Highlight that this subject is enough evidence, given the large number of open public competition in recent years in Brazil, as well as recent proposals to grant equal rights to blacks (Bill n? 6,738/2013). In addition, the wording the constitutional device comes fomenting heated discussions on the subject, which are flowing on the doors of the judiciary and are spicy because such protection Microsystem vulnerable group has several gaps in the regulation of this policy. However, the research produced, unlike other related theme, does not address the problem of inefficiency in its constitutional theory, that is, abstractly, but also focuses on a specific analysis of this ineffectiveness within Brazilian society, so that research based on a bibliographical analysis, plus a study case law, at the national level, as well as in field research, while case study, focusing on the technique of the analysis of everyday life, because it was believed that the degree of realization of the constitutional norm debated is not yet a satisfactory degree of effectiveness. This thesis dissert on sensitivity between development of countryside and protection of popular architecture in the countryside monument reservation and the countryside monument area. The point of this work is to verify the results of monument preservation; study the citizen, authority of autonomy and public administration position and describe the effects on the choosen places. The results of this work is to propose actions for next growth in selected places: Stachy, Lažiště, Mahouš, Vitějovice, Chalupy, Třešňový Újezdec, Zvěřetice, Mirkovice a Pernek.

Fundação de Apoio a Pesquisa e à Inovação Tecnológica do Estado de Sergipe - FAPITEC/SE / It‟s in process in the competent instances the solicitation of creation of the Marine Extractive Reservation located at southern coast of Sergipe. That new proposal has being articulated by different social actors, with several interests of appropriation, control and use of the natural resources of the area in question. The conflicts observed in the studied area will probably be in evidence in the creation of RESEX and are mostly related to the lack of articulation between the actors, by the the real state speculation and turism. On the other hand there is the local tradicional population who claim the right to keep using the natural resources as subsistence source. Thereby the reserach had as main purpose to analise the specificity of the environmental conflicts in the creation of this new proposal seeking to understand the relation and positioning of the social actors involved in the conflicts related to the process of creation of southern coast RESEX and change of trading of the category since that today the same area is an Ambiental Protection Area. / Tramita nas instâncias competentes a solicitação de criação da Reserva Extrativista Marinha (RESEX) localizada no Litoral Sul do estado de Sergipe. Esta proposta está sendo articulada por diferentes atores sociais, com interesses diversos de apropriação, controle e uso dos recursos naturais da área em questão. Os conflitos observados na área estudada provavelmente estarão em evidência com a criação da RESEX e estão relacionados principalmente com a falta de articulação entre os atores, pela especulação imobiliária e o turismo. Por outro lado, existem as populações tradicionais locais que reivindicam o direito de continuar usando os recursos naturais como fonte de subsistência. Assim, essa pesquisa teve como objetivo principal analisar as especificidades dos conflitos socioambientais na criação da Reserva, buscando compreender a relação e o posicionamento dos atores sociais envolvidos nos conflitos relacionados ao processo de criação da RESEX do Litoral Sul e de negociação da mudança de categoria uma vez que atualmente essa mesma área é uma Área de Proteção Ambiental.

