Raising healthy children: re-interpreting moral and political responsibility for childhood obesity and chronic diseasePurcell, Megan 31 July 2008 (has links)
Childhood obesity and chronic disease rates have reached epidemic proportions, but policy responses remain focused on individual health promotion rather than environmental change. This paper reveals the limitations of the current response, the Minimal Public Health (MPH) approach, due to its moral and political foundations. The foundations of the MPH rest upon the problematic liberal public/private divide. Furthermore, the MPH neglects to recognize the legal obligations and implications of the UN Convention on the Rights of the Child. Additionally, children’s entitlements to care extend beyond the provision of basic necessities and demand high standards of nutrition and physical activity to ensure equal and just developmental outcomes. Finally, obesity and chronic disease may limit children’s ability to participate in practices of meaningful citizenship. As a result of its foundations, the MPH is inherently flawed and an alternative public health paradigm must be developed to effectively address childhood obesity and chronic disease.

Sverige har gått från att ha varit ett homogent land till ett multikulturellt land på ett par decennier. Arbetsmarknaden har haft stor efterfrågan på arbetskraft där företagare har anställt arbetskraft från andra länder och fått en hög mångfald på sina arbetsplatser. Ekonomisk nedgång i samhället har påverkat arbetsmarknaden med hög arbetslöshet speciellt för invandrare.Syftet med vår studie är att undersöka hur mångfald diskursivt konstrueras av chefer och HR-ansvariga på arbetsplatsen. Frågeställningar i vår studie har varit att undersöka hur chefer och HR-specialister samarbetar kring mångfaldsplanen och om de ser för- och nackdelar med mångfald på sina arbetsplatser. Offentliga myndigheter har enligt lag skyldighet att upprätta en mångfaldsplan vart tredje år och aktivt arbeta för att främja mångfald medan den privata sektorn inte har sådana krav. En tredje frågeställning i vår studie är att jämföra om det finns skillnader mellan dessa två företag och hur de eventuellt ser ut. För att få svar på våra forskningsfrågor har vi använt oss av en kvalitativ studie med semistrukturerade frågor. Vi har intervjuat tre respondenter inom vardera offentlig och privat sektor, två chefer, två HR-specialister och två fackliga ombud. Resultat som framkommer är att de anställda ska ha rätt yrkeskompetens och att chefer inte fokuserar på den arbetssökandes etnicitet eller kulturella bakgrund. Viktigt är att de personer som söker arbete passar in i arbetslaget och har värderingar som stämmer överens med verksamheten. Samarbete mellan chefer och HR-specialister ser lite olika ut mellan företagen i vår studie, eventuellt beroende på skillnaden i storlek. Vår studie visar att mångfald som begrepp kan vara svårdefinierbart då det inte bara handlar om etnicitet och annan kulturell bakgrund. Alla respondenterna ser positivt på mångfald på arbetsplatsen och tycker att de positiva effekterna väger tyngre än de negativa. / Sweden has gone from being a homogenous country to being a multi-cultural country in a couple of decades. The labor market has had great demand for labor and entrepreneurs have hired labor from other countries. Today there is a higher level of diversity in workplaces. Economic decline in society has affected labor market with an impact of high unemployment, especially for immigrants.The purpose of our study is to examine how diversity is discursively constructed by managers and HR managers in the workplace using a norm-critical perspective.Question formulation in our study were to examine how managers and HR specialists collaborate on the diversity plan and if they see advantages and disadvantages of diversity in their workplaces. Public authorities have a statutory duty to establish a diversity plan every three years and work actively to promote diversity while the private sector does not have such requirements. A third question formulation in our study is to compare whether there are differences between these two companies and what they might look like. To get answers to our research questions, we used a qualitative study using semi-structured questions. We interviewed three respondents from public and three from private sectors, two managers, two HR specialists and two union representatives. A result that emerges is that employees should have the right professional skills and that managers do not focus on the job applicant's ethnicity or cultural background. Important is that the people who are looking for work blend in with the team and have values that match the business. Cooperation between managers and HR specialists are slightly different between the companies in our study, possibly due to the difference in size. Our study shows that diversity as a concept can be difficult to define because it is not just about ethnicity and cultural background. All respondents welcome diversity in the workplace and think that the positive effects outweigh the negative.

