Méga-événements et nouveaux médias : le journalisme liquide dans le contexte de la Coupe du monde de 2014 et des Jeux olympiques de 2016

Ce mémoire porte sur les représentations qui ont circulé sur Internet avant et durant le mouvement historique et inattendu de révolte sociale au Brésil, pendant la Coupe des confédérations de 2013. La vague de manifestations a provoqué un débat passionné sur Internet à propos des méga-événements, mais des études sur ce phénomène récent sont encore absents de la littérature. La présente recherche est un effort de combler cette lacune en examinant le cas de la ville de Rio de Janeiro, qui accueillera la finale de la Coupe du monde de soccer de 2014 et sera la ville hôte des Jeux olympiques de 2016. Le but du travail est de comprendre quelles sont les représentations qui émergent des nouvelles en réseau au sujet des transformations et des conflits urbains dans le cadre des méga-événements. À partir d'une analyse logico-naturelle des documents publiés entre 2009 et 2013 sur des sites Web avec quatre profils communicationnels distincts, la recherche met en évidence dans quelle mesure les représentations sociales reproduisent (1) la stratégie de branding urbain de la part du gouvernement et (2) les stratégies de résistance civile de la part des populations affectées par les transformations urbaines. Du point de vue théorique et méthodologique, l'étude mobilise la notion de journalisme liquide, inspiré des travaux du sociologue Zygmunt Bauman, qui s’est concentré sur les conséquences culturelles, économiques et politiques de la mondialisation. Les résultats de l'analyse documentaire ont permis d'exposer les représentations sociales construites autour de trois thématiques centrales : les favelas, les expulsions forcées dans la ville de Rio de Janeiro et les manifestations de juin 2013. En plus d'une discussion théorique critique à propos des résultats, l'étude les confronte avec la littérature scientifique repérée dans la recension des écrits. / This master thesis deals with the representations circulating on the Internet before and during the historical and unexpected popular uprising in Brazil, during the 2013 Confederations Cup. The wave of protests, which triggered a passionate online debate about mega-events, is still an understudied phenomenon. To fill this gap, this research investigates the problem by examining the case of the city of Rio de Janeiro, host of the finals of 2014 World Cup and of 2016 Olympic Games. The study aims to analyze on the representations emerging from news networks in the light of the fast-paced urban transformations and conflicts that currently characterize mega-events in the city. A natural logic analysis of documents published between 2009 and 2013 by four particular types of news sites highlights how social representations reproduced: (1) the government strategy of urban branding and (2) the civil movements strategies to face urban transformations. At the theoretical and methodological levels, the study explores the research path of liquid journalism, inspired by the work of sociologist Zygmunt Bauman, who focused on the cultural, economic and political consequences of globalization. The collected data were analyzed from a critical and theoretical viewpoint. The results were discussed by confronting those obtained by the researchers who we referenced in the literature.

Trata da moradia urbana paulista do ciclo do café, considerando como recorte o Centro Histórico da cidade de São José do Rio Pardo entre os anos de 1865 e 1940, período que compreende desde a fundação até o início da redefinição econômica com o desenvolvimento do setor comercial e industrial e da própria expansão urbana com o surgimento de novos bairros. Identifica, compreende e analisa a moradia urbana a partir das características arquitetônicas, formais e compositivas, verificando usos e arranjos internos, partidos adotados e técnicas construtivas empregadas. Analisa ainda como que essa moradia se transformou coadunada com as mudanças no espaço urbano após a implantação de infraestrutura, a construção de diferentes tipologias de edifícios e a disponibilidade de material e mão de obra. Constata a atuação de 106 profissionais, práticos licenciados e artífices na construção civil local, destacando, através