China and peripheral conflicts

[Abstract]: China’s enormous size and stature as a new hub of economic growth in tandem with its military modernisation make China a rising power. The strategic consequences of China’s economic growth synergised with its military muscles are multiple and profound, especially, for the neighbours in its conflict-prone periphery. The aim of this dissertation is not only to assess the importance and complexities of conflicts in the periphery of China, but also about the necessity for the neighbours to coexist with a more powerful China. At the same time, in the Chinese geopolitical context, domestic stability and hence, the CCP’s legitimacy has been perpetually paramount, and external threats or conflicts are usually perceived in the context of aggravating domestic and international stability, thereby hampering its strategic aim of achieving global economic command and power-projection military capability.With the dawn of 21st century, China is grooving to an exuberant global beat, the intensity of conflicts along China’s periphery has dimmed to such an extent that its political, economic, and social order will probably not disintegrate into chaos in the near future. Instead, China’s rapidly growing economic capacity and its soaring prestige in faraway capitals like Washington and Paris has meant an expansion of Chinese “soft power”, i.e., an assertive China with an ability to get what it wants by attracting and persuading others to adopt its goals, instead of blunt economic and military coercion. And, China could reasonably be expected to manage most, if not all, the conflicts in its periphery to its own advantage. These include: efforts to augment its military capabilities in a manner commensurate with its increased economic muscle and acquire new allies and underwrite the protection of others in its periphery. It is unlikely that the PRC will actually acquire new or reclaim old territory for China’s resources or for symbolic reasons by penalizing, if necessary, any opponents or bystanders who resist such claims. While it may wish to redress past wrongs it believes to have suffered; or attempt to rewrite the prevailing international “rules of game” to better reflect its own geostrategic interests; or in the most extreme policy choice, perhaps even ready itself for preventive war or to launch predatory attacks on its foes on the pretext of the “cult of defence,” – all of which have been seen as the bedrock of the contemporary China’s strategic culture, however, it is iiprobable that China will not pursue these at the cost of its future economic and/or social security agenda.

Nesse contexto, o rastreamento de pessoas por vídeo tem motivado inúmeros trabalhos. O objetivo de um sistema de rastreamento de pessoas e determinar a trajetória das pessoas presentes no vídeo com base na variação de suas posições em cada quadro. Embora as soluções proposta na literatura para resolver o problema do rastreamento apresentem constante evolução, obter as trajetórias das pessoas ainda e um desafio no campo da visão computacional. O presente trabalho aborda aspectos do rastreamento de pessoas em vídeos e propõe um sistema de rastreamento baseado em abordagens descritas na literatura. O sistema proposto nesse trabalho e dividido em duas etapas principais: Detecção do foreground e Calculo das Trajetórias. A etapa de detecção do foreground consiste na detecção das regiões na imagem correspondentes aos alvos a serem seguidos e divididos em três partes: subtração de fundo, remoção de sombras e remoção de ruídos por morfologia matemática. A etapa do calculo das trajetórias e dividida em duas partes: Associação e Gerenciamento das Pessoas Seguidas. A associação corresponde ao processamento realizado em cada quadro, onde as regiões do foreground são associadas às pessoas seguidas com base em métricas relacionadas ao centróide, bounding box e histograma de cor. Durante oclusões um método de detecção de cabeças e utilizado. O gerenciamento das pessoas seguidas corresponde a um procedimento mais amplo, no qual se analisa o deslocamento de todas as pessoas presentes na cena. O sistema proposto no presente trabalho e aplicado a vídeos de bases publicas. Para cada vídeo testado, informações relacionadas ao numero de pessoas no vídeo e suas posições são obtidas manualmente e comparadas aos resultados obtidos através do sistema proposto / Abstract: The increasing of computer power has turned video surveillance into an effective and affordable means to monitor public and private areas. In this context, tracking systems is motivating researchers around the world. The main goal of a tracking system is to determine the location or direction of a target in each video frame. Although the proposed solutions for tracking problems have been improved continuously, people path detection is still a challenge in computer vision field. This work discusses the main aspects of people tracking in video and proposes an implementation based on approaches described in the literature. The system is divided into two main steps: foreground detection and trajectory calculation. The foreground detection step consists of three parts: background subtraction, shadow suppression and noise removal by morphological image processing. The trajectory calculation step is divided into two parts: matching and trajectory management. The matching is performed in each video frame to associate the foreground image regions and the tracked elements. In the implemented system matching metrics related to the centroid position, bounding box and color histogram are used. In case of occlusion a head detection method is employed. In the trajectory management procedure the foreground objects are analyzed and recorded. ACTIVITIES Extraordinary People's Courts in the period 1945- 1948 Abstract The purpose of my PhD. Viva thesis was analysis of standards created on the basis of the Decrees in relation to to the activities of Extraordinary People's Courts in individual regions, as a means to punish war crimes, traitors and collaborators. Retributive justice was a response to the events of the war. The legal regulations concerning both topics were not created spontaneously in response to the end of the wartime conflict, but were prepared over an extended period by the government in exile and international organisations during the war. As well as a general list and description of the basic Decree legislation, the author's goal was also to describe to readers implementation of these regulations during the chaotic post-war period in Czechoslovakia. Implementary regulations were used for this purpose, not only on the level of decrees, but also in the form of guidelines, instructions or interpretive standpoints, which expounded the fairly terse provisions of the Decree and also responded to the current problems concerning interpretation at the time. Specific criminal cases heard by the Extraordinary People's Courts were also processed for the purpose of fulfilling this goal, so that the author was able to illustrate practical...

