When the farmer does not go to school: National School Feeding Program and Family Farming / Quando o agricultor nÃo chega à escola: Programa Nacional de AlimentaÃÃo Escolar e Agricultura Familiar

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / This study is about the relationship between family farmers in a city located in the center of Cearà state and the National School Food Programme â PNAE. It focuses mainly in the Article 14 of the Federal Law 11.947/2009, which stablishes that at least 30% of the financial resources destined to buying school food must be spent with food from Family farming. It tries to explain how is caracterized the action of the school and City administration in buying products from family farmers as well as verifying if such purchase has considered local food culture and the development of actions of Nutricional and Food Education â EAN. It researches how PNAE mobilizes forces in the community to raise the local development, trying to understand local social culture, in their actions of social development to the access of family farmers to the market of School Meals. Qualitative approach had, as a tool, the interviews done with farmers, local leaders, institutionals actors from the Programme, educational actors who participated in the training of the farmers to be part of the PNAE, technicals professionals from the NGOs and EMATERCE, the diretor of a state school and people in charge of the nutritional aspects of the School Meals. To analyse these speeches it was used the theorical methodological support of the book Entrevista Compreensiva, from Kaufmann (2013), and of the book HermenÃutica da Profundidade, from Thompson (1995). The discussion on PNAE, EAN, Nutritional Food Safety, besides the problematization on social capital of the Ãrea, anchored on the pressupostos of Putnam (2006) and Castilhos (2002), it tried to favour the comprehension of the practice of the public policies of local development and relations of trust. The findings of the research indicated a separation in the relationship of trust and dialogue with family farmers from the Municipality and institucionais agents from PNAE, precluding the buying of food itens from family farmers, and put in risk of ending the Food Security and Nutritional Food of the region and the Nutritional Food Education of the students. / Estudo sobre a relaÃÃo estabelecida entre os agricultores familiares de um municÃpio do sertÃo central cearense e o Programa Nacional de AlimentaÃÃo Escolar - PNAE. Focaliza principalmente o Art. 14 da Lei 11.947/2009, que prevà que pelo menos 30% dos recursos destinados à compra da alimentaÃÃo escolar deva ser empregado em gÃneros alimentÃcios advindos da agricultura familiar. Buscou-se explicitar como à caracterizada a aÃÃo da gestÃo municipal e escolar na compra dos produtos advindos da agricultura familiar para alimentaÃÃo escolar, como tambÃm verificar se essa compra tem contemplado a cultura alimentar local e o desenvolvimento de aÃÃes de EducaÃÃo Alimentar e Nutricional - EAN. Investigou-se como o PNAE mobiliza forÃas na comunidade para alavancar o desenvolvimento regional, buscando compreender a cultura social do local em suas aÃÃes de desenvolvimento social para o acesso dos agricultores familiares ao mercado da alimentaÃÃo escolar. A abordagem qualitativa teve como instrumento entrevistas com agricultores(as), lÃderes locais, agentes institucionais ligados ao programa, agentes educacionais que participaram da formaÃÃo dos agricultores para fazerem parte do PNAE, tÃcnicos de ONGs e da Ematerce, diretor de escola estadual e responsÃveis pelo setor de nutriÃÃo da alimentaÃÃo escolar. Para anÃlise desses discursos, teve-se o suporte teÃrico-metodolÃgico na Entrevista Compreensiva, de Kaufmann (2013) e na HermenÃutica da Profundidade, de Thompson (1995). A discussÃo sobre PNAE, EAN, SeguranÃa Alimentar e Nutricional - SAN, alÃm da problematizaÃÃo sobre o capital social da regiÃo, ancorada nos pressupostos de Putnam (2006) e Castilhos (2002), buscou favorecer o entendimento sobre a prÃtica de polÃticas pÃblicas voltadas para o desenvolvimento local e as relaÃÃes de confianÃa. Os achados da pesquisa indicaram haver uma cisÃo nas relaÃÃes de confianÃa/diÃlogo com os agricultores familiares por parte da prefeitura e dos agentes institucionais ligados ao PNAE, inviabilizando a compra dos gÃneros alimentÃcios da agricultura familiar e colocando em risco a SeguranÃa Alimentar e Nutricional da regiÃo e a EducaÃÃo Alimentar e Nutricional dos escolares.