das moradias, as diferenças entre as diversas gerações de profissionais. O estudo se vale de documentação consultada em arquivos, públicos e privados, bibliotecas e cartórios, que inclui materiais iconográficos, jornais, almanaques, relatórios de governo, mapas e projetos constantes nos processos de aprovação de construção; pesquisa de campo através de mapeamento, registro fotográfico e levantamento métrico das moradias; realização de entrevistas com pessoas engajadas com a história e os movimentos culturais da cidade, e também com antigos moradores do Centro Histórico; e leitura de estudos correlatos. Busca sustentação teórica em importantes autores nas áreas de interesse da pesquisa, dentre eles Carlos Lemos, Nestor G. Reis Filho, Murilo Marx, Emma Debenedetti e Anita Salmoni e Sandra J. Pesavento, além de bibliografia de teóricos, memorialistas e historiadores locais, com destaque para Rodolpho José Del Guerra e Amélia Franzolin Trevisan. Contribui para ampliar o conhecimento da diversidade da produção da moradia urbana brasileira na medida em que qualifica e quantifica o processo de transformações do espaço urbano de São José do Rio Pardo; ao revelar que sua arquitetura, especialmente suas moradias, que ao mesmo tempo em que podem ser tidas como recorrentes e comuns quando comparadas a outras cidades do ciclo do café paulista, também são carregadas de singularidades e nuances próprias; e ainda ao revelar a existência de redes e relações estabelecidas que ultrapassam fronteiras na circulação de saberes, novidades, materiais e tecnologias, dos artífices, práticos licenciados e profissionais, e dos clientes envolvidos nessa produção. / It deals with the urban dwelling of the coffee cycle in São Paulo, considering as recort the Historic Center of the city of São José do Rio Pardo between 1865 and 1940, period that consist since the foundation to the beginning of the economic redefinition with the development of the commercial and industrial and of own urban expansion with the emergence of new neighborhoods. Identifies, understands and analyzes the urban dwelling from the architectural, formal and compositional characteristics, verifying uses and internal arrangements, adopted parties and constructive techniques employed. It also analyzes how these dwelling became compatible with changes in urban space after the implementation of infrastructure, the construction of different typologies of buildings and the availability of material and labor. It verifies the work of 106 professionals, licensed practitioners and craftsmen in the local civil construction, highlighting, through the dwellings, the differences between the different generations of professionals. The study is based in documentation consulted in archives, publics and privates, libraries and registry offices, that inclues iconographic materials, newspapers, almanacs, government reports, maps and projects in construction approval processes; field research through mapping, photographic record and metric survey of dwellings; conducting interviews with people engaged in the history and cultural movements of the city, and also with former residents of the Historic Center; and reading related studies. This paper seeks theoretical support from important authors in areas of interest to the research, among them Carlos Lemos, Nestor G. Reis Filho, Murilo Marx, Emma Debenedetti and Anita Salmoni and Sandra J. Pesavento, as well as bibliographies of theoreticians, memorialists and local historians, with highlighted by Rodolpho José Del Guerra and Amélia Franzolin Trevisan. It contributes to increase the knowledge of the diversity of Brazilian urban dwelling production insofar as it qualifies and quantifies the process of transformation of the urban space of São José do Rio Pardo; revealing that its architecture, especially its dwellings, which at the same time can be considered as recurrent and common when compared to other cities of the São Paulo coffee cycle, are also loaded with singularities and nuances of their own; and it also by revealing the existence of established networks and relationships that cross borders in the circulation of knowledges, novelties, materials and technologies, of craftsmen, licensed practitioners and professionals, and of the clients involved in this production.

