Fontes e pluralidade na revista Veja: criminalidade, violência e segurança públicaSória, Paula Milano January 2009 (has links)
A presente pesquisa apresenta uma análise da cobertura de criminalidade, violência e segurança pública no Brasil, realizada pela revista Veja, de circulação nacional, entre os dias 14 de fevereiro de 2007 e 6 de fevereiro de 2008. A data de início da pesquisa tem como marco o assassinato do menino João Hélio Fernandes. Inicialmente, apresentaremos o olhar teórico com o qual embasamos e através do qual realizamos a pesquisa: a Análise de Conteúdo. Em seguida, colocamos as questões metodológicas, dividas entre uma discussão acerca do método e dos procedimentos técnicos para se realizar a investigação das 51 edições. E, para finalizar, promovemos a apreciação dos 29 textos com chamada de capa selecionados, segundo as categorias de análise formuladas. O objetivo deste trabalho é analisar o modo como Veja deu espaço as mais diversas fontes e se a recorrência a essas fontes se deu de maneira plural. / This research presents an analysis of coverage of crime, violence and public security in Brazil, held by Veja magazine, a national circulation magazine, between 14 February 2007 and February 6, 2008. The research´s starting date have by mark the murder of the boy João Helio Fernandes. Initially, we present the theoretical look wich we based it and through which we conducted the research: the Analysis of Content. Then, we present the methodological issues, divided between a discussion about the method and the technical procedures to conduct the investigation of 51 editions. And to finish, we promote the appreciation of 29 texts with cover calls selected according to the categories of analysis made. The objective of this study is to examine how Veja magazine gave space to the most diverse sources and if this happened of a plural way.

Previous issue date: 2012-06-26 / This paper aims to reconstruct the history of the largest block of carnival in Brazil, the Club of Masks The Galo da Madrugada, through the records of the main events surrounding the carnival guild since its founding in Recife in 1978 until the year 2012. Two other important aspects were at work: the analysis of the Galo da Madrugada functioning as Intangible Cultural Heritage of Pernambuco, from the publication of the State Law 13.712 / 2009. And also the structure of Public Security set up by the State of Pernambuco, to block the parade, carnival to occur today. / Esta dissertação de Mestrado tem como objetivo reconstituir a trajetória do maior bloco de carnaval do Brasil, o Clube das Máscaras O Galo da Madrugada, através dos registros dos principais acontecimentos que envolveram a agremiação carnavalesca, desde sua fundação na cidade do Recife em 1978 até o ano de 2012. Outros dois importantes aspectos foram abordados no trabalho: a análise do Galo da Madrugada funcionando como Patrimônio Cultural Imaterial de Pernambuco, a partir da publicação da Lei Estadual 13.712 / 2009. E também a estrutura de Segurança Pública montada pelo Estado de Pernambuco, para que o desfile do bloco de carnaval possa ocorrer na atualidade.

Previous issue date: 2016-04-15 / Capes / O objetivo dessa dissertação é investigar de forma comparada os principais elementos
que compuseram as políticas de segurança pública desenvolvidas nos estados de Minas
Gerais e Pernambuco na primeira década de 2000. Para isso, apresentei os conteúdos
analíticos e técnicos das políticas de segurança nos dois estados com o auxílio de dados
estatísticos secundários, e busquei, através de entrevistas semi-estruturadas, apreender os
significados, valores e opiniões de indivíduos que participaram ou participam de alguma
maneira dos programas de segurança pública em cada um dos dois estados. Em 2002, Minas
Gerais deu início a uma política de segurança com o intuito de fazer frente ao crescente
avanço dos indicadores de criminalidade e violência no estado. Tendo como principais
medidas a criação da Secretaria Estadual de Defesa Social e a política de integração das
polícias, o estado conseguiu congregar ações de repressão qualificada e programas de
prevenção social ao crime, tendo como maior destaque nessa área o programa Fica Vivo. No
ano de 2007, foi a vez de Pernambuco dar início a uma reformulação em sua política de
segurança na tentativa de frear o avanço da criminalidade violenta retirar do estado o título de
um dos mais violentos do país. Programa abrangente, o Pacto Pela Vida – nome dado à
política de segurança do estado – teve como umas de suas principais medidas agregar as
ações das polícias militar e civil, o Ministério Público, o Poder Judiciário e pesquisadores
ligados ao tema na busca pela reversão do quadro preocupante em que se encontrava o estado
de Pernambuco à época. Ambas as políticas de segurança pública obtiveram êxito naquilo em
que se propuseram fazer: Minas Gerais e Pernambuco conseguiram aliviar a situação em que
se encontravam, porém, por um breve período de tempo. O que era para ser considerada
política de segurança de Estado mostrou-se como sendo política de segurança de governo
tanto em Minas Gerais quanto em Pernambuco, isto é, as reduções nos índices de violência
duraram um curto período de tempo, mostrando-se frágeis o suficiente a ponto de não
suportarem mudanças nos setores de liderança dos Executivos estaduais. A ausência de uma
liderança política forte, capaz de trazer para si a responsabilidade de conduzir uma política
desse porte contribuiu para o revés da situação favorável que os dois estados experimentavam
até então. Além disso, manter a integração das ações entre as polícias militar e civil também
se mostrou uma tarefa nada simples a ponto de também ser um fator comprometedor das
ações nas áreas de segurança nos dois os estados. / The aim of this work is to investigate so compared the main elements that compose
public security policies developed in the states of Minas Gerais and Pernambuco in the first
decade of 2000. For this, I presented the analytical content and technical security policies in
both states with the aid of secondary statistical data, and sought, through semi-structured
interviews, learn the meanings, values and opinions of people who participated or participate
in any way of public safety programs in each of the two states. In 2002, Minas Gerais began a
security policy in order to tackle the growing advancement of crime and violence indicators
in the state. The principal measures the creation of the State Secretariat of Social Defense and
the integration policy of the police, the state managed to bring together qualified enforcement
actions and social crime prevention programs, with the most prominent in this area the
Staying Alive program. In 2007, it was the turn of Pernambuco initiate a reformulation of its
security policy in an attempt to curb the spread of violent crime state take the title of one of

