Ce mémoire porte sur les compétences et les sous-compétences en traduction et en
interprétation et vise à dégager les convergences et les divergences entre les compétences
requises dans les deux professions. L’étude pose comme hypothèse que la traduction et
l’interprétation demandent des compétences et des sous-compétences spécifiques à chacune
de ces activités. Sur le plan théorique, l’accent est mis sur la comparaison des éléments
suivants : les définitions de traduction et interprétation, les codes d’éthique des
associations, les programmes universitaires, les outils utilisés par les traducteurs et les
interprètes et le métalangage des deux professions. Sur le plan expérimental, une enquête
par questionnaire en ligne a été menée auprès des traducteurs et des interprètes
professionnels dans le but de déterminer, dans la pratique, les points communs et les
différences entre les deux professions. Les résultats montrent que les différences sont
minimes et sont liées à l’aspect pratique de chacune des professions. / This research describes competences and sub-competences in translation and
interpretation and demonstrates the convergences and divergences between the
competences that are required for both professions. The study is based on the hypothesis
that translation and interpretation require specific competences and sub-competences for
each activity. At the theoretical level, the emphasis is placed on the comparison of the
following elements: definitions of translation and interpretation, codes of Ethics of the
corresponding professional associations, academic programs, tools used by translators and
interpreters, and metalanguage of the two professions. At the experimental level, an online
questionnaire survey is applied to selected professional translators and interpreters in order
to identify differences and common points in the practice of the professions. Results show
that differences are few and they are related to the practice of both professions.

As mudanças no perfil do profissional enfermeiro se configuram historicamente em função da dinâmica que ocorre no mercado de trabalho em saúde, que por sua vez, sofre influências do contexto econômico, social e cultural. A crescente competitividade das organizações de saúde demanda a busca por profissionais cada vez mais qualificados e capacitados. A necessidade de incremento de competências assistenciais, gerenciais, de pesquisa e ensino objetivando o exercício da profissão, incorpora-se progressivamente ao perfil do profissional. O presente estudo teve como objetivos: construir o perfil de competências gerenciais, consensuado por enfermeiros coordenadores de área, para subsidiar um plano de desenvolvimento gerencial dos mesmos; identificar como os enfermeiros coordenadores de área percebem o processo de trabalho gerencial que desenvolvem na instituição hospitalar; analisar a percepção dos enfermeiros coordenadores quanto às competências necessárias para atuar no processo de trabalho gerencial e identificar as convergências e divergências entre o perfil de competências traçado pelos enfermeiros coordenadores e o perfil de competências definido pela Gerência de Enfermagem e Serviço de Educação Continuada. Caracterizado como um estudo qualitativo optou-se pela modalidade da pesquisa-ação. Esse método pressupõe a pesquisa voltada para a descrição de situações concretas e para a intervenção orientada em função da resolução de problemas efetivamente detectados na prática. O cenário da pesquisa foi um hospital filantrópico do município de São Paulo. Participaram da mesma, 13 enfermeiros coordenadores de área. A coleta de dados ocorreu por meio da técnica de grupo focal, com a realização de 04 encontros. A análise dos dados foi realizada com base nos referenciais teóricos relacionados a processo de trabalho e competências gerenciais. Os resultados permitiram construir um plano de desenvolvimento profissional para os enfermeiros coordenadores de área, pautado em competências que atendam as dimensões técnica, ético-política, comunicativa e de desenvolvimento da cidadania. Entre as competências essenciais, atribui-se maior ênfase às relacionadas aos papéis de mentor, coordenador e diretor. The present study had as objectives: build the profile of managerial competences, according to coordinating nurses of area, to subsidize a plan of managerial development of the same; identify how the coordinating nurses of area realize the process of managerial working that develop in the hospitable institution; analyze the perception of the coordinating nurses regarding the necessary competences to act in the process of managerial working and identify the convergences and divergences among competences profile traced by the coordinating nurses and the competences profile defined by the Nursing and Service Management of Continued Education. Characterized as a qualitative study, was opted by the modality of the research-action. That method presupposes the research geared to the description of concrete situations and for the intervention guided regarding the problem solving indeed detected in the practice. The scenery of the research was a philanthropically hospital, in São Paulo, Municipal district. They took part in, thirteen coordinating nurses of area. The data collection occurred by means of the technique of focal group, it was made four encounters. The analysis of the data was accomplished based on theoretical references related to the working process and managerial competences. The results allowed to build a plan of professional development for the coordinating nurses of area, ruled in competences that answer the technical dimensions, ethic-politics, talkative and of development of the citizenship. Among essential competences, it assigns larger emphasis to the related to mentor, coordinator and director\'s roles. As competências e habilidades gerenciais, necessárias ao exercício de cargos executivos das organizações, têm sido objeto de estudos e debates acadêmicos e profissionais. Nas organizações públicas brasileiras, esse assunto vem ganhando destaque, na medida em que se discute a necessidade de melhorar a qualidade dos gastos visando tornar a gestão pública mais eficaz e eficiente. Neste trabalho é apresentado um estudo sobre as competências gerenciais dos gestores das Instituições Públicas de Ensino e Pesquisa da região do Vale do Paraíba Paulista. A partir de pesquisa bibliográfica e documental, foram identificadas as competências e habilidades mais relevantes para o exercício de cargos de gestão em organizações públicas e foi realizada uma pesquisa de campo visando investigar a importância e o domínio atribuídos pelos gestores das organizações estudadas aos itens obtidos na pesquisa bibliográfica e documental. Foi aplicado um questionário a uma amostra composta por quarenta e três gestores das três instituições. As respostas foram obtidas por meio de entrevistas, sendo o questionário semiestruturado. Os dados coletados foram analisados visando identificar um conjunto de competências cujos gestores apontaram ter pouco domínio e que, ao mesmo tempo, foram consideradas importantes para o exercício dos cargos de gestão. Os resultados obtidos apontam que, apesar das diferenças entre as instituições pesquisadas, o conjunto das competências consideradas relevantes e de baixo domínio é essencialmente comum para as organizações estudadas. Tal resultado abre a perspectiva de elaborar propostas de programas de formação gerencial para atender às instituições públicas de ensino e pesquisa. / The competences and management abilities necessary for the exercise of management positions in the organizations, have been the subject of studies and academic and professionals debates. In the Brazilian public organizations, this issue is gaining attention as it discusses the need to improve the quality of the expenditure in order to make public administration more effective and efficient. This work presents a study on the management abilities of managers in public institutions for Education and Research in the Paraíba Paulista Valley. From literature and documents, competences and abilities considered to be the most relevant to the exercise of management positions in public organizations were identified and a field survey was applied in order to investigate the importance and domain attributed by managers in the studied organizations to the itens obtained from literature and documents. A questionnaire to a sample of 43 managers from the 3 institutions was administered. The answers were obtained through interviews, from a semi structured questionnaire. The data collected were analyzed to identify a set of abilities with which managers have little pointed domain and at the same time, were considered important for the exercise of management positions. The results indicate that, despite the differences between the institutions researched, the number of competences considered relevant and low domain is essentially common to the organizations studied. This result opens the prospect of drawing up proposals for management training programs to meet the public institutions of education and research.