An Introduction to Major University English Tests and English Language Teaching In China

The purposes of this project were to introduce (1) the four main college level English tests used in the People's Republic of China to expatriate English language educators, researchers, curriculum developers, and program designers; and (2) the college English language teaching situation in China to expatriates and give them information on where and how to apply for teaching positions there. The project produced two products to fulfill these goals. First, a paper titled an introduction to major university English tests in China: Their nature, development and importance is now ready to submit for publication. It is a paper that introduces all four of the main college level English tests in China to the outside world. It explains these high-stakes English tests to scholars outside of China. Second, a website, http://www.tesolinchina.blog.com, was created to fulfill the second goal of the project. It is the first website that provides those who are interested in teaching English in China with a complete list of major universities in each geographical region of China as well as other necessary information, and links to these universities.

Råby-Rekarne invites the rural communities of Eskilstuna to celebrate the important stages of life with the proposal of a new People's House. Råby-Rekarne is just one example of how the rural communities in the countryside of Eskilstuna seem to have formed around their local church as a gathering point throughout history. The 12th century church which Råby-Rekarne is build around has lost some of its unifying force as members are depleting and perhaps the use of churches are becoming less relevant today. This might call for a new outlook on how churches in small rural communities are going to be used. This proposal is an exploration of the issue and a recognition that People's Houses might be a successor to churches in terms of unifying and gathering people, especially in smaller communities. However, the proposal should not be viewed as a replacement to the church but rather an attempt at preserving social qualities that may be lost if churches are phased out due to depleted membership numbers or low capacity for larger gatherings. The main purpose is to find a way to share responsibilities with existing local establishments such as churches in order to preserve the foundation of local networks and thereby supporting natural growth in small communities. The People's House can be used either for entire ceremonies or for the gatherings that follow ceremonies performed by the church, such as wedding dinners, parties or coffee after funerals. / Folkets hus bjuder in hela Eskilstunas landsbygd till att fira livet från födseln till de sista ögonblicken. Mindre orter som Råby-Rekarne tycks ha uppstått kring sina kyrkor, här har den glesa befolkningen samlats och blivit grannar. Råby-Rekarne kyrka har funnits sedan 1100-talet och bebyggelsen runtomkring har återuppstått kring kyrkan flera gånger under dess livstid. Idag har kyrkan förlorat en del av sin samlande kraft och vi behöver en ny plats för gemenskap på landsbygden, samtidigt har kyrkan för många en betydelsefull roll i livets stora ögonblick. Kanske är det en roll som kyrkan kan dela med Folkets Hus om vi tillsammans kan bygga en plats som är till för livets alla steg, ett centrum för liv med plats för kultur, ceremoni, utbildning och firande. Kanske kan vi återuppliva kyrkans samlingskraft genom att också ta hand om det som sker efter ceremonin. På längre sikt kan projektet bidra till att Råby-Rekarne kan fortsätta vara en historiskt värdefull plats att bo på. Kyrkans roll som platsskapande, samlande och kulturbevarande riskerar att förloras om medlemsantalen fortsätter att sjunka. I stället får Råby-Rekarne en chans att bli centrum för de viktiga händelserna i livet, genom att arbeta tillsammans med och inte ta över kyrkans uppgifter öppnas verksamheten för fler. Folkets hus blir ett tillskott som förhoppningsvis kan leda till att viktiga historiska värden bevaras men även utnyttjas av en större målgrupp.
