Horizontality and Canada's Office of Critical Infrastructure Protection and Emergency Preparedness: a case studyRountree, Marina 08 September 2005 (has links)
This thesis provides a case study of the Government of Canada's former Office of Critical Infrastructure Protection and Emergency Preparedness (OCIPEP) through the lens of horizontal management (part of New Public Management theory). This study demonstrates that the effective use of horizontal management (horizontality) may reduce fragmentation occurring when the goal of critical infrastructure protection requires organizations to work cross-jurisdictionally and in partnerships. This need to collaborate is due to the ownership problem: over 85 per cent of Canada's critical infrastructure is owned by organizations other than the federal government.
Research methods include a background survey of literature on critical infrastructure protection, horizontal management and horizontality, and new public management; and interviews using a snowball sample of eight subjects who held various positions within OCIPEP to better understand what the organizational structure appeared to be from within the organization.
The research concludes that OCIPEP was not given the resources necessary to successfully fulfil its mandate. Results include the need for administrative and managerial support for horizontal endeavours, to encourage a "cultural context" of horizontality, as there are many organizational barriers to successfully using horizontality and collaborative methods. There were areas of success for OCIPEP, but more areas of weakness. Recommendations include additional study of the organization, a shift into a better-supported organization (which was accomplished with OCIPEP's inclusion into Public Safety and Emergency Preparedness Canada), and clear delineation of roles between the Government of Canada and the owners of the critical infrastructure.

The War on Drugs and Public Safety Realignment in California: Shifting Incentives, Persistent ProblemsMoore, Chiara C. 01 January 2016 (has links)
This thesis examines AB 109, “Public Safety Realignment”, a policy enacted in California in 2011 to address the United States Supreme Court mandate to reduce overcrowding in California’s prisons to 137.5%. Realignment proactively shifted ‘non-non-non’ felons (non-serious, non-violent, non-sex crimes) from the state prison system to the county jail system and made some changes to the parole and probation systems. Though California’s prison population declined considerably in 2011 and 2012, this reduction did not last; in 2013 the prison population in California increased by 1,770 inmates, and in late 2013 the CDCR estimated that the state prison population would experience an increase of more than 10,000 inmates by 2018. Though the mandate was ultimately reached after the passage of Proposition 47 in November 2014, it is significant that Realignment, which had been seen as groundbreaking criminal justice reform, failed to make significant and lasting change in the way it was intended. This thesis suggests that Realignment failed to meet the overcrowding mandate on its own due to a mixture of misaligned incentives and prosecutorial and policing power at the county level.

A presente pesquisa apresenta uma análise da cobertura de criminalidade, violência e segurança pública no Brasil, realizada pela revista Veja, de circulação nacional, entre os dias 14 de fevereiro de 2007 e 6 de fevereiro de 2008. A data de início da pesquisa tem como marco o assassinato do menino João Hélio Fernandes. Inicialmente, apresentaremos o olhar teórico com o qual embasamos e através do qual realizamos a pesquisa: a Análise de Conteúdo. Em seguida, colocamos as questões metodológicas, dividas entre uma discussão acerca do método e dos procedimentos técnicos para se realizar a investigação das 51 edições. E, para finalizar, promovemos a apreciação dos 29 textos com chamada de capa selecionados, segundo as categorias de análise formuladas. O objetivo deste trabalho é analisar o modo como Veja deu espaço as mais diversas fontes e se a recorrência a essas fontes se deu de maneira plural. / This research presents an analysis of coverage of crime, violence and public security in Brazil, held by Veja magazine, a national circulation magazine, between 14 February 2007 and February 6, 2008. Previous issue date: 2011 / FAPESB / O aumento da criminalidade nas últimas décadas provocou respostas que, em geral, tenderam
a duas direções opostas no que se refere às políticas públicas de segurança - de um lado,
endurecimento, de outro, abertura à participação comunitária. A preocupação em controlar a
violência tem levado tanto ao reforço da punitividade como recurso do Estado Punitivo,
quanto à tentativas de aproximação da polícia com a população, a exemplo do policiamento
comunitário. Na América Latina, frente à crise de legitimidade que as polícias passaram com
a transição do autoritarismo à democracia, o modelo comunitário de policiamento foi usado
como uma tentativa de recuperar prestígio. No Brasil, o policiamento comunitário surge como
a grande sugestão de alternativa ao policiamento tradicional. Também chamado de “Polícia
Cidadã”, aposta na integração com a comunidade e na prevenção como solução para os
problemas de segurança. Incorpora, portanto, uma nova dinâmica de reciprocidade e
corresponsabilidade entre sociedade e polícia, valorizando uma atuação pautada em valores
democráticos. Dentro e fora do Brasil, o policiamento comunitário foi proposto e louvado
como a solução tanto para os problemas de segurança quanto para as dificuldades de
integração entre polícia e sociedade, entretanto, importa saber até onde a implantação desse
policiamento resultou em solução e, de fato, conseguiu distinguir-se do policiamento
tradicional. Nesse sentido, o presente estudo teve como objetivo principal analisar a
estruturação do policiamento comunitário na cidade de Aracaju iniciado em 1996 e
caracterizar o perfil das demandas por segurança assim como a participação social na
implementação dessa política pública, relacionando esses elementos à redução da violência.