Public-private partnership in the provision of secondary education in the Gaborone city area of BotswanaSedisa, Kitso Nkaiwa 30 June 2008 (has links)
Public sector organisations are established in order to promote the quality of citizen's lives through the provision of public services. However, the demands for public services often outstrip the limited resources at the disposal of the public sector for the delivery of such services. Public-private partnerships (PPPs) are emerging as an important tool of public policy to deliver public infrastructure and the attendant services.
The main aim of this study is to establish the extent to which PPPs can be used to improve the quality of the delivery of secondary education in the Gaborone City area in Botswana. The study includes a conceptual analysis of the nature of the public services in general, and in particular, the nature and the provision of secondary education in Botswana with specific reference to the Gaborone City area. The study also includes a conceptual analysis of PPPs as gleaned from published literature. Various dimensions of PPPs are analysed and these include but are not limited to definitions, benefits, models and the antecedents for the successful implementation of PPPs. Among the various models that are analysed in the study, the design, build, operate and finance (DBOF) model is preferred for improving the quality of the delivery of secondary education in the Gaborone City area in Botswana.
In addition to the conceptual analysis, an empirical research study is undertaken in which the secondary school heads are the respondents to a structured questionnaire. The results of the empirical research support the conceptual analysis to the extent that in both cases, it is possible to improve the quality of the delivery of secondary education through PPPs. More secondary schools can be built and more facilities be made available to schools. Through the use of PPPs, most if not all learners can receive the entire secondary education programme, from junior to senior secondary education. Existing secondary schools can be modernised through PPPs. Ancillary services can be delivered by the organisations that have the necessary expertise. Certain antecedents for the successful implementation of PPPs are necessary. La recherche est développée en connexion avec l'évolution de la qualité et de l'efficience de la logistique inversée des déchets urbains. Après avoir observé comment la logistique inversée est exécutée au Brésil, plus spécifiquement dans deux villes brésiliennes (Fortaleza, l'Etat du Ceará et Osasco, l'Etat de São Paulo), nous avons suggéré une optimisation d'un point de vue quantitative et qualitative. Autrement dit, l'introduction d'un procédure d'optimisation dans les modelés courants de l'administration traditionnelle de la logistique inversée. En réalité, le management public peut apporter performance et efficience s'il utilise des outils mathématiques, computationnelles et managériales appropriées. Le modèle mathématique, formulé dans la thèse, est capable d'analyser et optimiser quantitativement l'emplacement d' installations pour la logistique inverse et d'indiquer quelle est la meilleure localisation pour que le management public puisse acquérir plus de performance et d'efficience dans sa gestion des déchets urbains. Pour optimiser les solutions, dans le contexte de la gestion des déchets urbains, nous utilisons la technique de programmation liner.Un programme computationnelle a été développé pour cette recherche pour faire des simulations. L'efficience et la versatilité de ce programme ont été utilisées pour faire l'analyse de deux exemples au Brésil en déterminant la localisation optimisée des installations à Fortaleza et à Osasco. Finalement, tandis que la recherche opérationnelle est la base de la construction de ce modèle mathématique, le modèle de partenariat public-privé est l'indication du type idéal de management pour la gestion des déchets urbains. / The research is developed in connection with the evolution in quality and efficiency of reverse logistics of urban solid waste. Therefore, after observing how reverse logistics is currently being executed in two Brazilian cities (Fortaleza, State of Ceará and Osasco, State of São Paulo), quantitative and qualitative management optimization procedures are suggested. In other words, such optimization procedures suggest that traditional management models currently used in public administration can enhance performance and efficiency if appropriate mathematical, computational and managerial tools are used.A mathematical model was formulated capable to accomplish an optimized quantitative analysis for the location of facilities within the ambit of reverse logistics and, then, it was indicated which is the best type of public management so that the proposed model is used with high performance and efficiency. To optimize solutions in the context of urban solid waste management, linear programming techniques are used.A computer program developed for this research was used to perform the simulations. The efficiency and versatility of the computer program were evaluated through the analysis of several examples for determining the optimized location of facilities in Fortaleza and in Osasco.Operational research is the basis for the construction of the mathematical model while the public-private partnership management model is the indication of the type of appropriate management so that the aforementioned mathematical and computational tool may present optimized solutions in the proposed reverse logistics urban solid waste management model.

The purpose of this article is to highlight the probable contingencies that could arise as a result of the review of the decisions of the Dispute Boards in the arbitration. To achieve this, the structure of the article is arranged in such a way as to facilitate the understanding of the conclusions.In that sense, first, the nature and function of the Dispute Boards is defined. The classes and advantages offered by these dispute resolution mechanisms are then indicated. Subsequently, the legal provision is analyzed in order to crumble its contents. The article ends with the analysis of the effects generated by reviewing the decisions of the Dispute Boards. / El presente artículo tiene la finalidad de evidenciar las probables contingencias que podrían producirse a causa de la revisión de las decisiones de los Dispute Boards en la vía arbitral. The positive connection to the law is unavoidable in public contracts, but it is also very relevant public expenditure savings applying procurement rules to advertising, equal competition and competitiveness. It serves as a reference the substantive core of Spanish law which, as most of the states of Europe, faithfully follows the rules to compliance with the European Union, undoubtedly one of the forms of state integration policies with greater depth and success in the world. / En este trabajo se analizan los fundamentos y las formas en que se desenvuelve generalmente el «sistema de la contratación pública», una de las instituciones jurídicas en que se manifiesta más explícitamente la actuación colaborativa entre las Administraciones Públicas y los agentes económicos del sector privado. Si la actividad material de las Administraciones Públicas se desarrolla generalmente a través de sus propios medios, económicos, materiales y personales, también es fundamental la colaboración del sector privado a través de los contratos públicos.La vinculación positiva a la ley resulta ineludible en los contratos públicos, pero es muy relevante el ahorro de gasto público aplicando normas de contratación con publicidad, igualdad de concurrencia y competitividad. Sirve como referencia el núcleo sustancial del Derecho español que, como la mayor parte de los Estados de Europa, sigue fielmente las normas de obligado acatamiento de la Unión Europea, sin duda una de las fórmulas políticas de integración estatal con mayor calado y éxito en el mundo.
