Socio-cultural viability of international intervention in war-torn societies : a case study of Bosnia Herzegovina

<p>This dissertation explores the ‘socio-cultural dilemma’ facing international peacebuilders in war-torn societies through a case study of the post-conflict process in Bosnia and Herzegovina. This is done with the help of a typological approach of the grid-group Cultural Theory framework, which defines four social solidarities – or ideal type cultures – of individualism, egalitarianism, fatalism and hierarchy. A central argument in the thesis is that international intervention is culturally individualistic and/or egalitarian, thus socio-culturally unviable in war-torn societies, which are usually dominated by hierarchical and fatalist social solidarities.</p><p>This underlying socio-cultural conflict is used to trace the Bosnian post-war process, where the relationship between the managing international institution – the Office of the High Representative of the International Community – and the local nationalist elites repeatedly changed in response to the failure of international policies to produce the desired result, namely broad socio-cultural change in the local politics and society. Four different periods in the process are identified: 1) ’economic conditionality’, 2) ‘Bonn Powers’, 3) ‘the concept of ownership’ and 4) ‘Euro-Atlantic integration’. Each period is defined by different culturally biased policies, supported by corresponding social relations and strategic behaviours.</p><p>The individualistic and egalitarian biased approaches usually resulted in failures, as they were not viable in the local socio-cultural context. After adapting to the local context, new viable approaches produced results in specific policy areas, but at the cost of unwanted side-effects in the form of reinforcement of dominant social solidarities. The result was therefore contrary to the broad goal of the process, which was to transform the local political culture.</p><p>In other words, the defining and re-defining of the OHR’s role in the Bosnian process was a consequence of the dilemma of having to make an unsatisfactory choice: either to adapt to the way the political game is played in the Bosnian socio-cultural context in order to achieve effectiveness in the policy process, or to stay true to the peacebuilders’ own cultural biases and attempt to change the local socio-cultural accordingly. In essence, it is argued, this is the socio-cultural viability dilemma that is inherent in international peacebuilding.</p><p>In unveiling of the socio-cultural viability dilemma, the dissertation explores central problems in the Bosnian post-conflict process. It provides a credible explanation to a number of hitherto unexplained difficulties and paradoxes experienced in Bosnia. It concludes that the international intervention in this particular case was neither a success story nor a failure per se, but one which failed to properly address the dilemma of socio-cultural viability. The key conclusions regarding peacebuilding in general are that there should be a greater under¬¬standing of socio-cultural issues in peacebuilding in order to better manage the socio-cultural viability dilemma. Practically, this means that international peacebuilders need to adapt to local context and strive towards the goal of local ownership of the process. The aim should be to make the intervention as viable as possible, as quickly as possible, to boldly implement policies that promote changes in the local socio-cultural context, and to withdraw only after the necessary conditions for local ownership are in place.</p>

Inclusion in Peacebuilding Education: Discussion of Diversity and Conflict as Learning Opportunities for Immigrant Students

Ethnocultural minority immigrant students carry diverse histories, perspectives, and experiences, which can serve as resources for critical reflection and discussion about social conflicts. Inclusion of diverse students’ identities in the curriculum requires acknowledgement and open discussion of diversity and conflictual issues. In democratic peacebuilding education, diverse students are encouraged to express divergent points of view in open, inclusive dialogue. This ethnographic study with a critical perspective examined how three teachers in urban public elementary school classrooms with ethnocultural minority first- and second-generation immigrant students (aged 9 to 13) implemented different kinds of curriculum content and pedagogy, and how those pedagogies facilitated or impeded inclusive democratic experiences for various students. In these classrooms, peers and teachers shared similar and different cultural backgrounds and migration histories. Data included 110 classroom observations of three teachers and 75 ethnocultural minority students, six interviews with three teachers, 29 group interviews with 53 students, document analysis of ungraded student work and teachers’ planning materials, and a personal journal. Results showed how diverse students experienced and responded to implemented curriculum: when content was explicitly linked to students’ identities and experiences, opportunities for democratic peacebuilding inclusion increased. Dialogic pedagogical processes that encouraged cooperation among students strengthened the class community and invited constructive conflict education. The implicit and explicit curriculum implemented in these three diverse classrooms also shaped how students interpreted democracy in the context of multiculturalism in Canada. Teaching students as though they were all the same, and teaching curriculum content as if it were neutral and uncontestable, did not create equitable social relations. Explicit attention to conflict provided opportunities to uncover the hidden curriculum and to acknowledge structures of power and domination, creating space for development of critical consciousness. Thus culturally relevant curricula and democratic learning opportunities encouraged social and academic engagement and resulted in the inclusion of a wider range of diverse students’ voices.