THE SCHOOL FOOD ENVIRONMENT AND ITS ASSOCIATION WITH DIETARY INTAKE AMONG RURAL ADOLESCENTS

The school food environment has the ability to increase the consumption of fruit and vegetables in rural adolescents. This study used a survey to allow adolescents in seven rural counties to self-report their fruit and vegetable intake as well as utilizing the USDA Mathematica tool and the School Nutrition and Meal Cost Study audits to evaluate what food and beverage products were actually available to adolescents. By using these two measures, associations between fruit and vegetable intake and availability of healthy and unhealthy foods were determined. The availability of healthy snacks and beverages was found to be associated with sugar-sweetened beverage intake in adolescents (p < 0.001); the availability of unhealthy snacks and beverages was associated with fruit and vegetable intake in adolescents (p < 0.001); the school marketing of water bottle stations and/or water dispenser availability was associated with sugar- sweetened beverage intake in adolescents (p < 0.001). Increasing the availability and school marketing of healthy foods and beverages in rural schools may be an effective way to improve fruit and vegetable consumption in adolescents.

The School Food and Beverage Policy: Examining Schools' Readiness to Implement the Policy with Organizational Readiness for Change

Food and nutrition are an integral part of daily life and can have an effect on social, cognitive, and physical development as well as the prevention of negative health outcomes. The development of the School Food and Beverage Policy was targeted to both elementary and secondary schools in Ontario as a proactive approach to health and wellbeing by eliminating the sale of foods that do not meet nutrition criteria. School food policies can play an important role in students’ overall health and well-being, but little is known about schools’ readiness for implementing these policies. The purpose of this study was to examine schools’ readiness to implement the policy with an organizational readiness lens. This study consisted of a policy analysis and qualitative interviews with 8 administrators who were directly involved in the planning and preparation for the policy and 4 teachers who were recommended by their respective principals as key stakeholders in assisting in the process. Policy analysis uncovered the inconsistencies within the policy, while interview data revealed emergent themes surrounding: pre-implementation planning, policy technicalities, and challenges of confronting implementation. The variability in perspectives of readiness illustrates the complexity of preparing for policy implementation across schools and even within schools. Findings suggest that there is a need for more effective dissemination, in-service training, and education for school stakeholders in order to engage and stimulate interest and compliance of the nutrition standards. Having appealing and nutritious foods that students will enjoy is an area that requires more work. Developing supportive partnerships within and outside the school to reinforce consistent messages to students is also an area that needs attention. The Fresh Fruit and Vegetable Program's Influence on the Home Food Environment and Shopping Practices

