Recherche qualitative examinant les liens entre un programme de bourses, le parcours scolaire des bénéficiaires et leur contexte familial au Bénin

Le contexte familial influence probablement plus le succès scolaire des élèves de pays en voie de développement que ce que certaines recherches indiquaient jusqu’à présent (Nonoyama-Tarumi, 2008). Ce mémoire explore les relations entre le contexte familial et le parcours scolaire d’élèves Béninois dans le cadre d’une évaluation d’implantation et de processus du programme de bourses de la Fondation Sophie Lavigne (FSL). Au total 18 informateurs ont participé à la recherche. Les données ont fait l’objet d’analyses qualitatives. Les résultats montrent que le programme de bourses est mis en œuvre conformément à ce qui était attendu. Ce dernier facilite le parcours scolaire de toutes les participantes et parfois celui de leur fratrie. Par contre, les critères de renouvellement des bourses, en fonction de la réussite scolaire, ont peu d’influence positive sur leur parcours scolaire. Les causes d’échecs scolaires rapportées par les participants sont de deux ordres, (a) une accumulation de difficultés qui entravent l’étude et (b) un obstacle ponctuel important qui empêche la poursuite des études. Les familles interrogées valorisent grandement l’instruction. Dans la mesure de leurs moyens, elles tentent d’offrir les meilleures conditions de réussite scolaire possibles à leurs enfants. L’accès à du soutien scolaire tel des cours de rattrapage est nécessaire pour assurer des conditions d’étude optimales. À la lumière des résultats, la FSL aurait avantage à fournir plus de soutien scolaire aux étudiantes qu’elle accompagne et à revoir les critères de renouvellement de bourses. / One’s family background probably has a stronger influence on a student’s academic success in developing countries than many studies have shown up to now (Nonoyama-Tarumi, 2008). By means of an evaluation of both the implantation and processes of the Sophie Lavigne Foundation (FSL) scholarship program, this thesis deals with the relationships between Benin students’ family background and their academic trajectory. A total of 18 informants participated in the research project. The data was analyzed qualitatively. Generally speaking, the scholarship program has been established as was expected. Families that were interrogated greatly value education. To the very best of their abilities, they try to offer their children the greatest possible conditions for academic success. The scholarship program makes the academic trajectory of all participants easier and sometimes even positively affects their siblings’. However, the criteria for the renewal of the scholarships, which depend on academic success, have few positive effects on the participants’ academic trajectories. The causes for academic failures mentioned by the participants seem to be twofold: (a) an accumulation of difficulties that impair their academic trajectory (b) an important and specific obstacle that prevents a student from continuing her studies. It also appears that having access to academic support—remedial work for instance—is necessary in order to guarantee the best study conditions. The results of this research indicate that the FSL should provide students it accompanies with more academic support and reconsider the criteria for the renewal of the scholarships.

The integration of dispatchable renewable energies like biomass, geothermal and reservoir hydro technologies into an electrical network present no greater challenge than the integration of conventional power technologies for which are well understood by Eskom engineers. However, renewable energies that are based on resources that fluctuate throughout the day and from season to season, like wind and solar, introduce a number of challenges that Eskom engineers have not dealt with before. It is current practice for Eskom‟s generation to follow the load in order to balance the demand and supply. Through Eskom‟s load dispatching desk at National Control, generator outputs are adjusted on an hourly basis with balancing reserves making up only a small fraction of the total generation. Through the Integrated Resource Plan for Electricity of 2010, the Department of Energy has set some targets towards integrating renewable energy, including wind and solar generation, into the South African electricity market consequently introducing variability on the supply side. With demand that varies continually, maintaining a steady balance between supply and demand is already a challenging task. When the supply also becomes variable and less certain with the introduction of non-dispatchable renewable energy, the task becomes even more challenging. The aim of this research study is to determine whether the resources that previously helped to balance the variability in demand will still be adequate to balance variability in both demand and supply. The study will only concentrate on variable or non-dispatchable renewable energies as will be added to the South African electrical network according to the first two rounds of the Department of Energy‟s Renewable Energy Independent Power Producer Procurement Programme. A language programme evaluation : English as language of learning and teaching / A. Mostert