The goal of this research was to analyze the shared management process implanted in the Mamirauá RDS and its relation to the fulfillment of objectives of creation in the reservation referred to and of the proposed measures in its Management Plan, in the time period of 2001 to 2007. To achieve this, the methods used were bibliographic and documental research, from the assessment and analysis of official documents and reports of the co-management contract (2001-2007) elaborated by IDSM. Although the model is considered successful nation-wide, it currently foresees, explicitly, the focus on feeding and carrying out scientific research and technological development activities, extension in the environmental protection areas with sustainable management of wood and fishery, besides promoting citizenship. It can be seen that the original sustainable development proposition has become, mainly, a means of stimulating scientific research, ignoring the contribution of the populations that use the reservation, relegating the condition of the study object to them, and not as an important part of guarantying the sustainability of the project. This way, the research as developed on the Mamirauá RDS should necessarily fulfill the formulation and implantation of social technology that represents the practical result of the projects and the construction of conditions favorable to improving the living conditions of the population and the fulfillment of the objectives of existence of the RDS and IDSM itself, which will require the state s utmost attention in truly serving the socio-environmental interests. / A Reserva de Desenvolvimento Sustentável - RDS Mamirauá, situada no Estado do Amazonas, constitui-se na maior unidade de conservação estabelecida em ecossistema de várzea, representando um avanço das políticas e ações destinadas à criação e implantação de áreas protegidas na Amazônia, a partir do surgimento de um modelo que marcou o processo de envolvimento e participação social na tomada de decisão sobre a proteção dos recursos naturais e a gestão compartilhada ou co-gestão da referida reserva entre o Governo do Estado e o Instituto de Desenvolvimento Sustentável Mamirauá - IDSM. Essa pesquisa teve como finalidade analisar o processo de gestão compartilhada implantado na RDS Mamirauá e sua relação ao cumprimento dos objetivos de criação da referida reserva e das medidas propostas no seu Plano de Manejo, no período de 2001 a 2007. Para isso, foram utilizados os métodos da pesquisa bibliográfica e documental, a partir da avaliação e análise de documentos oficiais e os relatórios do convênio de co-gestão (2001-2007) elaborados pelo IDSM. Embora o modelo seja considerado sucesso em âmbito nacional, atualmente prevê de forma explícita o foco no fomento e execução de atividades de pesquisa científica e desenvolvimento tecnológico, extensão nas áreas de proteção ambiental com manejo sustentável da madeira e da pesca e promoção da cidadania. Vê-se que a proposta original de desenvolvimento sustentável tornou-se, principalmente um meio de incentivo à pesquisa científica, ignorando a contribuição das populações usuárias da reserva, relegando-as a condição de objeto de estudo, e não como parte importante para garantia da sustentabilidade do projeto. Desta forma, as pesquisas ora desenvolvidas na RDS Mamirauá devem por obrigação propiciar a formulação e implantação de tecnologias sociais que representam o resultado prático dos projetos e a construção de condições favoráveis a melhoria da condição de vida da população e o cumprimento dos objetivos de existência da RDS e do próprio IDSM, que irá requerer maior atenção do Estado no atendimento real aos interesses socioambientais.

The reservation of jurisdiction, in turn, while available at the same time to organic arrangements and functional efficiency, at the moment that preserves, to the courts, the full exercise of the function that, based on adequacy and efficiency standards, it is constitutionally assigned, as well as the political balance, since focused only on a minimum essential nucleus of typically jurisdictional function, deviates and repudiates the absolute correlation between organ and function and the typical functional exclusivity of a rigid separation that, as seen, would invariably conduct to the supremacy of only one power and, therefore, to a political imbalance, does nothing more than reproduce the idea and the purposes contained in what we call organic-functional and political dimensions of the separation of powers, so we can say that it´s currently the most incisive and faithful expression of separation of powers, as it stands in contemporary constitutional State. / A Separação de Poderes, em sua concepção histórica, deve ser vislumbrada em suas múltiplas dimensões social, jurídica, política e orgânico-funcional e se é certo que atualmente não mais se contemplam as dimensões social e política, tem ela, no atual estágio do Estado Constitucional contemporâneo, o exato significado da conciliação, do equilíbrio e da harmonia entre as suas dimensões política e orgânico-funcional, tendo em vista que busca atribuir a cada órgão constituído determinadas funções que permitam, dentro de um sistema de checks and balances, de harmonia, de coordenação, de interdependência, de cooperação, se chegar ao equilíbrio político mais pleno que se possa alcançar e, ao mesmo tempo, objetiva, na medida do possível, e sem prejudicar o equilíbrio perseguido, atribuir as funções de acordo com a constituição, a capacidade, a formação, a composição, enfim, o perfil, a vocação e a habilidade específica de cada órgão, o que implica dizer que, não obstante não possa haver uma atribuição com ares de exclusividade, se deve dar a cada órgão uma função preponderante. A Reserva de Jurisdição, por sua vez, estando ao mesmo tempo a serviço da adequação orgânica e eficiência funcional, no momento em que preserva, para os órgãos jurisdicionais, o pleno exercício da função que, por critérios de adequação e eficiência, lhe é constitucionalmente atribuída, bem como, também, do equilíbrio político, visto que, focando-se apenas em um núcleo essencial mínimo da função tipicamente jurisdicional, afasta e repudia a correlação absoluta entre órgão e função e a exclusividade funcional típica de uma Separação rígida que, como visto, conduziria invariavelmente à supremacia de um Poder e, portanto, ao desequilíbrio político, nada mais faz do que reproduzir a ideia e os fins contidos no que se denominou de dimensões orgânico-funcional e política da Separação de Poderes, pelo que se pode afirmar que constitui atualmente a mais incisiva e fiel manifestação da Separação de Poderes, tal qual esta se apresenta no Estado Constitucional contemporâneo.

