The purpose of the study was to determine the perceptions of Indiana school board presidents and superintendents on recommendations for board governance. A second purpose was to determine the current usage of these recommendations for board governance among Indiana school boards.A questionnaire consisting of 42 Likert-response items was mailed to the superintendent and board president of the 294 public school districts in Indiana. The return rate was 63 percent for board presidents and 82 percent for superintendents.The following conclusions were formulated: (a.) board presidents appear most likely to support recommended changes in school board governance in areas of Planning, Board Development, Collective Bargaining, and Curriculum/Staff Development; (b.) superintendents appear most likely to support recommended changes in school board governance in the areas of Board Development, Collective Bargaining, and Curriculum/Staff Development; (c.) board presidents and superintendents appear most likely to differ in their responses to recommendations for changes in school board governance in the areas of Planning, Personnel, Managing Schools and Budget; (d.) board presidents and superintendents from the same school districts are not likely to differ significantly in their opinions about whether or not their board is currently practicing recommended changes in school board governance.Indiana board presidents nor superintendents agreed with authorizing charter schools, hiring administrative law judges or other qualified third parties to hear appeals on students and staff members' due process rights, or establishing a procedure outside of the school board for hearing and deciding constituent complaints. Ce travail de recherche vise à comprendre quelles sont les principales atteintes à la santé mentale des policiers de voie publique afin de dégager des pistes d’action managériales et organisationnelles. Nous avons pour cela cherché à identifier les principales contraintes et ressources qui entourent l’activité policière et son encadrement en nous basant sur une démarche de théorisation enracinée, au plus proche des acteurs de terrain, et sur la triangulation de méthodes qualitatives (observation directe et participante, entretiens individuels et collectifs, questionnaires). En croisant les travaux issus de la psychologie, de la sociologie des organisations et de la sociologie de la police, nous avons élaboré un modèle d’analyse systémique et multiniveau permettant de mieux comprendre les dynamiques organisationnelles sous-jacentes au « malaise policier ». Il ressort de cette recherche que l’encadrement policier est lui-même soumis à d’importantes sources de tensions qui le placent notamment dans une situation de management empêché. En somme, il apparaît que les cadres de l’institution sont directement victimes d’un mode d’organisation générateur de souffrance qui ne leur permet pas de répondre efficacement aux attentes formulées par leurs collaborateurs. Ne parvenant pas à agir sur les causes des tensions, la prévention des risques psychosociaux se focalise finalement sur la prise en charge des agents en difficultés. La notion actuelle de qualité de vie au travail, en cohérence avec les travaux issus de la clinique du travail, constitue selon nous un moyen d’action à privilégier pour améliorer la santé des policiers et la qualité du service public. / This research work aims to understand the main occupational injuries for the police officers’ mental health to identify managerial and organizational actions. To this end, we sought to identify the main demands and resources in police activity and its supervision. We based this work on a grounded theory approach, as close as possible to the actors in the ground, and on the triangulation of qualitative methods (direct and participant observation, individual and group interviews, questionnaires). By combining researches from psychology, organizational sociology and police sociology, we built a systemic and multilevel model to understand the organizational dynamics behind the French "police malaise". This research shows that police superintendents are subject to significant sources of tension and are in a situation of “barred management”. It appears that these managers are directly victims of an organizational structure that generates mental suffering and prevent them to respond effectively to their employees’ expectations. Unable to act on the causes of tensions, the psychosocial risks prevention focuses on staff in difficulty. The current concept of quality of working life, consistent with clinical researches in the workplace, is in our opinion a preferred means of action to improve the police officers health and the quality of public service.

Educational Vision In Florida School Districts: Vision Alignment And Leadership StyleSikkenga, Cindy 01 January 2006 (has links)
The purpose of this study was to address a gap in the organizational leadership research related to the sharing, or alignment, of leadership vision across organizational levels, with a focus on educational vision alignment in Florida K-12 public school districts. The study also sought to determine to what extent, if any, there were differences among Florida school districts exhibiting different levels of educational vision alignment. The broad question addressed by the current research was this: To what degree are the educational visions of superintendents and principals aligned within Florida K-12 public school districts? The following research questions further guided the study: 1. What common themes can be found in the published vision statements of the 67 Florida K-12 public school districts? 2. To what extent, if any, do Florida K-12 public school district superintendents and their respective principals agree with one another on the importance of the common themes found in Florida school districts' published vision statements? 3. What is the relationship, if any, between educational vision alignment levels in Florida K-12 public school districts and principals' perceptions of their superintendents' leadership styles? 4. To what extent, if any, are there differences among Florida K-12 public school districts exhibiting different levels of educational vision alignment? The Florida Educational Vision Questionnaire Superintendent Form (FEVQ-S), a researcher developed questionnaire, was administered to all 67 Florida K-12 public school district superintendents. With superintendent approval, two additional questionnaires were administered to a sample of 242 principals in 23 school districts. The Florida Educational Vision Questionnaire Principal Form (FEVQ-P) and the Multifactor Leadership Questionnaire Form 5X Rater (MLQ-5X) (Avolio, Bass, & Jung, 1999) were returned fully completed by 105 principals in 21 districts. A total of 81 principal responses in 20 districts were usable, yielding overall usable response rates of 29.9% (superintendents) and 33.5% (principals). Comparisons of FEVQ responses of superintendents and principals in each school district were made using a researcher developed measure, the Educational Vision Alignment Index (EVAI). Within each district, the EVAI was compared with the superintendent's leadership style as measured by the principals' responses to the MLQ-5X. School districts were then compared using data obtained from the FEVQ demographic items, the Florida School Indicators Report (FSIR) (FLDOE, 2003a), the 2004 School Grades by District Report (FLDOE, n.d.), and the online Florida Public School Superintendents report (FLDOE, 2005c). The FSIR contains data on district characteristics such as operating costs, per pupil expenditures, school staff composition, student membership, student mobility rates, student stability rates, and teacher descriptors. The 2004 School Grades by District report contains both the school grades for each district and the total number of schools per district. The Florida Public School Superintendents report contains general school district information and superintendent status (i.e., elected or appointed) information. Detailed data analyses related to each of the four research questions indicated that: 1. Several common themes can be found in the published vision statements of the 67 Florida K-12 public school districts, 2. Florida K-12 public school district superintendents and their respective principals agree with one another on the importance of some of these common themes, 3. Several relationships exist between the educational vision alignment levels in Florida K-12 public school districts and principals' perceptions of their superintendents' leadership styles, and 4. There are differences among Florida K-12 public school districts exhibiting different levels of educational vision alignment. The current study illustrated that in Florida K-12 public school districts whose superintendents were perceived to be transformational leaders, a strong alignment of educational vision between the superintendents and their principals was also apparent, particularly in those districts having elected superintendents. Using the two researcher developed tools, the Florida Educational Vision Questionnaire (FEVQ) and the Educational Vision Alignment Index (EVAI), it was shown that this alignment pertained to specific content items, or themes, derived from an analysis of the educational vision statements of the 67 Florida school districts. These results indicate that the current emphasis in Florida on the development of transformational leaders who are knowledgeable in techniques for developing and communicating shared visions is therefore warranted.