Para tanto, a metodologia da pesquisa consistiu num estudo de caso sobre o policiamento
comunitário na cidade de Aracaju, entre os anos de 2007 e 2010, integrando o uso de técnicas
qualitativas e quantitativas, a saber: pesquisa documental e de arquivo; análise de fontes
estatísticas; pesquisa bibliográfica com apoio teórico na Sociologia Política; entrevistas
semiestruturadas com membros da população dos bairros escolhidos e gestores públicos
envolvidos com o policiamento comunitário no estado; observação participante em reuniões
dos Conselhos de Segurança dos bairros estudados e em outros eventos relacionados à
segurança pública.
The criminality increase in the last decades caused answers that, in general, tended to two
opposite directions regarding to the public policies of safety – on one hand, hardening, on the
other, opening to the common use participation. The worry in controlling the violence has
been carrying to punishment reinforcement as Punitive State resource as well as the police
approach attempts with the population, like the Community policing. In Latin America, faced
with the legitimacy crisis that the polices passed through with the authoritarianism transition
to the democracy, the community model of policing was used as an attempt to recover
prestige. In Brazil, the community policing arises as the great optional suggestion to the
traditional policing. Also called “Citizen Police”, it bets on integration with the community
and in the prevention as solution for the safety problems. It incorporates, therefore, a
reciprocity and co-responsibility new dynamics between society and police, giving credit to
an action ruled in democratic values. Inside and outside Brazil, the community policing was
proposed and praised as the solution to safety problems as well as integration difficulties
between police and society, however, it matters to know up to certain point the implantation
of this policing resulted in solution and, in fact, managed to distinguish itself from the
traditional policing. In this sense, the present study had as main goal to analyze the structuring
of the community policing in the city of Aracaju initiated in 1996 and to characterize the
demands profile for safety as well as the social participation in the implementation of this
public policies, relating these elements to the violence reduction. For that, the research
methodology consisted in a study of case on the community policing in the city of Aracaju,
between the years 2007 and 2010, integrating the use of qualitative and quantitative
techniques, namely: Documental and file research; Analysis of statistical sources;
Bibliographical research with theoretical support in the Political Sociology; semi structured
interviews with population members of the chosen districts and public managers involved
with the community policing in the state; And involved observation in meetings of the safety
council of the studied districts and in other events related to public safety. / Salvador

Previous issue date: 2008-07-04 / This paper aims to describe community policing, correlating with the actions implemented in the Amazon, and analyzing the perception of actors involved in public security system on this model. The national and international experience show that the adoption of this model requires structural changes, administrative and organizational. Community participation is a key feature of this model. The system of public security of Amazonas not yet fully adopts the Community model, despite appear in his project to revitalize procedures similar to the model, as interaction between civilian police and military installation of Interactive Community Councils of Public Security, although these are not regulated legally. An important factor in this process relates to perceptions of the actors involved in need take a broad view about the police action. The interviews with the actors involved in the system of public safety shows that the current model does not meet the expectations of society as both the institution. The community policing is seen as an alternative capable of assisting in improving the system. / Este trabalho tem como objetivo descrever o policiamento comunitário, correlacionando com as ações implementadas no Amazonas, e analisando a percepção dos atores envolvidos no sistema de segurança pública sobre este modelo. As experiências internacionais e nacionais demonstram que a adoção deste modelo requer mudanças estruturais, administrativas e organizacionais. A participação comunitária é uma das principais características deste modelo. O sistema de segurança pública do Amazonas ainda não adota integralmente o modelo comunitário, apesar de constar em seu projeto de revitalização procedimentos semelhantes ao modelo, como interação entre a polícia civil e militar e instalação dos Conselhos Interativos Comunitários de Segurança Pública, embora estes não estejam regulados legalmente. Um fator importante neste processo diz respeito à percepção dos atores envolvidos que necessitam ter uma visão ampla sobre a atuação policial. As entrevistas realizadas com os atores envolvidos no sistema de segurança pública demonstram que o atual modelo não atende as expectativas tanto da sociedade quanto da própria instituição. O policiamento comunitário é visto como alternativa capaz de auxiliar na melhoria do sistema.