abstract: Despite the literature suggesting that fruits and vegetables (F&V) can have a protective outcome against overweight, obesity and chronic diseases, consumption is still inadequate. In order to address under consumption of F&V among children, schools have become a platform for a variety of food programs. The Fresh Fruit and Vegetable Program (FFVP), a United States Department of Agriculture (USDA) initiative, aims to increase exposure and consumption of F&V in low-income school children by providing F&V snacks. Participation in FFVP has been associated with higher preference and consumption of F&V and research also suggests that the program has the potential to decrease rates of overweight and obesity. The benefits of this program have been found to extend outside of the school setting, with higher requests for F&V at home and at the grocery store. This study aims to explore how children’s participation in the FFVP influences home food environments and shopping practices through qualitative analysis focus group data. Four focus groups were held with parents (n=25) from three FFVP participating schools. The data was analyzed using an inductive thematic analysis approach to find themes within the discussions. The findings were grouped into three categories: General Perceptions of FFVP, Impact of FFVP on the Home Food Environment, and Impact of FFVP on Shopping Practices. For General Perceptions of FFVP, themes were: Children learn about and enjoy F&V, awareness of farm to school programs, and children make healthier choices. Impact of FFVP on the Home Food Environment included the themes: Choosing heathier foods and snacks, parent F&V behaviors, children request F&V at home, and children talk about or bring F&V home. Finally, Impact of FFVP on Shopping Practices included the themes: children’s involvement in shopping, children request to buy F&V, children request non-produce items, and parents decline or limit unhealthy requests. This qualitative study provides valuable insights about how FFVP participation influences child and family behaviors towards F&V at home and in the grocery store. The specific objectives are to identify barriers to the inclusion of the family farmer of the Programa Nacional de Alimentação Escolar through access to the institutional market locally; evaluate the program's effectiveness in ensuring the food security of these farmers at the municipal level , conduct a survey of the elements of food security of family farmers of the program through the Food Security Brazilian Scale (EBIA), and finally point out the level of social organization of family farmers in the program, from the qualitative analysis of barriers and effectivities food safety tested aspects of authenticity and solidarity. The research methodology is structured on the purposes and methods. As for the purpose, the research is exploratory and descriptive, as the media is bibliographical, documentary and field. The sample comprised 91 family farmers with active DAP in the program, stratified into 45 families of smallholders in the city of Anápolis and 46 families in the city of Jaraguá, as well as managers of school lunches and cooperatives that meet the program at municipal level. Data obtained during the interview with the managers of the school lunch and cooperatives were tabulated in a qualitative way, since the data from the questionnaires with producers familiar of the program were tabulated quantitatively, using the tool Microsoft Office Excel/2007. The research presents the efficiencies and the barriers to the implementation of the program, the assessment of effectiveness of cooperatives who attended the program, and final diagnosis levels of (In) Security Feeding of these producers, by analyzing on the comparative analytical variables selected to evaluate the effectiveness of social family farmers about food security in Anápolis and Jaraguá, which are: income, education, labor, production profile, self consumption, integration (perceptions) of the program for family farmers and network cooperation and social protection. / O presente trabalho tem como objetivo geral discorrer sobre os entraves e as efetividades do Programa Nacional de Alimentação Escolar, no cumprimento das ações e elementos que promovam a Segurança Alimentar, tratada de maneira ampla, para os agricultores familiares dos municípios de Anápolis e Jaraguá. Os objetivos específicos são: identificar os entraves para a inserção do Agricultor Familiar no Programa Nacional de Alimentação Escolar (PNAE), por meio do acesso ao mercado institucional a nível local; avaliar a efetividade do programa na garantia da Segurança Alimentar desses agricultores familiares, a nível municipal; realizar um levantamento dos elementos da Segurança Alimentar das famílias de agricultores familiares do PNAE, por meio da Escala Brasileira de (In) Segurança Alimentar (EBIA); e, por fim, apontar o nível de organização social desses produtores familiares, a partir da análise qualitativa dos entraves e das efetividades da Segurança Alimentar, testada nos aspectos da autenticidade e da solidariedade. A metodologia de pesquisa foi estruturada quanto aos fins e aos meios. Quanto aos fins, a pesquisa é exploratória e descritiva, quanto aos meios é bibliográfica, documental e de campo. A amostra englobou 91 produtores familiares com DAP/Ativa no território do PNAE, estratificada em 45 famílias de produtores familiares do município de Anápolis e 46 famílias do município de Jaraguá, bem como os gestores da merenda escolar e das cooperativas que atendem ao programa a nível municipal. Os dados obtidos durante a entrevista com os gestores da merenda escolar e das cooperativas foram tabulados de forma qualitativa, já os dados oriundos da aplicação dos questionários junto aos produtores familiares do PNAE foram tabulados de forma quantitativa, com a utilização da ferramenta Microsoft Office Excel/2007. Assim, esta pesquisa apresentou as eficácias e os entraves para a execução do PNAE, à análise de efetividade das cooperativas que atenderam ao programa, e por final, o diagnóstico dos níveis de (In) Segurança Alimentar desses produtores, por meio da análise comparativa diante das variáveis analíticas selecionadas para avaliar a efetividade social da Segurança Alimentar dos agricultores familiares de Anápolis e Jaraguá, que são: renda, escolaridade, trabalho, perfil produtivo, autoconsumo, integração (percepções) do programa para a agricultura familiar e rede cooperação e proteção social.

