstra-se as razões tanto da ruptura da Igreja, por meio de seu representante local, no passado, quanto da reconciliação, causa atual efetivada em 2015 e a possível canonização no futuro. Entende-se que a reconciliação é o primeiro passo rumo à canonização, pois assim se tem a oportunidade de abrir o processo para esse fim, seguindo todas as etapas exigidas e devidamente comprovadas para que seja referendado e chegue ao bom termo.

L’objet du présent travail doctoral porte sur la relation intertextuelle sous-jacente aux récits de l’écrivain colombien, Juan Gabriel Vásquez, qui s’informe et enquête sur l’histoire de son pays pour remonter le passé et, par-là, proposer de nouvelles lectures de l’histoire officielle, de ses incertitudes et de la révélation de secrets sur quelques-uns des faits qui ont marqué les avancées et les reculs de la Colombie. En conséquence, cette recherche étudie et analyse cette relation à partir de la transtextualité, catégorie théorique exposée par Gérard Genette, afin de raisonner en profondeur sur les idéologies représentées dans les nouvelles « officielles » de cet auteur et sur l’affleurement de la mémoire historique, ainsi que sur d’autres récits autour desquels émergent des expériences propres et d’autrui, et même des éléments inattendus, susceptibles d’enclencher de nouvelles recherches. Juan Gabriel Vásquez ourdit ses romans à partir d’un amalgame d’idéologies comme la politique, la violence, l’histoire officielle, le legs culturel et l’histoire littéraire de la Colombie, ce avec quoi il recrée un devenir significatif et identitaire de l’histoire de la Colombie, contribuant ainsi à la construction scénique du pays, fragmentée et décomposée en plusieurs périodes de développement par l’application de fausses idées de croissance et de pacification qui n’ont jamais eu lieu. La recherche fournit un apport aux études littéraires de la Nation et sur l’écrivain colombien qui, peu à peu, est reconnu dans le domaine littéraire international. / The focus of this this doctoral work is to study the intertextual relationship, in the narrative of the Colombian writer, Juan Gabriel Vásquez. In his narrative he explores and researches about the history of his country in order to inquire on the past and with it. He proposes new readings in relation to the official history, its uncertainties and the unveiling of secrets about some facts that defined the progress or regression of Colombia. Therefore, this research studies and analyzes this relationship from the transtextuality theory exposed by Gerard Genette to reflect deeply on the ideologies represented in the "official" novels of this author, and the appearance of historical memory. As well as other types of narratives in which, own and others experiences appear, bringing unexpected elements to explore new studies. Juan Gabriel Vásquez weaves his novels from a combination of ideologies as politics, violence, the official history, and the cultural legacy, and the literary history of Colombia. He recreates meaningful events about Colombian history, supporting the scenic construction of the country, fragmented and separated into several periods of its development by the application of false ideas of growth and pacification, which have not occurred.The research contributes to the literary studies of the nation as well as to the Colombian writer, who is recognized in the literary international area little by little.

Framing the Water Challenge : Multilateral donor policies for water supply and sanitation 1960-2005

Opinions on what is best way to provide more people in low income countries with adequate water and sanitation services have changed over time. A recent policy paradigm suggests that private companies should be involved in WSS service provision to improve the situation for those in need. This study looks at how issues of water supply and sanitation (WSS) have been confronted by the international donor community and how strategies to improve performance in this sector have changed from the early 1970’s up until today. The evolution of ideas and strategies are linked to overall development policies in order to better understand the forces that have shaped policy redirections in the sector. In addition, the case study of Ghana gives a preliminary picture of how donor policies have been played out in a national context. The concept of problem frames is used as an analytical tool in order to highlight how ideas change and replace each other but also to illustrate how problem frames are becoming more inclusive as new knowledge and experiences are gained. The study finds that while hardware knowledge such as engineering skills were put at the forefront to begin with, software matters such as capacity building and appropriate management of the sector gained increased attention with time. As the water challenge becomes increasingly framed as a matter of managing scarcity, the economic value of water is emphasized and private sector participation is promoted on a larger scale. With time the cross sectoral nature of the WSS issue gains increased attention as its overall impact on poverty reduction and environmental sustainability is emphasized. This holistic approach also contributes to an increased emphasis on sanitation as important to sustainable WSS systems and services. The case study of Ghana shows that all in all, institutional change within the Ghanaian WSS sector during the post independence era, mirror international policy trends. Power is moving out from the state in different directions and responsibilities are gradually hived off from the central organization to local authorities or other agencies working on specific issues. Subsidies on water tariffs are abolished and at the end of the period the private sector is also invited to act in the sector. However, recent trends indicate that as democracy deepens and civil society is growing stronger this also effects policy development in the Ghanaian WSS sector.