The journey from intergroup emnity to peaceful conflict handling : peacebuilding experiences of local NGOs in the former Yugoslavia : multiple approaches for undermining intergroup animosities and dealing with differences

Classical approaches to conflict resolution assume that inducing conflict parties to analyse conflict constellations precipitates that the disputants recognise mutually shared needs or interests. Partially in critical reaction towards this assumption, a more recently emerging approach envisages setting up a communicative framework within which the conflict parties are supposed to harmonise their conceptualisations of the conflict. This dissertation, in contrast, argues that work within the frameworks of these classes of approaches is impolitic as long as war-related hostilities stay intact, since conflict parties which see the existence of the adversary as the core of the problem are unlikely to engage in a process of open communication or open analysis, so that trustbuilding is a sine qua non. Practice experiences of local NGOs in the former Yugoslavia suggest that the following activities can be conducive to trustbuilding: 1) supporting exchanges on personalising information, so that the internal heterogeneity of the opponent's group is rendered visible; 2) bringing intergroup iii commonalities to the foreground, either through cooperation on shared aspirations, or by unearthing interpersonal overlaps e.g. common feelings, values, and war-related experiences; 3) undermining the imagination of the own side's moral superiority by fostering the recognition of crimes and suffering inflicted by the own side. For those cultural and religious differences which persist after basic trustbuilding, a contingency approach is proposed: 1) Fostering the exploration of commonalities and differences; 2) If disagreements remain despite a better basic understanding, tolerance of these difference can be based on a better understanding of the values' background, and on an acceptance of differing beliefs as equal in valence; 3) Supporting the discovery of joint values to raise awareness for options of cohabitation with differences; disagreements which cannot be solved might be continued within an accepted communicative framework based on these shared values.

Efficacité des programmes de reconstruction dans les sociétés post-conflictuelles

Le but de la thèse est d'apprécier l'efficacité des programmes de reconstruction destinés à assurer le redressement économique de pays sortant de guerre civile depuis la fin de la Guerre froide. Du point de vue de la méthode, cette efficacité est évaluée à la fois par la pertinence du contenu et de l'organisation de ces programmes aux caractéristiques des économies post-conflictuelles, et par une évaluation de leur performance au vu d'indicateurs de redressement spécifiques à ces contextes. Les causes économiques des conflits et le fonctionnement d'une économie de guerre sont analysés dans la mesure ils conditionnent le passage à une économie de paix (chapitres 1 à 4). Une approche en termes d'économie politique (Stewart, Fitzgerald) recoupant inégalités horizontales et verticales et complétée par celle d'Amartya Sen contribue à rendre compte des spécificités de ce type de contexte que la théorie néoclassique ne permet pas d'appréhender. L'approche en termes de moyens d'existence (Chambers et Conway), de vulnérabilité due au contexte (Collinson) et d'économie institutionnelle donnent un cadre théorique cohérent pour cerner les caractéristiques économiques des sociétés post-conflictuelles (chapitres 5 à 7) et permettent d'identifier des facteurs bloquant ou de ralentissement du processus de redressement économique. L'étude de la configuration des programmes de reconstruction fait apparaître une prolifération d'acteurs aux logiques différentes, peu coordonnés et formant une administration de substitution non alignée dans un État fragile (chapitre 8). Le rapprochement entre programme et caractéristiques observées permet alors de procéder à l'évaluation de l'efficacité des programmes (chapitre 9). L'évaluation quantitative converge vers le constat d'un échec relatif, notamment du fait de leur lenteur (d'où risque de résurgence du conflit). Une modélisation à partir des données disponibles appuie l'identification effectuée de l'importance de certaines variables spécifiques (retour des populations déplacées, institutions, sécurité). L'analyse qualitative des causes de cette inefficacité fait apparaître : - les effets pervers du manque de coordination, analysée ici à la lumière de la théorie des coûts de transaction, de la théorie contingente et de l'analyse marginaliste, notamment sur le marché du travail et les capacités administratives, ce qui permet de mettre à jour le concept de seuil de capacités institutionnelles ; - l'inadaptation dans la conception et la mise en œuvre des programmes aux spécificités observées. Entre la référence mythifiée au Plan Marshall et l'absence d'intervention extérieure qui mènerait à un état de suffocation économique, l'analyse de cette inefficacité relative débouche sur quelques préconisations adaptables selon les contextes.