Changes in workload of staff and the consumption of fruits and vegetables amongst school-aged children as perceived by school food service providers after schools purchased a slicer and sectionizer

Over the past three decades, obesity rates for children ages 2-5 years have doubled from 5% to 10% and children ages 6-11 years have more than tripled from 4% to over 15%. Adequate amounts of fruits and vegetables in the diet are necessary to reduce increased risks associated with long term inadequate consumption of these foods. Grant recipients received funds to purchase a sectionizer and slicer to prepare more attractive fruits and vegetables for school food service lines. Through the use of a descriptive survey, recipients reported a significant reduction in workload on staff and an increase in the amounts of fruits and vegetables children took from service lines after these foods were prepared using this equipment. Using equipment designed to increase convenience or enhance appearance of fruits and vegetables in school food service operations may increase the consumption of fruits and vegetables provided to children through child nutrition programs.

Food Sovereignty Within the Swedish School Food Sector : A case study about two Swedish municipalities

The study aims to better understand which challenges and possibilities there are for increasing more sustainable and healthy food (i.e. food sovereignty) within the school food sector in different geographical places in Sweden, and how schools and other relevant actors can lead the way towards more sustainable food systems. This has been examined through a case study of the EU-funded SchoolFood4Change (SF4C) project, with a special focus on the two participating municipalities in Sweden: Umeå kommun and Malmö Stad. The method chosen is qualitative semi-structured interviews, which have been conducted with several key actors connected to the school food sector and the SF4C project. It includes procurers, project managers, food producers, and school chefs. The result showed that there are both possibilities and challenges when it comes to developing more sustainable food systems. Possibilities include, for example, a chance for new forms of collaboration between sectors, and an opportunity for everyone involved to gain more knowledge and understanding of the food we eat. Challenges on the other hand include time limitations, lack of communication, and economic problems for organic small-scale farmers. Further, there are differences between Umeå and Malmö that affect their ability to create sustainable school food systems. For example, they are located in different hardiness zones, and the structure of the project groups differs. Lastly, each actor plays a significant role in creating sustainable food systems.

Introdução: A anemia ferropriva tem uma distribuição universal e atinge a população em geral acarretando conseqüências importantes para as condições de vida, em especial para grupos vulneráveis entre os quais estão os escolares. Objetivo: Identificar a ocorrência de anemia e seus fatores associados em alunos ingressantes no ensino fundamental de escolas públicas do município de São Bernardo do Campo. Metodologia: Este estudo utilizou dados secundários da pesquisa: "Contribuição para a promoção da saúde infantil em uma comunidade". A população foi constituída por uma amostra probabilística de 613 escolares com idades entre 5 e 9 anos. A caracterização demográfica e socioeconômica da população foi obtida por meio de um questionário estruturado. Para a avaliação do consumo alimentar foi utilizado um Questionário de Freqüência Alimentar (QFA). A estimativa da prevalência de anemia foi realizada pela dosagem de hemoglobina em sangue venoso. Foram considerados anêmicos os escolares com valores de hemoglobina abaixo de 11,5g/dL. Resultados: A prevalência média de anemia para o grupo estudado foi de 5,71% não havendo diferenças dessa deficiência entre meninos e meninas. A anemia mostrou-se associada à baixa escolaridade materna, situação de trabalho do chefe da família e ao maior número de irmãos, moradia com um único cômodo e ausência de água na residência. Os alimentos mais representativos como fonte de ferro foram: carnes, feijão e pão. Frutas e carnes, que auxiliam a absorção do mineral foram consumidas pela maioria dos escolares estudados. O Programa Nacional de Alimentação Escolar (PNAE), popularmente conhecido como "merenda escolar" mostrou-se representativo no fornecimento do mineral na alimentação dos escolares, e supre 50% do ferro total necessário. Conclusões: A alimentação referida no domicílio contém os itens de uma alimentação saudável. A alimentação fornecida às crianças pelo PNAE que anteriormente à fortificação das farinhas de trigo e milho não era representativa em ferro, atualmente supre 50% das recomendações diárias explicando a baixa prevalência de anemia encontrada. / The iron deficiency anemia has an universal distribution and it reaches some population groups with important consequences for their life conditions, specially for vulnerable groups as students ranged from 6 to 12 years. Objective: To identify the anemia occurrence and its factors associate in elementary beginner students of public schools in São Bernardo do Campo. Methods: This study had used some secondary data from: "Contribution to promote the children's health in a community". The population was constituted by a probabilistic sample of 613 students ranged from 5 to 9 years. The demographic, social and economic population shape had been known by a structure questionnaire. The Food Frequency Questionnaire (FFQ) was used to evaluate the food intake. The hemoglobin dosage in venous blood was used to estimate the anemia prevalence. The hemoglobin values under 11,5g/dL. Results: The anemia average prevalence for all groups that had been studied was 5,71%. There was no difference between the sexes. The anemia was associated with low school maternal knowledge, the family boss situation, and the biggest number of brothers and sisters, as well as a big association between the water supply and the kind of housing. The most representative food intakes as ferrous source were: meat, bean and bread. The auxiliaries to its absorptions were: fruits and meats. The school lunch had been showed a good representative as the mineral supplier for the students. It supplies 50% of the necessary and bio available ferrous. Conclusions: The food practical has been adequate. Previously the school lunch feeding wasn't representative in ferrous, but now, it supplies 50% of the recommendation, and it's the reason for the low prevalence of anemia that has been gotten in this study.

