A reflexão tem início analisando-se a juventude brasileira, suas possibilidades, características e desafios. Com o surgimento de cursos preparatórios populares, jovens estudantes de baixa renda têm a oportunidade de se preparar para o ingresso ao ensino superior. Em seguida, o Curso Pré-Universitário Popular da Universidade Federal de Juiz de Fora é apresentado como alternativa no atendimento aos jovens de camadas populares da cidade de Juiz de Fora e entorno. Na busca pela melhoria do percentual de aprovação em instituições públicas de ensino superior, em especial a Universidade Federal de Juiz de Fora, a proposta deste estudo é analisar os fatores que contribuíram e que podem contribuir para o sucesso destes estudantes. A pesquisa teve cunho qualitativo e a opção pela coleta de dados foi por meio de questionários, grupos focais e análise documental. Como metodologia de interpretação de dados foi utilizada a Análise de Conteúdo de Bardin. As conclusões apontam para a necessidade de políticas de aprimoramento pedagógico e administrativo, buscando soluções junto à equipe de profissionais do cursinho e à Universidade Federal de Juiz de Fora. Como proposta de intervenção será apresentado o Projeto “A contribuição do site do cursinho como ferramenta para além da sala de aula”. Essa ação deverá implementar a ferramenta, contribuindo para que este espaço possa ser utilizado como um canal de interação além da sala de aula com o intuito de beneficiar não só os alunos do cursinho, mas também aqueles que queiram se utilizar deste conteúdo. / This paper discusses the entry of popular layer young at higher public education. , proving to be a trajectory marked by the mismatch between the educational preparation of these young and the test requirements used to entry. The reflection begins by analyzing the Brazilian youth, their possibilities, characteristics and challenges. With the emergence of popular preparatory courses, young low-income students have the opportunity to prepare for entry to higher education. Then the Popular Pre-University Course the Federal University of Juiz de Fora is presented as an alternative to serving youth from lower classes of Juiz de For City and surroundings. In the quest for improving the percentage of approval in public institutions of higher education, in particular the Federal University of Juiz de Fora, the purpose of this study is to analyze the factors that contributed and can contribute to the success of these students. The research has had an approach qualitative and the option for data collection was done by questionnaires, focus groups and document analysis. The methodology of interpreting of data has used content analysis of Bardin. The findings of this work point to the need improvement the educational policies and administrative, together the team os professionals of the preparatory course, and the Federal University of Juiz de Fora. As intervention proposal will be presented the project "The contribution of the preparatory course website as a tool beyond the classroom". This action will have to implement the tool, contributing to this space can be used as an interaction channel beyond the classroom and will benefit not only students of the preparatory course, but other ones who wish to use this content.

Stakeholder perceptions of service quality improvement in Ethiopian public higher education institutions

The study identifies how different stakeholders perceive service quality improvement initiatives in public higher education institutions in Ethiopia. For this purpose, a mixed research methodology was employed. Furthermore, secondary data were collected from a variety of literature and primary data were collected from academic staff and final year students at public higher education institutions using the SERVQUAL scale and through focus group interviews. The collected data were analysed using both descriptive and inferential statistics. The research findings indicated that all dimensions of the service quality improvement initiatives were perceived by academic staff and studentsto be verypoor. The reasons for these poor or low perceptions were: the high expectationsof the stakeholders, the government’s intention to expand, lack of adequate knowledge regarding the implementation of the BPR process, the lack of motivation by service providers, poor management and the lack of good governance by the universities, inexperienced workers, non-empowered and task specific frontline employees, the low quality of the infrastructure, non-value adding hierarchical structures and approval systems, ethical problems with some service providers, the high staff turnoverand the lack of experienced staff. In addition, at all new universities, construction is underway and as a result,there are problems such as the poor state of the dormitories, classes,bathrooms, recreation areas, lounges, TV rooms, sport fields and internet connectivity, while the libraries are not well stocked with books and periodicals either. This study has recommended that the