Face aux mutations auxquels sont confrontés les services publics, les cadres intermédiaires sont à la fois acteurs et objets des transformations managériales. La recherche empirique et qualitative menée dans une collectivité territoriale française décrit et modélise le rôle des cadres consistant à fabriquer du sens (« sensemaking »), à faire partager ce sens (« sensegiving ») et leur entremise au service de l’appropriation et de la mise en œuvre du changement. En s'inscrivant de façon longitudinale à différents niveaux de l'organisation, l'étude de cas permet d’approfondir les dimensions de son processus d'évolution, et sa capacité de changement, en relation avec le rôle des cadres intermédiaires. / Considering transformations faced by public services, managers are both actors and objects of managerial changes. The empirical and qualitative research conducted in a french local authority describes and models the managers’ role consisting of making sense ("sensemaking"), sharing sense ("sensegiving") and their agency to help for the appropriation and the implementation of change. By joining in a longitudinal way multi-levels of the organization, the case study enables to look into the dimensions of its evolutionary process, and its change capability, in relation with the middle managers' role.

[pt] A presente tese tem como objetivo entender como as funcionárias de uma empresa brasileira do ramo de construção civil estão percebendo, interpretando e construindo o sentido acerca das ações que essa empresa vem implementando com o intuito de diminuir a desigualdade de gênero no ambiente organizacional. A tese subjacente a esse objetivo é que a construção de um ambiente mais igualitário em termos de gênero depende, principalmente, do entendimento, da criação e do compartilhamento dos sentidos - entre as pessoas - sobre a importância da busca por igualdade de gênero e sobre a pertinência das ações voltadas a esse propósito. Para compreender a construção desse entendimento coletivo, a perspectiva teórica do sensemaking foi explorada nessa tese com vistas a entender o processo de sensegiving da construtora e as transformações de significados diante das mudanças que estão ocorrendo, no ambiente organizacional, para ampliar a igualdade de gênero nessa empresa. Para aprofundar o entendimento desse sentido, criado e compartilhado entre as funcionárias da empresa pesquisada, elegeu-se a lente teórica desenvolvida por Joan Acker que discute as subestruturas de gênero, os regimes de desigualdade e o trabalhador ideal forjados nos contextos organizacionais. O método de pesquisa escolhido é o qualitativo, mais aderente a investigações de cunho interpretativista, como a endereçada nesta tese. Foram realizadas entrevistas individuais e em grupo focal com trabalhadoras mulheres que atuam na construtora escolhida para a pesquisa. Além de uma pesquisa documental com a exploração de e-mails e conteúdos publicados em redes sociais. A análise dos dados das entrevistas foi feita através da análise de narrativa temática buscando entender como as funcionárias vêm interpretando e criando sentidos relativos às políticas e iniciativas que a empresa vem implementando. Para a análise documental a análise de conteúdo foi usada para entender a implementação da Gestão da Diversidade. Dentre os principais achados da pesquisa, destaca-se que que o patriarcado, enquanto sistema social, é uma barreira que impende a evolução do processo de construção de sentido acerca das políticas que buscam um ambiente mais igualitário de gênero, todavia, os exemplos positivos compartilhados pelas mulheres trouxeram esperança por um ambiente mais igualitário de gênero. Chamou atenção, durante as entrevistas, que muitas das entrevistadas não sabiam sobre práticas e políticas, houve a necessidade de explicar o que a construtora está implementando. A importância da liderança dentro do processo pela busca de um ambiente mais igualitário de gênero é outro achado desta pesquisa. Espera-se que a pesquisa contribua para os estudos sobre gestão de pessoas e gestão da diversidade ao explorar o processo de implementação de políticas que buscam por diversidade e inclusão. Para os estudos feministas, espera-se contribuir para o entendimento de como o tema igualdade de gênero vem sendo interpretado, na prática, no contexto das organizações. Para os estudos organizacionais, em especial para a perspectiva do sensemaking, busca contribuir com o desvelamento do processo de sensegiving acerca das iniciativas voltadas para a promoção da diversidade de gênero em uma organização de grande porte. / [en] This thesis aims to understand how employees of a Brazilian company in the construction industry are perceiving, interpreting and constructing meaning about the actions that this company has been implementing with the aim of reducing gender inequality in the organizational environment. The thesis underlying this objective is that the construction of a more egalitarian environment in terms of gender depends, mainly, on the understanding, creation and sharing of meanings - among people - about the importance of the search for gender equality and about the relevance of actions aimed at this purpose. To understand the construction of this collective understanding, the theoretical perspective of sensemaking was explored in this thesis with a view to understanding the construction company s sensegiving process and the transformations of meanings in the face of the changes that are occurring, in the organizational environment, to expand gender equality in this company. To deepen the understanding of this meaning, created and shared among the employees of the researched company, the theoretical lens developed by Joan Acker was chosen, which discusses gender substructures, inequality regimes and the ideal worker forged in organizational contexts. The chosen research method is qualitative, more in line with interpretative investigations, such as the one addressed in this thesis. Individual and focus group interviews were carried out with female workers who work in the construction company chosen for the research. In addition to documentary research exploring emails and content published on social networks. The analysis of interview data was carried out through thematic narrative analysis, seeking to understand how employees have been interpreting and creating meanings related to the policies and initiatives that the company has been implementing. For document analysis, content analysis was used to understand the implementation of Diversity Management. Among the main findings of the research, it is highlighted that patriarchy, as a social system, is a barrier that impedes the evolution of the process of constructing meaning regarding policies that seek a more gender egalitarian environment, however, the positive examples shared by women brought hope for a more gender-equal environment. It was noteworthy during the interviews that many of the interviewees did not know about practices and policies, there was a need to explain what the construction company is implementing. The importance of leadership within the process of seeking a more gender-equal environment is another finding of this research. It is expected that the research will contribute to studies on people management and diversity management by exploring the process of implementing policies that seek diversity and inclusion. For feminist studies, it is expected to contribute to the understanding of how the theme of gender equality has been interpreted, in practice, in the context of organizations. For organizational studies, especially from the perspective of sensemaking, it seeks to contribute to the unveiling of the sensegiving process regarding initiatives aimed at promoting gender diversity in a large organization.