Paulatinamente, os espaços urbanos e o cotidiano da cidade foram ganhando outras configurações. Refletindo sobre tais aspectos, nosso trabalho consiste em uma proposta de análise sobre a recepção das reformas urbanas e as mais diversas impressões provocadas em seus moradores. Nesse sentido, acreditamos que as transformações acabaram por redefinir certos aspectos do urbano, sem, necessariamente, suplantar os tantos costumes já consolidados, as práticas rurais e o ritmo habitual de uma pequena cidade. A partir da análise de algumas fontes, priorizamos refletir sobre como as memórias de diferentes moradores retratam reformas materiais, experiências vividas, nuanças de uma cidade de pequeno porte. Para compreender as dinâmicas da cidade, destacando suas modificações materiais e estruturais, assim como os impactos causados no viver urbano, a memória configura-se como um importante lócus para compreender a experiência citadina e, ao mesmo tempo, dar visibilidade a diversos olhares sobre o urbano. Atribuímos visibilidade a essas narrativas sobre Aroeiras, no sentido de compreender práticas sociais e culturais, ou seja, buscamos priorizar as formas de experimentar e vivenciar o espaço urbano, ações que demarcam as especificidades de um processo histórico inscrito nas memórias de seus habitantes. As narrativas elaboradas pelo olhar de cada observador que presenciou, experimentou e significou as reformas espaciais — considerando que o citadino, de alguma forma, tem seu cotidiano impactado quando a cidade em que vive está sendo reformada — atribuem sentido, elaboram discursos de importância para aquilo que está sendo implantado. Sendo assim, neste trabalho, utilizamos a história oral como metodologia de pesquisa, pois priorizamos como as alterações da malha urbana teriam sido vivenciadas e interpretadas por aqueles que viviam no município. Para concretizar tais pretensões, realizamos entrevistas temáticas com pessoas que moravam na zona urbana e na zona rural de Aroeiras. Esses diferentes sujeitos, ao relatarem suas experiências, fornecem os fios que compõem nossa escrita. Tais indivíduos também produzem o contexto social e cultural em que se inserem. Suas experiências narradas são valiosos relatos memorialísticos de pessoas que, através de suas práticas, também constituem a cidade onde vivem. / The town of Aroeiras, in the state of Paraíba, from 1970 to 1990, underwent a significant process of urban change. The town‘s spaces and everyday life were gradually reconfigured in different ways. Pondering over such aspects, this work proposes an analysis of the reception of such urban reformations and the various impressions made on the locals. Thus, we believe that those changes have ended up redefining some aspects of urban life without necessarily replacing that small town‘s many long-established customs, rural practices and usual pace. Based on an analysis of some sources, we prioritize some reflections upon how a few locals‘ memories picture specific material urban changes, some experiences they had then, and some nuances of a small town. In order to understand the dynamics of the town, highlighting its material and structural changes, as well as the latter‘s impact on urban living, memory is an important locus for comprehending small-town life experiences and, at the same time, making different views of urban life visible. We bring those narratives about Aroeiras to light as a means to understand social and cultural practices, that is to say, we seek to prioritize various ways of experiencing and living such an urban space, those actions that define the specificities of a historical process as it is registered in the locals‘ minds. The narratives elaborated from each eyewitness‘ viewpoint, concerning the spatial reformations they saw, experienced and gave meaning to — taking into account the fact that urban life has its daily routine somehow impacted when the town they live in is being reformed —, make things meaningful and elaborate discourses of relevance regarding what is being implanted. Thus, we use oral history as a research technique for we give a high priority to how changes in the urban structure have been perceived and interpreted by those who lived in the town by then. So as to make such aims real, we carried out thematic interviews with people who lived either in Aroeiras or in the nearby countryside (or who had houses in both) by the time we focus on here. Those subjects, while sharing their personal experiences, provide us with the threads to sew this piece of writing. Those individuals also produce the social and cultural context they dwell in. Their narrated experiences are valuable memoirs by people who, through their own practices, constitute the town where they live, too.