institutions should have standardised instruments that can be used to measure the status of service quality improvement and deliveryperiodically and to identify the areas that have the highest perceived performance gap scores in order to redeploy some of the resources. It also needs to be pointed out that the service providers lack sufficient knowledge and skillsconcerning the implementation of BPR, thus training is recommended in this regard.It is further recommended that for effective implementation of the BPR process, the importance of the provision of different guiding documents, continuous monitoring of activities and top management support should be kept in mind. / Educational Leadership and Management / D. The proposal is to discuss the issue of the absence of the degree course in Social Work in one of the most prestigious academies in the Latin American continent, in addition to serve as the most important institution of higher education, research and extension of the country: the University of São Paulo (USP). It is also a documentary research, another unusual component in professional investigation. These factors give the present study a pioneering character, which brings undoubtedly originality in research field, as well as tensions in relation to the object, making it dense and complex. The urgent need to scrutinize the questioning of the above question, leads to academic debate the demands and social, cultural, political and professional situation of non-implantation of the Social Work course at USP. It is emphasized that there is already a complete pedagogical project in accordance with the ethical-political project of Social Work and the extensive knowledge of the Brazilian Association of Education and Research in Social Work (ABEPSS), which was published in the journal Temporalis in 2002. In the light of marxian social theory, this research analyzes social phenomena in its complex and contradictory process of production and reproduction, identifying the forces in conflict within this dynamic. Thus, the object should not be considered as fact in itself but as a structural part of the social whole. The research follows the perspective of defense of rights and the expansion of public higher quality education, since education is a public good and appears as a fundamental human right. Defend it is to establish new paradigms, transcending the limitations imposed by the logic of capital and the academicism and conservatism technocrat who is present in mediating the issue / Este trabalho apresenta um objeto inédito na produção acadêmico-científica sobre a matéria de Serviço Social. A proposta é discutir a questão da ausência do curso de graduação em Serviço Social em uma das mais renomadas academias do continente latino-americano, além de atender como a mais importante instituição de ensino superior, pesquisa e extensão do país: a Universidade de São Paulo (USP). Trata-se também de uma pesquisa documental, outro componente pouco usual na investigação profissional. Este conjunto de fatores dá ao presente estudo um caráter pioneiro, o que traz indubitavelmente originalidade no campo da pesquisa, assim como tensões em relação ao objeto, tornando-o denso e complexo. A urgente necessidade de se esmiuçar a problematização do quadro exposto, leva ao debate acadêmico as demandas e implicações sociais, culturais, políticas e profissionais da situação de não implantação do curso de Serviço Social na USP. Ressalta-se que já existe um projeto pedagógico completo de acordo com o projeto ético-político profissional e com o amplo conhecimento da Associação Brasileira de Ensino e Pesquisa em Serviço Social (ABEPSS), cujo fora publicado na revista Temporalis no ano de 2002. In this sense it was explored a model that combines the historical perspectives, dynamics and conflicts of accountability mechanisms, using the models of the public administration theory, using authors such as Secchi (2009), Denhardt (2015) and Rocha (2011). Sanction-Based Accountability, Trust-Based Accountability, Process Accountability, Outcome Accountability and Dynamic Accountability, as well as their influences on the intrinsic motivations of managers, have been highlighted from the bureaucratic, management and public governance model. . In order to highlight competing principles and rules, the main one being: the conflict between stimulating and curbing the discretion of the public manager. The typical tension between institutions and accountability is explored from public higher education (public universities), a sector of governmental action historically of enforce between autonomy and control. In addition to the universities have structures, although complex, highly adaptive (Meyer Jr, 2003) (Weick, 1976). The basis of analysis is the rules based on the Federal Constitution of 1988, since the CF / 1988 that institutionalizes the conflict, in articles 207, 212 and 37. Based on this categorization, a comparative case study was conducted, based on interviews with managers from the Federal University