Le sensemaking collectif dans une équipe virtuelle

Les équipes virtuelles font l’objet de beaucoup d’attention depuis près de deux décennies. Elles font désormais partie des organisations qui ont dû s’ajuster à l’internationalisation des marchés. Elles sont aussi de plus en plus présentes dans les universités qui mettent en place des cours en environnement virtuel pour préparer leurs étudiants aux nouvelles réalités du marché du travail. Elles sont aussi le fruit des modes nées sous l’impulsion de l’approche constructiviste de la pédagogie. Les recherches qui s’intéressent a elles ont des préoccupations principalement téléologiques et utilitaristes qui donnent le point de vue des gestionnaires et des enseignants sur le phénomène. Peu de recherches se sont penchées sur l’expérience vécue par les membres de ces équipes. Par ailleurs, la volonté de dégager les lois générales des équipes virtuelles amène les chercheurs à l’amputer d’une partie de sa complexité. Notre recherche propose d’observer la manière dont des étudiants ont vécu leur expérience de collaboration en équipe virtuelle. Nous adoptons une posture interprétative et une approche narrative pour observer leur «sensemaking». Cette perspective nous permet de tenir compte de la complexité du phénomène. Nos questions de recherche sont : comment les étudiants font-ils sens de leur collaboration? Comment le «sensemaking» individuel contribue-t-il à construire le «sensemaking» collectif? Nos résultats nous renseignent sur l’importance que revêt le «sensegiving», pour les équipes virtuelles, dans la création de «sensemaking» collectif. / Virtual teams have been subject of much attention in the last two decades. Organizations have included them as regular units to adjust with globalization of markets. They are increasingly more common in schools as well. Universities developed virtual learning environments to cope with the market and prepare their students to be competitive. Those environments were also made popular because of the trends instigated by the constructivist approach to learning and educational methods. Researchers have been studying virtual teams most generally with teleological and utilitarian goals giving teachers’ and mangers’ point of view of the phenomenon. In addition, the will to draw general laws of virtual teams lead up researchers to sacrifice a part of its complexity. Our study aims to observe how students made sense of their collaboration experience in a virtual team. We adopt an interpretive perspective with a narrative approach that allows us to access the richness of the phenomenon while studying the sensemaking process. Our research questions are: how do students make sense of the collaboration? And how does individual sensemaking plays a role in constructing collective sensemaking? Our findings show that the sensegiving process is crucial for virtual teams to create collective sensemaking.