'Block Parties Not Jails!' (Re)imagining Public Safety in a Carceral StateJanuary 2015 (has links)
abstract: In the United States, responsibility for public safety falls under the purview of federal, state, and local law enforcement agencies. These agencies use a range of strategies to ensure public safety, relying primarily on surveillance, the police, the jail and prison system, and the courts to adjudicate wrongdoing. The United States’ over-reliance on incarceration as an all-encompassing solution to social problems, paired with persistent police violence that disproportionately results in the death of Indigenous, African American, and Latino/a people, has placed these public safety practices under intense scrutiny. There has been a plethora of research examining the crisis of mass incarceration in particular, and the racial, class, and gendered inequities plaguing the criminal justice system more broadly.
Through the (Re)imagining Public Safety Project, I make two primary interventions in this larger body of work. First, this is an abolitionist project. In other words, I ask how people generate safety in their daily lives without relying on the police, or prisons, or criminalization. Second, in developing these alternatives, I center the perspective of people of color who have been directly impacted by racially discriminatory public safety practices. To do so, I designed a collaborative, mixed-method qualitative research project that uses participant-generated photo elicitation interviews, alongside participant observation to (re)imagine public safety. Participants in this project theorized what I am calling “insurgent safety” to describe an alternative practice of safety that is underwritten by what I term “a public ethic of care,” “counter-carceral communication,” and play. Insurgent safety is the presence of self-determination, interdependence, mutual aid, shared vulnerability, joy, and communion rather than walls, cages, and banishment. / Dissertation/Thesis / Doctoral Dissertation Justice Studies 2015

Previous issue date: 2013-10-19 / The research aimed to understand the challenges for the implementation of the
proposed integration between the Civil Police and the Military Police in Rio Grande
do Norte to the proposals of the SUSP. This study aimed to explore the gap with
regard to the deepening of the possible causes that may hinder the implementation
of integrated working between the police in public security, through a specific
analysis on the state of Rio Grande do Norte. Was based on a theoretical framework
that includes policies: general concepts, the steps of a public policy, the
implementation stage , public security : conceptual definitions, policies on security in
Brazil, the structure of public security in Brazil and systems police, Military Police x
Civil Police: Roles and conflicts , integrating public security: the challenges to be
overcome, the Unified public Safety (SUSP) and the main difficulties in the
integration of the police. Being classified as to the purposes as an exploratory
research on how to approach ranks as qualitative. The research unit was the Center
for Integrated Operations Public Safety (CIOSP) through three subjects who were the
chief CIOSP, the representative of the military police acting with the CIOSP, and
representative civil police also active with the CIOSP. These subjects were chosen
because of the understanding that individuals occupying senior positions would have
more ability to respond to questions that guide the research problem. Data were
collected through a set of interviews, qualitative data analysis was performed based
content analysis, based on the definition of categories of analysis, gated time cross.
With the results, it was revealed that the main problems of integration between the
state police are treatment protocols, lack of political will and lack of infrastructure.
