The relationship between government policy and management practices at further education and training colleges

This study aims to explain the relationship between FET policy origination and management practices at college level in Gauteng. Empirical evidence shows that there exist a gap between policy and practice. Literature points out that since 1994 South Africa has passed laws that created favorable conditions for policy development. The success or failure of government FET policies can be judged at college level. According to research some managers in former technical colleges lack skills and knowledge to successfully implement government transformation initiatives. Lack of management capacity at college level is cited as the reason for the non-implementation of policy. Policy makers derive policy from political, social and economic imperatives and infuse this with theoretical sources that describe how the policy process works and are often less sensitive to the practical conditions in which the policy is to be implemented. Conversely, policy implementers are primarily guided by contextual and systemic considerations as they implement policy. In this thesis it is argued that understanding the processes of policy development and implementation can assist in explaining the relationship between government policy and management practices at college level. The study interrogates policy intentions by analyzing the original meaning of FET policy from the originators’ perspective and juxtaposes this with the understanding of policy implementation from the implementers’ perspective and describe the relationship between intended and implemented policy. A qualitative research design using semi-structured interviews to gather data from participants was used. Purposive sampling was used to select participants from policy originators and college managers. Six main themes were distilled from the data collected: centralization vis-a vis decentralization; resources; structures; curriculum; governance, and strategic planning. Findings revealed how issues of power and authority affect policy development and implementation. The study establishes that policy implementers need capacity, power and authority to plan and make decisions on policy implementation, but decision-makers at higher levels of the system often subjugate these powers. This work analyses the development of Russian Federation during the presidency of V. Putin in years 2000-2008. It is especially concentrated on the internal development. It starts by summarizing of the Yeltsin period to understand the background, V. Putin was entering into, and to compare both systems in their continuity or difference. Concerning internal affairs, the work focuses on political consolidation, economic stabilization and the evolution of the Russian society. In foreign affairs, it analyses Russia's attitudes towards great powers like EU, USA or China. It mentions also the relations with the post-Soviet countries. Last but not least, the work brings a conclusion about the Russian identity and success of the reforms.

Such objective results from a disturbing question raised by the need of understanding the reasons why a team may have different performance level compared to other teams, using as research object the football environment: What is the relationship between network structure of a team during the football match and their performance? To elaborate on this research question and the search for the scope of the proposed objective its is going to be used the concepts proposed by the Networks Theory (Network Centralization and Density) proposed by Grund (2012) and supplemented by Balkundi and Harrison (2006). The hypotheses are: 1 – The network performance of a football team is positively related to its density; and, 2 - The performance of a football team is negatively related to the degree of centralization of its network. According Grund (2012), high levels of interaction, such as passes numbers among the players of a team during a match, leads to increase the performance of that teams and the centralized interactions into only one player causes a decrease in performance. Balkundi and Harrison (2006), corroborating Grund (2012) label the "performance density phenomenon" the increasing on team performance by the network density and the intensity of interaction among its members. For validating this research, the chosen method is quantitative descriptive one, using as study object two soccer teams, ranked on the first and on the last place in the Paulista’s Football Championship, A1 Series, 2014. The project contribution in the framework of the theory lies in order to offer a new application of the Theory of Networks in a survey of empirical evidence, based on secondary data, about the relationship between the structure of the networks and performance. With regard to management practices, the research should make it possible for football managers the opportunity to rethink their management methods for the improvement of their teams. / O presente trabalho de pesquisa tem como objetivo analisar qual a relação entre a estrutura da rede de um time durante uma partida de futebol no seu desempenho. Tal objetivo resulta de uma questão inquietante levantada pela necessidade de entendimento dos motivos pelos quais uma equipe pode apresentar desempenho em níveis diferenciados, se comparada a outras equipes, utilizando-se como objeto de pesquisa o futebol: qual a relação entre a estrutura de rede de um time durante a partida de futebol e o seu desempenho? Para a reflexão sobre a presente questão de pesquisa e a busca pelo alcance do objetivo proposto serão utilizados os conceitos propostos pela Teoria das Redes (Centralização e Densidade das Redes), apresentados por Grund (2012) e complementados por Balkundi e Harrison (2006). As hipóteses formuladas são: 1 – O desempenho da rede de uma equipe de futebol é positivamente relacionado à sua densidade; e, 2 – O desempenho de uma equipe de futebol é negativamente relacionado ao grau de centralização da sua rede. Segundo Grund (2012), os altos níveis de interação, como os números de passes entre os jogadores de um time durante uma partida, levam ao aumento no desempenho das equipes e que as interações centralizadas em apenas um jogador provocam uma diminuição nesse desempenho. Já Balkundi e Harrison (2006) corroborando Grund (2012) rotulam de “fenômeno de densidade desempenho” o aumento do desempenho de uma equipe pela densidade da rede e a intensidade de interação entre os seus membros. A pesquisa foi realizada com a utilização do método descritivo quantitativo, utilizando-se como objeto dois times de futebol, classificados em primeiro e em último lugar, no Campeonato Paulista de Futebol, Série A1 do ano de 2014. A contribuição do projeto no âmbito da teoria situa-se no intuito de oferecer uma nova aplicação da Teoria das Redes em um levantamento de evidências empíricas baseada em dados secundários, quanto à relação entre a estrutura das redes e o desempenho. No que diz respeito às práticas de gestão, a realização da pesquisa deverá possibilitar aos gestores de equipes no futebol repensarem seus métodos de gestão pelo aprimoramento das suas equipes.

