A multi-theoretical perspective on IS security behaviors

Abstract Increasingly, organizations and individuals rely upon technologies and networks more and more. Likewise, these environments are infested with more dangers, which could be avoided if computer users were to follow general security guidelines or procedures. Despite the ever-increasing threat, little research has addressed or explained why individuals purposefully engage in behaviors that make them more vulnerable to these threats, rather than avoiding or protecting themselves from such threats. Despite the advantage that could be afforded by understanding the motivations behind such behaviors, research addressing these behaviors is lacking or focused on very specific theoretical bases. This dissertation addresses this research gap by focusing on security-related behaviors that have yet to be addressed in this research stream, and by using novel theoretical perspectives that increase our insight into these types of behaviors. Four studies (n =  1,430) are tested and reported here that support the four behaviors and theoretical perspectives that are of focus in this dissertation. By considering additional theories, constructs, and theoretical perspectives, this dissertation provides several important contributions to security-related behaviors. The results of this study provide new insights into the motivations behind the purposeful enactment of behaviors that increase one’s vulnerability to technological threats and risks. / Tiivistelmä Organisaatiot ja ihmiset ovat yhä enenevissä määrin riippuvaisia teknologiasta ja tietoverkoista. Tällöin he myös kohtaavat entistä enemmän tietoturvariskejä, joita olisi mahdollista välttää noudattamalla tietoturvaohjeita ja -politiikkoja. Huolimatta näistä jatkuvasti yleistyvistä riskeistä, tähän mennessä ei juurikaan ole tehty tutkimusta, joka selittää ihmisten tietoista tietoturvaohjeiden ja -politiikkojen laiminlyöntiä, joka altistaa heidät tietoturvariskeille. Aikaisempi ihmisten tietoturvakäyttäytymisen syiden ymmärtämiseen keskittyvä tutkimus tarkastelee ilmiötä yksipuolisesti tiettyihin teoreettisiin lähtökohtiin nojautuen. Tämä väitöskirjatyö tarkastelee ihmisten tietoturvakäyttäytymisen syitä uudesta teoreettisesta näkökulmasta. Väitöskirja sisältää neljä tutkimusta (n = 1430), jotka tarkastelevat erityyppistä tietoturvakäyttäytymistä erilaisista teoreettisista lähtökohdista. Väitöskirja täydentää olemassa olevaa tietoturvakäyttäytymisen tutkimusta uusien teorioiden, käsitteiden ja teoreettisten näkökulmien avulla.

