Proposição de um índice mundial de justiça climática por meio de abordagem mista de métodos quantitativos /

Orientador: Enzo Barberio Mariano / Resumo: A justiça climática tem como foco analisar em termos éticos e morais as ações climáticas adotadas pelas nações do mundo e agora, passa a contemplar mais um conceito: a justiça social baseada na teoria das capacidades. Assim, o objetivo desta pesquisa é compreender e quantificar a dupla relação entre desenvolvimento humano e práticas de adaptação e mitigação às mudanças do clima, visando a construção de um índice mundial de justiça climática. Para isso, foram utilizadas as técnicas Modelagem de Equações Estruturais (SEM) e Análise Envoltória de Dados (DEA) a fim de verificar a dupla relação entre desenvolvimento humano e ações climáticas, possibilitando a construção do índice de justiça climática. A partir dos resultados da pesquisa é possível destacar: a) validação de modelo teórico para mensuração de justiça climática composto por 5 constructos de desenvolvimento humano e 2 constructos de mudanças climáticas; b) elaboração de rankings com 198 países que medem a conversão de desenvolvimento humano e ações climáticas nos sentidos direto e inverso; c) evidências iniciais mostram que aumentos graduais de desenvolvimento humano podem contribuir para avanços de justiça climática em sociedades de baixo carbono, d) diferenças entre as médias de desempenho entre regiões geográficas do planeta podem oferecer novas perspectivas para negociações sobre mudança do clima. / Abstract: Climate justice focuses on analyzing in ethical and moral terms the climate actions adopted by the nations of the world and now, it starts to contemplate yet another concept: social justice based on the capabilities approach. Thus, the objective of this research is to understand and quantify the double relationship between human development and adaptation and mitigation practices to climate change, aiming at the construction of a global index of climate justice. For this, the Structural Equation Modeling (SEM) and Data Envelopment Analysis (DEA) techniques were used to verify the double relationship between human development and climate actions, enabling the construction of the climate justice index. From the results of the research, it is possible to highlight: a) validation of a theoretical model for measuring climate justice composed of 5 human development constructs and 2 climate change constructs; b) elaboration of rankings with 198 countries that measure the conversion of human development and climate actions in the direct and reverse directions; c) initial evidence shows that gradual increases in human development can contribute to advances in climate justice in low-carbon societies; d) differences in performance averages across geographic regions of the planet can offer new perspectives for climate change negotiations. / Doutor

Die Moeglichkeit, Informationen über das Internet auszutauschen, draengt konventionelle Kommunikationsformen immer mehr in den Hintergrund. Gerade in den Bereichen eBusiness und ePayment, welche aufgrund der zunehmenden Globalisierung unabdingbar sind, spielen dabei die Sicherheit und die Authentitaet der uebertragenen Daten eine wichtige Rolle. Meine Seminararbeit stellt den Data Encryption Standard (DES) in seiner Funktionsweise vor, diskutiert kritisch dessen Sicherheit und gibt einen Ausblick auf neue Verschluesselungstechnologien, welche im Begriff sind, den Data Encryption Standard und seine verschiedenen Versionen abzuloesen.

