Uma das opções dos governos a fim de atender a essa demanda está no uso do potencial das tecnologias de informação e de comunicação em prol de melhores serviços ao cidadão e numa maior eficiência do aparato estatal. Esse movimento contemporâneo, associado principalmente ao advento da computação pessoal e da Internet, tem sido chamado Governo Eletrônico (e-Gov). Uma das suas ações relaciona-se à construção de serviços eletrônicos que integrem diversas agências governamentais em formato colaborativo. Entretanto, projetos de e-Gov que demandam esse grau de integração possuem complexidade de implementação aparentemente maior que projetos tradicionais, o que se reflete nos baixos índices de sucesso encontrados mundialmente. Existem hoje metodologias e frameworks de gestão de projetos disponíveis e consolidados no mercado, tal como o provido pelo Project Management Institute – PMI, por meio do Project Management Body of Knowledge – PMBOK, publicação que representa uma agregação dos conhecimentos dos mais de 230.000 profissionais associados ao PMI, principalmente nos aspectos conhecidos como 'boas práticas'. Ele é aceito como um padrão de gestão de projetos pelo ANSI – American National Standards Institute e pelo Institute of Electrical and Electronics Engineers – IEEE (PMI, 2007). A questão que esta pesquisa procura explorar é a identificação das boas práticas na gestão de projetos de e-Gov multi-agências. Para isso, baseou-se no modelo proposto pelo PMBOK, considerado pela literatura como um framework abrangente e de grande reconhecimento (LEITE, 2004). A partir dessa análise, procurou-se identificar quais foram os fatores mais relevantes para o sucesso do projeto e como foram geridos pela equipe participante. Com esse intuito, essa pesquisa apresenta um estudo em profundidade do projeto Nota Fiscal Eletrônica – NF-e do Governo do Estado de São Paulo, projeto de e-Gov que possui integração nacional entre múltiplas agências (seis Administrações Tributárias Estaduais, Receita Federal e dezenove grandes empresas) e grande complexidade técnica e de gestão. Os resultados encontrados sugerem que o apoio da alta administração, a criação de um relacionamento de confiança, a participação de empresas no projeto, a alta capacidade das equipes envolvidas, a definição de um escopo viável e a utilização de padrões abertos são fatores que colaboram significativamente para o sucesso de projetos como a NF-e. / Contemporary public administrations have been suffering several ways of pressure to promote their structures and services modernization, and such pressures arise not only from society itself, but also derive from fiscal crisis that have ravaged several countries in the last few decades. One of governments options to meet that demand lies in the potential use of information and communication technology for the benefit of better service to citizens and greater state apparatus efficiency. This contemporary movement, particularly connected with personal computing and the Internet arrival, has been called Electronic Government (e-Gov). One of its actions relates to building government electronic services that integrate several government agencies in a collaborative format. However, e-Gov projects demanding integration to this degree have an implementation complexity that is greater than traditional projects, which reflects on low success rates worldwide. Nowadays there are project management methodologies and frameworks available and consolidated in the market, such as the one provided by the Project Management Institute – PMI, through the Project Management Body of Knowledge – PMBOK. PMBOK is a publication that represents the collected knowledge from over 230,000 PMI-associate professionals, mainly in those aspects known as 'good practices'. PMBOK is accepted as a project management standard by ANSI – American National Standards Institute and by the Institute of Electrical and Electronics Engineers – IEEE (PMI, 2007). The issue this research tries to explore is good practices identification in multi-agency e-Gov project management. To this end, it was based on the model proposed by PMBOK, which literature considers to be a comprehensive and largely recognized framework (LEITE, 2004). From that analysis, the present work sought to identify which factors were most relevant to project success and how such factors were managed by the team involved. For this purpose, the present research presents an in-depth study of Nota Fiscal Eletrônica - NF-e (Electronic Invoice) project, developed by São Paulo’s state government in Brazil, a project with a nationwide integration of multiple agencies (six State Tax Administrations, the Brazilian Federal Revenue Service and nineteen large companies) and a major technical and management complexity. The results that were found suggest that support from high administration, the creation of a trust relationship, companies participation in the project, involved teams’ high capacity, a viable goal definition and open standards utilization are critical success factors that create very positive impacts in projects such as NF-e.