This study evaluates a teacher development course on the use of English as the language of learning and teaching (LoLT). The course was developed and implemented in a sample of Intermediate Phase classrooms in four rural primary schools of the Free State Province. The course was a language intervention programme in an integrated district development project funded by the Flemish Government. The project was implemented from 2002 to 2004. The course was developed and implemented by Sacred Heart College Research and Development Unit in collaboration with the School of Languages of the North-West University. The course aimed at developing teachers' knowledge and skills in using learners' basic interpersonal communication skills in their home languages and in English to develop their English cognitive academic proficiency. It practically demonstrates communicative language teaching, co-operative learning and reflective practice. The evaluation of the English as LoLT Course explored the multiple perspectives of its evaluation audience; the interrelatedness of the course content and the learning milieu; planning, learner participation and assessment in Outcomes-based education (OBE), teaching practice, and the conceptual development and transfer of English in everyday communication and as the LoLT. The findings and recommendations of the study highlight the need to develop teachers' own English language usage and their participation in professional working groups to develop their knowledge and skills as facilitators, reflective practitioners, and curriculum developers. In addition, the study evaluates the Context Adaptive Model (Lynch, 1996; 2003) selected to guide the evaluation of the English as LoLT Course at a meta-evaluation level. The validation of the language programme evaluation model is mainly related to the epistemological claims of utilitarian pragmatism and interpretivism in programme evaluation research. The ability of the model to facilitate valid findings according to these epistemological claims in the evaluation of the English as LoLT Course is evaluated. Core criteria of flexibility, appropriateness, clarity of description and clarity of logic were identified and used to evaluate the language programme evaluation model. The findings and recommendations of the study attempt to offer a response to the need for quality assured language learning programmes in teacher development, especially for programmes in the use of English as a LoLT in the multilingual and multicultural rural context of South Africa. / Thesis (Ph.D. (English))--North-West University, Potchefstroom Campus, 2008.

ICTs for whose development? A critical analysis of the discourses surrounding an ICT for Development Initiative for a group of microenterprise entrepreneurs operating in the Jamaican tourism industry: Towards the development of methodologies and analytical tools for understanding and explaining the ICT for Development Phenomenon

This is an interdiscliplinary qualitative study which uses an exploratory research design and builds on Fariclough's Critical Discourse Analysis methodology to analyze the discourses surrounding an Information and Communication Technology (ICT) for livelihood development project in Jamaica, introduced by the United Nations Development Programme - the Jamaica Sustainable Development Networking Programme (JSDNP). The primary objective of this project is to provide the poor in Jamaican communities with access to, and training in ICTs. In this research, I specifically focus on the discourses surrounding the JSDNP Cybercentre Project for a group of microenterprise entrepreneurs in the Jamaican tourism industry to access the epistemological assumptions of this project. From the data collected it was found that at one level, the JSDNP Cybercentre Project encouraged specific ways of acting and organizing congruent with the configurations, processes and structures of corporate firms of industrialized countries, by representing the achievement of livelihood expansion through the use of specific ICTs in a particular way which excluded other discourses. The particular ways of acting and organizing promoted by the Cybercentre encouraged the use of non-indigenous technologies, undervalued indigenous technologies and excluded the indigenization of non-indigenous technologies. These discourses were incompatible with the operational and structural configurations of trans-temporal poor entrepretrepreneurs interviewed and were more favourable to the non-poor and spatio-temporal ones. One of the wider implications of the discourse therefore was that they play a fundamental role in perpetuating entrenched inequalities through the preservation of social practices, along with their associated systems and structures. It was also found that these modalities limited the operational processes of all microenterprise entrepreneurs who were exposed to the Cybercentre Project. These entrepreneurs have limited control over the configuration of non-indigenous technologies; their technological and creative capabilities are restricted; their ability to indigenize non-indigenous technologies impaired; and they are highly dependent on non-indigenous technologies (which themselves have a number of limitations).