Previous issue date: 2013-03-01 / This thesis assumes that information has played an important role in the actions and
policies of public safety ranks. Firstly, as an element of power / control of the state
and, secondly, as a factor of resistance / power of the subject. It supposes further
that information, from the point of view of citizenship, is the ability to record and
disseminate other forms of signification, which result from the perspective of
communities. Thus, it seeks to analyze the relationship among information, power
and public safety, having as its object of study the informational dynamics that takes
place atthe UPPs in Rio de Janeiro, considering not only the territory in which they
are located, but the various space-time relationships to which they refer. In order to
achieve this goal the methodology elected consists of literature review, collection of
material from social networking sites such as Facebook and Youtube, interviews with
residents and researchers, community observation and content analysis of articles
published in the mainstream media. The theoretical approach involved the production
of Foucault, Negri, Frohman, Gomes and Wersig González, among others. The
UPPs Santa Marta and Morro da Providencia, for their historical values, have been
chosen as the sites for this research. With these features, it has been sought to
capture hegemonic positions as well as main information actions of other actors on
the topic UPP . The multiple and heterogeneous visions identified in this process
correspond to different ways of perceiving reality. These different ways face each
other in daily disputes for the production and appropriation of meanings / senses and,
therefore, give the field under analysis the characteristics of an agonistic space, in
which clashes materialize through speeches that not only enunciate, but also
constitute reality. The analysis of the informational productions signals that there has
been a change in the role of information in public safety policies over time. However,
these changes are not the result of grants from the state, but of the struggles of
citizens for the appropriation of new informational means that, intheir turn, enable innovations in the relationships between public policies and society / Esta tese parte do suposto que a informação tem tido um papel relevante nas ações
e políticas de segurança pública figurando, por um lado, como elemento de
poder/controle do Estado, e, por outro, como fator de resistência/potência dos
sujeitos. Supõe, ainda, que a informação do ponto de vista da cidadania representa
a possibilidade de registrar e difundir outras formas de significação, fruto da
perspectiva das comunidades. Desse modo, busca-se analisar as relações entre
informação, poder e segurança pública tendo como objeto de estudo as dinâmicas
informacionais que têm lugar em UPPs, no Rio de Janeiro, considerando não só o
território no qual estão instaladas, mas os diversos espaços-tempo que a ela se
referem. Para a consecução desse objetivo elegeu-se um tratamento metodológico
composto por análise bibliográfica, levantamento de material na internet, entrevistas
com moradores e pesquisadores, observação nas comunidades e análise do

dentre outros. As UPPs do Morro Santa Marta e do Morro da Providência, por seus
valores históricos, foram escolhidas como campo para essa pesquisa. Com esses
recursos, buscou-se captar não só as posições hegemônicas como também as
principais ações de informação de outros atores sobre o tema UPP. As múltiplas e
heterogêneas visões identificadas nesse processo correspondem aos diferentes
modos de perceber a realidade que se confrontam cotidianamente nas disputas pela
produção e apropriação de significados/sentidos e, por isso, conferem ao campo
estudado as características de um espaço agonístico, no qual os embates se
materializam através de discursos que não só enunciam, mas também constituem a
realidade. A análise das produções informacionais sinaliza que tem ocorrido uma
alteração no papel da informação nas políticas de segurança pública, ao longo dos
tempos, que não é fruto de concessões do Estado, mas resultado das lutas dos

Extended Coverage for Public Safety and Critical Communications Using Multi-hop and D2D CommunicationsBabun, Leonardo 26 March 2015 (has links)
In this thesis, we proposed the use of device-to-device (D2D) communications for extending the coverage area of active base stations, for public safety communications with partial coverage. A 3GPP standard compliant D2D system level simulator is developed for HetNets and public safety scenarios and used to evaluate the performance of D2D discovery and communications underlying cellular networks. For D2D discovery, the benefits of time-domain inter-cell interference coordi- nation (ICIC) approaches by using almost blank subframes were evaluated. Also, the use of multi-hop is proposed to improve, even further, the performance of the D2D discovery process. Finally, the possibility of using multi-hop D2D communications for extending the coverage area of active base stations was evaluated. Improvements in energy and spectral efficiency, when compared with the case of direct UE-eNB communi- cations, were demonstrated. Moreover, UE power control techniques were applied to reduce the effects of interference from neighboring D2D links.

