Air Traffic Control in Sweden : Differences between a public and private alternative in an upcoming deregulation

Background: In Sweden, air traffic control is currently performed in a mo-nopoly with the state owned Luftfartsverket as the only sup-plier. A deregulation process has been initiated with the ration-ale of cost reductions, both for airports and airline passengers. Problem and purpose: Economic arguments have been predominant for this potential deregulation and the underlying assumptions are that private al-ternatives would improve efficiency and reduce costs. This has lead the authors to identify what private alternatives would do differently than the current public operator in order to offer these benefits. Method: To fulfill the purpose the authors have used a qualitative ap-proach based on interviews with the current public operator as well as a new potential private alternative. In addition to this, interest organizations and regulative agencies have been con-tacted and secondary data incorporated to provide a holistic perspective. Conclusion: The authors have identified differences in activities between a public and private alternative that would create an advantageous effect on the market. They are: a different management of re-tirement funds, prolonged retirement age, new compensation system, altered recruitment policy, a full utilization of staff and a seizing of non-value adding activities.

The Public Service Broadcaster of Lithuania in the Era of Commercialization

The television industry in Lithuania is analyzed in this thesis with a focus on the impact of commercialization on the public service broadcaster. The purpose of the research paper is to describe the impact of the changing market on the public service broadcaster of Lithuania using as theoretical framework the approach of the political economy of the media and communication and quantitative methods. One part of the thesis is the theoretical research, which is done by analyzing and systematically presenting books and articles that relate to the thesis’s topic. In the second part of the work, the theoretical framework is applied to the Lithuanian television market. In addition, an empirical study is conducted in order to apply the theoretical discussion and answer the main research question. The main results of the study suggest that the public service broadcaster of Lithuania managed to maintain its programmes’ diversity. However, the amount of entertainment, imported production and advertising has increased. Therefore, a certain concern about growing commercialization is reasonable. These changes correspond to the tendencies in the European television industry. However, Lithuanian viewers seem to prefer the more heavily commercialized programmes since the leader of the market is a commercial television station, whose market share is almost twice bigger than LTV’s. Thus, LTV is facing a dilemma between preserving quality and diversity and commercializing its programmes in order to increase its audience share (dilemma between quality and audience share).

Urbanization and poverty as determinants for private sector participation in the water sector

This study analyses whether urbanization and poverty have any importance for private sector participation (PSP) in the water sector, in developing countries. In the beginning of the 1990’s there was a surge in the interest of the private sector to participate in water and sanitation projects, after a long period of public dominance. There is a large need for investments since much of the population in developing countries does not have access to water and sanitation services and the demand is increasing. At the same time the water sector is prone to inefficiencies resulting from externalities and natural monopoly characteristics, and is therefore often highly regulated. A negative binominal regression model is used for the analysis. The dependent variable is the number of water and sanitation projects with private sector participation in a country. The independent variables are population, GDP/capita, aid, debt, water resources, government effectiveness, degree of urbanization and degree of poverty. The main results are that urbanization is positively significant for PSP in the water sector, while poverty has no significant effect.

R&D Spillovers in a Mixed Duopoly Market

With regard to government-owned firm privatization and technology spillovers effect, many papers had investigated before. But the combination of two type of topics, mixed oligopoly and R&D spillover effects ,is unusual. This paper will show how technology spillovers effects markets including both private and public firms. We apply the model of D¡¦Aspremont and Jacquemin (1998) and reassign the objective function of White (1996). In this paper, we present two main results. First, when the commodity is easily replicated due to spillover effect, its production cost must lower. The existence of government-owned firms can higher social welfare and market output. Therefore, government intervention can correct market failure. Second, That government subsidize research cost to public firms can encourage firms to proceed to research and develop. But subsidy cause social welfare reduction under no spillover effect situation. On the contrary, subsidy to public firms higher social welfare in spillover effect situation.

