The work involved an analysis of the main subjects related to the participation of the United States Congress in the foreign policy-making process, the intention being to present the latest thinking in this area. As such, the work seeks to contribute to the body of research being developed on the influence of domestic factors in American foreign policy. Although information and studies in Brazil about the United States abound, this is not the case for this specific area of investigation. It should be stressed that the intention of this work was not to explain the performance of the institution through history, but rather to focus on the institutional structure of the process by which US foreign policy is formulated / O objetivo do presente trabalho esteve em tentar desvendar quais fatores promovem ativismo congressual em temas de política externa. Para tanto, realizou-se análise das principais questões relativas à participação do Congresso na formulação da política externa norte-americana. O intento foi apresentar o estado da arte do debate acerca do papel que o Congresso possui neste processo. Ao estudar este tema pretendeu-se contribuir com as pesquisas acerca da influência de fatores domésticos na política externa norte-americana por que, apesar das informações e estudos disponíveis no Brasil acerca dos Estados Unidos serem abundantes, não o são nesta área específica. Ressalta-se que o trabalho não teve intenção de explicar a atuação da instituição ao longo da história, sendo uma análise focada na estrutura institucional do processo

An exploration of the digitisation strategies of the liberation archives of the African National Congress in South Africa

A number of digitization projects undertaken by archival organisations in Africa failed to realise their goals of ensuring preservation and access of records. This is partially due to the lack of strategies to move from analogue to digital records. Despite many guidelines, standards and software systems developed by national archives, coalitions, professional associations, research groups and commercial organisations, digital records are still a challenge to manage. This study explored the strategies adopted by the African National Congress (ANC) in digitizing its liberation archives with a view to capturing lessons learnt. Qualitative data were collected through interviews with purposively selected employees of the African National Congress, Multi Choice, Africa Media Online and Nelson Mandela Foundation who were involved in the repatriation and digitization project of the liberation archives. Interview data were augmented through document analysis and observation. The key findings revealed that the ANC established an archives management committee that played an important role in the repatriation and digitization of liberation archives. The committee utilized former liberation struggle members to identify records in various ANC missions in different countries. It was established that although the ANC was aware of where its records were abroad, not all its records were repatriated to South Africa after the unbanning of the liberation movements. Furthermore, the finding revealed that the ANC relied heavily on Multi Choice and Africa Media Online as its archivists were not trained in digitization. A number of lessons learnt with regard to digitization of liberations archives are captured. The study concludes by demonstrating the importance of having a strategy in digitizing archival holdings. It is recommended that this study should be extended to other liberation movements in eastern and southern Africa. / Information Science / M. Inf.

A presente dissertação possui, como problemática central, a percepção dos lugares sociais destinados a africanos e afro-descendentes em parte da produção escrita de intelectuais que se apropriaram de noções de raça com o objetivo de explicar a formação histórica e social do Brasil. A partir de uma metodologia que une análises conceituais a perspectivas teórico-metodológicas da História Social, foram analisadas algumas das comunicações apresentadas ao II Congresso Afro-Brasileiro de Salvador (1937) e ao III Congresso Sul-Rio-Grandense de História e Geografia do IHGRS (1940). Através da remontagem parcial das redes de relações sociais estabelecidas por Arthur Ramos, Dante de Laytano, Emílio Fernandes de Souza Docca e Alfredo Ellis Junior, tornou-se claro que os conceitos de “raça” operados naquelas comunicações resultaram não somente de teorias e métodos apreendidos institucionalmente, como também da circulação de escopos em disputa na própria montagem dos programas de trabalho desenvolvidos em Salvador e no Rio Grande do Sul. Por sua vez, tais perspectivas analíticas foram construídas e resignificadas de acordo com contextos sociais e políticos específicos da década de 30, cujos contornos buscamos considerar em nossos estudos. / This project aims to clarify how the African and African-American people are portrayed by the intellectual written productions which use the idea of „race‟ as a means of explaining the social and historical development of Brazil. This study unites theoretical and methodological concepts from the area of Social History and analyzes a group of lectures presented during the Second African-Brazilian Congress of Salvador (1937) and the Third IHGRS History and Geography Congress of Rio Grande do Sul (1940). By partially assembling the social relations established by Arthur Ramos, Dante de Laytano, Emílio Fernandes de Souza Docca e Alfredo Ellis Junior, it was possible to clarify that the concepts of “race” then used in those lectures were not only a result of theories and methodologies institutionally learnt, but also from the circulation of ideas still in discussion during the very design of the work programs in Rio Grande do Sul and Salvador. This is a historical study of AWG Champion, the former leader of the Industrial and Commercial Workers' Union (ICU) and provincial President of the African National Congress, in the politics of Zululand and Natal from 1965 to 1975. The study examines the introduction of the Zulu homeland and how different political forces in that region of South Africa responded to the idea of a Zulu homeland during the period under review. It also deals with Champion's political alienation from the ANC. This dissertation is also a study of the development of Zulu ethnic nationalism within the structures of apartheid or separate development, the homelands. Issues running throughout the study are the questions of how and why Champion tried and failed to manipulate `separate development' in order to build a Zulu ethnic political base. / History / M.A. (History)