The relationship between the Military Police and Civil Police in Rio Grande do Norte
has differing cultural aspect, but can be considered as good value, professionalism
and integrated operations. The implementation of CIOSP-RN followed the
characteristics of the top-down model, the main difficulties in implementing the
proposals of the SUSP, lack of own resources, the lack of standardization in public
safety and the lack of professional training of public safety. It was concluded that with
respect to the challenges to the implementation of the proposed integration between
the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the
SUSP, the actions follow the characteristics of the top-down model, with no
autonomy of administrators public to say in decisions, which restricts the view of the
public safety of the state / A pesquisa teve por objetivo compreender os desafios para a implementa??o das
propostas de integra??o entre a Pol?cia Civil e a Pol?cia Militar no Rio Grande do
Norte a partir das propostas do SUSP. Este trabalho buscou explorar a lacuna
existente no que diz respeito ao aprofundamento das poss?veis causas que podem
dificultar execu??o do trabalho integrado entre as pol?cias na seguran?a p?blica,
atrav?s de uma an?lise espec?fica sobre a situa??o do Rio Grande do Norte.
Baseou-se em um referencial te?rico que contempla pol?ticas p?blicas: Conceitos
gerais, as etapas de uma pol?tica p?blica, a etapa da implementa??o, seguran?a
p?blica: Defini??es conceituais, pol?ticas p?blicas em seguran?a no Brasil, a
estrutura da seguran?a p?blica no Brasil e os sistemas policias, Pol?cia Civil x Pol?cia
Militar: Atribui??es e conflitos, integra??o na seguran?a p?blica: Os desafios a serem
superados, Sistema ?nico de Seguran?a P?blica (SUSP) e as principais dificuldades
para a integra??o entre as pol?cias. Sendo classificada quanto aos prop?sitos como
uma pesquisa explorat?ria, quanto ? forma de abordagem classifica-se como
qualitativa. A unidade de pesquisa foi o Centro Integrado de Opera??es de
Seguran?a P?blica (CIOSP), atrav?s de tr?s sujeitos de pesquisa que foram o chefe
do CIOSP, o representante da policia militar atuante junto ao CIOSP, e o
representante da policia civil tamb?m atuante junto ao CIOSP. Estes sujeitos foram
escolhidos em virtude do entendimento de que indiv?duos ocupantes de cargos
superiores teriam mais capacidade de responder aos questionamentos que balizam
o problema da pesquisa. Os dados foram coletados atrav?s de um roteiro de
entrevistas, a an?lise de dados qualitativa se deu a partir da an?lise de conte?do,
baseado na defini??o de categorias de an?lise, com delimita??o de tempo
transversal. Com os resultados, revelou-se que os principais problemas de
integra??o entre as pol?cias do estado s?o os protocolos de atendimento, a falta de
vontade pol?tica e a falta de infraestrutura. A rela??o entre a Pol?cia Militar e a Pol?cia
Civil no Rio Grande do Norte apresenta diverg?ncias de aspecto cultural, mas pode
ser considerada como uma boa rela??o, de profissionalismo e de atua??o integrada.
A implementa??o do CIOSP-RN seguiu as caracter?sticas do modelo top-down,
tendo como principais dificuldades de implementa??o das propostas do SUSP, a

nÃo hà / AtravÃs das ferramentas analÃticas legadas por Michel Foucault, este trabalho buscou investigar as mudanÃas ocorridas na polÃcia, especialmente com a adoÃÃo da doutrina de policiamento comunitÃrio, que passou a ser difundida no Brasil na dÃcada de 1980, utilizando-se de vÃrios discursos, especialmente o da educaÃÃo, como forma de justificaÃÃo da atuaÃÃo do policial comunitÃrio, agora visto como um policial-educador. Analisando a referida doutrina, percebeu-se que, embora esteja sob os ares progressistas que o termo âcomunitÃrioâ lhe confere, tem sido articulada por uma governamentalidade neoliberal, utilizando a forma da grande empresa privada como modelo de gestÃo das corporaÃÃes policiais e, finalmente, instaurando uma cultura do empreendedorismo entre os sujeitos policiais. Tudo isso implicando em um maior controle e governamento da populaÃÃo. / Through analytical tools bequeathed by Michel Foucault, the study aims to investigate the changes in the Police, particularly with the adoption of the Community Policing Doctrine, which became widespread in Brazil in the 1980âs, in which a variety of discourses was used, especially the education, as a way to justify the actions of the Communitarian policeman, now seen as a cop-educator. Analyzing such doctrine, it is realized that, although the progressive perspectives that the term âcommunitaryâ confers to it, it has been articulated by a neoliberal governmentality, using the form of large private company as a management model to the Police Corporation and, finally, establishing a entrepreneurship culture among the policemen. All this resulting in greater control and governance of the population.
