Poder americano e estados nacionais: uma abordagem a partir das esferas econômica e militar

The main objectives of this dissertation are: in first place, to rescue the historical perspective of the term Imperialism, as argued for its classic authors, inquiring if the quarrels of a century behind, and its categories, possess some validity in the capitalism that we live deeply in the present time; in according to place, to argue the meaning and the validity of concepts as strategy and hegemony, mainly working in such a way how much economic the military sphere, and its inter-relations. This for, after that, showing to the paper of the economic policy of U.S.A. in the global scene (Inter-relations with State-National) and the emanation of its power; e finally, to inquire if is necessary to exist an eventual confrontation between the spheres economic and geopolitical-military, or if the military power is only the pack of the persecution of the imperial project of U.S.A., that in its essence is basically economic. The used methodology was based on bibliographical research. The conclusions point with respect to the fact of that the Imperialism of modernity would be involved by a militarism that would be pack of the dynamics of the system, whose center shelters a species of being able coercitive established in the economic mediation of the market, and that the more next the system if points out of an imperial configuration, more close to the collapse it will be, therefore he would destroy the proper dynamics that it gives sustentation: the competition between national state-economies. / Os principais objetivos desta dissertação são: em primeiro lugar, resgatar a perspectiva histórica do termo Imperialismo, como discutido por seus autores clássicos, indagando se as discussões de um século atrás, e suas categorias, possuem alguma validade no capitalismo que vivenciamos na atualidade; em segundo lugar, discutir o significado e a validade de conceitos como estratégia e hegemonia, principalmente focando tanto a esfera militar quanto econômica, e suas inter-relações. Isso para, em seguida, mostrar o papel da política econômica dos EUA no cenário global (inter-relações com os Estados-Nacionais) e a emanação de seu poder; e por último, indagar se é necessário existir um eventual confronto entre as esferas geopolítico-militar e econômica, ou se o poder militar é somente o invólucro da perseguição do projeto imperial dos EUA, que na sua essência é fundamentalmente econômico. A metodologia utilizada foi baseada em pesquisa bibliográfica. As conclusões apontam para o fato de que o Imperialismo da modernidade seria travestido por um militarismo que seria invólucro da dinâmica do sistema, cujo âmago abriga uma espécie de poder coercitivo baseado na mediação econômica do mercado, e que quanto mais próximo o sistema se situa de uma configuração imperial, mais perto do colapso ele estará, pois destruiria a própria dinâmica que a ele dá sustentação: a competição entre estados-economias nacionais. / Mestre em Economia

Disaster Preparedness in Escambia County Florida: The Influence of Oral Narratives

This work addresses hurricane preparedness in Escambia County, Florida. It explores preparing for hurricanes as an informal learning process occurring within personal networks and embedded in beliefs, values, and attitudes. Findings reveal that participants learned to prepare from their parents in childhood and improved upon that knowledge through direct experience in adulthood. Later, they passed this knowledge on to their children as well as co-workers. These preparations are embedded in beliefs of self-determination and attitudes of endurance. However, this body of knowledge and their respective practices are not equally accessible to all. Recommendations are provided so local organizations can incorporate local knowledge and practices with preparedness improvement efforts and foster social cohesion as well.

The thesis has focused on John J. Mearsheimers theory of offensive realism and applied it onto the contemporary relations between People´s Republic of China, Russian Federation, and the presence of United States in Europe and the Asian-Pacific region. The thesis concludes that the probability of war is moderate, due to the current balance of military power in each respective region. China is actively challenging the United States both militarily and politically in the international community, albeit without successful results. Russian hegemony in Europe is balanced and kept in check by the NATO alliance, which the United States is an integral part of. The Sino-Russian relations are marked by an overall respective tone between the two powerful Asian states. The thesis concludes through a mixed-method-design that the balance is currently maintained between the three states, but any deviation one way or another risk overthrow the world into an unbalanced state which is by far the deadliest, according to Mearsheimer's offensive realism.

The Transatlantic Threads of Nolltolerans : Tracing Swedish Newspaper Discourse Through the Lens of Americanization

Most people don’t usually conjure the image of American policing methods in the Swedish police. The early-to-late 1990s would oversee a push to tackle what was then seen as rising crime and a battle over the subway a decade before in New York City. This style of policing, called Broken Windows would become mythicized in certain political circles about how it was able to reverse the trends of societal decline. It wasn’t soon after that Broken Windows had found itself in two Swedish law enforcement models over a span of fifteen years. By using the theory of Americanization, or how this transatlantic exchange of ideas had impacted important newspaper discourse–we can learn how once-American ideas, like Broken Windows, become new cultural concepts in Swedish journalistic discourse over time.