From testimonies of residents of the neighborhood, gathered by the Oral History methodology, reports published in newspapers, official documents, photographs and maps, the narrative comes to understanding the healing process and realize the sociability built in this space. In order to present the city as a tourism product, its administration attracts a large mass of population, with no control, however, over its growth and the impact on the infrastructure, resulting in a fragmented urban fabric. The process of gentrification that occurs through the construction of the avenue by the sea on the mainland, due to a series of discourses of revitalization of the area and real estate development, tourism and trade. Projects involving the creation of a port, new roads to the island as the metro area, and public-private investments generate a growing distortion of the reality and the needs of the communities living there. Expectations and possibilities that collide and clash daily in search of a desire to modernize or to remain as a residential corner of the neighborhood. These are issues addressed throughout the text from a town from below and also connected with the place where it operates / Esta dissertação tem como objetivo analisar as transformações urbanas e a revitalização de espaços em Florianópolis, a partir do caso da intervenção urbana realizada na construção da avenida Beira-Mar Continental, no bairro Estreito, tendo seu projeto sido elaborado no final da década de 1960 e as obras iniciadas em 2004. A partir de testemunhos de moradores do bairro, colhidos através da metodologia da História Oral, de notícias publicadas nos jornais, documentos oficiais, imagens fotográficas e mapas a narrativa trata de compreender o processo de revitalização e perceber as sociabilidades construídas neste espaço. Com o intuito de apresentar a cidade como um produto turístico, a sua administração passa a atrair uma grande massa de população sem que se tenha o controle sobre o crescimento e sobre a infraestrutura oferecida, resultando em uma malha urbana fragmentada. O processo de gentrificação que ocorre para a construção da avenida à beira-mar no Continente decorre de uma série de discursos de revitalização da área e de uma especulação imobiliária, turística e comercial. Projetos que envolvem a criação de um porto, de novos acessos viários com a ilha, como o metrô de superfície, e investimentos público-privados geram uma crescente distorção da realidade e das necessidades primeiras das comunidades que ali residem. Expectativas e possibilidades que se chocam e se enfrentam cotidianamente em busca de um desejo de modernizar-se ou de permanecer como um recanto residencial do bairro. Cette thèse relate la conception d’une entreprise artiste créée par l’auteur, artiste entrepreneuse, dans l’intention de témoigner des mutations des villes et des choix effectués en matière de conservation ou de destruction. Urban Memory, entreprise de « rechargement en contenu mnémonique », a vu le jour en 2012 à Dresde, capitale saxonne, bombardée en 1945. Située à l’est de l’Allemagne, cette ville est en constant chantier depuis des décennies. C’est par l’intermédiaire d’une pratique artistique mêlant la peinture et la sérigraphie avec des moyens de communication mis en scène dans l’urbain qu’Urban Memory entend rendre compte des transformations du paysage architectural et accompagner les débats autour de l’identité et la mémoire de la ville. Dans une première partie, l’auteur retrace son parcours de découverte et de réflexion sur Dresde au travers de premiers travaux ; présente le contexte historique, politique et économique des mutations ; puis nous livre une analyse des entreprises artistes à partir de laquelle elle a conçu Urban Memory, son mode de fonctionnement et ses stratégies. Dans une seconde partie, l’auteur nous guide dans le centre historique de Dresde, le long de ses monuments et mémoriaux, afin de souligner tantôt l’éloquence, tantôt le silence dont sont capables de tels édifices et installations dans la ville ; puis se tourne vers la scène artistique contemporaine et ses moyens de création d’une mémoire « vivante ». Urban Memory, a company that has as its goal the “recharging of mnemonic content,” was founded in Saxony’s capital city Dresden in 2012. Located in the east of Germany, this city, bombarded in 1945, has constantly been under construction in the past decades. Urban Memory takes account of the architectural landscape’s transformations and accompanies debates about the identity and memory of the city. It does so by means of a hybrid form of artistic practices—painting and serigraphy—and communication media placed in the urban context. The first section of this thesis explores the artist’s discovery and initial reflections on Dresden in the context of her first works; it explores the historical, political and economic context of the city’s transformations; and it analyzes artist companies based on which Urban Memory has been conceived as well as its basic functional framework and strategic outlook. The second part zooms in on the historical center of Dresden, its monuments and memorial sites, so as to expose both the eloquence and silence with which the built environment of the city treats its past. Moreover, this part turns to the milieu of contemporary artists and their means of creating a ‘living’ memory. Esse corredor viário foi proposto para solucionar, segundo