O estudo de impressos direcionados para professores, publicados pelos órgãos oficiais de Educação, contendo sugestões sobre os modos de fazer em sala de aula, constituindo uma literatura cinzenta escolar, aparecem como um instrumento eficaz para o aprofundamento dos estudos da História da Educação Matemática no Brasil e das relações entre programas, conteúdos e práticas escolares. Diante disso, o objetivo da tese foi problematizar de que modo foram construídas as propostas de alterações metodológicas para o ensino do número nas séries iniciais do Ensino Fundamental, no período entre 1961 e 1979, de modo a tentar compreender como foram produzidas as representações de ensino moderno, fundamentadas no ideário do Movimento da Matemática Moderna (MMM), nas publicações das Secretarias de Educação de São Paulo. E também, os modos de produção desses modelos, ou seja, a transformação na representação didático-pedagógica do conceito de número, no período analisado, nas orientações publicadas. Ainda, mais especificamente, busca-se entender como ocorre a apropriação dos estudos de Zoltan Paul Dienes nesses impressos. Acredito que o estudo que explore o diálogo entre passado e presente, que procura compreender as condições que permitiram a produção das representações sobre como ensinar e aprender Matemática pode subsidiar as problematizações diárias sobre a prática e possíveis novas propostas. Isso implica seguir e procurar desvendar os processos de apropriação utilizados pelos elaboradores das publicações, além de procurar caracterizar e diferenciar o MMM no ensino primário. O período histórico da pesquisa foi determinado pelas fontes selecionadas, após um levantamento das publicações existentes (Implantação da escola municipal de oito anos, de 1969, e os quatro volumes do Manual de Detalhamento de Currículo de 1974, 1976, 1977 e 1979, na memória técnica documental do Município de São Paulo e no Arquivo Pessoal Lucília Bechara Sanchez. A opção por essas fontes relaciona-se ao reconhecimento do valor atribuído às publicações no subsídio de professores para as mudanças, num período de expansão e criação dos sistemas de ensino no Brasil, com transformações na estrutura, no funcionamento, nos programas e no currículo de Matemática, de acordo com as normativas impostas pelas LDB 4.024/1961 e LDB 5.672/1971. Para complementar a análise, foi necessário problematizar as dificuldades do trabalho com essa literatura cinzenta escolar como fonte. A escassez de pesquisas que as utilizam pode ser explicada pela profusão desses textos, que, apesar de emanados de um mesmo órgão público, têm fases diferentes, consoante com os grupos que os produziram. Na articulação das questões, fiz uso da abordagem da história cultural e me apoiei nos conceitos de representação, apropriação e estratégias, postas por Chartier (1991) e Certeau (1982). Concluí que, no período estudado, as publicações produzidas pelas Secretarias foram utilizadas como estratégia de reformulação curricular e divulgação para implementar as novas diretivas para o ensino de Aritmética na escola primária paulista, adequando-se às recomendações dos novos campos da psicologia e da didática. A pesquisa ainda assinalou que a apropriação das ideias de Zoltan Dienes, defendendo uma abordagem estruturalista para a Matemática, produziu grandes reformulações na didática da Matemática, ressignificando o quê, como e pra quem ensinar. / The study of papers targeted to teachers, published by the official agencies of Education, containing suggestions on how to do in the classroom, making up a blurry school literature, appear as an effective instrument for deepening the studies of Mathematics Education History in Brazil and the relationships between programs, contents and school practices. Given the importance of these papers, this thesis aims to discuss how the proposals of methodological changes to the teaching of numbers in the early grades of elementary school were built. I want to understand how the representations were made of \"modern education\" based on the ideals of MMM, in the publications of the Departments of Education of Sao Paulo and the ways of production of these models. What transformation does the didactic teaching go through on the concept of number in the analyzed period through the guidelines published to the teachers by the Education Department? And more specifically, what reveals the papers of the Education Departments in terms of ownership of the studies conducted by Zoltan Paul Dienes? I believe that the questioning about what it was like to teach arithmetic and the methods suggested for this teaching in the initial grades may contribute to the understanding of the process of learning mathematics and how this process influenced - and continues to influence - the teaching of mathematics in the current educational context. The historical period of the research was determined by selected sources, after a survey of the existing publications (Implementation of the eight year municipal school, of 1969, and the four volumes of the MDC, of 1974, 1976, 1977 and 1979) in the Document Technical Memory of São Paulo and APLB. The choice of these sources is related to the recognition of the value assigned to the publications in the supplies of teachers for changes in a period of expansion and creation of educational systems in Brazil, with changes in the structure, operations, programs and in the Mathematics curriculum in accordance with the regulations imposed by BDL 4024/61 and BDL 5672/71. The work also included the comparison between publications with LDB/61 and the LDB/71, considering the place where the production of the official papers was held and the everyday of the production process, their dynamics and backstage. In order to complement the analysis, it was necessary to discuss the difficulties of working with this blurry school literature as a source. In articulating the issues, I use the approach of cultural history and lean against the concepts of representation, ownership and strategies put by Chartier (1991) and Certeau (1982). I conclude that during the studied period, the publications produced by the Departments of Education were used as a strategy adapting to the recommendations of the new fields of psychology and didactics. The survey also noted that ownership of the ideas of Zoltan Dienes, advocating a structuralist approach to mathematics, produced major reformulations in mathematics didactics, giving new meaning to teaching, how to teach and for whom to teach.