Public safety curricula in American community colleges: Programs, problems, and prospects.Phillips, Ted P. 08 1900 (has links)
This study explored public safety programs in publicly controlled American community colleges. The need for accurate and complete information in an era of homeland security and defense is paramount as government, education, the private sector, and the citizenry interact to ensure a safer nation. The general purposes of this study were to compile current descriptive information on public safety programs and curricula in America's publicly controlled community colleges, and to identify problems and prospects inherent in the administration of these programs. Information is critical as community colleges continue to struggle with decreased funding and seek alternative sources of revenue. Community colleges represent a tremendous network for course delivery, such as homeland security training, but struggle to obtain the attention or the funding from the federal government. A review of pertinent literature provided the foundation of a 100-item survey questionnaire that was mailed to a random sample of 200 public safety administrators at American community colleges. The study also included a review of archival data to further describe the programs. Of the 200 instruments sent, 97 (48.5%) were completed, returned, and useable. From the literature, the survey results, and the archival data, a comprehensive list of community colleges with public safety programs was constructed. The composition of the curricula was investigated, and problems and prospects were identified. The study includes conclusions and recommendations, which were based on all sources of information used in the study.

Citizen Involvement and Law Enforcement: Does Coproduction Affect Organizational Efficiency and Organizational Effectiveness?Gultekin, Sebahattin 08 1900 (has links)
Citizen involvement in the production and delivery of public service has been a long time topic of interest and controversial debate among scholars. Essentially, the belief has been that if citizens are actively involved in the process, public organizations and communities benefit in numerous ways that will ultimately lead to increased citizen satisfaction. The purpose of this research is to explore the relationship between citizen involvement in the production of public safety and security and its effects on organizational efficiency and effectiveness of law enforcement agencies. To test the assumption that citizen involvement is positively correlated to organizational success and organizational efficiency of law enforcement agencies, a citizen involvement index was developed and used as the independent variable in ordinary least square regression (OLS) analysis. Three separate models are developed to measure the impact of citizen involvement on law enforcement. Findings obtained through bivariate and multivariate analyses indicate mixed results. Bivariate analysis revealed that citizen involvement was negatively correlated to organizational efficiency while no statistically significant correlation was found in multiple regressions. In addition, through bivariate analyses, citizen involvement was positively correlated with crime rates reported to city police departments, whereas multivariate regression analyses indicated that citizen involvement does not have a statistically significant impact on crime rates. Both analyses, however, provided support for the positive impact of citizen involvement on crime clearance rates. Finally, findings suggested that citizen involvement in public organizations and its effects on the production and delivery of public goods and services are overestimated from the perspective of law enforcement.

Sharing of Threat-Related Information Among Public Safety Agencies in Honolulu, HawaiiChambers, Cortney M. 01 January 2019 (has links)
There is a lack of knowledge regarding how public safety organizations communicate threat-related information at the local level. The purpose of this qualitative exploratory case study was to explore the benefits and challenges of sharing threat-related information between public safety agencies (law enforcement, fire services, emergency medical services, and public health) in Honolulu, Hawaii. The conceptual framework for the study was general systems theory. The sample for this study was a subset of 13 individuals from the larger population of approximately 50 subject matter experts who worked within four public safety agencies and had extensive experience analyzing and sharing threat-related information. Purposeful sampling was utilized for the study. Data were collected through in-depth interviews. The findings of this study clearly identified several important themes related to sharing threat-related information between local public safety organizations: information flow, collaboration, participation with the state fusion center, and the complexity of sharing confidential information. I found that Honolulu public safety agencies are currently communicating through information flow within and between organizations; however, this flow of information is intermittent. I also found that threat-related information often contains highly protected, or law enforcement sensitive information, and is difficult to share between agencies. Inadequate threat-related information sharing and poor collaboration among local public safety agencies may put the public at increased risk from violent attacks. The results of this study contribute to positive social change by identifying the benefits and challenges of sharing threat-related information between local public safety agencies.

Different sectors will be impacted by this revolution such as (1) public health and safety, (2) mobility and transportation and (3) energy and water. This thesis will focus on Public Health and Safety. The characteristics that affect or boost the Return on Investment of 5G investments will be analyzed and a business model for the proper implementation of such investments will be presented. We will use the regression analysis to study the characteristics that affect the Return on Investment using 5G in Public Health and Safety. We will also use the VISOR model to define a business model for one of the services in Public Health and Safety namely the infectious disease surveillance. Our goal is to study this field of industry dynamics, technology and innovation and provide a holistic view from selecting the service up to identifying the business model.