Då färre forskning har riktats mot kollektiv sensemaking hos tvärfunktionella team, ämnar denna studie att kasta ytterligare ljus över den komplexitet som det innebär i situationer av samverkan. Således kommer djupare förståelse utvecklas för vilka aspekter som påverkar en kollektiv sensemaking. Detta är en kvalitativ studie med ett abduktivt förhållningssätt. Den empiriska datan samlades in genom semistrukturerade intervjuer och analyseras i narrativ form. Studien är av interpretivistisk prägel, det vill säga tolkande. Expertiser, Obefogad tillhörighet; Beröringspunkter; Egen förståelse; Kompromisser; Horisontell kommunikation; Kommunikationsforum; Tydligt syfte; Att veta ‘nog’ mycket, visade sig vara aspekter som kan påverka förmågan till kollektiv sensemaking. Samtliga aspekter ger upphov till behovet av mer anpassad sensegiving. / As less research has focused on collective sensemaking in cross-functional teams, this study aims to shed further light on the complexity that it entails insituations of collaboration. Therefore, a deeper understanding will be developed of the aspects that influence a collective sensemaking.' This is a qualitative study with an abductive approach. The empirical data were collected through semi-structured interviews and analysed in narrative form. The study is of an interpretivist nature. Expertise; Unjustified belonging; Intersections; Own understandings; Compromise; Horizontal communication; Communication forum; Clear purpose; Knowing ‘enough’, turned out to be aspects that can affect the ability for collective sensemaking. All aspects give further need for a more adaptive sensegiving.

Opportunity to Learn: The Role of Prompting Cognitive Shifts in Understanding and Addressing Educational Inequities

Pullin / This dissertation examines how district- and school-level leaders' understanding of achievement gaps influences the work of leadership in addressing educational inequities and broadening students' opportunity to learn. While the reporting of disaggregated data by student subgroup confirms that achievement gaps exist, reports from high-stakes testing fail to provide district- and school-level leaders with the diagnostic data needed to identify key factors inhibiting student performance. Yet, identifying and understanding factors hindering student performance is critical knowledge for leaders to cultivate as they work to address elements within their school or district that may need to change if student learning is to improve. Results from this single case study in a diverse urban district illuminate how district- and school-level leaders can challenge and support their community as they work collectively to confront and address issues related to disparities in student performance. Drawing on previous research, which introduced the cognitive shift as a unit of analysis for studying the work of leadership, this study identifies shifts in thinking that district- and school-level leaders attempted to prompt in others, as well as the framing strategies district- and school-level leaders used in their attempts to prompt identified shifts in thinking. The study found that district- and school-level leaders attempted to prompt a common set of cognitive shifts using a range of framing strategies. Furthermore, the study found a correlation between leaders' use of a particular of framing strategy and their level of leadership (i.e., district or school), with common patterns of strategy use unique to each level of leadership. Additionally, distinct patterns of strategy use also emerged for the leaders of the district's top performing schools which differed from the patterns of strategy use that emerged for the leaders of the district's lower performing schools. “IT’S HARD TO GET YOUR HEAD AROUND SOMETHING LIKE THIS”: FIGURATIVE AND INTENSE LANGUAGE FOR SENSEGIVING DURING SEVERE WEATHER COVERAGE

During high-impact weather events like Hurricane Harvey, broadcast meteorologists take on the role of sensegiver, as they develop frameworks to help their viewers make sense of the storm. These frameworks are communicated through rhetorical choices evident in the language the meteorologists use to describe the storm’s threat and impact. This study investigates the rhetorical choices of KHOU broadcast meteorologists during Hurricane Harvey in order to make sense of the disaster, using an inductive thematic analysis. The results indicate that the KHOU broadcasters framed Harvey figuratively as an all-encompassing monster and a heat-seeking machine. The meteorologists used emotionally intense language to emphasize their concern about the forecast, to compare the event to previous flooding disasters, to describe Harvey’s catastrophic impact, and to express disbelief regarding the situation unfolding around them. These results show how sensegiving can be articulated rhetorically via specific language features like describing Harvey as a monster, or comparing Harvey’s impact to Hurricane Katrina. These specific language features identified here should be tested for their effectiveness in order to allow meteorologists across the weather enterprise to speak about threats and impacts in a more consistent manner.