Estado nutricional, consumo alimentar e estilo de vida de escolares de Campinas - SP / Nutritional state, food consumption and lifestyle of pupils in Campinas &#150; SP

O presente trabalho teve como objetivos a análise do estado nutricional, do consumo alimentar e do estilo de vida de crianças e adolescentes de centro urbano relativamente mais desenvolvido do estado de São Paulo. Também foi investigado o acesso destes aos serviços de alimentação disponíveis nas unidades de ensino (Programa Nacional de Alimentação Escolar &#150; PNAE e as cantinas/lanchonetes escolares). Para tanto, foi realizado estudo de natureza transversal tendo por base amostra integrada por 324 alunos, com idade entre 6 e 14 anos, matriculados em seis unidades da rede pública de ensino de Campinas, estado de São Paulo. Junto aos escolares foi realizada avaliação antropométrica e, para determinação do estado nutricional, foram analisados os escores Z de altura para idade &#150; ZAI e a distribuição dos percentis do Índice de Massa Corporal &#150; IMC, adotando-se dois parâmetros estabelecidos (um internacional e um nacional) com base em populações de referência. O consumo alimentar foi identificado por meio do emprego do Recordatório de 24 horas e as informações relativas ao estilo de vida e à adesão aos serviços disponíveis nas escolas foram avaliadas adotando-se questionários especificamente elaborados. Junto aos pais/responsáveis foram obtidas informações relativas à condição socioeconômica. No que diz respeito ao estado nutricional, destaca-se a reduzida proporção (1,6%) de alunos classificados com déficit de altura para idade (ZAI < -2). No tocante ao IMC, proporções de 5,6%, 79,0% e 15,4% foram identificadas para baixo peso (3&#186; P &#8804; IMC), eutrofia (5&#186; P &#8804; IMC < 85&#186; P) e excesso de peso (IMC &#8805; 85&#186; P), respectivamente, mediante adoção de referencial internacional. Prevalências de 2,8% (baixo peso), 77,4% (eutrofia) e 19,8% (excesso de peso) foram observadas adotando-se referencial nacional. Este último critério revelou-se mais condizente com o processo de transição nutricional vivenciado no país. No que se refere ao consumo de alimentos, 65% das dietas dos alunos apresentaram-se inadequadas quanto à participação de pelo menos um dos macronutrientes energéticos. Expressiva parcela dos escolares revelou reduzida ingestão de energia, fibras, vitamina A, ácido fólico, ácido pantotênico, cálcio, fósforo, magnésio e potássio. Consumos elevados de colesterol e de sódio foram observados para substancial proporção de alunos. A análise da participação dos grupos de alimentos no Valor Energético Total &#150; VET revelou que os alimentos básicos de origem vegetal contribuíram com 38,6% do conteúdo de energia da dieta, destacando-se a expressiva participação (31,7%) daqueles de origem animal. No que se refere ao estilo de vida, 29,6% das meninas e 19,0% dos meninos foram considerados sedentários. A adesão dos alunos aos serviços de alimentação escolares foi considerada expressiva: 75,3% consumiam as refeições distribuídas pelo PNAE, sendo que destes, 51,0% o faziam de forma efetiva (entre quatro e cinco dias por semana). Cerca de 76,0% dos alunos aderia às cantinas escolares, sendo que maior proporção (52,1%) adquiria alimentos esporadicamente (um ou dois dias por semana). Estratégias de orientação nutricional e de promoção da prática de atividades físicas devem ser estimuladas com vistas à consolidação de hábitos saudáveis, que contribuirão para o adequado estado de saúde e para a prevenção do risco de enfermidades crônicas na vida adulta. Destaca-se a escola como um dos ambientes no qual