This thesis deals with issues surrounding the management of IS/ICT projects, primarily from the point of view of ČSN ISO/IEC norms. I will list and analyse those norms used to define important indicators and processes, which are subsequently mapped to PMBOK process groups. Every norm is accompanied by a brief evaluation describing its suitability for use in IS/ICT projects, its anticipated benefits and the approach taken in its application. The next part of the thesis consists of an analysis of norms from the point of view of methods of estimation in the planning of IS/ICT projects. An analysis is made of the majority of norms that directly or tangentially affect estimation in the planning of IS/ICT projects. The practical section of the thesis contains a metric for the monitoring of projects from the point of view of ISO/IEC norms and the dissemination of the "MMaHPISICTv5.7" model, as created by Ondřej Kmoníček in the thesis "Sledování a vyhodnocování IT projektů - Monitoring and Evaluation of IT Projects" [38]. The model is supplemented by ISO/IEC metrics and also other functionalities, focussing primarily on the depiction of individual metrics over a period of time.

In Brazil, public companies have been concerned in the search for better management contrai mechanisms to achieve good results in the delivery of public services for customers and users. The term 'Organizational Performance Management' refers to any integrated and systematic approach to improving performance to achieve strategic aims and pro mote the mission and values ofthe organization. Thus, this research studies practices related to the organizational performance management, enabling the targeting of efforts on improving key processes, taking into account the specific characteristics o f the public nature. Another relevant aspect o f this work comes from studies by Management Objectives and Managing for Results, adopting understanding Manage by Objectives to achieve the results. Thus, a literature search was performed to identify the main frameworks of organizational performance. After this stage, it was established a criticai analysis of frameworks by watching the main contributions and strengths. Finally, it was built an assessment model in arder to make a diagnosis of managerial processes and qualify at what stage the company, which is the object of this study, is focusing on the governance for results. The assessment result reflected the perceptions of employees and managers on performance and its determinants. / A adoção de uma governança voltada para resultados na administração pública surgiu como uma abordagem de gestão organizacional, fazendo parte de um amplo movimento da nova gestão pública (NGP). No Brasil, as empresas públicas têm se preocupado em buscar melhores mecanismos de controle da gestão no sentido de lograr bons resultados na prestação dos serviços públicos para os clientes e à sociedade usuária dos serviços. O termo 'Gestão de Desempenho Organizacional' refere-se a qualquer abordagem integrada e sistemática que vise melhorar o desempenho para alcançar objetivos estratégicos e promover a missão e os valores da organização. Assim, esta pesquisa estuda práticas relacionadas à gestão de desempenho organizacional, que possibilitem o direcionamento dos esforços na melhoria dos processos chaves, levando em consideração as particularidades inerentes à natureza pública. Outro aspecto de relevância deste trabalho advém dos estudos da Gestão por Objetivos e da Gestão para Resultados, adotando a compreensão de Gerenciar por Objetivos para se conquistar os Resultados. Deste modo, foi realizada uma pesquisa bibliográfica para identificar os principais frameworks sobre desempenho organizacional. Após esta etapa, foi estabelecida uma análise crítica dos frameworks, observando as principais contribuições e pontos fortes. E por último, foi construído um modelo de avaliação com o propósito de fazer um diagnóstico dos processos gerenciais, e qualificar em qual estágio a empresa objeto deste estudo se encontra, sob o enfoque da governança para resultados. O resultado desta avaliação refletiu as percepções dos funcionários e gestores sobre o desempenho e seus determinantes.

The MA thesis is divided to two basic parts. First of them is dealing with personal, social and professional knowledge of a project manager and the second one is mapping the education of soft skills at Czech universities where the subject of study "Information Studies and Librarianship" is taught. The theoretical part is devoted to project management. The attention is devoted to basic terms from project management's area, it represents the most well-known project methodologies, it defines particular roles of a project manager and most importantly the part is dealing with particular competences, which should be commanded by a project manager. The last chapter of theoretical part is devoted to an analysis of the three most well-known project methodologies. The practical part is mapping the situation at universities - namely which subjects they offer within the education of soft skills and how the teachers are working with the subject. Other activities of universities within the education and the development of soft skills are also given. Further the examples of subjects with the same topic taught at American universities are listed. In the end of thesis the recommendation how to improve the quality of teaching soft skill at Czech universities are given. And also which topics could be put among optional...