The purpose of this study was to develop guidelines for small school divisions in Virginia to use in preparing an orientation program which would meet the needs of the new school board members. These guidelines addressed state and local concerns which had been identified through the review of literature and a questionnaire which was completed by superintendents and school board members from small school divisions in Virginia.
The questionnaire was distributed to all superintendents and school board members from school divisions with fewer than five thousand students. The contents of the guidelines were determined by those items which were identified as being essential by 50 percent or more of at least one of the respondent groups.
The results from this study indicated that school board members and superintendents do agree on the majority of items that were essential to an orientation program for new school board members. Thirty-eight of the sixty-nine items were regarded as essential by both respondent groups. There were eight areas in which the superintendents and school board members disagreed. These areas were also included in the guidelines.
As a result of this study a set of curriculum guidelines was developed which would assist small Virginia school divisions in preparing an orientation program for new school board members. The ultimate aim of these guidelines was to improve the effectiveness of the new school board member. / Ed. D.

Previous issue date: 2014-08-12 / A proposta que as instituições públicas contemporâneas almejam é que os Estados brasileiros se transformem e construam no interior destas, ambientes de trabalho mais colaborativos, integrados, arrojados e técnicos. Esta dissertação pretende explicar o processo de implementação da Diretoria de Pessoal (DIPE) na Superintendência Regional de Ensino de Ubá (SRE/Ubá) que conforme a nova estrutura orgânica da Secretaria de Estado de Educação de Minas Gerais (SEE/MG) passou a vigorar a partir de 27/01/2011, mediante o Decreto nº 45.536, em todas as SREs. A pesquisa visa a contribuir para o entendimento da seguinte questão: A nova estrutura organizacional implementada na SRE/Ubá proporciona qualidade na prestação de serviço ao público em geral? Desse modo, o objetivo geral é analisar se esta nova estrutura está promovendo trabalhos alinhados às demandas do público que procura a SRE/Ubá. Os específicos focam em investigar se tal mudança proporciona cooperação estratégica governamental, a partir de melhor organização das funções, ao orientar os setores na busca de soluções eficazes para o alcance das metas pactuadas. Justifica-se o tema, uma vez que a DIPE caminha para superar dificuldades, apoiar e qualificar os servidores que atuam nesta área, tendo como foco a melhoria da qualidade dos serviços ofertados. A metodologia envolveu um Estudo de Caso cuja pesquisa de campo foi exploratória, descritiva e de cunho qualitativo, tendo como técnicas os seguintes instrumentos utilizados: questionário, entrevista com roteiro semiestruturado e análise documental tais como: leis, decretos e notas técnicas, além dos conceitos de alguns teóricos, a saber: Chiavenato, Bergue, Tachizawa, Paradela e Mello. A partir de alguns resultados apresentados, a DIPE proporcionou maior eficiência na execução dos trabalhos, bem como na assistência ao público, promovendo maior diálogo entre SRE-Escola, com consequente descentralização das tarefas e facilidade de comunicação, tornando assim, o serviço mais qualificado e ágil. / The proposal that contemporary public institutions crave is that Brazilian states to transform and build within them, work environments more collaborative, integrated, and daring technicians. This dissertation aims to explain the implementation process of the Directorate of Personnel (DIPE) in the Regional Superintendent of Education of Uba (SRE / Uba) that according to the new organizational structure of the State Department of Education of Minas Gerais (SEE / MG) became effective from 27/01/2011, by Decree No. 45,536, in all SREs. The methodology involved a case study whose field research was exploratory, descriptive and qualitative nature, with the techniques used the following instruments: questionnaire, semistructured interview and document analysis such as laws, decrees and technical notes, beyond concepts some theorists, namely: Chiavenato, Bergue, Tachizawa, Paradela and Mello. From some results presented in DIPE provided greater efficiency in the execution of the works, as well as assistance to the public, promoting greater dialogue between SRE-School, with consequent decentralization of tasks and ease of communication, thus making the most qualified service and agile.
