Denna studie berör hur Fattigvårdsstyrelsens föreställningar om resande tog sig i uttryck i Tattarutredningen. Materialet består av Tattarutredningen och 36 monografier, ett opublicerat underlag till utredningen, som alla är inhämtade från Arkivhuset i Jönköping. Studiens syfte är att undersöka föreställningarna om resande och vilka egenskaper, utseenden och beteenden som tillskrevs dessa människor med utgångspunkt i den så kallade Tattarutredningen. Metoden som använts för att besvara detta är en CDA, kritisk diskursanalys. Studiens teoretiska ramverk är inspirerat av diskursanalysen, forskningen om ”bilden av den andre” och begrepp som etnicitet och ras.   Materialet har analyserats med hjälp av Norman Faircloughs CDA, där studiens teoretiska ramverk har styrt analysen. Dessa analysverktyg har möjliggjort en kvalitativ kritisk studie av språket i materialet. I studien identifierades olika mönster i materialet som har delats in i fem olika teman. ”Tattare” är inte som svenskarna, ”Tattare” är mindre begåvade, ”Tattare” är våldsamma, ”Tattare” är lata och ”Tattare” är orena. Dessa teman går att koppla till de föreställningar som Fattigvårdsstyrelsen hade om resande utifrån studiens metod, teori och den tidigare forskningen. Studiens resultat visar att resande tillskrevs olika egenskaper, utseenden och beteenden som byggde på föreställningar och fördomar. Resultatet visar också att det fanns en önskan om att särskilja resande och svenskar från varandra. / This study views how Fattigvårdsstyrelsen conceptions about Travelers where expressed in Tattarutredningen. The material in this study is based on Tattarutredningen and 36 monographs, all of which have been obtained from Arkivhuset in Jönköping. The purpose of this study is to investigate the conceptions about Travelers and the characteristics, appearances and behaviors that was attributed to these people on the basis of the so-called Tattarutredningen. The method used to answer this is CDA, critical discourse analysis. The theoretical framework is based on the CDA, the image of the other and concepts such as ethnicity and race.   The material has been analyzed with the help of Norman Fairclough’s CDA, where the study’s framework has guided the analysis. These analytics tools have made it possible to do a qualitative critical study of the language of the material. In the study, various patterns have been identified in the material that have been divided into five different themes. “Tattare” are not as Swedes, “Tattare” are less talented, “Tattare” are violent, “Tattare” are lazy and “Tattare” are dirty. The most essential theme is that Travelers are not as Swedes, where Fattigvårdsstyrelsens conceptions about Travelers is exemplified trough out the study. The study’s results shows that the attributes characteristics, appearances and behaviors were based on beliefs and perceptions. The result also shows that there was an underlying desire to distinguish Travelers and Swedes from each other.

"Tattare" eller Jönköpingsbo : En kvalitativ textanalys av tre tidningar under Jönköpingskravallerna 1948 / Gypsy or an inhibitor of Jönköping? : A qualitative text analysis of three newspapers during the riots of Jönköping 1948

This assignment is a study of three Swedish newspapers and how they reflected on the gypsy riots that took place during twenty-third of June to the second of July 1948. The chosen newspapers are Dagens Nyheter, Jönköpings-posten and Smålands Folkblad. Dagens Nyheter is a regional newspaper and the other two is local newspapers. In this qualitative study that focus on the anthropology and postcolonial theories to find out if the newspapers at the time had a neutral attitude towards the event. And also, how they portrayed the event. The study covers the entire year (1948) of the publication of the newspapers to get a more accurate view of the matter. The result coming to that two of the newspapers had an impartial attitude towards the riots however the last newspaper (Smålands Folkblad) took a turn against the gypsies in the city. Showing a negative approach to the matter involving the gypsies even though they were victims of the riots and innocent people. Also shown is that all of the newspapers saw the gypsies as not a part of the Swedish population. In some matters the newspapers even mention that it’s the gypsies against the inhibitors of Jönköping, they are somehow not the same thing. The incident was a personal argument that got out of hand and turned out to witch-hunt to catch the so-called gypsies, but none of the newspapers find it that way. They explain it like a commotion with all people involved.

The thesis studies how and why ethnicity was used as a ground for separation in order to establish education that was segregated from the normal teaching in elementary schools. The thesis focuses on the educational policy targeted at Gypsies, vagrants and nomadic reindeer-herding Sámi. Due to their ways of living they did not fit into the general Swedish education, which was based on domicile. My aim is to problematise research of the teaching that was offered to Sámi and Gypsies. The safety zone has been used as a metaphor for analysing a physical, spatial way of thinking, where the location of the educational environment in relation to the surrounding society was focused on. The concept has also been used in order to analyse a dimension of educational content that was a matter of forming the pupils’ way of thinking and knowledge. What may at first glance be perceived as primitive and poor, e.g. teaching out of doors, may also, as I see it, be interpreted as a manifestation of a radical educational current. The education policy was moreover a concern not only for the state or for centrally placed actors but engaged the local authority community and other actors. The study shows how actors at different levels in a country committed to education handled issues concerning ambulatory ethnic groups. It was not the same issues that were relevant for the groups, but they involved a common pattern of thought. The education policy, teaching activities and sorting process that are described developed under the influence of international educational and socio-political currents and were shaped by politicians, civil servants, experts, teachers and all sorts of “amateurs”. It is the scope of their knowledge basis, opinions, proposals and actions that is focused on. The thesis also deals with a complicated justification process for identification, sorting and implementation of a separative education, where quite often a “Swedishness” that was difficult to capture was articulated as a norm in relation to the deviant groups.