O federalismo conhece, na experiência moderna, diversas formações e conformações, segundo a ideologia que o permeia e a necessidade histórica que o explica e que o implica. Embora não seja possível falar em um modelo puro ou autêntico de federalismo, há uma característica que lhe é essencial, cuja falta negaria sua própria razão de ser: a coexistência, sob o mesmo poder soberano, de duas ou mais sociedades políticas dotadas de estatalidade. A estatalidade é informada pela existência de um poder político de inaugurar determinada ordem jurídica. No Estado dito unitário, trata-se da soberania. No Estado dito federativo, a soberania convive com o poder político dos Estados federados - a autonomia federativa. Assim como a soberania, a autonomia federativa é um poder político constituinte, mas, ao contrário daquela, é também poder político constituído (competência), limitado pelo poder soberano. A autonomia federativa implica, ainda, a competência para constituir competências políticas e governamentais. Tais limites são postos pelo poder soberano na Constituição do Estado federativo, que define o grau de autonomia federativa. The federative autonomy also implies the competence to establish political and governmental powers. These limits are set by the sovereign power in the Constitution of the federal state, which defines the degree of federative autonomy. Such power has oscillated along the Brazilian republican constitutions. All of them revealed considerable disparity between the formal federative autonomy (which the legal text provides) and the real federative autonomy (which is practiced), which was caused, mainly, by the antagonism between political and economic interests. Darbe iškeltas tikslas konkretizuojamas su šiais uždaviniais: atskleistos ir apibūdintos neformaliojo ugdymo institucijų pedagogų kompetencijų raiškos teorinės prielaidos, įvardintos ir išanalizuotos devynios neformaliojo ugdymo pedagogų kompetencijos:pedagoginis išprusimas, veiklos prognozavimas ir planavimas, ugdymo proceso organizavimas, pedagoginis bendravimas ir bendradarbiavimas, kūrybinė, asmeninė, edukacinė, socialinė ir profesinė.
Remiantis Vyriausybės nutarimais, aptartos visos svarbiausios su nagrinėjama tema susijusios sąvokos, vadovaujantis švietimo sistemos lygių galimybių, kontekstualumo, veiksmingumo, tęstinumo principais, švietimo tikslais ir uždaviniais.
Pagal iš anksto susidarytą tyrimų programą buvo atliktas diagnostinis tyrimas, įgyvendinti iškelti tyrimo programoje tikslas ir uždaviniai, sudaryti klausimynas, aprašai. Apklausti šimtas dvylika Vilniaus vaikų ir jaunimo klubų ir moksleivių namų pedagogų ir dvylika vadovų.
Diagnostinio tyrimo duomenys atskleidė, kad daugelis neformaliojo ugdymo įstaigų pedagogų didelį dėmesį skiria kompetencijų plėtotei ir tobulinimui.
Tyrimo rezultatai rodo, kad siekiant švietimo kokybės geresnių rezultatų, tobulinant veiklos planavimo, ugdymo proceso organizavimo, pedagoginio bendravimo ir bendradarbiavimo kompetencijas, pedagogams derėtų dažniau derinti savo veiklą su tėvais, kolegomis, ugdymo institucija, mokėti ir gebėti... [toliau žr. visą tekstą] / In the Thesis, the set object is concretized through the following tasks: the theoretical preconditions for the expression of competences of pedagogues of informal education institutions are disclosed and defined, nine competences of informal education pedagogues, such as pedagogical sophistication, prognostication and planning of the activities, organizing of the educational process, pedagogical communication and cooperation, creative, educational, social and professional competence, were identified and analyzed.
On the base of decisions of the Government, all key concepts related to the subject under discussion were discussed upon, following the principles of equal opportunities, contextualises, efficiency and succession of the system of education as well as the objects and tasks of education.
According to the previously developed programme of the investigation, the diagnostic investigation was carried out, the object and the tasks set in the programme were implemented, a questionnaire and descriptions were developed. One hundred and twelve pedagogues and twelve heads of Vilnius children and youth clubs and schoolchildren centers were interviewed.
The data of the diagnostic investigation disclosed that a majority of pedagogues of informal education institutions pays a great attention to extension and improvement of their competences.