of Santa Catarina, State University of Santa Catarina and Regional University of Blumenau. Three distinct institutions both in their historical origins, maintainer, availability of resources, teaching qualification, number of courses, amount of student, but that are inserted in a close socioeconomic context, that is the state of Santa Catarina. In addition to the interviews, secondary data were used to help highlight the historical trajectory of these institutions, their values, the relevant interest groups. For the cases studied, it is observed that the accountability system for public higher education, which is structured in mechanisms with different principles and rules, which provide concurrent analysis and prescriptions, has significantly broadened the typical tension between these IPES and accountability, and the actions of their managers have privileged the survival of these organizations. The adaptation of these organizations to accountability mechanisms, through their managers, has observed not only the limitations of resources but also the organizational values. And it points to an informational asymmetry, in the sense that the system of accountability in favor of the principle of impersonality, equal treatment, disregards the historical and cultural factors of these organizations. The data also stipulate that the competition among the mechanisms induces these managers to act in a way that they do not believe to be of interest to society, pointing to over-accountability. / De modo geral esta tese busca compreender a relação entre um sistema de accountability estruturado em mecanismos com diferentes princípios e regras, e a tensão entre instituições e accountability, pela investigação de como a lógica da adequação interfere na influência de três mecanismos de accountability distintos sobre os gestores da UFSC, UDESC e FURB. Accountability é entendido como um arranjo institucional, definida como uma relação social na qual os atores sentem-se obrigados (formal ou informal) a explicar e justificar sua condução para alguém, que irá debater, julgar e aplicar a sanção, formal ou informal. Por sistema de accountability é entendido como um conjunto de arranjos institucionais. Nesse sentido foi explorado um modelo combina as perspectivas históricas, dinâmicas e conflitos dos mecanismos de accountability, a partir dos modelos da teoria da administração pública, utilizados autores como Secchi (2009), Denhardt (2015) e Rocha (2011). A partir do modelo burocrático, gerencialista e da governança pública, foram destacadas as características da Sanction-Based Accountability, da Trust-Based Accountability, da Process Accountability, da Outcome Accountability e da Dynamic Accountability, bem como suas influências sobre as motivações intrínsecas dos gestores. De forma a evidenciar princípios e regras concorrentes, sendo o principal deles: o conflito entre estimular e coibir a discricionariedade do gestor público. A típica tensão entre instituições e accountability é explorada a partir da educação superior pública (universidades públicas), setor de atuação governamental historicamente de enforce entre autonomia e controle. Além de as universidades possuirem estruturas, apesar de complexas, altamente adaptativas (MEYER JR, 2003) (WEICK, 1976). A base de análise são os regramentos a partir da Constituição Federal de 1988, pois a própria CF/1988 que institucionaliza o conflito, nos artigos 207, 212 e 37. Foi realizado um estudo de casos comparativos, a partir de entrevistas com gestores da Universidade Federal de Santa Catarina, Universidade do Estado de Santa Catarina e Universidade Regional de Blumenau. Três instituições distintas tanto nas suas origens históricos, mantenedor, disponibilidade de recursos, qualificação docente, quantidade de cursos, quantidade de estudante, mas que estão inseridas em um contexto sócio econômico próximo, que é o estado de Santa Catarina. Para além das entrevistas foram utilizados dados secundários que auxiliassem a evidenciar a trajetória histórica dessas instituições, seus valores, os grupos de interesse relevantes. Para os casos estudados é observado que o sistema de accountability para a educação superior pública, que está estruturado em mecanismos com diferentes princípios e regras, que fornecem análises e prescrições concorrentes, ampliou significativamente a típica tensão entre essas IPES e accountability, e as ações de seus gestores têm privilegiado a sobrevivência dessas organizações. A adaptação dessas organizações aos mecanismos de accountability, por meio de seus gestores, tem observado não apenas as limitações de recursos, mas também os valores organizacionais. Pois, o sistema de accountability ao privilegiar o princípio da impessoalidade, igualdade de tratamento, desconsidera os fatores históricos e culturais dessas organizações. Os dados também estilizam que a concorrência entre os mecanismos induz esses gestores a agirem de forma na qual não acreditam ser de interesse da sociedade, apontando para o problema de over-accountability.