貪腐零容忍的認知分析 / Perception analysis of zero tolerance on corruption

近年來法務部提出「貪腐零容忍」(zero tolerance on corruption)的概念,期望可以型塑不容忍貪腐的社會文化,鼓勵全民踴躍參與廉政事務和勇於檢舉貪瀆,以建構廉能政府。紐西蘭在2016年全球清廉印象指數的評比中排名第一,其法務部長在接受媒體訪問時表示,可以榮獲第一的關鍵是:「推動貪腐零容忍政策。」可見在實務界,貪腐零容忍是一個跨越國界廣受使用的概念。然而,何謂貪腐零容忍?針對這個重要概念,過去雖有少數文獻提及,卻未直接說明何謂貪腐零容忍,也較少有文獻去討論民眾對於貪腐容忍的認知,若能了解民眾對於貪腐容忍的認知,便能制定相對應的政策,提高我國的競爭力。 故本研究想探究民眾對於貪腐容忍的認知、貪腐容忍對於貪腐情境的判斷及舉發意願的影響。本研究採取次級資料分析及深度訪談兩種研究方法,次級資料分析,採用於余致力、莊文忠(2016)年的在電訪調查,以臺北市的成年民眾為調查母體,採分層隨機抽樣方法調查1,069個有效樣本,調查資料經樣本代表性檢定與加權處理後進行分析,分為「貪腐零容忍」的民眾與「貪腐能容忍」的民眾,並探討受訪者對於各種具體貪腐情境在判斷上的差異及對於貪腐的舉發意願。在深度訪談中,訪談了一般民眾及公務人員,共27位受訪者,期望可以藉此彌補量化統計無法了解的問題。 本研究發現,不同的人口變項對於貪腐容忍程度有差異,貪腐零容忍者與貪能容忍者對於具體貪腐情境的判斷也有不同,貪腐零容忍者較貪腐能容忍者更願意舉發貪腐。大部分民眾對於貪腐情境的判斷受到個人經驗、風俗文化及法律規範影響,大多數的民眾表示願意舉發貪腐事件但卻擔心受到報復。本研究建議可以跳脫台北市的疆界,並檢視目前不合宜的立法。 / In recent years, the Ministry of Justice has been promoting “Zero Tolerance on Corruption”, in order to create a corruption-free society, and encourage all citizens to partake in anti-corruption affairs and report corruption. In 2016, New Zealand has reclaimed top spot in global anti-corruption rankings, as a result of its zero-tolerance on bribery and corruption. Therefore, zero tolerance on corruption is a widely used notion in many countries, but it has not been fully discussed in previous academic literature. Accordingly, this study aims to explore people’s tolerance on corruption, and how they evaluate some specific situations of corruption when they self-reported that they have zero tolerance on corruption. Moreover, this study examines whether tolerance on corruption will affect people’s willingness to report corruption. This study adopted two research methods, secondary data analysis and in-depth interview. The secondary data from Yu and Juang (2016) were collected through telephone survey on 1,069 subjects, based on the stratified random sampling of adult population in Taipei City. In-depth interviews were conducted on 27 people, including government officials and general public who live in Taipei. This study finds that the demographic variables will affect tolerance on corruption. In most cases, people who self-reported they have zero tolerance on corruption have a significantly different evaluation of specific situations of corruption as compared to people who self-reported they are somewhat tolerant to corruption. People that have high willingness to report the corruption have zero tolerance on corruption. Most people are willing to report the corruption, but they worry about being retaliated.

The aim of the research was to look at the motivations behind white-collar crime and, by means of the insights gained, allow businesses to achieve a better understanding of these motivations and the possible loopholes that exist with respect to white-collar crime. Empowered which such knowledge, businesses fraud mitigation polices and approaches are enhanced; which contribute towards sustained operations and increased shareholder value by reduce losses. Face-to-face interviews were held with 29 white-collar offenders imprisoned at the Johannesburg Medium Correctional Centre in Gauteng, South African. Data was collected from these interviews and grouped into themes that related to the research questions. 政府與企業之弊端揭發過程比較研究-從揭弊者受影響因素的角度 / The Comparative Research of Whistle-Blowing in Government and Business Organizations-The Factors Affecting Whistleblowers