Cette thèse a pour objet d’analyser l’État turc ainsi que les mutations sociopolitiques et économiques que connait son entité sociale. Elle vise à explorer en profondeur ladifficile construction de l’État en Turquie face aux problèmes multiples qui affectent profondémentson développement politique. Qu’est-ce qui fait que l’État ne soit pas parvenu à produire uneintégration politique du territoire suffisamment solide pour qu’elle corresponde au modèle de l’Étatnation ? La question est bel et bien de nature politique et nous conduit à essayer de comprendre etd’expliquer la nature du pouvoir politique turc, autrement dit à saisir et à étudier la réalité et laspécificité de l’ordre politique dont l’État a été le vecteur. Notre enjeu est bien de réfléchir sur l’État,son cadre, sa nature et sa portée. Autrement dit, il s’agit de faire un travail de nature historique quinous amène à examiner la question de l’institutionnalisation dans le cadre d’une sociologie de l’Étatturc qui récapitule le processus de construction spécifique de ce dernier.Cette recherche inclut la genèse de l’État turc, son évolution politique et administrative jusqu’audéveloppement actuel du pays. Pour mieux comprendre cela, il a fallu analyser les mécanismes deconstruction de l’État. La situation actuelle de l’État turc se caractérise clairement par la permanencedes trois points que nous paraissent fondamentaux : l’existence d’une bureaucratie déterminante,l’importance d’un pouvoir charismatique fort et la présence d’une armée qui occupe une placepolitiquement puissante et limite l’action indépendante des gouvernements. Le maintien de ces troisfacteurs a empêché la construction d’un État institutionnalisé doté d’un système politiquedémocratique au sens occidental du terme. On assiste alors à la difficile construction d’un ordrepolitique stable. / The aim of this thesis is to analyse the Turkish State as well as the socio-political andeconomic changes experienced by its social entity. It aims to explore, in depth, the difficultconstruction of the state in Turkey in the face of the many problems that profoundly affect its politicaldevelopment. What makes the state fail to achieve a sufficiently strong political integration of theterritory to fit the nation-state model? The question is indeed of a political nature and leads us to tryto understand and explain the nature of Turkish political power; in other words to grasp and study thereality and the specificity of the political order of which the State has been the vector. The challengeis to reflect on the State, its setting, its nature and its scope.This research includes the genesis of the Turkish state, its political and administrative evolution andthe current manifestation. To better understand this, it was necessary to analyse the constructionmechanisms of the state. The current situation of the Turkish state is clearly characterised by thepermanence of the three points that I consider fundamental: the existence of a decisive bureaucracy,the importance of a strong charismatic power and the presence of an army occupying a politicallypowerful place, which limits the independent action of governments. The maintenance of these threefactors has prevented the construction of an institutionalized state with a democratic political system,in the Western sense of the term. This thesis bears witness to the difficulties of constructing a stablepolitical order.

Bibliotekariers syn på omorganisation och centralisering : En fallstudie på Bibliotek Uppsala / Librarian’s perception of reorganization and centralized media acquisition : A case study of Bibliotek Uppsala