Interpretou-se que as lacunas entre as diferentes jurisdições nacionais representavam uma oportunidade à criminalidade transnacional e, ao mesmo tempo, uma barreira à ação policial. Em razão disso, as dinâmicas do policiamento, cuja jurisdição costumou restringir-se às delimitações territoriais nacionais, ganharam alcance transnacional. O Brasil, reconhecido enquanto uma das mais importantes rotas do tráfico internacional de drogas da América Latina, tornou-se importante espaço de atuação da DEA. Entre as décadas de 1990 e 2000, a DEA e a Polícia Federal brasileira estreitaram suas relações visando o combate ao tráfico de drogas. Ao promover programas de assistência, treinamento, financiamento de políticas públicas e operações conjuntas, a DEA logrou influenciar as condutas, diretrizes, objetivos e estratégias da Polícia Federal. Por meio de uma pesquisa documental e de entrevistas, este trabalho buscou descrever as diferentes formas pelas quais a DEA e a Polícia Federal se articularam nesse dado período, destacando a assimetria de poder que marcou essa relação. / Abstract: The so-called “war on drugs” has, since the 1990s, driving the transnationalization of US policing agencies, such as the Drug Enforcement Administration (DEA). It was interpreted that the gaps between the different national jurisdictions represented an opportunity for transnational crime and, at the same time, a barrier to police action. As a result, the dynamics of policing, whose jurisdiction used to be restricted to national territorial boundaries, have gained transnational reach. Brazil, recognized as one of the most important routes for international drug trafficking in Latin America, has become an important area of policing for the DEA. Between the 1990s and 2000s, the DEA and the Brazilian Federal Police strengthened their relations aiming the drug trafficking control. By promoting assistance programs, training, financing of public policies and joint operations, the DEA managed to influence the Federal Police’s conduct, guidelines, objectives and strategies. Through documentary research and interviews, this work sought to describe the different ways in which the DEA and the Federal Police articulated themselves in this given period, highlighting the asymmetry of power that marked this relationship. / Resumen: La llamada “guerra contra las drogas” ha impulsando, desde la década de 1990, la transnacionalización de las agencias policiales estadounidenses, como la Drug Enforcement Administration (DEA). Se interpretó que las brechas entre las diferentes jurisdicciones nacionales representaban una oportunidad para el crimen transnacional y, al mismo tiempo, una barrera para la acción policial. Impacts on sustainable development of two CDM projects : A comparison using AHP method

Nowadays the mitigation of climate change and the reduction of greenhouse gases are one of the priorities in the international affairs. Clean Development Mechanism (CDM) is one of the products generated according to this request. For China, CDM brings advanced technologies in terms of energy saving and emission reduction, and driving forces for sustainable development, hereby the development of CDM projects is in full swing in China so far. However, it is not easy to decide which type of CDM projects is suitable for a certain city or region, which project contributes more to sustainable development compared with others, when it comes to several alternatives. In this case, decision-makers require a tool to help make a rational decision. As one of the approaches of assisting in making decisions, the Analytic Hierarchy Process (AHP) is able to provide assistance for decision-makers to compare the contribution of discrepant CDM projects to sustainable development. Moreover, a case study is taken between two typical CDM projects: HFC23 decomposition project and small-scale hydropower project, so as to check if AHP is useable. The result of the case study indicates that HFC23 decomposition project contributes more than small-scale hydropower plant project to sustainable development, which is not in line with China’s CDM development trend for these two projects (NCCCC, 2005), due to the different represented interests of the study group and the real decision-makers. Nevertheless, the result is rational and valid since there is nothing wrong with the AHP method and its application. In addition, in order to improve the effect of assisting in decision making, AHP was tried to be improved in three respects: impairing subjectiveness, avoiding rank reversal and improving accuracy. Even though for AHP itself, DEA/AHP approach could successfully eliminate the subjectiveness, however when it comes to this very case: compare CDM projects in terms of contribution to sustainable development in China, it cannot play an effective role. Moreover, PCA/AHP method cannot eliminate the subjectiveness at the root either. The framework method provides a possibility in theory to increase objectiveness. Two expects provided a feasible way to avoid rank reversal in their article, and the two pathways of improving results accuracy mentioned in this thesis are considered inappropriate in this case. On the other side, concerning AHP application, how to covert realistic issues to AHP structure, how to get desirable initial information, and how to avoid limitation generated by considerable criteria, sub-criteria and alternatives are considered as the difficulties which should be paid attention. In future, AHP could be applied frequently and effectively concerning providing assistance in making decisions in China, if the stakeholders as many as possible are involved in decision-making process.