Processos de sensemaking e sensegiving para stakeholders internos e externos : o caso do PROMOEX no Tribunal de Contas do Estado de Rondônia

O presente trabalho propõe e aplica um framework para compreender como se dá o processo de sensemaking, sensegiving e sensemaking estratégico para stakeholders internos e externos, em um processo de mudança estratégica decorrente da implementação do Programa de Modernização do Sistema de Controle Externo dos Estados, Distrito Federal e Municípios Brasileiros (PROMOEX), no Tribunal de Contas do Estado de Rondônia-TCE-RO. A base teórica desta pesquisa divide-se em construções conceituais distintas, mas que se interrelacionam - sensemaking, sensegiving, sensemaking estratégico e teoria dos stakeholders. Tais opções teóricas consideram que as mudanças organizacionais são feitas com base na criação de sentido e realizadas a partir de atividades estratégicas junto aos stakeholders. A pesquisa se justificou por preencher um gap teórico assentado na abordagem sensemaking no setor público que impacta os stakeholders internos e externos. Realizou-se uma pesquisa exploratória, através de um estudo de caso, utilizando-se abordagens qualitativa e quantitativa que se complementam, isso porque o estudo qualitativo gerou questões que foram aprofundadas quantitativamente. A coleta dos dados qualitativos teve como técnica entrevistas semiestruturadas. Para a sistematização fez-se uso do software Atlas.ti e posterior análise de conteúdo. Na abordagem quantitativa aplicou-se questionário com perguntas fechadas e uma aberta. Para o tratamento dos dados utilizou-se o software Statistical Package for the Social Sciences-SPSS. Assim, a pesquisa constitui-se de três fases: a primeira com os Pioneiros do PROMOEX, a segunda com os integrantes do TCE-RO e a terceira com os stakeholders externos, constituídos de jurisdicionados e representantes da sociedade. Com base nos dados obtidos, foram feitas as análises buscando compreender as relações envolvidas na criação de sentido, compartilhado a partir das mudanças oriundas da implementação do PROMOEX no Tribunal de Contas do Estado de Rondônia. Os resultados da pesquisa apontam para a compreensão do PROMOEX desde sua concepção, a partir da aplicabilidade dos conceitos teóricos, bem como das mudanças ocorridas no TCE-RO, com a implementação do programa. As contribuições teóricas foram a aplicação das teorias estudadas e o seu inter-relacionamento no nível interno e a análise doentendimento de stakeholders (internos e externos) no nível externo. Such theoretical options consider that organizational changes are made based on the creation of meaning and realized from strategic activities with stakeholders. The research is justified by filling out a gap in the theoretical approach sensemaking, seated in the public sector that impacts the internal and external stakeholders. We conducted an exploratory research through a case study, using qualitative and quantitative approaches that complement each other, this is because the qualitative study generated questions that were deeply quantitatively. The technique for qualitative data collection was semi-structured interviews. For the systematization, it was made use of the Atlas.ti software and subsequent content analysis. For the quantitative approach there were questionnaires applied with closed questions and one open question. For the data processing we used the Statistical Package for Social Sciences-SPSS. Thus, the research consists of three phases, the first with the Pioneers PROMOEX, the second with the members of the TCE-RO and the third with the external stake holders, made up of jurisdictional representatives and society. Based on the data, analyzes were performed in order to understand the elements and the relationships involved in creating a shared sense of the changes arising from the implementation of the PROMOEX in the Court of Auditors of the State of Rondônia. The survey results point to understanding PROMOEX since its conception, from the applicability of theoretical concepts, as well as changes in the TCE-RO, with the implementation of the program. The theoretical contributions were applied to the theories studied and their interrelationships on an internal level and understanding and analysis of the stakeholders (internal and external), in the external level. In the practical field, the contributions refer to the public Brazilian context, with the improvements in the oversight of public resources, emerged from the adaptation of the Court of Auditors Fiscal Responsibility Law, with the importance given to the use of information technology to promote and implement the change processes. As well as the concept of modernity that PROMOEX brought to the Court of Auditors of Brazil, highlighting the visibility of the Court of Auditors "rondoniense" and the closer ties between the Courts of Auditors in Brazil.