The Programa de Reestrutura??o e Expans?o das Universidades Federais REUNI has been the greatest overhaul performed by the government in public universities in the last years. REUNI is presented as the biggest reform in tertiary education in contemporary times, having as the main goal a gradual increase in the average rate of conclusion in live learning graduation courses up to 90%, as well as a rate expansion of graduating students in face to face classes per professor. This research aims at studying the perception of professors from UFRN concerning the REUNI program in execution from 2008 until 2012. The study seeks to understand how professors evaluate the program and what the dimensions that most influence in this evaluation are. The study made use of a research tool (survey) which was sent through the internal system of the university, SIGAdmin, to all professors of superior teaching from UFRN. The answers generated by the survey were processed using SPSS statistical software (Statistical Package for Social Science). Factorial Analysis and Multiple Linear Regression were used as an analysis technique. 180 answers were obtained, reaching all UFRN Centers and some academic units, as well as some campuses in the countryside of the state. Through the research was possible to analyze how professors from UFRN perceive the REUNI program implemented in the institution. The results point to the program approval by the professors. Statistical tests showed that the average values obtained in the Centers and academic units are basically the same. It was demonstrated that the extent that most influenced in the answers is linked to practical outcomes of the program, whereas the knowledge of REUNI goals was the least that impacted on the marks given to the program. Another dimension which influenced the perception of professors relates to the influence of REUNI in their activities. It was observed that professors from UFRN don t see REUNI as an impediment to them / Nas ?ltimas d?cadas a educa??o superior no Brasil passou por diversas mudan?as. O Programa de Reestrutura??o e Expans?o das Universidades Federais REUNI, foi a maior reforma executada pelo governo Federal em universidades p?blicas nos ?ltimos anos. O REUNI se apresenta como a grande reforma do ensino superior na contemporaneidade, tendo como meta global a eleva??o gradual da taxa de conclus?o m?dia dos cursos de gradua??o presenciais para 90% e amplia??o da rela??o de alunos por professor. Esta pesquisa tem como objetivo estudar a percep??o dos docentes da UFRN acerca do programa REUNI, em execu??o durante o per?odo de 2008 a 2012. O estudo busca compreender como os docentes avaliam o programa e quais s?o as dimens?es que mais influenciam nesta avalia??o. O estudo utilizou-se de um instrumento de pesquisa (question?rio), que foi enviado atrav?s do sistema interno da universidade, SIGAdmin, para todos os professores de magist?rio superior da UFRN. As respostas geradas pelo question?rio foram processadas pelo software estat?stico SPSS (Statistical Package for Social Science). Como t?cnica de an?lise utilizou-se da An?lise Fatorial e Regress?o Linear M?ltipla. Foram obtidas 180 respostas, conseguindo atingir todos os Centros da UFRN e algumas unidades acad?micas, chegando tamb?m aos Campi do interior do Estado. Atrav?s da pesquisa foi poss?vel analisar como os professores da UFRN percebem o programa REUNI, implantado na institui??o. Os resultados apontaram para uma aprova??o do programa por parte dos docentes. Os testes estat?sticos demonstraram que as m?dias obtidas nos diferentes Centros e Unidades Acad?micas pesquisados foram as mesmas, n?o havendo diferen?as significativas entre elas. Women and Philanthropy in Higher Education: A Collective Case Study of Major Donors

The current funding challenges affecting public colleges and universities place a greater reliance on philanthropy, and women represent one of the most attractive donor segments. As private giving becomes increasingly essential to ensuring access to quality public higher education, the need exists to better understand women’s philanthropic patterns, motivations, and behavior so that practitioners of higher education fundraising can apply the knowledge tools that will facilitate more effective strategies when cultivating, soliciting, and stewarding major donors. This qualitative study explored an existing conceptual framework with the intent to substantiate its application with women who were major donors to public higher education. The framework, coined by its authors (Shaw & Taylor, 1995; Shaw-Hardy, 2005; Shaw-Hardy & Taylor, 2010) as the Six Cs Plus 3 of Women’s Giving, consists of nine themes, each starting with the letter C, that embody the motivations and outcomes of women philanthropists. Using collective case study methodology and cross-case synthesis as an analytic technique, a composite of six women was presented and reported as a representative case to protect the confidentiality of the study’s participants. The representative case displayed evidence of support for five of the nine C s in the women’s philanthropy framework (create, connect, celebrate, control, and confidence). Across the cases, minimal or no support surfaced for four of the Cs (change, commit, collaborate, and courage). Based on the data collection criteria relating to geographical parameters, the study introduced an additional C, context, as a motivation to donate. From these findings, suggestions on the application of the women’s philanthropy framework in relation to donor giving levels is proposed. Moreover, the study’s conclusions underscore the call for continued scholarship in the area of women and philanthropy, particularly as it relates to women making significant financial contributions.