The aim of this thesis is to study how librarians at Bibliotek Uppsala perceive the reorganization that was implemented in 2015. The reorganization involved both a change in the organizational structure and a centralized media acquisition. The aim is also to see whether this reorganization changed the wellbeing in the work place, if the goals with the reorganization have been fulfilled and whether there was a resistance to the change that was implemented, and if so, how that resistance took shape. The main method for this study has been qualitative interviews with librarians at Bibliotek Uppsala. The findings show different views on the reorganization. Positive voices were raised concerning a closer and more direct contact with employees within the same unit. Negative voices on the other hand concern the lack of contact with employees outside the unit. A centralized media acquisition has made the process more efficient, both economically and through time saving. Librarians at Bibliotek Uppsala who no longer work with acquisition however experience a stress connected with the loss of contact with the media, connected to a reduction in literature knowledge. Another effect of the reorganization has been a more unified organization which is perceived as both something positive and something negative. It is a positive outcome for the organization as a whole but librarians working at the smaller libraries experience a loss in uniqueness of the libraries. The findings concerning wellbeing in the workplace are varied. Some librarians experience more stress while others see a clearer structure in the workplace. A stress in relation to different leadership roles is however pervading, caused by lack of communication. The goals of the reorganization have been partly met but lacking in some respects like developed cross-groups, more contact between co-workers and between managers and co-workers. There was a resistance to the change that was implemented in 2015. The resistance was cause by previous experiences, fear and how the change was being implemented. The greatest source of the resistance was connected with a lack of dialogue concerning the changes being implemented.

Srovnávací model světových zpravodajských komunit / Model of Comparison for World Intelligence Communities

This thesis focuses on whether we can create a categorizational model for foreign intelligence communities and if we can identify factors that will help us predict those foreign intelligence communities' effectiveness in counterterrorism. In order to determine this, the author based one of her main factors on the 1995 Sederberg article that separates counterterrorism models into three main categories: (1) War Model, (2) Criminal Model, and (3) Disease Model. She also relates these models to three of the main geopolitical schools of thought as follows: (1) War Model - Realism, (2) Criminal Model - Liberalism, and (3) Disease Model - Constructivism. The second main factor analyzed here is the centralization of the intelligence community. This clearly affects the consistency of the counterterrorism message being encouraged by the state, as well as the speed with which the Intelligence Community can respond to an emergency situation. The key contributions of this thesis lie in the creation of the comparison model and the subsequent analysis of the six case studies. This model combines and acknowledges theories of counterterrorism effectiveness that have not been previously studied together and is also a useful comparison tool for foreign intelligence agencies without running into many of the same...

Linjechefers upplevelser av stödet från en centraliserad HR-funktion : En kvalitativ studie baserad på linjechefernas perspektiv / A qualitative study based on line managers perspective

Syftet med denna studie är att undersöka samt analysera hur linjechefer upplever ett centraliserat HR-stöd. Studien är en kvalitativ fallstudie och har genomförts inom Falu kommun bestående av nio kvalitativa intervjuer med linjechefer. HR-funktionen består av många olika avdelningar och i denna studie har en avgränsning gjorts till HR-center. Efter de genomförda intervjuerna sammanställdes och analyserades resultatet utifrån litteratur och tidigare forskning. Detta för att tolka den insamlade empirin i förhållande till teori. Efter genomförda intervjuer visar sig linjechefernas upplevelser vara varierande. Studien visar att linjecheferna upplever ett professionellt stöd och bemötande från HR-center. I resultatet framgår det att relationen mellan parterna är enormt betydelsefull, men även en förutsättning för samarbete. Ur resultatet framkommer det förväntningar om att HR-center ska vara lättillgängliga och kunna stötta med sin specialistkompetens inom HR-området. Resultatet synliggör att flertalet linjechefer upplever det fördelaktigt att HR-funktionen är centraliserad. Organiseringen skapar möjlighet till specialistkunskap hos HR-specialisterna vilket främjar chefsstödet. Det framkommer att den personliga kontakten är meningsfull för linjecheferna, men flertalet betonar att det försvåras av att HR-funktionen är centraliserad / The aim of this essay is to investigate and analyze how line managers experience the support of a centralized HR function. The study is a qualitative case study and has been conducted within Falu Municipality consisting of nine qualitative interviews with line managers. The HR function consists of many different departments and in this study a demarcation has been made to the HR center. After the interviews, the results were compiled and analyzed based on literature and previous research. Therefore it was possible to interpret the collected empiricism in relation to theory. After the interviews, the line managers experiences turned out to be varied. The study shows that the line managers experience a professional support and response from the HR center. The result also presented that the relationship between the parties is important, but also a prerequisite for cooperation. Furthermore, the result shows expectations that HR center should be easily accessible and have the ability to support with their knowledge. The result states that most line managers find it useful that the HR function is centralized. The organization creates the opportunity for specialist knowledge of the HR specialists, which promotes support to the line managers. It turns out that the personal contact is meaningful to the line managers, but it also confirms that it is made more difficult by the fact that the HR function is centralized.