Processos de sensemaking e sensegiving para stakeholders internos e externos : o caso do PROMOEX no Tribunal de Contas do Estado de Rondônia

O presente trabalho propõe e aplica um framework para compreender como se dá o processo de sensemaking, sensegiving e sensemaking estratégico para stakeholders internos e externos, em um processo de mudança estratégica decorrente da implementação do Programa de Modernização do Sistema de Controle Externo dos Estados, Distrito Federal e Municípios Brasileiros (PROMOEX), no Tribunal de Contas do Estado de Rondônia-TCE-RO. A base teórica desta pesquisa divide-se em construções conceituais distintas, mas que se interrelacionam - sensemaking, sensegiving, sensemaking estratégico e teoria dos stakeholders. Tais opções teóricas consideram que as mudanças organizacionais são feitas com base na criação de sentido e realizadas a partir de atividades estratégicas junto aos stakeholders. A pesquisa se justificou por preencher um gap teórico assentado na abordagem sensemaking no setor público que impacta os stakeholders internos e externos. Realizou-se uma pesquisa exploratória, através de um estudo de caso, utilizando-se abordagens qualitativa e quantitativa que se complementam, isso porque o estudo qualitativo gerou questões que foram aprofundadas quantitativamente. A coleta dos dados qualitativos teve como técnica entrevistas semiestruturadas. Para a sistematização fez-se uso do software Atlas.ti e posterior análise de conteúdo. Na abordagem quantitativa aplicou-se questionário com perguntas fechadas e uma aberta. Para o tratamento dos dados utilizou-se o software Statistical Package for the Social Sciences-SPSS. Assim, a pesquisa constitui-se de três fases: a primeira com os Pioneiros do PROMOEX, a segunda com os integrantes do TCE-RO e a terceira com os stakeholders externos, constituídos de jurisdicionados e representantes da sociedade. Com base nos dados obtidos, foram feitas as análises buscando compreender as relações envolvidas na criação de sentido, compartilhado a partir das mudanças oriundas da implementação do PROMOEX no Tribunal de Contas do Estado de Rondônia. Os resultados da pesquisa apontam para a compreensão do PROMOEX desde sua concepção, a partir da aplicabilidade dos conceitos teóricos, bem como das mudanças ocorridas no TCE-RO, com a implementação do programa. As contribuições teóricas foram a aplicação das teorias estudadas e o seu inter-relacionamento no nível interno e a análise doentendimento de stakeholders (internos e externos) no nível externo. No campo prático, as contribuições referem-se ao contexto público brasileiro, com as melhorias na fiscalização dos recursos públicos, surgidas a partir da adequação dos Tribunais de Contas à Lei de Responsabilidade Fiscal-LRF, com a importância dada à utilização da tecnologia de informação para promoção e implementação de processos de mudança, bem como o conceito de modernidade que o PROMOEX trouxe aos Tribunais de Contas do Brasil, destacando-se a visibilidade da Corte de Contas rondoniense e o estreitamento dos laços que unem as Cortes de Contas brasileiras. / This paper proposes and implements a framework to understand how the sensemaking, strategic sensemaking to internal and external sensegiving are to internal and external to stakeholders in a process of strategic change resulting from the implementation of the Modernization Program of External Control System of the States, Federal District and Brazilian Municipalities (PROMOEX), the Court of Auditors of the State of Rondonia-TECRO. The theoretical basis of this research, is divided into distinct conceptual constructions, but which are inter relation-sensemaking, sensemaking, sensegiving and the Stakeholder´s Theory. Such theoretical options consider that organizational changes are made based on the creation of meaning and realized from strategic activities with stakeholders. The research is justified by filling out a gap in the theoretical approach sensemaking, seated in the public sector that impacts the internal and external stakeholders. We conducted an exploratory research through a case study, using qualitative and quantitative approaches that complement each other, this is because the qualitative study generated questions that were deeply quantitatively. The technique for qualitative data collection was semi-structured interviews. For the systematization, it was made use of the Atlas.ti software and subsequent content analysis. For the quantitative approach there were questionnaires applied with closed questions and one open question. For the data processing we used the Statistical Package for Social Sciences-SPSS. Thus, the research consists of three phases, the first with the Pioneers PROMOEX, the second with the members of the TCE-RO and the third with the external stake holders, made up of jurisdictional representatives and society. Based on the data, analyzes were performed in order to understand the elements and the relationships involved in creating a shared sense of the changes arising from the implementation of the PROMOEX in the Court of Auditors of the State of Rondônia. The survey results point to understanding PROMOEX since its conception, from the applicability of theoretical concepts, as well as changes in the TCE-RO, with the implementation of the program. The theoretical contributions were applied to the theories studied and their interrelationships on an internal level and understanding and analysis of the stakeholders (internal and external), in the external level. In the practical field, the contributions refer to the public Brazilian context, with the improvements in the oversight of public resources, emerged from the adaptation of the Court of Auditors Fiscal Responsibility Law, with the importance given to the use of information technology to promote and implement the change processes.