在現行所得稅制度下,由於課稅期間的規定,會計基礎的選擇篤累進稅率的採行,使 所得經常變動者負擔較多的租稅,而產生不公平的現象。此種不公平的現象導致人們 將所得費用在各期間們意移轉,以逃避過重的稅負,因而形成經濟效率的損失,所得 變動的集遽效果(BUNCHING EFFECT ),使資產的所得者不願變動其資產的持有,進 而形成緊銷效果(LOCKING-IN EFFECT ),減少資產的流動性,擾亂了資本市場的秩 序;另一方面,為了避免納稅者將所得及費用在期間們意移轉,若以法規加以限制, 不但交果不彰,反而增加了稅制複雜性,而使整個經濟體制的運作缺乏效率。因此多 婁字者均主張以所得平均法解決上重問題。 本文共分六章,第一章為導論:對所得變湩之課稅問題加以扼要說明;第二章對所得 變動發生課稅問題的原由及其影響作一番探討;第三章對所得變動之課稅問題提出一 些解決的方法,即所得平均法的介紹;第四章為美國平均法之歷史回顧,並對其引申 模型加以評介;第五章對我國所得變動之處理詳加評述,並對所得平均法在我國實施 之可三性作一綜合性論述;第六章為結論與建議。

The Roles of the Presbyterian Church, U.S.A., the Presbyterian Church in the U.S. and the United Presbyterian Church of North America in the Establishment and Support of Five Black Colleges

The problem of this study was the roles of the general assembly agencies of the Presbyterian Church in the U.S.A., the Presbyterian Church in the U.S., and the United Presbyterian Church of North America in the development of Barber- Scotia College, Knoxville College, Johnson C. Smith University, Stillman College, and Mary Holmes College. The historical records of these three churches for the period from 1866 to 1983 were examined to analyze the factors surrounding the establishment of the five colleges, the differences and similarities in the administrative practices of the general assembly agencies charged with operating the colleges, the relationships of the colleges to the churches in the transition from dependent mission schools to independent colleges, and to identify way in which the Presbyterian Church (U.S.A.) may improve its support of Black higher education. The Presbyterian Churches established the mission schools to meet the religious, educational, and economical needs of the emancipated Black slaves. Though the three 2 churches had differences over the issues of slavery and doctrine, the administrative systems developed for the operations of the schools were very similar. All treated the missions schools as remedial temporary measures necessitated by the refusal of Southern and border states to provide adequately for the public education of Black people, and to satisfy the demand for educated Black clergy to attract Black members. From the period of 1866 to 1922, the churches laid the foundations for their educational and religious ministries to Black people by establishing over two-hundred schools. From 1923 to 1949, great reductions were made in the number of mission schools. During the period of 1950 to 1983, the Presbyterian Churches struggled with strategies to make the five remaining former mission schools independent of their administrative and financial support.

Making Doable Problems within Controversial Science : U.S. and Swedish Scientists’ Experience of Gene Transfer Research / Hur forskare skapar utförbara problem inom en kontroversiell vetenskap : Amerikanska och svenska forskares erfarenheter av genterapiforskning