Peace-building for promoting well-being of communities in Nepal : Exploring the role of Social Workers

Nepal’s history is full of civil turbulence and the socio-economic development has been slow, however the last decade the social changes have been rapid. Some of the social changes include the profession of social work and peace initiative through inter-faith. The aim of this paper is to explore the role of social workers in peace-building in order to promote wellbeing and work-life in Nepal. This paper gives an insight into the life and relationship among the community members in Nepal, and an insight of how culture, religion, and history may impact people’s everyday-life. The data collection of this study was carried out through a field visit, with semi-structured interviews with twenty-five different key informants, during the period of February to May of 2018. The interviewees include grass-root to national level faith-leaders as well as social work academics. The result of this study indicates that there is a lack of trust among the community members, between government and its people, and government and its external influences, which effect community’s socio-economical standard. The findings also conclude that Nepali society lacks adequate and effective information-sharing, which seems to impact the community’s health and work-life. his study gives social workers an insight on how social bonds and trust among groups could be established, which could increase the well-being of the people in rural area of Nepal.

From Civilising Mission to Civilian Power: Rethinking EU Peacebuilding from a Postcolonial Perspective

This research intends to explore the reverberations of the colonial experience in the European Union (EU) peacebuilding policy-making towards the Democratic Republic of Congo (DRC). In particular, it aims at reconstructing the link between the European colonial past and the EU, in order to address to what extent such historical heritage is manifested in the discursive practices of EU peacebuilding policy-making towards the Democratic Republic of Congo.Thus, the thesis seeks to answer to the following research question: “How does the EU address the European colonial legacy in peacebuilding policy-making towards the Democratic Republic of Congo?” To do so, the research position itself in a critical conversation with EU Studies and Postcolonial Studies, and mobilises Discourse-Historical Approach influenced by Colonial Discourse Theory as a methodological tool. After having gathered interviews with EU Officials working on peacebuilding policies, having conducted archival research in the Historical Archives of the European Union and having undertaken participant observation at the European External Action Service, the results of this research are mainly twofold. Firstly, this study shows that within EU peacebuilding policy-makers the colonial legacy is hardly addressed. Yet, the EU relies on a dehistoricised regime where selective historical events are mobilised to the objective of legitimising EU peacebuilding actions. Secondly, the research identifies discursive strategies that reproduce colonial discourses in EU peacebuilding policy-making. These strategies, mainly based on racial stereotypes, connote an unchanging order based on a fixed donor/recipient binary. Deliberative peacebuilding in East Timor and Somaliland

This thesis is a theoretical and empirical inquiry into ‘deliberative peacebuilding’, seeking to explain the ‘failures’ and ‘successes’ of peacebuilding in East Timor and Somaliland. While warfare has increased globally since the end of the Cold War, the UN has made efforts to build peace (e.g. Boutros-Ghali 1992). While peacebuilding has become an internationally applied set of ideas and practices, one of the theoretical gaps is deliberation. This research thus conceptualises ‘deliberative peacebuilding’, and associates this with peacebuilding in the non-Western, post-colonial, and (post-)conflict context. This research identified East Timor and Somaliland as its case studies. Despite similarity in the ‘legitimation problem’ with vertical (state-society) and horizontal (‘modernity’-‘tradition’) inequalities/differences based upon cultural and historical backgrounds, East Timor and Somaliland undertook different approaches in a decade after the end of their civil wars. While East Timor accepted UN peace operations, Somaliland rejected them. Yet both experienced similar transitions to make political order between ‘failure’ (political de-legitimation/societal dissent) and ‘success’ (political legitimation/societal consent).Accordingly, this thesis poses two questions: 1) what caused the UN to have ‘failed’ (to prevent the ‘crisis’ from recurring in 2006) in East Timor, and 2) what caused East Timor and Somaliland to have experienced ‘equifinality’ (making similar progress along different paths) in building peace (in East Timor from 1999 to 2012 and in Somaliland from 1991 to 2005). Findings, among others, include different paths in transition: a ‘hybrid’ path with external intervention in East Timor and an ‘agonistic’ path without it in Somaliland. Asymmetry in power relations urged deliberative agencies to address the ‘legitimation problem’ differently.