", the research will by service innovation, different industries learning and organizational performance as measured by indicators to explore both the impact of for organizational performance, and further examines the relative impact of relationship. ¡@¡@In this study, questionnaire are first through preliminary interviews, construction of the questionnaires basic structure. Second, detection of questionnaires by expert validity. Finally, through item analysis with the reliability and validity analysis, complete a formal questionnaire. In this study, questionnaires to investigate in Chunghwa Post employees. Sampling method to take a quota sampling, use of the mail survey method and send them to the Administration 270 and branch offices 270. In the period, recovered 265 questionnaires, of which 238 valid questionnaires, 27 invalid questionnaires. ¡@¡@In conclusion, staff for the Chunghwa Post implementation of service innovation ¡§Innovative technology options¡¨ and different industries learning ¡§Continuous improvement¡¨ will have a strong positive cognitive, privatization operating performance improvement is helpful. Suggestions for the implications of the research results, provide reference for future operations to Chunghwa Post.

Research on the feasibility of utilizing atypical employment after privatization of the Chung-Hwa Post Co., LTD.

Abstract After public enterprises transform into privately owned enterprises, human resource strategy, especially the atypical employment will be the key point if they want to enhance organizational performance, when facing the open market competition. The Chung-Hwa Post Co., LTD. has officially been transformed its organization from governmental into a private enterprise effectively since January 1, 2003. The management is facing great challenge of better utilizing their existing human resources in order to fight against the competition in the market. This research is intended to explore the relationship among human resource strategies, atypical employment and the organizational performance by using qualitative research method, sampling and intensively interviewing other six private enterprises and three national organizations based on the similar topics as in the co-related business items of postal delivery, banking and life insurance in the Chung-Hwa Post Co., LTD. The finding of this research is that most of the private enterprises are focused on the core competency, and they integrate the human resource management strategies and the business management strategies, they put more effort on purchasing the outside existing manpower instead of hiring new manpower. The main reason of utilizing the atypical employment is based on the cost effectiveness, legal restrictions and the flexible management of human resources, and the enterprises are using more outsourcing and leasing types of the atypical employment, they also use part time workers to test that the workers are qualified as permanent staff after probation. Most interviewed enterprises are reluctant to use the contractors due to the legal restrictions. Meanwhile, the enterprises use the outsourcing manpower for the purpose of transforming into professional enterprises. The quality of atypical employment has the specific correlations with organizational performance, for instance, the enhancement of the internal core competency. The role of the atypical employment is more used as the complements of the manpower. Nevertheless, when the enterprise is more computerized, the core jobs and the non-core jobs will gradually adjusted each other. The atypical workers will play the role as the substitutes of the existing workers. Another finding of the research is that the private enterprise is more willing to build up commissioned relations with higher ranking or professional people, they also intend to build up the partner relationship with the independent professionals to prevent them to be raided by other enterprises. Nation-owned business entities take the privately owned business enterprises as the benchmark of the performance of labor force; they can also evaluate and justify the reasonable utilization of manpower. The government of Taiwan tries to promote privatization of some public sectors. Through the cooperation between public and private sector, win-win-win outcome¡Xa triangular formula for winning¡Xwill be created. Nowadays, many social educational institutes are trapped in some difficulties in budget and human resources. That is why the public sector should reflect on what they have done in order to achieve the sustained management. This case study is based on qualitative analysis. Literatures are reviewed, mainly focused on the theoretical basis of privatization of some public sectors. In addition, the data is collected about how the social institutes comply with the policy of government reform, especially using the mechanisms of elimination of routine government work, deregulation, corporatization, outsourcing, and localization. Under this circumstances, the purpose of the study was to investigate the feasibility of privatizing Kaohsiung Chungcheng Cultural Center. Through the analyses of internal and external environmental factors, the findings are as follows. Kaohsiung Chungcheng Cultural Center has the problem of redefining the business scope. However, there is no need for organization reform through administrative incorporation for total privatization, in order to turn into an international urban resort. This study presents itself as reference in policy making.

Abstract In the past, the state-owned enterprises had played important roles of economic development. Since 19th century, the defects emerged gradually after twice oil crisis in the world. States have struggled to find the solution to these problems. To lower the rate of the state-owned ente- rprises in economic system is the best way. In Taiwan, privatization and liberalization have become the policy trend. Taiwan Power Company has monopolized the power market more than 50 years. According to the international trend and government policy to deregulate the electricity market competition will be unavoidable. At the same time, the TPC should afford the reasonable compensation to their employee for their loss. The purpose of this thesis is to figure out the effect on working rights of TPC's employee by modifying electricity acts and opening the power market. The result of this research will provide a reference for relative person and government agencies.