This thesis explores how scientists within the controversial scientific field of gene  transfer make their research doable. Based on in-depth interviews with gene transfer scientists and key individuals from different regulatory agencies and advisory boards in Sweden and the U.S.A., the study focuses on how scientists describe and reason about how they handle the various problems that confront them as they work in a technically advanced and highly controversial field of research. Drawing upon Clarke and Fujimura’s concepts of situatedness and doability, Latour’s concepts of enrollment and translation, Strauss’concepts of articulation work and alignment as well as Gieryn’s concept of boundary-work, the study analyzes how doable problems are constructed within gene transfer, from basic science to clinical application on human subjects. Doable problems were constructed by enrolling allies on different levels, translating interests and creating alignment of interests and activities of the allies enrolled. The study covers how scientists handle questions of funding, research cooperation and choice of scientific material as well as the ethical complications involved in gene transfer research and its applications. For the U.S. scientists an essential part of creating doable problems consisted of boundary-work in relation to regulatory demands and interventions, something that did not concern the Swedish scientists to the same extent. Gene transfer, due to its controversial character, has raised public fears and concerns. Using Goffman’s concept of frames, the study also analyzes how gene transfer scientists attempt to gain public acceptance by framing gene transfer as an ordinary kind of therapy, while simultaneously heralding it as a revolutionary new technology, in order to obtain the external funding necessary for an expensive and extensive research. / Avhandlingen undersöker hur forskare inom det kontroversiella forskningsfältet genterapi gör sin forskning möjlig. Utifrån djupintervjuer med genterapiforskare samt med nyckelpersoner inom  regleringsmyndigheter och rådgivande organ i Sverige och USA visas i avhandlingen hur forskare beskriver och resonerar kring hur de hanterar olika problem som uppstår i deras arbete inom ett vetenskapligt avancerat och mycket kontroversiellt forskningsfält. Med hjälp av Clarke och Fujimura’s begrepp situatedness och doability, Latour’s begrepp enrollering och översättning, Strauss’ begrepp articulation work och alignment samt Gieryn’s begrepp gränsarbete analyserar avhandlingen forskarnas arbete med att konstruera utförbara problem inom genterapiforskning, från grundforskning till klinisk tillämpning på människor. Detta sker genom enrollering av allierade på olika nivåer, genom översättning av olika aktörers intressen samt genom att dessa enrollerade allierades verksamheter och intressen läggs i linje med forskarnas egna. Avhandlingen visar även på en viktig skillnad mellan de intervjuade amerikanska och svenska forskarna. I USA måste forskarna hantera en stark reglering av deras arbete, något som inte berör de svenska forskarna på samma sätt; de amerikanska forskarna måste därvid använda olika former av gränsarbete i sina relationer till reglerande myndigheter. Genterapins osäkra och kontroversiella karaktär har orsakat rädsla och oro hos allmänheten. Avhandlingen analyserar genterapiforskarnas försök att skapa samhällelig acceptans för sin forskning genom att ge den en inramning som en etablerad form av medicinsk behandling. Detta sker i viss motsättning till en parallell inramning av genterapi som en ny och revolutionerande teknologi, något som sker i syfte att erhålla den nödvändiga finansieringen för en kostnadskrävande och omfattande forskning.

O aumento de gastos com a atenção à saúde apresenta-se como um fato econômico de merecida relevância no cenário internacional, sendo resultante da elevação progressiva de preços dos produtos e serviços deste mercado. Pela sua importância social e peculiaridades recebe um tratamento especial nos estudos econômicos. A economia da saúde avalia os fatores que influenciam demanda e oferta neste mercado, direcionando suas observações à interação entre seus agentes e atores, destacando seus comportamentos em relação às suas reações com o tratamento do risco de ficar doente. Possíveis falhas de mercado, envolvendo risco moral, assimetria de informação e seleção adversa, podem ser atribuídas como causas de uma demanda que foge às regras de equilíbrio econômico e favorece a elevação da oferta. Esses problemas remetem à discussão sobre como a mudança de incentivos pode acarretar aumento de gastos e perda de eficiência no provimento dos bens e serviços de saúde dos Estados Unidos da América (EUA) e no mercado de saúde suplementar brasileiro, levando em conta que a situação de elevação dos gastos com saúde, que se agrava no Brasil nos últimos dez anos, já vem sendo vivida há mais tempo em outros países e particularmente nos EUA, mostrando que o problema apresenta tendência de ser persistente. / The health care expenditure increase that presents itself as an economic fact of worldly relevance on the international scene, being the result of the gradual increase of prices of products and services in this market. Due to its social relevance and peculiarities it deserves a special treatment in economic studies. Health economics evaluates the factors influencing supply and demand in this market, directing its comments to the interaction between actors and their agents, highlighting their behaviors in relation to their reactions to the treatment of the risk of getting sick. Possible flaws in this market , involving moral hazard, information asymmetry and adverse selection can be attributed as causes of a demand that evades the rules of economic equilibrium and favors lifting the offer. These problems relate to discuss how changing incentives may lead to increased expenses and loss of efficiency in the provision of goods and services of health of United States of America (USA) and the Brazilian health plan market, taking into account the situation of rising health spending, which deepens in Brazil over the past ten years, as has been the longest lived in other countries and particularly the USA, showing that the problem shows a trend to be persistent.