Evaluating The Performance Of Animal Shelters: An Application Of Data Envelopment Analysis

The focus of this thesis is the application of data envelopment analysis to understand and evaluate the performance of diverse animal welfare organizations across the United States. The results include identification of the most efficient animal welfare organizations, at least among those that post statistics on their operations, and a discussion of various partnerships that may improve the performance of the more inefficient organizations. The Humane Society of the United States estimates that there are 4000 - 6000 independently-run animal shelters across the United States, with an estimated 6-8 million companion animals entering them each year. Unfortunately, more than half of these animals are euthanized. The methods shared in this research illustrate how data envelopment analysis may help shelters improve these statistics through evaluation and cooperation. Data envelopment analysis (DEA) is based on the principle that the efficiency of an organization depends on its ability to transform its inputs into the desired outputs. The result of a DEA model is a single measure that summarizes the relative efficiency of each decision making unit (DMU) when compared with similar organizations. The DEA linear program defines an efficiency frontier with the most efficient animal shelters that are put into the model that "envelops" the other DMUs. Individual efficiency scores are calculated by determining how close each DMU is to reaching the frontier. The results shared in this research focus on the performance of 15 animal shelters. Lack of standardized data regarding individual animal shelter performance limited the ability to review a larger number of shelters and provide more robust results. Various programs are in place within the United States to improve the collection and availability of individual shelter performance. Specifically, the Asilomar Accords provide a strong framework for doing this and could significantly reduce euthanasia of companion animals if more shelters would adopt the practice of collecting and reporting their data in this format. It is demonstrated in this research that combining performance data with financial data within the data envelopment analysis technique can be powerful in helping shelters identify how to better deliver results. The addition of data from other organizations will make the results even more robust and useful for each shelter involved.

Management of Complex Sociotechnical Systems

Sociotechnical systems (STSs) rely on the collaboration between humans and autonomous decision-making units to fulfill their objectives. Highly intertwined social and technical contextual factors influence the collaboration between these human and engineered elements, and consequently the performance characteristics of the STS. In the next two decades, the role allocated to STSs in our society will drastically increase. Thus, the effective design of STSs requires an improved understanding of the human-autonomy interdependency. This dissertation brings together management science along with systems thinking and uses a mixed-methods approach to investigate the interdependencies between people and the autonomous systems they collaborate within complex socio-technical enterprises. The dissertation is organized in three mutually exclusive essays, each investigating a distinct facet of STSs: safe management, collaboration, and efficiency measurement. The first essay investigates the amount of work allocated to safety-critical decision makers and quantifies Rasmussen's workload boundary that represents the limit of attainable workload. The major contribution of this study is to quantify the qualitative theoretical construct of the workload boundary through a Pareto-Koopmans frontier. This frontier allows one to capture the aggregate impact of the social and technical factors that originate from operational conditions on workload. The second essay studies how teams of humans and their autonomous partners share work, given their subjective preferences and contextual operational conditions. This study presents a novel integration of machine learning algorithms in an efficiency measurement framework to understand the influence of contextual factors. The results demonstrate that autonomous units successfully handle relatively simple operational conditions, while complex operational conditions require both workers and their autonomous counterparts to collaborate towards common objectives. The third essay explores the complementary and contrasting roles of efficiency measurement approaches that deal with the influence of contextual factors and their sensitivity to sample size. The results are organized in a structured taxonomy of their fundamental assumptions, limitations, mathematical structure, sensitivity to sample size, and their practical usefulness. To summarize, this dissertation provides an interdisciplinary and pragmatic research approach that benefits from the strengths of both theoretical and data-driven empirical approaches. Broader impacts of this dissertation are disseminated among the literatures of systems engineering, operations research, management science, and mechanical design. / Doctor of Philosophy / A system is an integrated set of elements that achieve a purpose or goal. An autonomous system (ADS) is an engineered element that often substitutes for a human decision-maker, such as in the case of an autonomous vehicle. Sociotechnical systems (STSs) are systems that involve the collaboration of a human decision-maker with an ADS to fulfill their objectives. Historically, STSs have been used primarily for handling safety critical tasks, such as management of nuclear power plants. By design, STSs rely heavily on a collaboration between humans and ADS decision-makers. Therefore, the overall characteristics of a STS, such as system safety, performance, or reliability; is fully dependent on human decisions. The problem with that is that people are independent entities, who can be influenced by operational conditions. Unlike their engineered counterparts, people can be cognitively challenged, tired, or distracted, and consequently make mistakes. The current dependency on human decisions, incentivize business owners and engineers alike to increase the level of automation in engineered systems. This allows them to reduce operational costs, increase performance, and minimize human errors. However, the recent commercial aircraft accidents (e.g., Boeing 737-MAX) have indicated that increasing the level of automation is not always the best strategy. Given that increasing technological capabilities will spread the adoption of STSs, vast majority of existing jobs will either be fully replaced by an ADS or will change from a manual set-up into a STS. Therefore, we need a better understanding of the relationships between social (human) and engineered elements. This dissertation, brings together management science with systems thinking to investigate the dependencies between people and the autonomous systems they collaborate within complex socio-technical enterprises. The dissertation is organized in three mutually exclusive essays, each investigating a distinct facet of STSs: safe management, collaboration, and efficiency measurement. Primary contribution of this study is to use an analytic method to quantify the amount of work a person could safely handle within a STSs. Efficiency and Restructuring in Regulated Energy Networks: Evidence from Germany and the US