A abordagem da antropologia histórica, complementada pelo método etnográfico da observação participante, analisa e registra como ocorreu a luta pela terra e a formação de uma nova aldeia Mbyá. As análises estão centradas na constituição sócio-histórica da comunidade e na sua mobilidade espacial, no processo de territorialização, nas relações com agentes e órgãos do Estado e na relação dos Mbyá com a sociedade nacional envolvente. A relevância do estudo proposto está relacionada à possibilidade de produção de uma etnografia que apresenta as etapas de conversação e negociação ocorridas num período de dois anos, as quais resultaram na compra de uma fração de terras e na transferência das famílias para a instalação definitiva da nova tekoa (aldeia). / This dissertation presents an ethnographic record and ethnological analysis of the foundation of Tekoa Pyaú (the New Village), which is headquartered in Buriti Surf district, the area confluence of Rio Ijuí Grande in San Angelo district, located in the Northwest region (Region of missions) of the State of Rio Grande do Sul, Brazil. The approach of historical anthropology, supplemented by ethnographic method of participant observation, analyzes and registers the struggle for land and the formation of a new village Mbyá. These analyses are focused on a socio-historical development of the community and its spatial mobility in the territorial process, relations with agents and agencies of the state and the relationship of the Mbyá with the surrounding national society. The relevance of the proposed study is related to the possibility of producing an ethnography that shows the conversation steps and negotiations that have taken place over a period of two years, which resulted in the purchase of a land split and transfer of families to the final installation of the new tekoa (village).

The diploma thesis focuses on the analysis of requirements of a selected reservation system. In particular, it concentrates on the reservation system used by the National Heritage Institute. In the thesis introduction the author describes basic functionality of this reservation system as well as its way of use within the National Heritage Institute. Furthermore, the thesis introduces an empirical research whose purpose is not only to determine necessary system adjustments but also to verify hypotheses outlined by the author. The main part of the thesis deals with a proposal how to solve particular system adjustments which emerged from the survey data.

The thesis has the purpose of reviewing the problem of the use of historical buildings for the requirements of the tourism in the Prague Heritage Reservation. The heritage property fund is one of the principal parts of our national cultural heritage. The existence of preserved and maintained monuments is the basic requirement for the development of the tourism in city reservations. The theoretical part is dedicated to specify the current issues through the analysis of Prague tourism, heritage law, heritage institutions and cultural tourism. In the practical part the use of historical buildings for the requirements of the tourism, primarily commercial and cultural & educational, is crucial. Based on the confrontation of these two building functions and questionnaire analysis within the amateur and specialist public, the work tries to demonstrate the benefit of these types of use including the sustainability to the heritage property fund of the Prague Heritage Reservation.

Aviation industry is in many ways considered a pioneer, especially in innovation and implementation of new materials and technologies. The aim of this thesis is to provide comprehensive and complex information on the matter, pointing out the differences in distribution systems and scenarios outlining the expected evolution of these systems in the future. The dissertation defines the basic concepts and the nature of the problem and also talks about the historical development of the GDS to better understand the current ownership and evaluate the importance and status of GDS in the Czech and world market. It analyzes selected GDS and graphically illustrates the positions of the GDS on the certain markets within the category. The basic method used is the comparison which was done by putting the specifics of individual GDS and their subsequent comparison, the thesis also includes SWOT analysis.

This project is a movie theater order system. This system allows people to get movie information and purchase tickets on the Internet. This project is based on a Model-View-Controller (MVC) architecture, which introduces a controller servlet to provide a single point of entry to the web system and encourages more reuse and extensibility of the code.