Le curé au prétoire : justice écclésiastique et développement de l'idéal sacerdotal tridentin dans le diocèse de Beauvais au XVIIe siècle

Cette thèse étudie un volet méconnu de la réforme catholique. Grâce à l’étude d’un peu moins de 200 procédures judiciaires instruites par la justice ecclésiastique au XVIIe siècle à l’encontre de curés déviants du diocèse de Beauvais, notre recherche entend appréhender le rôle du tribunal ecclésiastique (l’officialité) dans le processus de disciplinement du clergé paroissial. Organisée en trois parties (« Les siècles des désordres » ; « Le curé délinquant dans son milieu paroissial » ; « Le curé délinquant face à ses juges »), la thèse démontre que, loin d’être marginalisée, l’officialité diocésaine de Beauvais parvient à maintenir ses prérogatives sur les prêtres, sans voir son champ de compétences contesté par les juridictions laïques. La justice de l’évêque fonctionne le plus souvent selon les mêmes principes que la justice royale, en cherchant plus à concilier et à réformer qu’à punir. La sentence de l’official, toujours lourde, n’est finalement prononcée que lorsque le curé a prouvé qu’il était incapable de s’amender malgré de multiples rappels à l’ordre. Les curés délinquants ayant maille à partir avec la justice épiscopale ont un profil particulier. Issus des milieux les moins défavorisés, formés « sur le tas », ils sont très souvent originaires d’un diocèse étranger et appartiennent tous – ou presque – aux générations antérieures à la mise en place du séminaire diocésain. Grâce à des soutiens nombreux et variés dans leur paroisse, les curés aux mœurs dissolues parviennent à se maintenir dans leur cure pendant de longues années avant que les scandales ne provoquent leur disgrâce. La vie religieuse de la paroisse n’est pas fortement perturbée par l’inconduite du curé comme le montrent les registres paroissiaux, les fonds des fabriques et les dossiers de paroisses. Contrairement aux discours alarmants tenus par certains plaignants, les ouailles ne se détournent pas de l’église à la suite des scandales et ne remettent pas en cause la validité des sacrements administrés par le curé. / This dissertation examines a little known part of the Catholic reformation. Thanks to the study of not less than 200 cases against deviant priests investigated by ecclesiastical courts in the diocese of Beauvais in the XVIIth century, our research tries to understand the part played by ecclesiastical courts (i.e. « officialités ») in the process of controlling parish priests. This dissertation is divided into three parts – « The Centuries of Disorders », « The Delinquent Priest in his Parish » and « The Delinquent Priest in Court » - and shows that, far from being marginalised, the Beauvais ecclesiastical court succeeds in keeping its prerogatives over priests without seeing its sphere of competence challenged by secular courts. Most of the time, the bishop’s judicial decisions work according to the same principles as the King’s, trying to reconcile and reform rather than to punish. The sentence of the judicial vicar (the « officialis ») is always severe and eventually only handed down when the priest showed he was unable to mend his ways in spite of numerous warnings. The deliquent priests who are at odds with the bishop’s justice have a distinctive profile. They come from the least underprivileged backgrounds, they were trained « on the job », they often come from a foreign diocese and all, or almost all, belong to generations living before the setting up of diocesan seminaries. Thanks to multitudinous and varied support from their parish, the morally depraved priests manage to remain in the place for many years before scandals cause them fall into disfavour. The religious life in the area is not greatly disturbed by the misbehaviour of the priest as the parish records and files as well as the mill resources show. Unlike the alarming speech of some plaintiffs, the flock doesn’t turn away from the Church after the scandals nor questions the validity of the sacraments administered by the priest.