as intervenções podem ser adotadas, tendo em vista que as crianças e adolescentes permanecem por expressivo período de tempo diário nesse local. / The present work tried to analyze the nutritional state, the food consumption and the lifestyle of kids and teenagers within the relatively most developed urban center in Sao Paulo State. These pupils&#39; access to food services available at the learning centers (Brazilian School Meal Program &#150; PNAE and the school canteens/cafeterias) was also investigated. For so, a transversal-nature study was performed, having as base a 324-student sampling, aged between 6 and 14, enrolled in six schools in the Campinas public learning network, in Sao Paulo State. Along with the students, an anthropometric evaluation was performed and, for determining the nutritional state, the Zscores for age &#150; ZAI &#150; and the Body Mass Index percentage distribution &#150; IMC &#150; were calculated and analyzed, adopting two pre-established parameters (one international and one national), based on reference populations. The food consumption was identified by using a 24-hour recordkeeper and the pieces of information related to the lifestyle and the adhesion to the services available at the units were evaluated through specifically-elaborated questionnaires. With parents and guardians, we obtained information related to the pupils&#39; socio-economic condition. As far as the nutritional state is concerned, we highlight the small proportion (1.6%) of students classified as having a height deficit for their age (ZAI < -2). Regarding the IMC, proportions of 5.6%, 79.0% and 15.4% were identified for low weight (3rd P &#8804; IMC), eutrophia (5th P &#8804; 85th < P) and overweight (IMC &#8805; 85th P), respectively, adopting an international references. Prevalence of 2.8% (underweight), 77.4% (eutrophia) and 19.8% (overweight) were observed using national references. The latter was more in agreement with the process of nutritional transition happening in the country: tendency of reduction in the serious forms of malnutrition and increase on the prevalence of overweight. Regarding the food consumption, 65% of the students&#39; diets are inadequate in terms of participation of at least one of the energy macronutrients. An expressive share of the students revealed a reduced intake of energy, fibers, vitamin A, folic acid, pantothenic acid, calcium, phosphorus, magnesium and potassium. High cholesterol and sodium consumption were observed for a substantial proportion of students. The analysis on the participation of food groups in the Total Energy Value &#150; VET &#150; revealed that the basic, vegetal foods contributed with 38.6% of the diet&#39;s energy contents, highlighting the expressive participation (31.7%) of the animal ones. As far as the lifestyle is concerned, 29.6% of the girls and 19.0% of the boys were considered sedentary. The adhesion of students to the school food services was considered expressive: 75.3% consumed the meals provided by the PNAE, being 51.0% effective eaters (between 4 and 5 days a week). Circa 76% of the students adhered to the school cafeterias, being the highest proportion (52.1%) bought food sporadically (one or two days a week). Strategies of nutritional orientation and promoting physical activities must be stimulated trying to consolidate healthy habits, contributing for the adequate health state and the prevention of chronic illnesses risks in adulthood. The school must be highlighted as an environment in which interventions may be adopted, because children and teenagers spend an expressive share of their daily lives in that place.