seus idealizadores, problemas relacionados com mobilidade urbana, preservação ambiental e habitação popular da zona sul do Recife. Dentro de uma abordagem cultural, esta pesquisa de campo do tipo qualitativa tem como objetivo geral problematizar as estratégias utilizadas pelos gestores públicos para justificar e viabilizar o projeto da Via Mangue, mais especificamente no que diz respeito à expulsão dos moradores das referidas localidades, refletindo as táticas dos sujeitos na recepção do mesmo. Como objetivos específicos, a pesquisa visa Analisar: de que forma eram produzidos e praticados os espaços, assim como as sociabilidades no bairro de Boa Viagem, dando atenção especial à experiência dos moradores das localidades “Xuxa” e “Deus nos Acuda”; problematizar os discursos dos gestores públicos enquanto parte das estratégias no contexto das relações de forças sociais, nos quais a inclusão social e a dignidade dos moradores das localidades aparecem como argumentação para implantação do projeto da Via Mangue; analisar como a população das localidades “Xuxa” e “Deus nos Acuda” se apropriou do projeto da prefeitura, com suas táticas e astúcias, na luta pela recriação de espaços e de identidades. Estes objetivos foram discutidos, respectivamente, numa estrutura de três capítulos consecutivos e articulados entre si. Para operacionalizar as análises, utilizei como principais conceitos os de “espaço”, “lugar”, “tática”, “estratégia” e “apropriação” de Michel de Certeau; de “identidade” na obra de Stuart Hall e Tomaz Tadeu da Silva. No que diz respeito à natureza das fontes, este trabalho pode ser inserido no campo da história oral, uma vez que tem como fontes os relatos de memória dos ex-moradores das localidades “Xuxa” e “Deus nos Acuda”. Foram utilizadas também como fontes adicionais publicações jornalísticas impressas e eletrônicas. Foram feitas entrevistas, observações simples de campo, análises fotográficas, além de pesquisas bibliográficas. A metodologia de procedimento utilizada foi a Análise de Discurso. Os dados coletados e suas análises levam à conclusão de que a expulsão dos moradores das já referidas localidades constituiu um processo marcado por contradições que não eliminou, mas apenas deslocou fronteiras de segregação espacial, além de provocar o desenraizamento cultural e a precarização das condições socioambientais daqueles moradores. A população expulsa, no entanto, não teve uma atitude passiva diante das estratégias do poder público, tendo desenvolvido, ao invés disso, uma atitude produtiva e determinante na recriação do seu cotidiano, o que “rachou ao meio” as estratégias do poder público, o qual terminou por colher resultados diferentes dos planejados. / In this dissertation I analyze the impacts imposed on the daily life of residents in two poor neighborhoods in Recife -PE, called "Xuxa" and "Deus os Acuda". These inhabitants were expelled by the government from the area which they occupied in the edges of the Boa Viagem mangroves, because of the construction of the Via Mangue. This road was proposed to solve, according to its creators, problems related to urban mobility , environmental preservation and public housing in the southern area of Recife. In a cultural approach, this qualitative research aims to discuss the strategies used by public managers to justify and facilitate the Via Mangue project, specifically regarding to the expulsion of the inhabitants of these areas, reflecting the tactics of the subjects in the reception of this. The specific objectives are: to analyze how were produced and practiced spaces, as well as sociability in Boa Viagem district, giving special attention to the experience of the residents of the localities "Xuxa" and "Deus nos Acuda"; problematize the discourses of public managers as part of the strategies in the context of relations of social forces, in which the social inclusion and the dignity of the residents of the localities appear as arguments for the implementation of the Via Mangue project; to analyze how the population of "Xuxa" and "Deus nos Acuda" appropriated the city hall project, its tactics and gimmicks in the struggle for recreating spaces and identities. These objectives were discussed in a structure of three consecutive and connected chapters, respectively. To perform the analysis, I used the concept of "space", "place" , "tactic" , "strategy" and "ownership" according to Michel de Certeau , the concept of "identity" according to Stuart Hall and Tomaz Tadeu da Silva. This work can be classified as oral history because its sources are reports of former residents’ memories from "Xuxa" and "Deus nos Acuda". Furthermore, print and electronic journalistic publications were used as sources. Interviews, field observations, photographic analyses and literature searches were performed. The method used was Discourse Analysis. I concluded that the expulsion of the residents from the localities was a process marked by contradictions which did not eliminate, but shifted boundaries of spatial segregation and caused cultural rootlessness and impaired the environmental conditions of those residents. The expelled population, however, did not have a passive attitude towards the strategies of the government, instead, they developed a productive and peremptory attitude in the recreation of their daily life, braking the strategies of the government which resulted differently than originally planned.