隨著經濟穩定發展,使得公共事務日益繁雜,導致政府的職能與角色備受關注。而政府職能的推動與落實,公務人員著實扮演著重要而且關鍵的角色,透過考選的制度,對應試人員作智能的鑑別,視其優劣以為任用之依據,並考量其所具有的專業能力,一直是政府在施政上的重要議題。 公務人員考選制度從舉辦考試的報名書表開始,經過應考資格的審查、彌封作業、闈場作業、場務作業、考試作業、應考人提出試題疑義作業、卷務作業、成績評閱作業到成績放榜作業、應考人申請成績複查考成績處理及不服成績評定而進行之訴願,行政訴訟等都是考選制度之重要環結。本研究從行政法之公平原則角度將考選制度分為三部分略為探討: 一.事前部分:應考資格審查部分及體格檢查標準部分-即從現行各種考試之應考資格及體檢標準規定先敘明,再以行政法之公平原則-平等原則、比例原則、依法行政原則及正當法律程序原則,再加以分析其訂定各種應考資格及體檢標準之公平性與否。 二.事中部分:典試機關之命題,試題疑義部分及評閱部分-敘明目前法令之規定與實際執行情形,若與法令有所違背,是否有改進之處。 三.事後部分:複查制度部分與行政救濟部分-探討考生對於因試務機關行政疏失之補救之道,以個別案例歸納目前救濟制度之執行情形,並提出可改進之道。 本文盼藉著行政法制之公平原則分析我國現行考選制度之優缺點與改進之道,以建立健全,公平,合理之國家考試制度,冀能維人事制度之健全及人事行政工作之正常運作。

