A study on the strategic of public-private partnership in tourism development in Kaohsiung City

Over a decade, the Kaohsiung city experienced the test of globalization and also competed with other cities. Its main industrial structure has changed from heavy industry to service one. The adjustment of industry structure and the improvement scheme of improving unemployment rate were both facing stern challenges. All this time, the Urban Spotlight and the Lover River has been noticed. Under such circumstances of globalization, Kaohsiung city government may not have the opportunities to develop various kinds of industries. However, tourism industry did not catch the eye too much. The Tourism Bureau of R.O.C. kept marketing the medium and long-term of tourism plan and tried to promote the tourism industry, however, Kaohsiung City owned the strength of two international harbors but not the tourism industry. This study aimed to disscuss the public-private partnership of Kaohsiung city and wish the Kaohsiung City Government could value the importance of public-private partnership on developing the tourism industry. This study utilized the structure of public-private partnership theories and related researches of tourism development under the public-private partnership. Afterwards take the cases of tourism development under the public-private partnership in Hualian County, Taiwan and Edinburg, Scotland and Sendai City, Japan for analyzing. Finally, find out how to developd tourism industry with private sector by utilizing the In-depth interview method. The following findings were discovered: 1. The lack of parking lot and environmental hygiene problem show not only the industry economic issue but also the basic infrastructure of livelihood. 2. Local government needs to consider the overall advantage and generalize the direction of tourism policy. By the contact and collaboration with private tourism sector to establish the strategy and find out the best way to develop the regional distinctive tourism industry. About the private partnership strategy: 1.In tradition, public sector controls most of resources in the regional economic activities and its strategy plan affects the regional economy development. The Kaohsiung City Government should strengthen the public-private partnership system and follow the example of other countries to unite the private sector by adopting a bottom-to-top way. Thus, it would be more creative in the tourism industry. Moreover, it is important to establish a committee by integrating the travel unions and tourism associations. 2.Further integrating the private tourism resources, such as unique local tourism, ecotourism and culture tourism in order to expand the market and the range of public-private partnership.

Under Russia and China strategic partnership, China tries to obtain ¡§long term promises¡¨ and ¡§Pipeline Corporation¡¨ from Russia in oil diplomacy. There are several findings in this article: 1. International oil prices are important to China¡¦s oil diplomacy with Russia. 2.China¡¦s oil diplomacy with Russia includes geop olitcs and diversification. 3. Due to economic development, China needs long term oil supply contract. Putin did not prove this contract. 4. Because of navel and air forces are not strong enough, China develops oil pipeline to protect oil security.

The Interaction between Japanese Government and NPOs in the New Period:Legal Regulation and Institutional Changes

After the 1990s, Japan has been deeply influenced by international trends as well as its own political and economic development. With the traditional Tenno system, Japan confronted the rapid rise and impact of the civilians' social consciousness. The change can be observed and traced back to the period after the Great Hanshin earthquake in 1995, when a volunteering civic engagement started automatically and later spread up the realization and implementation of the Non-Profit Organizations (NPO) Act. Based on my observations regarding legal regulations and institutional changes , this dissertation constructs a society-centered theory to explore and to analyze the relationship between the Japanese government and NPOs during the new period. This dissertation also seeks to explain how civic social ideologies developed and promoted the NPO Act and the establishment of the new JICA. In order to be more precise on the topic, I examine the change and the development by dividing the progress into ¡§traditional period¡¨ and ¡§new period¡¨ with after the cold war in the 1990s. On reviewing the changes of patterns and features of the development, I study the new interactive modes between state and society. The emphasis of this study is to show how Japan accelerated the NPO and ODA legal regulation and institutional changes. Furthermore, the study discusses how, the unique and new type of intermediate organizations, that support NPOs, developed after the execution of the NPO Act, and how those agencies provided local governments with NPOs cooperative partnership. In addition, this dissertation uses the platform of NPO Center of Chiba Prefecture as a case study, to analyze how to effectively combine members to spread the idea of ¡§NPO Prefecture,¡¨ and how to reorganize the system of new JICA in order to adopt outward environment and inward NPO participation. In other words, by demonstrating this new mode of cooperative partnership, the study expects to provide scholars with a reference of relative subjects and hopes to support the development of civil society in the developing countries.