Analysis of the Motor Industry Development Programme (MIDP) as a promotional tool for the South African automotive industry in the global automotive environment

The Motor Industry Development Programme (MIDP) was implemented on 1 September 1995 in the context of the country's political and economic liberalisation and the major structural shift in government policy and the trade regime. In an intensely competitive global environment, the strategies of a few dominant motor vehicle manufacturers, mainly operating from the Triad regions of North America, Europe and Japan, impact significantly on the developments of the global automotive industry. Over the past decade the small, highly protected and inwardly focused South African automotive industry has become fully integrated in the global strategies of foreign parent companies. As South Africa's leading manufacturing sector, the automotive sector is contributing significantly to the country's economy in terms of exports, investment, employment and the gross domestic product. The objective of the study was to establish and measure the relevance and value of the MIDP as a promotional tool in the global automotive environment by capturing the responses and perceptions of direct automotive industry exporters and stakeholders for * the South African automotive industry in general, and * the companies forming part of the empirical survey. To satisfy the objectives of the study, the research methodology incorporated an extensive primary and secondary research phase (qualitative and quantitative). A structured empirical survey was used to collect the primary data. The survey data were captured and processed by the Bureau for Market Research (BMR), Unisa. The main findings of the study are that: * The promotional relevance and value of the MIDP as a promotional tool is embedded in the programme's ability to trigger interest in the South African automotive industry, to generate business and to attract investments. * The MIDP is successful in contributing to the automotive sector's international competitiveness and is therefore a very important promotional tool for convincing foreign parent companies to consider South Africa as an investment destination. * The South African automotive industry would not be able to cope with global competition without the MIDP. * Different factors impact on the business operations of the South African automotive industry in general and the specific company in particular and the factors are viewed differently by the selected groups based on their demographic details. The process of trade liberalisation is forcing many South African companies to encounter both intensified competition and new forms of competition. The South African government's target of a 6 percent economic growth rate by 2010 will largely depend on the ongoing successes achieved in priority sectors such as the domestic automotive sector. / Business Management / M. Text in Afrikaans / The purpose of the research was to determine the extent to which health issues, and particularly work stress, are managed at a welfare organization. The group investigated consisted of 49 registered social workers employed at nine welfare organizations in the Nelson Mandela Metropole. The research process was directed by quantitative research, the research information being obtained through a literature study and structured questionnaire. A number of health issues were identified in the workplace. Based on the empirical investigation it was concluded that health management does not enjoy a high priority at welfare organisations. The health issues that have the most impact on the respondents' work ability are work stress and burnout. It is recommended that organisations compile a holistic policy for health management. There is a need for implementation of employee assistance and wellness programmes for health management. Such programmes promote the productivity and general wellbeing of social workers. / Die doel van die navorsingstudie was om te bepaal tot watter mate gesondheidskwessies, in die besonder werkstres, by 'n welsynsorganisasie bestuur word. Die ondersoekgroep het bestaan uit 49 geregistreerde maatskaplike werkers werksaam by nege welsynsorganisasies in die Nelson Mandela Metropool. Die navorsingsproses is deur kwantitatiewe navorsing gerig en die navorsingsinligting is met behulp van 'n literatuurstudie en gestruktureerde vraelys bekom. The impact of the Motor Industry Development Programme (MIDP) on the export strategies of the South African light motor vehicle manufacturers (1995-2008)

Role-players in the South African automotive industry have responded positively to the Motor Industry Development Programme (MIDP) policy regime. Since 1995, South African light motor vehicle manufacturers (original equipment manufacturers – OEMs) have become fully integrated into the global networks of their foreign parent companies. As South Africa‟s leading manufacturing sector, the increasing importance of the automotive sector is reflected in its exports, investments and contribution to the country‟s gross domestic product. The objective of this study was to analyse the impact of the MIDP on the export strategies of the South African light motor vehicle manufacturers (1995–2008). The main findings of the research are that, since 1995, the MIDP has been the primary factor impacting on the export strategies of South African OEMs. Without the programme, the industry would not have been able to cope with global competition. It is important to note that without the MIDP there would have been no significant growth in exports from South Africa. The research found that the country‟s trade arrangements with the EU and the USA have enhanced the impact of the MIDP. It was also found that, given South Africa‟s distance to foreign markets, the most important constraint when accessing these markets is the cost of logistics. In addition, the most important determinant of foreign-market pricing when setting the export price, aligned with the influence of the OEM parent companies, is costs relating to manufacturing, transportation and marketing. The role played by the MIDP in sourcing decisions is the most important factor that has contributed to an increase in light vehicle exports. Furthermore, the perceived level of influence when determining new export destinations would seem to be higher for the US-based and the Japanese-based OEMs than the European-based OEMs. The new Automotive Production Development Programme (APDP) (to be introduced in 2013), which aims to double vehicle production to 1,2 million units by 2020, will reflect a quantum leap in terms of processes, technologies and the scale on which the domestic industry currently operates.