近來各國政府對於公共服務的提供,越來越傾向公私協力的方式,以滿足人民的多元需求,但是有時因為政府的監督效率不彰甚至是政府與財團勾結,以至於企業組織的不法行為嚴重影響了公共利益。而外部的監督機制效果失靈,弊端揭發(whistle blowing)就成為了最後一道防線。但是,不論在公私部門,只要是在組織內揭露不法情事,勢必牽涉許多複雜的因素,以及可能對揭發者造成風險,再加上我國法制的不健全難以對揭弊者提供完善的保護,這些都將影響成員揭發的意願。 因此,為探討上述問題,本研究採取質性研究的方式,運用文獻回顧與深度訪談作為研究方法。本研究的研究架構是從弊端揭發者的心理進程發展依序探討,首先,以公務倫理或企業倫理、揭弊前因素以及預期揭弊後因素之三類現有因素做出初步判斷,再者,以前述判斷結果作為依據,將揭弊管道、對象以及手段納入綜合考量,最後做出揭發弊端與否的決定。本研究之研究發現認為,第一,企業倫理與公務倫理難以促使揭弊行為產生。第二、有利組織弊端揭發的情境與結構包括溝通管道暢通、扁平化的組織以及創新傾向的組織文化並且權力在其中居於主導地位。第三、現行保護機制無法保障私部門成員之工作與公務人員之安全。 另外,建議後續研究者可以選擇公私協力之個案,或是可以就組織中的「有權者」的角度來探討。最後,本研究根據研究發現提出幾點實務建議: 一、 制定公益揭發專法 二、 增加組織成員職涯規劃的多元性 三、 加重行賄者責任 四、 改善政風單位處理程序 關鍵詞:弊端揭發過程、公務倫理、企業倫理、弊端揭發者保護機制 / Nowadays, to satisfy the diverse demands from people, governments tend to work with business organizations to provide better public service. However, due to the possibilities of poor supervision from governments and collusion between both parties, public interest is often under great threat or even severely violated. Therefore, whistle-blowing will be the last defense once the external control systems fail. No matter in public or private organizations, it may put the whistleblower at risk while disclosing wrongdoings which involves many complex factors. And it could also affect people’s willingness of being a whistleblower due to the lack of protecting system in our existing legal regime. To investigate above topic, this study is conducted with qualitative research analysis, and is to use documentary analysis and depth interview as the research methods. The conceptual framework is to investigate by the whistleblower’s psychological process in sequence. First of all, the whistleblower will make the initial judgments with three existing factors: administrative ethics or business ethics, the factors prior to whistle-blowing, and the expected factors after whistle-blowing. Therefore, based on the initial judgments mentioned above, the whistleblower will decide whether to blow the whistle or not after taking channels, objects, and means into account. The findings of this research indicate three following points: (1) Administrative ethics or business ethics lead to little possibility that brings out whistle-blowing. (2) The situations or structures which are conducive to whistle-blowing include unimpeded communication channel, horizontal organization, and innovation-tended organizational culture. And the power holds a dominant position. (3) Existing protecting system cannot ensure the right to work of people working in private sector, nor the safety of public servant. In addition, the author suggests that succeeding investigators choose the case related to public private partnership, or probe from the perspective of the powers. At last, the practical suggestions based on the findings of this study are as following: 1. To legislate for public interest disclosure 2. To enrich the diversity of members’ career development 3. To aggravate the consequences of giving bribes 4. xviii, 197 p. / Whistleblowing has been a topic of media interest since the Vietnam War, and it continues to resonate strongly with the public. Several well-publicized whistleblowers have done much more than catch the attention of the world media. They arguably have changed the world. Whistleblowing refers to the reporting of illegal, wasteful, or unethical activities (i.e., wrongdoing) by current and former employees of an organization. Triggered by several highly publicized corporate financial failures, the Sarbanes-Oxley Act of 2002 requires publicly traded companies to provide an anonymous channel for employees to report financial wrongdoing and provides protection for those who do. Using resource dependence perspective and relationship management theory, this study uses e-mail to distribute an online survey to top-ranking public relations executives in the Fortune 1000 corporations to identify what role public relations executives have played in developing and publicizing anonymous whistleblowing channels, their knowledge of wrongdoing in their own organizations and elsewhere, their attitudes and actions related to the wrongdoing, the consequences of their actions, and their relationships with their organizations. The study finds that only one-fifth of respondents helped develop the required anonymous communication channel, but two-thirds helped publicize it; almost one-half of respondents are aware of wrongdoing in their corporations or in other organizations, and two-thirds of those report such activities; those who report wrongdoing do so through internal channels within the corporation, with one exception; few who report wrongdoing suffer retaliation; and the vast majority enjoy positive relationships with their organizations. However, a small number of respondents experienced retaliation, and the research points to a broader exploration of this topic among public relations personnel within Fortune 1000 corporations to determine to what extent status, relationships, and benefits such as the "golden handcuffs" influence whistleblowing. Med rollerna försöker jag beskriva på vilka sätt som intuitionen är till gagn eller av förödelse för det konstnärliga arbetet. Sagan om M handlar om en grodlik karaktär, Delop, som lämnar sin hemplanet för att uppsöka andra världar. I sitt sökande hittar Delop ett folkslag vars syn och levnadssätt skiljer sig från hennes erfarenheter av “verkligheten” såsom hon lärt sig att överleva i den. / Dr. Eleine Mad is Madeleine Jacobsson's spokesperson for the scientific and paranormal discoveries that arise in her worlds. She describes content, tecniques and aesthetics based on a categorization system where art is divided into different types of components and then decoded as they go. To understand the intuition's involvement in the work process, it is transformed into three separate roles by a Seeker, Collector and a Myntare(In swedish language the one who is a "myntare" -is verbally declaring a concept or term). With these roles I try to describe in what ways intuition is beneficial or devastating to the artistic work. The story of M is about a frog-like character, Delop, who leaves the home planet to seek out other worlds.