As a consequence of globalization and liberalization on trade, transnational economic activities have interacted massively and vigorously. Opening of trading market has generally brought greater opportunities to domestic logistics/transportation operation industry, but accompanied with fierce direct competition with international players as well. In recent years, mega overseas air cargo transportation companies provide the consumers with more diverse and integrated services through strategic alliances and acquisition of smaller players. However, it squeezes and threatens the existence of domestic international air cargo transportation companies severely. Thus, ¡§The International Air Cargo Transportation Industry Alliance¡¨ was established by domestic players in Taiwan in an attempt to counter the threat and to impel themselves into a more internationalized player on the stage of air cargo transportation. The main purpose of this research is to discuss the influence factors of the willingness of forming of strategic alliances by Taiwanese air cargo transportation companies and to generalize an objective conclusion. Furthermore, it offers some suggestions on the development of the strategic alliances of the domestic international air cargo transportation industry.

Factors Affecting Knowledge Transfer ¡X A Study on Information System Development

Knowledge transfer is an interaction between knowledge receiver and provider. They acquire new knowledge through all kinds of media during this process. Furthermore, they assimilate, develop, innovate, and apply it. When there is some knowledge lacked inside an organization, there will be a knowledge gap. In order to bridge the knowledge gap, they need to obtain external knowledge through knowledge transfer. Knowledge transfer is the most important and difficult one in all of the knowledge management issues. The study is to analyze the important factors, which influence knowledge transfer by probing into the process of information system development. This study develops based on the research of Harald et al. (2002). Three contexts of constructs influencing knowledge transfer were induced: (1) domain knowledge dimension, including tacitness, complexity, and specificity, (2) system development team dimension, including system development experience and the degree of domain knowledge understanding, (3) partnership quality, including trust, mutual understanding, benefit and risk sharing, and commit. This study focuses on these three constructs to find the impacts on knowledge transfer performance. This study tested the impact of knowledge transfer on ISD performance, and analyzed the critical factors influencing inter-team knowledge transfer through empirical survey. And the samples are the members of domestic system development teams. The research result reveals that knowledge transfer performance has significant impact on system development performance. On the other hand, partnership quality has the most impact on knowledge transfer performance and system development experience is the next. Furthermore, ISD performance is affected by partnership quality, too. This result will provide a different point of view of ISD, which can guide teams to produce more successful systems from the knowledge management perspective.

A Study on Supervision and Administration of Private Participation in Major Transportation Facilities ¡Ðthe Case of Kaohsiung Mass Rapid Transit¡Ð

It is been an international trend to introduce the private participation ideas to improve the public service quality. Based on the most concerned issues, such as quality and cost, in the construction and operations phases, the private sector plays an important part in major transportation projects. It is important that the government and private sectors works together to promote construction of infrastructure. It is common to implement the BOT approach to the public major construction project. The BOT approach,which needs the cooperation of both government and private sector, is often implemented in the major construction projects. Unfortunately, due to lots of abuses and corruption happened in the process recently, both of them have to face not only challenges by public but also integrity in every government employee. We find out this is very controversial for the Kaohsiung Mass Rapid Transit project, the most media criticized. That is the reason we the KMRT project is chosen as an example for the study on the private participation in the major government projects. It is necessary to establish a mechanism to control the government and the private sector to balance both benefits. The study will focus on the supervision and management of the administration of government to the private sectors, participating in the major transportation projects. The aim of investigation is to establish the optimal supervision and control operation model based on the maximum participation of private sector and the interest of government. The supervision and control operation model and the project progress in BOT management must according to the rules:standard operation procedures, a robust financial audit system, responsible supervision and management mechanism, and a good partnership of both parties. Therefore, the mechanism has an important function, which reflects effectiveness, efficiency, profit, prevent from abuses, response, and prospects. The study is based on documentation, information research, case study, and suggestions from: Laws and regulations: avoidance of old law and review and modification of new law. System: establishment of audit management meeting and implementation of contract fulfillment management mechanism. Practice: evaluation of planning and the feasibility study, establishment of fair and open selection process, the evaluation of the implementation ability of the private sector, the fair risk sharing in concessionary contract and the enhancement of the management operation.

Approach to the Influencing Factors of Partnership in E-Marketplace Abstract In light of the inter-dependency between emerging technology and inter-organizational relationship, an initial research framework is built upon the spirit of Adaptive Structuration Theory. This research aims to explore the influencing factors of three-phased partnership in e-marketplace. As a result, through literature review and expert interview, the framework is verified and presented as the research model. An empirical study is conducted to verify the research model. Through literature review, expert depth interview and questionnaire survey, the viewpoints from practical experts, leading companies in IT industry, and management level are generalized. The forecast of prospective relationship style of partnership in e-marketplace is also constructed in this study. By means of the comparison among those surveyed groups, the common points are explored, as well as the differences.