Towards institutional success : an assessment of the practices and challenges of performance management systems in public universities in Ethiopia

With the aim of identifying the challenges and determining the extent of the effect of these challenges on the effectiveness of the performance management systems, the performance management practices of selected public universities in Ethiopia were assessed. This assessment informed the identification of workable, customised balanced scorecard measurement variables that would ensure effective implementation of performance management systems and promote institutional success in the selected public universities in Ethiopia. An exploratory sequential mixed-methods design was adopted. First, literature was reviewed to learn about major concepts and theories on performance management systems and to establish the laws and directives that regulate performance management at public universities in Ethiopia. Qualitative interviews and quantitative questionnaires were used to collect data on the practices and the challenges experienced in implementing performance management systems in public universities in Ethiopia. The main practices and challenges identified include exclusion of employees from planning activities, management bias, supervisors’ failure to give feedback on performance appraisals, lack of experience among many of the professionals in the execution of performance management systems, and high employee turnover. The study presents and recommends a hexagonal hybrid balanced scorecard measurement model (the newly added variables being leadership and stakeholders) to make Ethiopian higher education institutions effective and efficient in measuring their overall performance. / Met die oog daarop om die uitdagings te identifiseer en die omvang van die uitwerking daarvan op die doeltreffendheid van die prestasiebestuurstelsels te bepaal, is die prestasiebestuurspraktyke van uitgesoekte openbare universiteite in Etiopië geassesseer. Hierdie assessering gee aanleiding tot die identifisering van werkbare, doelgemaakte veranderlikes van gebalanseerdetelkaart-meting, wat doeltreffende implementering van prestasiebestuurstelsels sal verseker en institusionele sukses in die uitgesoekte openbare universiteite in Etiopië sal bevorder. ʼn Verkennende sekwensiële gemengdemetodeontwerp is gebruik. Eerstens is literatuur bestudeer om meer te wete te kom oor deurslaggewende konsepte en teorieë rakende prestasiebestuurstelsels, en om te bepaal watter wette en voorskrifte prestasiebestuur by openbare universiteite in Etiopië reguleer. Kwalitatiewe onderhoude en kwantitatiewe vraelyste is gebruik om data in te samel oor die uitdagings en praktyke in die implementering van prestasiebestuurstelsels by openbare universiteite in Etiopië. Die grootste uitdagings en praktyke wat geïdentifiseer is behels uitsluiting van werknemers by beplanningsaktiwiteite, bestuursvooroordeel, toesighouers wat nie terugvoer gee oor prestasiebeoordelings nie, gebrek aan ondervinding by baie van die praktisyns in die implementering van prestasiebestuurstelsels, en hoë werknemeromset. Reform of higher education within the context of the knowledge economy and societal change in Egypt

This study explores models for the reform of higher education in Egypt, and warns of potential consequences arising from the adoption of models based exclusively on the requirements of the knowledge economy and which fail to take account of the public role of national universities, socio-cultural realities and local as well as global pressures. The overall aim of the research is to identify the prerequisites for higher education reform in Egypt and the characteristics of a tailor-made reform model. It explores the role of higher education in Egypt, within the context of international organisations’ reform models for less-developed countries, and identifies the remits of the knowledge economy and knowledge society as frameworks for reforming higher education. This research has sought to answer questions on current conceptions of the role of higher education in Egypt and how these are being challenged by stakeholders. An exploratory study was designed using mixed methods. The research aim and objectives are achieved through a five-stage research process. The findings showed a general discontent among students and academics with higher education, and a near unanimity on the need for reform, particularly in the areas of teaching methods, curricula and university staff. The findings demonstrated that cultural issues deeply rooted in Egyptian society are preventing reform from being effective. The reform of higher education in Egypt should not only be part of an economic development vision, but a wider strategic vision for societal and cultural reform too. Reforming higher education in Egypt is a challenge, which will require consistent methodological rigour and a transformation of the current corrupted education culture prior to implementing the proposed OECD recommendations, or at the very least concurrent with any implementation.