Although the German framework of incentive-based energy regulation appears to be well-defined because it draws from international experience and eliminates several present drawbacks existing with revenue-cap regulation doubts of industry and politicians concerning the application of benchmarking techniques and more importantly, the future industry structure, remain. The regulation scheme is based on experience with energy sector reforms in the US due to it being a precursor in this regard, e.g. by introducing incentive-based regulation as early as 1994 and publishing the relevant data in a very detailed way. This thesis therefore brings together the two issues of certain efficiency measurement problems and the industry restructuring in Germany and the US in order to contribute to the current discussion of robust benchmarking and to provide political implications related to the industry’s structure. Therefore, the application of DEA and SFA constitutes the heart of the whole study. These techniques are applied on German electricity DSOs as well as on data for US electricity DSOs and US gas TSOs. The application to US data can then be used to derive information about business strategies and their success in a sector that is being restructured. The US experience will lead to relevant German policy implications with respect to the future structure of the energy industry in Germany. / Der deutsche Regulierungsansatz erscheint im Allgemeinen als ausgewogen, da er zum einen internationale Erfahrungen mit einbezieht und zum anderen bestehenden Schwächen der Erlös-Obergrenzenregulierung berücksichtigt. Dennoch bestehen Zweifel seitens Industrie- und Politvertretern bezüglich der Anwendung von Benchmarking-Techniken und noch bedeutsamer der zukünftigen Industriestruktur. Der regulatorische Rahmen basiert auf Erfahrungen aus der Regulierung der Energiewirtschaft aus den USA, da diese eine Vorreiterrolle in dieser Hinsicht innehaben, beispielsweise aufgrund der frühen Einführung der Anreizregulierung in 1994 und der sehr detaillierten Veröffentlichung der relevanten Daten. Diese Arbeit verknüpft daher diese zwei Aspekte zum einen der Existenz gewisser Problemfelder bei der Effizienzmessung als auch der Umstrukturierung der deutschen Industriestruktur in der Energiewirtschaft. Damit trägt sie zu der aktuellen Diskussion mit Bezug auf robustes Benchmarking bei und liefert zudem politische Implikationen bezüglich der Industriestruktur. Zu diesem Zweck steht die Anwendung der für die deutsche Regulierung der Energienetze relevanten Benchmarking-Techniken (Data Envelopment Analysis (DEA) und Stochastic Frontier Analysis (SFA)) im Zentrum der gesamten Studie. Die empirischen Analysen beziehen sich dabei auf deutsche Elektrizitätsverteilnetzbetreiber sowie auf Elektrizitätsverteilnetzbetreibern und Ferngasgesellschaften aus den USA. Die Analysen von US Daten können dann genutzt werden, um gehaltvolle Informationen über Unternehmensstrategien und deren Erfolg in einem restrukturierten Sektor zu gewinnen. Diese Erfahrungen münden dann in Schlussfolgerungen und Empfehlungen für die deutsche Regulierung und Industriestruktur der deutschen Energienetzwirtschaft.