中國智庫角色與功能之研究 / The roles and functions of Chinese think tanks

中國被稱為是一個已崛起的世界大國已是不爭的事實。然而為何中國會迅速崛起,除了外在因素的配合外,最重要還是要歸功於鄧小平實施「改革開放」以來,社會知識增長,經濟蓬勃發展的緣故,其中中國政府高層對智庫及學者、專家的重視,使各項政策的出臺,在合理性、周延性、可操作性與前瞻性上大為提高應為重要成因。 毛澤東當政時期智庫幾乎不存在(尤其是文革時期)。鄧小平掌權後重建一些舊有研究機構,並陸續成立新的研究機構,是為中國現代智庫發展之濫觴。近30年來,中國官方智庫蓬勃發展,而民間智庫(尤其是政治、外交、軍事方面)卻因受政治環境的影響,出現巨大起伏變化,其後續發展值得觀察。 中國官方智庫扮演的角色頗多,與美國等西方智庫比較,其中擔任政府政策宣傳者的角色,以及作為情報機關的掩護機構,較為特殊,另外部份官方智庫已成為政府與外國「二軌」對話之主要管道。在功能上,由於中國由落後中崛起,故其發揮之功能頗為顯著,至於「旋轉門」及儲備與提供高層官員人才二項功能,由於中國遴選人才制度的關係,目前發揮有限,惟未來可望逐漸提升。 由於政治制度的不同,中國智庫相較於西方,有以下三點差異,第一、高度的壟斷性,面對民間智庫的競爭相對較少;第二、經費來源單一、量少;第三、可透過一種屬於常態卻「非正規」管道直接提供高層政策建議,發揮其影響力。 中國民間智庫因為法律註冊問題及政治信任問題,生存發展遭受挫折,針對中國特有的政治環境,吾人以為中國智庫未來可能出現以下的發展走向:一、續將部份官方研究機構改為民間(或半官方)智庫,二、調整法律註冊方式,開放民眾成立真正民間智庫。 / China, being called a rising world strong power, is an indisputable fact.Why can China rise rapidly? Apart from external factors to support its development, the most important internal factor is the social and economical grows due to the “reform and opening” policy of Deng Xiaoping. With consulting to think tanks, scholars and experts, Chinese government carry out national policy in a more rational, compre- hensive, feasible, far-sighted way. One could hardly find a think tank in Mao’s period (especially during the Cultural Revolution). After Deng came to power, he reconstructed some research institutions and established new ones, which became Chinese modern think tanks later on. China's official think tanks have acted vigorously for nearly 30 years. However, the non-official think tanks (especially in the areas of politics, diplomacy, and military) have gone through huge ups and downs with the changing of political environment. The subsequent development of the think tanks needs to be watched closely. Compared with think tanks in the West, China's official think tanks play multiple roles. They not only serve as media for government propaganda, but also act as fronts for intelligence agencies. Further- more, some of the official think tanks have served as the "dual-track" channels to communicate with foreign governments. Think tanks play important roles for China’s development in recent years. Their func- tions, however, as a “revolving door” and human power providers, are still limited. It is expected that above situation will change gradually. There are at least three differences between Chinese think tanks and the western ones. First, a high degree of monopoly- there is little competition from non-official think tanks. Second, they have a single and limited source of funding. Third, they provide policy suggestions to the government officers through normal, but "informal" channels. It is difficult to register as a “think tank” in China. Even a think tank can register legally; it’s still hard to get political trust from the government. This thesis finds that there are two possibilities for the development of Chinese think tanks in the future. First, Chinese government will transfer the government research institutes to non-official (or semi-official) think tanks. Second, Chinese government will amend the law to allow the public to set up non-official think tanks.

Framing the Water Challenge : Multilateral donor policies for water supply and sanitation 1960-2005

<p>Opinions on what is best way to provide more people in low income countries with adequate water and sanitation services have changed over time. A recent policy paradigm suggests that private companies should be involved in WSS service provision to improve the situation for those in need.</p><p>This study looks at how issues of water supply and sanitation (WSS) have been confronted by the international donor community and how strategies to improve performance in this sector have changed from the early 1970’s up until today. The evolution of ideas and strategies are linked to overall development policies in order to better understand the forces that have shaped policy redirections in the sector. In addition, the case study of Ghana gives a preliminary picture of how donor policies have been played out in a national context. The concept of problem frames is used as an analytical tool in order to highlight how ideas change and replace each other but also to illustrate how problem frames are becoming more inclusive as new knowledge and experiences are gained.</p><p>The study finds that while hardware knowledge such as engineering skills were put at the forefront to begin with, software matters such as capacity building and appropriate management of the sector gained increased attention with time. As the water challenge becomes increasingly framed as a matter of managing scarcity, the economic value of water is emphasized and private sector participation is promoted on a larger scale. With time the cross sectoral nature of the WSS issue gains increased attention as its overall impact on poverty reduction and environmental sustainability is emphasized. This holistic approach also contributes to an increased emphasis on sanitation as important to sustainable WSS systems and services.</p><p>The case study of Ghana shows that all in all, institutional change within the Ghanaian WSS sector during the post independence era, mirror international policy trends. Power is moving out from the state in different directions and responsibilities are gradually hived off from the central organization to local authorities or other agencies working on specific issues. Subsidies on water tariffs are abolished and at the end of the period the private sector is also invited to act in the sector. However, recent trends indicate that as democracy deepens and civil society is growing stronger this also effects policy development in the Ghanaian WSS sector.</p>