國立高級中等學校校務基金實施績效之探討 / A Study of Implementation Performance for National Senior High Schools Operation Fund

我國國立高級中等學校實施校務基金之目的除了提升績效外,尚期以增進各校自籌財源之動力,以減輕政府財政負擔,自2007年起開始實施校務基金後之績效為何?值得進一步探討。 本研究係以資料包絡分析法評估各國立高級中等學校2010年至2012年的經營績效,並運用麥氏指數衡量其跨期效率變動情形,最後以Tobit迴歸分析,探討外在環境變數對校務基金實施績效之影響。實證研究結果如下: 一、總技術效率分析:2010、2011及2012年平均總技術效率值依序為0.712、0.714、0.705,表示各該年度尚有28.8%、28.6%及29.5%的效率改善空間。若將各國立高級中等學校依照類別區分,普通高中平均總技術效率表現最佳,綜合高中的表現比職業學校佳,特教學校最差。 二、純技術效率分析:2010、2011及2012年平均純技術效率值依序為0.768、0.781、0.771,表示各該年度尚有23.2%、21.9%及22.9%的效率改善空間。普通高中平均純效率表現最佳,綜合高中的表現比職業學校佳,特教學校最差。 三、規模效率分析:2010、2011及2012年平均規模效率值依序為0.923、 0.908、0.908,表示各該年度尚有7.7%、9.2%及9.2%的效率改善空間。2010年以職業學校表現最佳,2011年以綜合高中表現最佳,2012年度以普通高中表現最佳。特教學校在三個年度的平均規模效率均為最差。 四、麥氏指數分析:2010至2012年度之總要素生產力變動值均小於1,呈現衰退現象, 2010至2011年度及2011至2012年度二個跨期均呈現衰退。 五、Tobit迴歸分析:除實施校務基金的年限無顯著影響外,學校區位、校舍面積及學校成立年限等三項外在環境對學校的經營績效均具有影響。 / The purpose of national senior high schools in Taiwan implementing National Senior High Schools Operation Fund is not only improving performance, but also enhancing the schools’ self-motivation of the financial resources to reduce the fiscal burden of government. How is the performance of implementing National Senior High Schools Operation Fund since 2007?It is worthy of further study. This study is based on Data Envelopment Analysis to evaluate the operating performance of national senior high schools from 2010 to 2012. In addition, this study uses Malmquist Index to measure the efficiency changes. Finally, Tobit regression analysis is used and tried to find effects of the external environment variables on the implemenetation performance of National Senior High Schools Operation Fund. The findings of this study are as follows: 1.Overall technical efficiency analysis:the average value of the overall technical efficiency is 0.712、0.714、0.705 in sequence of year 2010、2011 and 2012, and it means that the efficiency improvement is 28.8%, 28.6% and 29.5% each year. If we evaluate the performance of national senior high schools by category, the general high schools are the best, the comprehensive high schools are better than vocational high schools, and the special education schools are the worst. 2.Pure technical efficiency analysis.:the average value of the pure technical efficiency is 0.768、0.781、0.771 in sequence of year 2010、2011 and 2012, and it means that the efficiency improvement is 23.2%、21.9% and 22.9% each year. The general senior high schools are the best, the comprehensive senior high schools are better than vocational senior high schools, and the special education schools are the worst. 3.Scale efficiency analysis: the average value of the scale efficiency is 0.923、 0.908、0.908 in sequence of year 2010、2011 and 2012,and it means that the efficiency improvement is 7.7%、9.2% and 9.2% each year. The best performance is the vocational senior high schools in 2010, the comprehensive senior high schools in 2011, and the general senior high schools in 2012, the special education schools are the worst in all three years. 4.Malmquist Index analysis: the value of the total factor productivity change is totally less than 1 from 2010 to 2012, and shows the recession .And the inter-temporal total factor productivity changes show the recession from 2010 to 2011, and 2011 to 2012. 5.Tobit regression analysis: there is no significant impact in the factor of the years of the National Senior High Schools Operation Fund, but the external factors such as the size, the history, and the location of the schools, would affect the performance of national senior high schools.
